Al-RASTAN, HOMS, (SANA) – Stability and calm have been restored in al-Rastan and life in the city has returned to normal after law enforcement personnel, backed by army units, entered the city and encountered the terrorist armed groups who terrorized citizens, attacked law enforcement and army forces and citizens, placed barriers on the roads, blocked main streets and isolated the city from its surroundings.

HAMA,(SANA)- Five law-enforcement members were martyred and eight were wounded on Sunday after they were shot by an armed terrorist group in Kafar Nabboudeh Town in al-Ghab area and all of them were transferred to the national hospitals in Hama, al-Skelbieh and Masyaf.

An official source at al-Ghab area told SANA Correspondent that the law-enforcement members were performing their duty in preserving the security and protecting the civilians from the acts of intimidation practiced by the armed groups, when they were attacked by tens of gunmen who were driving stolen cars, and they opened fire on them as five were martyred and 8 were wounded.

The source added that the armed group used machine guns backed by snipers who were on the roofs of the neighboring buildings.

The source said that the armed groups also attacked a number of the governmental buildings in the aforementioned town, indicating that the competent authorities are hunting the criminals.

Armed Terrorist Groups Kill Citizen, Shoot his Brother, Rob SYP 5 Millions from a Bank

An armed terrorist group killed Citizen Ahmad Skaf, 54, from Bsames Village in Jabal al-Zawiyah after he was kidnapped and tortured to death while his brother was shot in the foot.

Terrorist Group Targets Freight Train in Idlib, Injuring the Driver and His Assistant

An armed terrorist group targeted early Sunday morning a freight train in Oubin area in Idlib province, north Syria.

The driver and his assistant were injured as three cars were diverted off the railway.

Governor of Idlib Khaled al-Ahmad said an explosive device planted on the railway exploded around 6 am causing the driver's railcar to divert off the main track along with the following two railcars, injuring him and his assistant.

The Establishment will work on replacing and maintaining the damaged part, about 75 meters of the railway and mending it to be put in service as soon as possible and the Establishment will also fix the railcar, he pointed out.

He said that "We met on Thursday, we were eight persons and we agreed that we will shoot at soldiers and law-enforcement personnel in the next day."

"When they arrived, they were -as usual- behind the protesters to provide security to them. When the protest took a sub-road, we were in front of the soldiers and we continued shooting on them until we ran out of ammunition, then they caught us," he confessed.

"Muhammad Abdul-Hai, Rashad al-Nabki, Nour al-Dein Rahwan and me had pump-action shotguns, while Said Awwad, Ali Darweesh, Bassam Abdul-Hai and Kamal Rahwan had ak-47 rifles… Said Awwad was the one who brought the guns," he concluded.

LONDON: Syria has failed so far to side-step sanctions on its oil exports by bartering crude oil for fuels as its tender attracted no participants, traders said.

The tender was issued last week, traders said, as Syria desperately needs fuels to keep the country on its feet.

Although the European Union has stopped short of banning the sale of fuel to Syria for humanitarian reasons, companies are refusing to participate in tenders because it has become near-impossible to deliver and receive payment for fuel through international banks.

"I cannot see the tender being awarded. It will be very, very tough. The same EU sanctions that are preventing crude sales will affect this tender. Shipping will be an issue as well," a trader who used to deal with Syrian oil said.

"Nobody can participate, I guess," said a second trader, who used to deal with Syrian products before social unrest in Syria.

Syria's oil exports have come to a standstill in September due to sanctions and this may force a cut in production, weakening President Bashar Assad's ability to generate cash amid a bloody crackdown on protesters.

Both Syrian light and heavier Souedie crude are on offer in exchange for the oil products required to run Syria's oil-fired power plants, keep its economy afloat and prevent widespread disruption to civilian life.

Syria needs to import gasoline, gasoil and diesel because the combined 240,000 barrel per day capacity of its two state-run refineries is unable to meet demand.

A tender has been issued for two cargoes of gasoil for delivery in October.

Turkey is planning to freeze Syrian President Bashar al-Assad's bank accounts after starting an air, land and sea blockade because the leader won't heed calls for political changes, Milliyet reported.

The Turkish Finance Ministry's criminal investigation unit is following Syrian banking activities in the country and may freeze about $500 million of Assad's assets, the Istanbul-based newspaper said, citing officials it didn't name. Turkey is also considering travel sanctions on people close to the Syrian government, Milliyet reported.

Turkey would freeze all of Assad's assets if the United Nations enacts an embargo on Syria, Milliyet said. Foreign banks in Turkey halted transactions with Syria Aug. 15 while local banks continue exchanges to collect money owed to Turkish companies, according to the newspaper.

