Said Sergei Lavrov, Russian Foreign Minister said that Moscow intends to make efforts to launch a national dialogue in Syria, expressing his regret at the attitude of some forces in the Syrian opposition abroad, which rejects this dialogue.
Lavrov said at the conclusion of the meeting of foreign ministers of member states of the Organization of Economic Cooperation in the Asia-Pacific, which was held in Honolulu on November 11 said: "We feel responsible to do everything in our power to launch a national dialogue in Syria."
Lavrov noted that some representatives of the Syrian opposition forces who are particularly in Turkey and the United States took a strong position and, unfortunately, "cannot understand or support," the minister said, in rejecting any suggestions on the start of the dialogue.
He said Lavrov reiterated Moscow's intention to support the national reconciliation dialogue in Syria and said, "We will work to convince (some opposition forces) to adopt more positive and constructive thinking in the (future) home .. hope that everyone take a responsible attitude" of the issue.
In this referring to the other issues addressed by the meeting, Lavrov said that the discussions centered on issues of green economy, integration and the face of natural and industrial disasters.

BEIRUT/AMMAN: Arab League deputy chief Ahmad Ben Heli said Friday suspending Syria's membership from the organization was unlikely, thus pouring cold water on Syrian opposition hopes that the league would take an escalated measure against Damascus when it meets in Cairo Saturday.
Meanwhile, Syria's ambassador to the Arab League said Friday that his government welcomed a visit by an Arab fact-finding mission to ensure Syria has committed to a recent Arab League plan, aimed at ending the country's eight-month crisis.
"The visit of the Arab League mission to Syria will contribute to showing the reality of its commitment to the plan and revealing the motives and agendas of some internal and external sides which are seeking to foil the Arab plan," Youssef told Syria's state news agency, SANA.
Ben Heli warned in an interview with Qatar's Al-Jazeera Friday that closing the door in the face of the Arab League initiative will lead to "opening new doors, including the possibility of foreign intervention."
Some opposition groups have been calling for such intervention, which they say would help protect civilians.
In an apparent defense of President Bashar Assad, Moscow has expressed its concerns to the Arab League over the crisis in Syria, saying that the opposition is becoming more militant and sought to foil the Arab initiative.

CAIRO, (SANA) – Syria's Permanent Representative at the Arab League, Ambassador Yousef Ahmad, said that the decision to suspend Syria's membership is illegal and violates the Arab League's charter and internal regulations, pointing out that such a decision requires a decision from the Council on the level of summit and it must be unanimous, not a majority decision.
In a phone call with the Syrian TV, Ambassador Ahmad said that this decision is a eulogy for Arab common action and a blatant announcement that its administration is subordinate to US-western agendas, with some Arab countries seeking to take command of this action which will eventually lead to the collapse of the Arab League and the absence of the concept of Arab group national security, which benefits agendas that seek to scattering the Arab identity.
He said that since the first meeting of the Council, it was clear that were harbored intents for carrying out what took place today, recalling that he told Qatari Prime Minister Shaikh Hamad bin Jassem that their intentions aren't pure and that they want to take Syria to international resolutions and foreign interference, adding that he reminded him of them after Arab sides proved through their behavior in the council in coordination with the Secretary General that they had never been anything other than a tool for US-western desires and agendas since the beginning which quickly sought to close off any Arab solution in favor of summoning foreign interference in all its forms regardless of its price and consequences on the entire region.
Ahmad noted that it was clear that the coordination and the managing of the session was completely distant from any semblance of commitment to Arab action, with flagrant coordination between the chairman of the session and the General Secretary in their motion to suspend Syria's membership in an illegal manner.
He pointed out that Syria presented an interposition clarifying through a study conducted by the Arab League itself that there is no way for suspending any country's membership except unanimously, excluding the country in question.
"What is surprising is that during the meeting a week ago, the Committee decided to form a committee to be sent to Syria representing Arab countries, with the countries nominating three representatives to go to Syria to find facts, setting 10/11/2011 as the final date for receiving representatives' names… before the deadline, we were surprised by setting this meeting today after we welcomed this committee through memo yesterday and announced full cooperation with them.
"They backed down from this decision and obliterated it through their suspicious behavior in chairing this session in collusion with the General Secretary… it's obvious that they're following the US agenda and carrying out ordered issued by the US and Europe to hurry up and make a decision against Syria," Ahmad said, noting that the session's chairman ended the session while Algeria's Foreign Minister was still discussing the illegal nature of this decision.
"The Chairman of the Committee ended the session by ringing the bell, considering that the decision was made just like that without regards to the fact that the Algerian Foreign Minister was still talking," he added.
Ahmad said that ever since the US incited gunmen in Syria to keep their weapons and employ violence and murder and since France's Foreign Minister said that the Arab work plan was dead, it was obvious that they will pursue this agenda.
He concluded by pointing out that it was Palestine's turn to be chair the Council, and sadly it relinquished its right to Shaikh Hamad in one way or another, saying "Since then, we knew that something dangerous was being harbored… the proceedings of this session proved this analysis to be objective and realistic, contrary to what they said."
Earlier on Saturday, the Arab League Council on Ministerial Level suspended the participation of Syria's delegation in its meetings.
Ambassador Ahmad: Syria Committed to Arab Work Plan, Armed Groups and Opposition Must Discard Weapons and Cease Violence
Earlier, Ambassador Ahmad affirmed Syria's commitment to implementing all the articles of the Arab work plan on the situation in it, noting that Syria made strides in doing so despite armed groups' attempts to foil the plan since it was announced.
During the extraordinary meeting on the level of foreign ministers held on Saturday at the Arab League headquarters to discuss developments in Syria, Ambassador Ahmad stressed that armed groups, the opposition abroad and all the various forces that seek to escalate the situation in Syria in terms of politics and media are obligated to discard and surrender weapons, cease all acts of violence, comply with the Arab plan, accept national dialogue, and put an end to instigator and negative stances and statements.
Ahmad said that hostile atmospheres, blatant political instigation and media attacks are still taking place with the aim of escalating the situation inside Syria and urge opposition abroad and armed groups in Syria to not cooperate with calming efforts and foil any positive Arab role.
He reviewed the various steps taken by the Syrian government in terms of the Arab work plan, which includes withdrawal of army units from cities and urban areas and replacing them with law-enforcement personnel, noting that despite that, the remnants of the armed terrorist groups continue to use heavy weaponry still being smuggled from neighboring countries to murder and terrorize people in cities and their outskirts.
Ahmad also denied the allegations of some Arab and international mass media which claimed that the Syrian army used military machinery and heavy weapons inside Syrian cities, adding that the Syrian government released 553 detainees involved in recent events with more detainees to be released gradually quite soon, in addition to granting amnesty to those who surrender their weapons as long as they haven't committed murder.
He pointed out to the dangerous development in the US stance regarding the crisis in Syria, with the US Department of State Spokesperson announcing that her country advises gunmen to not surrender their weapons, which shows the degree of the US blatant interference in Syria's internal affair and its clear instigation of violence and murder, adding that this stance also constitutes an official US acknowledgement of the existence of active gunmen in Syria which contradicts previous US statements and allegations which said that what is happening in Syria is merely "peaceful protests and demonstrations."
Ahmad went on to note that Syria invited Arab and foreign mass media to visit Syria and witness the reality of the situation, and that Syria continues to provide information and reports on terrorist acts to the Ministerial Committee and the Arab League General secretariat.
"On 2/11/2011, the night of the Arab League Council's decision was issued, the bodies of 68 citizens murdered by the gunfire of these armed terrorist groups were found… their bodies were mutilated in horrible ways that shame all of humanity… we will show the Arab League delegation the photos and documents related to these crimes as soon as they reach Syria," he said.
Ahmad affirmed that the Syrian government will provide all the necessary facilitations and guarantees to the Arab League delegation which will visit Syria soon, giving them full freedom of movement and guaranteeing their security, voicing Syria's confidence that the presence of the delegation and the professional and credible fulfillment of its duties will play a vital role in ensuring the success of the Arab work plan.
He also underlined some of Syria's official remarks and demands regarding the Arab work plans and the elements to ensure its success, stressing the necessity of shedding light on the attempts of external forces and some members of the Syrian opposition to undermine the plan and show the Arab League as a being helpless to play an active positive role in the Syrian crisis in order to summon foreign interference, regardless of its form or the price it will entail.
Ahmad noted that the US blatant instigation and calls for gunmen to not surrender their weapons is linked to another US stance which calls on Arab countries to join the political and economic boycott in Syria, which also matches the stance of the French Foreign Minister who described the Arab work plan as being dead. He affirmed that these stances show that these despotic forces aren't comfortable with the Arab role and shocked by Syria's response to the Arab initiative.
He said that these negative and serious stances required an official statement from the Arab League or the Arab committee that rejects calls for using weapons and violence and Syria and affirming the continuation of the Arab work plan, inviting all sides within Syria and abroad to play a responsible and constructive role and reject violence. Ahmad called on the Arab Ministerial Committee and the Arab League Council to issue a clear statement in this regard.
He also expressed Syria's surprise over the statements made by the Arab League Secretary General in which he said that Syria isn't committed to the Arab initiative, ignoring in his statement the grave instigator statements of the US and France and the stances of the Istanbul council who rejected the Arab work plan and dialogue.
Ahmad pointed out that after approving the Arab work plan, many Syrian national opposition figures within Syria and abroad became subjects to a campaign of intimidation and coercion to make them reject dialogue with the authorities and join the Istanbul council which seeks to summon foreign interference regardless of its price.
He went on to affirm that media instigation against Syria doubled in a rabid and unprecedented rate since the Arab League Council's decision, manifesting in the way reports are being formed and the broadcast of images, the fabrication of news and focusing on the one side which rejects the plan and dialogue, all which aims at promoting the continuation of violence and creating instability to foil the Arab plan and encourage some opposition figures abroad to adhere to their negative stances, all which would lead to preventing any peaceful solution and opening the door to foreign interference with all its disastrous consequences on the region's security and stability.
Ahmad said that Syria believes that the Arab Ministerial Committee's role and the Arab work plan's articles include basic responsibilities entailing that Arab countries must reign in the unprofessional practices of some Arab mass media which seek to escalate the situation in Syria under the pretext of independence of opinion and funding.
"We don't ask for silencing an opinion or the other opinion… we demand exercising the optimum amount of responsibility, professionalism and neutrality and dealing with the events taking place in Syria," he said, stressing that those who ignore the reality of the negative political and media interference and instigation are attempting to blot out the son with their fingers.

BEIRUT: Lebanon voted against a decision by the Arab League Saturday to suspend Syria in four days time should Damascus fail to end the country's crisis.
Reading a statement, Qatari Prime Minister Hamad Bin Jassem al-Thani, said the decision, which would take effect on Nov. 16, had been passed after 18 countries voted in favor. Iraq abstained from the decision while Syria, Lebanon and Yemen voted against.
Bin Jassem said the League had decided "to suspend Syrian delegations' activities in Arab League meetings" if Damascus continued to stall the Arab initiative, referring to a Nov. 2 peace bid that called for the withdrawal of the Syrian Army from streets, an end to the crackdown on protesters, the release of all political prisoners and the launch of dialogue between the opposition and the government within two weeks.
Bin Jassem, who was speaking to reporters at League's headquarters in Cairo, also said the Arab body had decided to implement "economic and political sanctions against the Syrian government," and had urged member states to withdraw their ambassadors from Damascus.
Media reports quoted Lebanese Foreign Affairs Minister Adnan Mansour as saying the decision by the League was counterproductive and could lead to further dangers.
"The decisions that were issued by the Arab League will not help reach a solution. In fact it will push things toward more dangerous situations. This is what we focused on: that Syria's security means security for the region," several media outlets quoted Mansour as saying.
"What was taken in terms of decisions is a dangerous sign because they are against a founding member of the League," he added.
In one of the first reactions to the news by a March 14 coalition member, MP Marwan Hamadeh said the decision was a positive move by the Arab body, but criticized Lebanon's decision to vote against Syria's suspension.
Hamadeh, who described the decision by the Lebanese delegation in Cairo as "shameful," also called on the government to resign immediately.
"[I call for] on this government, which that has put us in Arab isolation in addition to its own national isolation, to resign immediately," Hamadeh said in a statement.
Lebanon has repeatedly said that it must seek to isolate itself from decisions that might harm Syria.
During his first visit to the United Kingdom last week, Prime Minister Najib Mikati said Lebanon's stability depended on taking a neutral stance toward the unrest in Syria.

Meanwhile, Syria's ambassador to the Arab League said Friday that his government welcomed a visit by an Arab fact-finding mission to ensure Syria has committed to a recent Arab League plan, aimed at ending the country's eight-month crisis.
"The visit of the Arab League mission to Syria will contribute to showing the reality of its commitment to the plan and revealing the motives and agendas of some internal and external sides which are seeking to foil the Arab plan," Youssef told Syria's state news agency, SANA.
Ben Heli warned in an interview with Qatar's Al-Jazeera Friday that closing the door in the face of the Arab League initiative will lead to "opening new doors, including the possibility of foreign intervention."
Some opposition groups have been calling for such intervention, which they say would help protect civilians.
In an apparent defense of President Bashar Assad, Moscow has expressed its concerns to the Arab League over the crisis in Syria, saying that the opposition is becoming more militant and sought to foil the Arab initiative.

CAIRO, (SANA) – Syria's Permanent Representative at the Arab League, Ambassador Yousef Ahmad, said that the decision to suspend Syria's membership is illegal and violates the Arab League's charter and internal regulations, pointing out that such a decision requires a decision from the Council on the level of summit and it must be unanimous, not a majority decision.
In a phone call with the Syrian TV, Ambassador Ahmad said that this decision is a eulogy for Arab common action and a blatant announcement that its administration is subordinate to US-western agendas, with some Arab countries seeking to take command of this action which will eventually lead to the collapse of the Arab League and the absence of the concept of Arab group national security, which benefits agendas that seek to scattering the Arab identity.

During the extraordinary meeting on the level of foreign ministers held on Saturday at the Arab League headquarters to discuss developments in Syria, Ambassador Ahmad stressed that armed groups, the opposition abroad and all the various forces that seek to escalate the situation in Syria in terms of politics and media are obligated to discard and surrender weapons, cease all acts of violence, comply with the Arab plan, accept national dialogue, and put an end to instigator and negative stances and statements.
Ahmad said that hostile atmospheres, blatant political instigation and media attacks are still taking place with the aim of escalating the situation inside Syria and urge opposition abroad and armed groups in Syria to not cooperate with calming efforts and foil any positive Arab role.
He reviewed the various steps taken by the Syrian government in terms of the Arab work plan, which includes withdrawal of army units from cities and urban areas and replacing them with law-enforcement personnel, noting that despite that, the remnants of the armed terrorist groups continue to use heavy weaponry still being smuggled from neighboring countries to murder and terrorize people in cities and their outskirts.
Ahmad also denied the allegations of some Arab and international mass media which claimed that the Syrian army used military machinery and heavy weapons inside Syrian cities, adding that the Syrian government released 553 detainees involved in recent events with more detainees to be released gradually quite soon, in addition to granting amnesty to those who surrender their weapons as long as they haven't committed murder.
He pointed out to the dangerous development in the US stance regarding the crisis in Syria, with the US Department of State Spokesperson announcing that her country advises gunmen to not surrender their weapons, which shows the degree of the US blatant interference in Syria's internal affair and its clear instigation of violence and murder, adding that this stance also constitutes an official US acknowledgement of the existence of active gunmen in Syria which contradicts previous US statements and allegations which said that what is happening in Syria is merely "peaceful protests and demonstrations."
Ahmad went on to note that Syria invited Arab and foreign mass media to visit Syria and witness the reality of the situation, and that Syria continues to provide information and reports on terrorist acts to the Ministerial Committee and the Arab League General secretariat.
"On 2/11/2011, the night of the Arab League Council's decision was issued, the bodies of 68 citizens murdered by the gunfire of these armed terrorist groups were found… their bodies were mutilated in horrible ways that shame all of humanity… we will show the Arab League delegation the photos and documents related to these crimes as soon as they reach Syria," he said.
Ahmad affirmed that the Syrian government will provide all the necessary facilitations and guarantees to the Arab League delegation which will visit Syria soon, giving them full freedom of movement and guaranteeing their security, voicing Syria's confidence that the presence of the delegation and the professional and credible fulfillment of its duties will play a vital role in ensuring the success of the Arab work plan.
He also underlined some of Syria's official remarks and demands regarding the Arab work plans and the elements to ensure its success, stressing the necessity of shedding light on the attempts of external forces and some members of the Syrian opposition to undermine the plan and show the Arab League as a being helpless to play an active positive role in the Syrian crisis in order to summon foreign interference, regardless of its form or the price it will entail.
Ahmad noted that the US blatant instigation and calls for gunmen to not surrender their weapons is linked to another US stance which calls on Arab countries to join the political and economic boycott in Syria, which also matches the stance of the French Foreign Minister who described the Arab work plan as being dead. He affirmed that these stances show that these despotic forces aren't comfortable with the Arab role and shocked by Syria's response to the Arab initiative.
He said that these negative and serious stances required an official statement from the Arab League or the Arab committee that rejects calls for using weapons and violence and Syria and affirming the continuation of the Arab work plan, inviting all sides within Syria and abroad to play a responsible and constructive role and reject violence. Ahmad called on the Arab Ministerial Committee and the Arab League Council to issue a clear statement in this regard.
He also expressed Syria's surprise over the statements made by the Arab League Secretary General in which he said that Syria isn't committed to the Arab initiative, ignoring in his statement the grave instigator statements of the US and France and the stances of the Istanbul council who rejected the Arab work plan and dialogue.
Ahmad pointed out that after approving the Arab work plan, many Syrian national opposition figures within Syria and abroad became subjects to a campaign of intimidation and coercion to make them reject dialogue with the authorities and join the Istanbul council which seeks to summon foreign interference regardless of its price.
He went on to affirm that media instigation against Syria doubled in a rabid and unprecedented rate since the Arab League Council's decision, manifesting in the way reports are being formed and the broadcast of images, the fabrication of news and focusing on the one side which rejects the plan and dialogue, all which aims at promoting the continuation of violence and creating instability to foil the Arab plan and encourage some opposition figures abroad to adhere to their negative stances, all which would lead to preventing any peaceful solution and opening the door to foreign interference with all its disastrous consequences on the region's security and stability.
Ahmad said that Syria believes that the Arab Ministerial Committee's role and the Arab work plan's articles include basic responsibilities entailing that Arab countries must reign in the unprofessional practices of some Arab mass media which seek to escalate the situation in Syria under the pretext of independence of opinion and funding.
"We don't ask for silencing an opinion or the other opinion… we demand exercising the optimum amount of responsibility, professionalism and neutrality and dealing with the events taking place in Syria," he said, stressing that those who ignore the reality of the negative political and media interference and instigation are attempting to blot out the son with their fingers.
Ahmad said that the Arab Ministerial Committee should play an active and serious role and that it must have a real, organized presence in Syria along with the Arab delegation, calling on the Arab League Council to make clear stances by rejecting the statements of some countries and foreign forces who seek to continue bloodshed and violence in Syria heedless of the interests and aspirations of the Syrians and the serious repercussions of their reckless policies.

Commented Lebanese Foreign Minister Adnan Mansour on Saturday in an interview to the channel "Al-Manar" that "what has been done and decisions taken by the Arab League is a dangerous sign, because the decision is against the state institution and a member of the Arab League."
Mansour stressed that "these decisions will not help the solution, but will pay to the serious things and this is what we focus upon the security of Syria because of the security of the region."

BEIRUT: Lebanon voted against a decision by the Arab League Saturday to suspend Syria in four days time should Damascus fail to end the country's crisis.
Reading a statement, Qatari Prime Minister Hamad Bin Jassem al-Thani, said the decision, which would take effect on Nov. 16, had been passed after 18 countries voted in favor. Iraq abstained from the decision while Syria, Lebanon and Yemen voted against.
Bin Jassem said the League had decided "to suspend Syrian delegations' activities in Arab League meetings" if Damascus continued to stall the Arab initiative, referring to a Nov. 2 peace bid that called for the withdrawal of the Syrian Army from streets, an end to the crackdown on protesters, the release of all political prisoners and the launch of dialogue between the opposition and the government within two weeks.
Bin Jassem, who was speaking to reporters at League's headquarters in Cairo, also said the Arab body had decided to implement "economic and political sanctions against the Syrian government," and had urged member states to withdraw their ambassadors from Damascus.
Media reports quoted Lebanese Foreign Affairs Minister Adnan Mansour as saying the decision by the League was counterproductive and could lead to further dangers.
"The decisions that were issued by the Arab League will not help reach a solution. In fact it will push things toward more dangerous situations. This is what we focused on: that Syria's security means security for the region," several media outlets quoted Mansour as saying.
"What was taken in terms of decisions is a dangerous sign because they are against a founding member of the League," he added.
In one of the first reactions to the news by a March 14 coalition member, MP Marwan Hamadeh said the decision was a positive move by the Arab body, but criticized Lebanon's decision to vote against Syria's suspension.
Hamadeh, who described the decision by the Lebanese delegation in Cairo as "shameful," also called on the government to resign immediately.
"[I call for] on this government, which that has put us in Arab isolation in addition to its own national isolation, to resign immediately," Hamadeh said in a statement.
Lebanon has repeatedly said that it must seek to isolate itself from decisions that might harm Syria.
During his first visit to the United Kingdom last week, Prime Minister Najib Mikati said Lebanon's stability depended on taking a neutral stance toward the unrest in Syria.
"The third [key factor for stability] in Lebanon is the issue of Syria and the principle here is to keep ourselves out of anything that harms Lebanon's internal interests. We are working with this goal of protecting our nation, both its people and territory, and for peace," Mikati said a day before meeting U.K. Prime Minister David Cameron in London on Nov. 7.
The UN says some 3,500 Syrians, mostly civilians, have been killed in a crackdown by Damascus on protesters calling for reforms in the Arab country which has been under Baath Party rule for almost five decades. Syrian authorities deny targeting civilians, blaming "armed gangs" for the deaths.

The Minister of Foreign Affairs and Emigrants Lebanese Adnan Mansour in his speech before the Arab League Council held a session today in Cairo for Syria, Lebanon rejected a draft decision to suspend the membership of Syria at the Arab League, warning that the move would further complicate matters it will not lead to security and stability in the region.
And Mansour warned in his speech before the Council that the third and fourth items of the draft resolution covering the unprecedented serious consequences on the international level and at the political, economic, and undermine the foundations of joint Arab cooperation and peace in the region and putting the credibility of the Arab League as a whole in the balance.
In this context, pointed out that the Arab League are invited to help Syria out of its crisis and to preserve the unity and sovereignty, security and regional security and stability and not drag it to those who are waiting for the warning of the consequences of allowing fueling the fire on everyone, not to stand firm about what is being plotted and attend to Syria at home and abroad induction of tendentious and subversive media campaigns exceeded all limits, pointing out that since the first meeting on Syria, there was some intention by the parties to suspend its membership in the Arab League.

For his part, the former Lebanese President Emile Lahoud that the Arab countries that have agreed to the decision to suspend the membership of Syria in the Arab League implemented the dictates of American and Western, stressing that Syria will emerge from the crisis victorious dear.

Ali al-Dabbagh, spokesman for the Iraqi government confirmed that the way the Arab League voted on a resolution today on Syria is not acceptable and is characterized by a policy of double standards and could be better.
Dabbagh said in an interview with Iraqiya today that the Iraqi government was first called to be the Arab League is the house of the Arabs, who solved the problems and not be the internationalization of the situation in Syria and not to allow interventions of Foreign Affairs stressed that this is detrimental to the security of Syria's important for Iraq and other Arab countries.
Dabbagh said .. We support the dialogue with the opposition, Iraq participated in the conference in Cairo on the theme of reconciliation has let the Syrian government to dialogue with the opposition to the direct dialogue that the only case to reach acceptable solutions.
Dabbagh said .. That there are countries suffer more than it is the situation in Syria and the Arab League but did not raise a voice for these countries and expressed his regret that there are certain countries in the Arab League and in the absence of Egypt controls the Arab resolution and have a very big effect on it.
Dabbagh said .. Iraq objected to the issue of freezing of Syria's membership in the Arab League because it leads to loss of channel of communication with the Syrian government and thus lose the Arab decision, we value the dialogue with the opposition, but not in this way that forced the movement of the Syrian issue to internationalization.

In conclusion, al-Dabbagh said that the threat of intervention and transportation to the United Nations and international intervention harms the security of Syria and we are in Iraq as a neighbor we fear and worry too much of this we are not Qatar, which have no direct borders with Syria are not affected by their interests and we have direct interests with Syria, Jordan and neighboring countries, and we fear the situation evolves about the mechanism and the future of fear to occur in Iraq and put Iraq's political concern much more than the rest of the states and this is our right.
Arab League suspends Syria's membership
At first I was shocked when I heard the news. It seems that Russia is also shocked. But as I explored some news, I found that only 18 out of 22 member states voted yes. AL is not an organisation to punish its members basically. It needs unanimous votes in doing so.
So my first comment is that today's resolution is illegal. The resolution was not adopted but made public (thrown out of the legal process and advancing a purely political sphere). Perhaps anti-Syrian alliances are in a hurry and made a mistake. Russia and China won't accept such a childish breach of legal process.
My second comment is that this should be the political and legal norms in Qatar. We've just witnessed the Qatari way of doing things.
I believe that people in Damascus and Aleppo will calm down soon, and lead a normal life as if nothing had happened.

Syria has stopped paying for oil produced within the country by Royal Dutch Shell and Total, highlighting the economic tensions affecting Bashar al-Assad's regime after months of pro-democracy protests.
While initially calm about the Syrian economy's ability to weather the protests, Damascus has begun to show growing signs of unease. The government has raised spending by an estimated 20-25 per cent in response to the unrest that started in March and has spent more than $2bn defending its currency, which has fallen 10 per cent against the dollar in the black market.
However, revenues have fallen steeply. Oil export earnings, worth about $3.5bn a year, have been hit by an embargo imposed by the European Union. Damascus also briefly imposed an unpopular import ban to conserve foreign currency in September.
Until a few weeks ago, international oil companies were continuing to be paid, according to people familiar with the situation. But payments then slowed and eventually stopped even though the companies continued pumping. Production has fallen, though, as Syria ordered companies to cut output after a backlog of crude filled its storage capacity because of the EU embargo.
"Payments have been delayed and some are outstanding," said an industry insider, under condition of anonymity. "My sense is the government has no cash."
Shell and Total are among the largest foreign investors in Syria and the two most important international oil producers, although the Middle East country represents only a tiny fraction of their global businesses.
Ayham Kamel, an expert on Syria at the Eurasia Group, a political risk consultancy, said deteriorating economic conditions represented "the most significant challenge to the regime" and threatened to undermine its ability to contain the uprising".
Several campaign groups are urging foreign oil companies to stop producing inside in the country to increase the economic pressure on the regime.
"Their continued domestic oil production in Syria is fuelling government tanks shelling peaceful protesters," said Wissam Tarif, of Avaaz, a campaign group.
The UN estimates that more than 3,500 people have died since March during the regime's crackdown on the pro-democracy movement.
Syria has tried to sell its oil to nations outside the EU, which before the ban bought about 95 per cent of the country's crude exports, to raise hard currency. But the International Energy Agency, the western countries' oil watchdog, said on Thursday that Damascus had failed to find countries willing to buy its oil despite a "heavy marketing effort targeting India, Malaysia, and Indonesia".
The watchdog cut its forecast for Syrian oil production for the last quarter of the year to 240,000 barrels a day, down from a pre-crisis level of 370,000 b/d. At current production rates, Syria is only covering its domestic consumption.
Besides Shell and Total, other foreign oil companies operating in Syria are state-owned CNPC of China and ONGC of India, London-listed Gulfsands Petroleum and INA of Croatia. Shell and Total declined to comment.

CAIRO, (SANA)- Syria's Permanent Representative to the Arab League (AL) Yousef Ahmad on Friday announced that he had presented an official memorandum to the League on Syria's welcome of the visit of an AL mission to Syria and its cooperation with it.
The Arab Committee concerned with the situation in Syria had decided to form a mission from the AL to be sent to Syria to inspect the reality of the situation there and present a report to the Committee.
Ambassador Ahmad reiterated Syria's commitment to the Arab work plan, approved by the AL Council on November 11, 2011, and its seriousness about implementing the plan's articles as it has already put most of them into effect.
"The visit of the AL mission to Syria will contribute to showing the reality of its commitment to the plan and revealing the motives and agendas of some internal and external sides which are seeking to foil the Arab work plan," said the Ambassador.
He affirmed in a statement to SANA that Syria invited the Arab League about a month ago to be present on the ground and get acquainted with the reality of the situation away from the political instigation and media falsification still practiced by several foreign parties against Syria.
Ambassador Ahmad pointed out that the aim behind this instigation and falsification is to inflame the situation inside Syria and incite some opposition parties outside and the armed terrorist groups inside not to respond to the appeasement efforts and initiatives and to reject national dialogue "in a clearly coordinated operation with those foreign parties to call for blatant foreign interference by some international powers in the Syrian internal affair."

The media campaign that is targeting the Lebanese army aims at forcing it to lift its control of the Lebanese-Syrian border, As Safir newspaper reported on Thursday.
"The military should remain neutral. They want chaos along the border, but the army will not be affected by their (campaign)," high-ranking military sources told the daily.
The sources stressed that "the campaign and cheap accusations will not change anything," saying that the army is committed to carrying out its national tasks.
They added that the problems that took place along the border were limited.
"The Syrian authorities cooperated with their Lebanese counterparts to resolve the conflicts," the sources said.
They noted that the media has exaggerated the issue.
Media reports said that army trucks had entered Syrian territory, which was interpreted as a sign of the army's interference in the ongoing events in Syria.
However, the sources stated that the army has been buying logistic equipment from Syria since 1990 and therefore their entry to Syria is normal.
"A while ago, the army signed an agreement with Syria through the Ministry of Finance and the Central Bank to buy a phone quad cable, which required the army trucks enter Syria," they said.
They stated that the army acquires some spare parts for military vehicles, noting that the Syrian state is a mandatory path for the trucks that transfer logistic equipment to the army from Jordan.

Rajaa Sharafeddine, the daughter of a Syrian opposition member who was allegedly kidnapped in the eastern Lebanese region of Aley, has demanded that Hizbullah mediate with its close ally Syria the release of her father, Shebli al-Aysami.
She told the pan-Arab daily Asharq al-Awsat in remarks published on Thursday that the Syrian regime "should not turn its mistake into a sin and it should therefore ensure his immediate release."
She added that she had not received any response from Syrian officials to her pleas to release al-Aysami.
"We have exhausted all means to contact them," she stressed.
"All Lebanese forces have voiced their sympathy with us, especially PSP leader MP Walid Jumblat and MP Akram Chehayeb," Sharafeddine said.
"The Lebanese state is obligated to uncover the sides that kidnapped al-Aysami," she continued.
She stated that she was certain that her father has been handed over to the Syrian regime.
Foreign Minister Adnan Mansour had asserted in the past that there is no evidence indicating that Syrian opposition members were kidnapped in Lebanon.
The March 14 camp has meanwhile accused the Lebanese government of providing cover to the security officials who have allegedly abducted these opposition figures.
In addition, the executive board of the Syrian National Council has expressed its concern with reports by rights groups that 13 Syrian national have been kidnapped.
It said in a letter to Prime Minister Najib Miqati: "The Council is very worried that opposition members are being handed over to the Syrian security services and as such risk death."
Aysami is a co-founder of Syria's ruling Baath party but fled his native Syria in 1966 over political differences with the group. He was last seen in the eastern Lebanese region of Aley.
Three Syrian brothers also went missing in March after one of them was seen in Beirut distributing tracts for a demonstration against the regime in Damascus.
According to Lebanese authorities, some 5,000 Syrians have sought refuge in Lebanon since the outbreak of the revolt in Syria last March.

BEIRUT: The daughter of Syrian dissident Shibli Aisamy, Rajaa Sharafeddine, hit back Friday at comments suggesting her father had been killed, saying the family had received confirmation that the 86-year-old is being held in Syria.
"We have received confirmation from a number of sources that my father was kidnapped in Lebanon and taken to Syria where he is being held," Sharafeddine told The Daily Star.
She was responding to comments made by Baath Party MP Assem Qanso Thursday in which he said it "is not unlikely" that Druze leader Walid Jumblatt and Aley MP Akram Shehayeb "oversaw the liquidation of Aisamy."
"I don't care what he [Qanso] says. I care about what officials say concerning this case," Sharafeddine said.
She slammed Qanso and people of the like who "are not objective and issue remarks that are not based on facts."
"We have not accused anybody of my father's kidnapping. All we want is to have him back with us," Rajaa said.
"His kidnapping is inhuman due to his old age," she added. "Kidnapping of innocent and elderly people in general is ruthless."
Aisamy, who fled Syria in 1966 over political differences with then President Hafez Assad, was abducted in May in the town of Aley, minutes after leaving his daughter's home for a walk.
With regards to a local newspaper report that quoted a senior Lebanese military official as saying that Lebanese Army intelligence had "no reports of Syrians kidnapped in Lebanon," Sharafeddine said: "I hope Lebanese authorities would take the probe more seriously and not succumb to political pressure."
Rajaa said she was confident of a September report by police chief Maj. Gen. Ashraf Rifi in which he said investigations into Aisamy's abduction were not yet complete, but that data collected so far indicated similarities between his kidnapping and those of the four brothers from the Jasem family, who Rifi said had been kidnapped by ISF personnel working at the Syrian Embassy in Beirut.
On May 26, the Syrian Council for Human Rights reported that Aisamy went missing amid "mysterious circumstances."
According to Sharafeddine, her father went missing after he left her home in the afternoon of May 24. He was spending the summer with his Syrian wife in Aley, where Sharafeddine, who is married to a local resident, lives.

A high-ranking military source has stressed that no Syrian activists have been kidnapped in Lebanon only saying that the General Security Department had arrested Syrian nationals on criminal charges.
"Based on Lebanese Army reports, there are no kidnapped Syrians in Lebanon and the Intelligence Branches in the areas haven't recorded any case of kidnapping," the source told An Nahar daily published Friday.
The Army has the names of eight Lebanese and Syrians detainees, some of whom were arrested by the General Security at Rafik Hariri international airport on criminal charges and were referred to the judiciary, the source said.
He also denied that the Army was blockading an area in northern Lebanon where Syrian refugees have resorted to.
Internal Security Forces chief Maj. Gen. Ashraf Rifi has said in a report that four brothers from the Jassem family were kidnapped by the head of the guards unit of the Syrian embassy.
He has also said the disappearance of Syrian opposition member Shebli al-Aisamy had links to the kidnapping of the Jassem brothers.

CAIRO, SANA_ The Arab Nasserite Democratic Party in Egypt on Friday said that recent statements made by the U.S. State Department on Syria is a flagrant interference in its internal affairs and give further evidence on the involvement of the United States in the current events in Syria to divide the region and hit the national forces and resistance in.

AMMAN - Dozens of Syrians gathered outside their embassy in Amman on Thursday, chanting slogans against the regime of Syrian President Bashar Assad and calling for the expulsion of the Syrian ambassador in the Kingdom.
Meanwhile, another, smaller group of Syrians held a counter-protest, raising banners saying: "NATO will not intervene in Syria," and chanting slogans condemning the "US interference and the Zionist conspiracy" against their country.
During the protest, the embassy broadcast Syrian national ballads at loud volume - a move interpreted by protesters as "part of the regime's attempts to silence calls for freedom".
An anti-regime protester, who preferred to be referred to as "Al Homsi", told The Jordan Times that the Syrian ambassador in Amman provoked Syrians residing in Jordan and committed a "sin" when he ordered the broadcast while a group of Syrians was performing Eid Al Adha prayers in front of the embassy on the first day of Eid Al Adha on Sunday.
"That move was nothing short of an act of tyranny and subjugation… a desperate attempt to silence mouths calling for freedom," he said.
Marching arm-in-arm, the anti-regime protesters chanted slogans denouncing the regime and condemning the "massacres" committed by Syrian security forces in the cities of Daraa, Homs, Baniyas and Latakia.
"We wanted to show a sign of solidarity with our brothers back home who are facing difficult times and to emphasise our irreversible demand for freedom," said another protester, who identified herself as "Um Abdullah".
Among the slogans chanted by anti-regime protesters were: "The Syrians want a transitional council," "People want the downfall of the Baath regime" and "Syrians want to expel the ambassador."
Meanwhile, the pro-regime protesters carried pictures of Assad and the Syrian flag, chanting slogans rejecting what they described as a "conspiracy of the imperial powers" to destabilise Syria and end its resistance of US and Israeli "colonial plans".
A minor scuffle broke out between the two groups of protesters and security personnel intervened and separated them.

Posting photos showing the Emir of Qatar, Hamad bin Khalifa Al Thani, and his prime minister shaking hands with Israeli officials, activists also criticized the government for its close ties with Tel Aviv.
It is widely believed that the Emir of Qatar has direct influence on the nature of programs broadcast by Al-Jazeera.
The news network has been repeatedly accused of uneven coverage of the events of the "Arab Spring."
Al-Jazeera is accused of blowing the opposition movement in Syria out of proportion while turning a blind eye to the Bahraini government's violent crackdown on peaceful anti-government protesters.

CAIRO, (SANA)- Syria's Permanent Representative to the Arab League (AL) Yousef Ahmad on Friday announced that he had presented an official memorandum to the League on Syria's welcome of the visit of an AL mission to Syria and its cooperation with it.
The Arab Committee concerned with the situation in Syria had decided to form a mission from the AL to be sent to Syria to inspect the reality of the situation there and present a report to the Committee.
Ambassador Ahmad reiterated Syria's commitment to the Arab work plan, approved by the AL Council on November 11, 2011, and its seriousness about implementing the plan's articles as it has already put most of them into effect.
"The visit of the AL mission to Syria will contribute to showing the reality of its commitment to the plan and revealing the motives and agendas of some internal and external sides which are seeking to foil the Arab work plan," said the Ambassador.
He affirmed in a statement to SANA that Syria invited the Arab League about a month ago to be present on the ground and get acquainted with the reality of the situation away from the political instigation and media falsification still practiced by several foreign parties against Syria.
Ambassador Ahmad pointed out that the aim behind this instigation and falsification is to inflame the situation inside Syria and incite some opposition parties outside and the armed terrorist groups inside not to respond to the appeasement efforts and initiatives and to reject national dialogue "in a clearly coordinated operation with those foreign parties to call for blatant foreign interference by some international powers in the Syrian internal affair."

Rajaa Sharafeddine, the daughter of a Syrian opposition member who was allegedly kidnapped in the eastern Lebanese region of Aley, has demanded that Hizbullah mediate with its close ally Syria the release of her father, Shebli al-Aysami.
She told the pan-Arab daily Asharq al-Awsat in remarks published on Thursday that the Syrian regime "should not turn its mistake into a sin and it should therefore ensure his immediate release."
She added that she had not received any response from Syrian officials to her pleas to release al-Aysami.
"We have exhausted all means to contact them," she stressed.
"All Lebanese forces have voiced their sympathy with us, especially PSP leader MP Walid Jumblat and MP Akram Chehayeb," Sharafeddine said.
"The Lebanese state is obligated to uncover the sides that kidnapped al-Aysami," she continued.
She stated that she was certain that her father has been handed over to the Syrian regime.
Foreign Minister Adnan Mansour had asserted in the past that there is no evidence indicating that Syrian opposition members were kidnapped in Lebanon.
The March 14 camp has meanwhile accused the Lebanese government of providing cover to the security officials who have allegedly abducted these opposition figures.
In addition, the executive board of the Syrian National Council has expressed its concern with reports by rights groups that 13 Syrian national have been kidnapped.
It said in a letter to Prime Minister Najib Miqati: "The Council is very worried that opposition members are being handed over to the Syrian security services and as such risk death."
Aysami is a co-founder of Syria's ruling Baath party but fled his native Syria in 1966 over political differences with the group. He was last seen in the eastern Lebanese region of Aley.
Three Syrian brothers also went missing in March after one of them was seen in Beirut distributing tracts for a demonstration against the regime in Damascus.
According to Lebanese authorities, some 5,000 Syrians have sought refuge in Lebanon since the outbreak of the revolt in Syria last March.

BEIRUT: The daughter of Syrian dissident Shibli Aisamy, Rajaa Sharafeddine, hit back Friday at comments suggesting her father had been killed, saying the family had received confirmation that the 86-year-old is being held in Syria.
"We have received confirmation from a number of sources that my father was kidnapped in Lebanon and taken to Syria where he is being held," Sharafeddine told The Daily Star.
She was responding to comments made by Baath Party MP Assem Qanso Thursday in which he said it "is not unlikely" that Druze leader Walid Jumblatt and Aley MP Akram Shehayeb "oversaw the liquidation of Aisamy."
"I don't care what he [Qanso] says. I care about what officials say concerning this case," Sharafeddine said.
She slammed Qanso and people of the like who "are not objective and issue remarks that are not based on facts."
"We have not accused anybody of my father's kidnapping. All we want is to have him back with us," Rajaa said.
"His kidnapping is inhuman due to his old age," she added. "Kidnapping of innocent and elderly people in general is ruthless."
Aisamy, who fled Syria in 1966 over political differences with then President Hafez Assad, was abducted in May in the town of Aley, minutes after leaving his daughter's home for a walk.
With regards to a local newspaper report that quoted a senior Lebanese military official as saying that Lebanese Army intelligence had "no reports of Syrians kidnapped in Lebanon," Sharafeddine said: "I hope Lebanese authorities would take the probe more seriously and not succumb to political pressure."
Rajaa said she was confident of a September report by police chief Maj. Gen. Ashraf Rifi in which he said investigations into Aisamy's abduction were not yet complete, but that data collected so far indicated similarities between his kidnapping and those of the four brothers from the Jasem family, who Rifi said had been kidnapped by ISF personnel working at the Syrian Embassy in Beirut.
On May 26, the Syrian Council for Human Rights reported that Aisamy went missing amid "mysterious circumstances."
According to Sharafeddine, her father went missing after he left her home in the afternoon of May 24. He was spending the summer with his Syrian wife in Aley, where Sharafeddine, who is married to a local resident, lives.

A high-ranking military source has stressed that no Syrian activists have been kidnapped in Lebanon only saying that the General Security Department had arrested Syrian nationals on criminal charges.
"Based on Lebanese Army reports, there are no kidnapped Syrians in Lebanon and the Intelligence Branches in the areas haven't recorded any case of kidnapping," the source told An Nahar daily published Friday.
The Army has the names of eight Lebanese and Syrians detainees, some of whom were arrested by the General Security at Rafik Hariri international airport on criminal charges and were referred to the judiciary, the source said.
He also denied that the Army was blockading an area in northern Lebanon where Syrian refugees have resorted to.
Internal Security Forces chief Maj. Gen. Ashraf Rifi has said in a report that four brothers from the Jassem family were kidnapped by the head of the guards unit of the Syrian embassy.
He has also said the disappearance of Syrian opposition member Shebli al-Aisamy had links to the kidnapping of the Jassem brothers.

CAIRO, SANA_ The Arab Nasserite Democratic Party in Egypt on Friday said that recent statements made by the U.S. State Department on Syria is a flagrant interference in its internal affairs and give further evidence on the involvement of the United States in the current events in Syria to divide the region and hit the national forces and resistance in.

AMMAN - Dozens of Syrians gathered outside their embassy in Amman on Thursday, chanting slogans against the regime of Syrian President Bashar Assad and calling for the expulsion of the Syrian ambassador in the Kingdom.
Meanwhile, another, smaller group of Syrians held a counter-protest, raising banners saying: "NATO will not intervene in Syria," and chanting slogans condemning the "US interference and the Zionist conspiracy" against their country.
During the protest, the embassy broadcast Syrian national ballads at loud volume - a move interpreted by protesters as "part of the regime's attempts to silence calls for freedom".
An anti-regime protester, who preferred to be referred to as "Al Homsi", told The Jordan Times that the Syrian ambassador in Amman provoked Syrians residing in Jordan and committed a "sin" when he ordered the broadcast while a group of Syrians was performing Eid Al Adha prayers in front of the embassy on the first day of Eid Al Adha on Sunday.
"That move was nothing short of an act of tyranny and subjugation… a desperate attempt to silence mouths calling for freedom," he said.
Marching arm-in-arm, the anti-regime protesters chanted slogans denouncing the regime and condemning the "massacres" committed by Syrian security forces in the cities of Daraa, Homs, Baniyas and Latakia.
"We wanted to show a sign of solidarity with our brothers back home who are facing difficult times and to emphasise our irreversible demand for freedom," said another protester, who identified herself as "Um Abdullah".
Among the slogans chanted by anti-regime protesters were: "The Syrians want a transitional council," "People want the downfall of the Baath regime" and "Syrians want to expel the ambassador."
Meanwhile, the pro-regime protesters carried pictures of Assad and the Syrian flag, chanting slogans rejecting what they described as a "conspiracy of the imperial powers" to destabilise Syria and end its resistance of US and Israeli "colonial plans".
A minor scuffle broke out between the two groups of protesters and security personnel intervened and separated them.

Activists in the Persian Gulf nation of Qatar have accused the Doha-based Al-Jazeera news channel of serving Israeli interests in the region.
Posting photos showing the Emir of Qatar, Hamad bin Khalifa Al Thani, and his prime minister shaking hands with Israeli officials, activists also criticized the government for its close ties with Tel Aviv.
It is widely believed that the Emir of Qatar has direct influence on the nature of programs broadcast by Al-Jazeera.
The news network has been repeatedly accused of uneven coverage of the events of the "Arab Spring."
Al-Jazeera is accused of blowing the opposition movement in Syria out of proportion while turning a blind eye to the Bahraini government's violent crackdown on peaceful anti-government protesters.
A number of well-known journalists, including Ghassan Ben Jeddo, have resigned from the TV in the past months over the channel's coverage of Middle East events.
A profile, titled "The Qatari Revolution Page" has recently appeared on Facebook. Qatar is a country where there are no government elections. It houses a huge US airbase used for military operations in Iraq.
Qatari activists claim that many citizens living in the Arab Emirate are unhappy with their ruler's policies.

Conflicting reports emerged on Friday over the visit of U.S. Treasury Assistant Secretary for Terrorist Financing Daniel Glaser to Beirut.
An Nahar newspaper reported on Friday that the discussions that took place between Glaser and Lebanese bankers were positive.
Sources told the daily that the meeting focused on the technical sides of the banks' transactions with Syria, adding that "the banking sector will not be targeted" by any sanctions.
They said that the visit was to "inquire the followed mechanism by (Lebanese banks) to ensure that there are no potential Syrian attempts to evade financial sanctions."
However, al-Liwaa newspaper reported that the U.S. official stressed during his meeting with Prime Minister Najib Miqati, Lebanese Central Bank Governor Riyad Salameh and Lebanese Bankers that "the international community will not hesitate in imposing direct sanctions on the Central Bank if any Syrian money transactions were passed through it."
According to An Nahar newspaper Miqati told