Assad's oppression has left more than 3,600 civilians dead since the protests began in March, according to Ammar Qurabi of the National Organization for Human Rights in Syria. About 30,000 people have been detained and 13,000 are still being held, Qurabi said. About 700 members of the state security forces have been killed in the uprising.

American Ambassador Robert Ford, a critic of Assad, escaped an attack by a mob in Damascus two days ago.

HOMS, (SANA)- The competent authorities in Homs province on Thursday evening seized a car loaded with weapons in Tall Ashour town near Homs.

An informed source in the province told SANA correspondent that the driver of the car, when asked to stop the car to be searched at a law enforcement forces checkpoint, turned onto a dirt road in an attempt to run away and then got off the car and fled away.

Al-Ekhbaria TV said that a large amount of weapons were confiscated during the operation in Rastan, adding that a total of 140 wanted people were arrested, including "armed groups leaders who call themselves the Free Syrian Army."

The Syrian official SANA news agency quoted a military sources as saying Thursday that the law-enforcement forces, backed by some government forces, started a "qualitative" operation Thursday against armed terrorist groups in al-Rastan town in the central province of Homs.

Meanwhile, the Doha-based al-Jazeera TV cited sources as saying that about 10 tanks rolled into al-Rastan earlier Saturday, as fights between security forces and defectors continued for the fourth straight day in the town, which has emerged as a hub of protests and a stronghold of army defectors.

The report, however, couldn't be independently verified as journalists are banned from heading to troubled areas.

Syrian official media said about six people were killed Friday in separate incidents by armed groups, while some activist groups said at least 11 people were killed by security forces during Friday protests.

RIYADH — Saudi men were voting in municipal elections on Thursday, with a poor turnout in the last all-male polls in the kingdom after King Abdullah this week gave women the right to participate in four years' time.

Some 5,324 candidates are competing for 1,056 seats -- in only the second elections in Saudi Arabian history -- to fill half the seats in the country's 285 councils. The other half are appointed by the government.

The first elections in the Gulf kingdom, which has a population of around 27.5 million, including around 19 million Saudis, were held in 2005, but the government extended the existing council's term for two years.

Around 1.2 million male voters have registered to take part.

But the polls appeared to attract little interest on the first day of the Saudi weekend on Thursday and Friday.

Just a few voters had shown up before midday at a polling station in Al-Olaya neighbourhood in central Riyadh, an AFP correspondent reported.

"The movement is slow before noon. People are still asleep because it is a day off," said candidate Abdulwahab al-Maliki.

At another voting centre at Al-Farazdaq primary school election supervisors waited for voters, but very few turned up.

"I am confused. I don't who I should vote for. Candidates have used Facebook to communicate with us. I prefer direct contact," lamented Mohammed Abdullah, saying: "I don't think I will give my vote to any of them."

Voting was also slow in the country's economic capital, the port city of Jeddah on the west coast.

"I voted for a colleague of mine," said retired teacher Ibrahim Ghazi, adding that he "didn't check any of the manifestos of the candidates and didn't know other names."

The results of the vote are expected on Sunday.

Thursday's polling comes just four days after absolute monarch King Abdullah granted women the right to vote and run in the next municipal elections in four years, a historic first for the ultra-conservative country.

Women's rights activists had long fought for the right to vote in Saudi Arabia, which applies a strict version of Sunni Islam and bars women from driving or travelling without the consent of a male guardian.

In addition to women participating in the only public polls in the country, King Abdullah also announced he had decided to admit women to the Shura Council, an all-appointed consultative body.

The monarch's move was hailed by the United States and Britain, with both calling it a significant "step forward."

And Fahad Al-Harithi, head of Asbar Centre for Studies, Research and Communications, said: "The road for women to gain their rights is still too long. She is still marginalised... in terms of her rights and duties."

Advocacy group Human Rights Watch also welcomed the king's decision but said it came too late.

"King Abdullah's promise that women will finally be allowed to vote is a welcome move away from the discrimination and exclusion that Saudi women have suffered for so long," said Sarah Leah Whitson, HRW's Middle East director.

"Sadly, King Abdullah's promise of reform in 2015 doesn't come soon enough for women to vote in upcoming municipal elections," Whitson said of Thursday's vote.

Amnesty International cautiously welcomed the decision but said the kingdom was moving much too slowly on women's rights.

"It is a welcome, albeit limited, step along the long road towards gender equality in Saudi Arabia," said Philip Luther, Amnesty's deputy director for the Middle East and North Africa.

"It is, however, much overdue and does not go nearly far enough."
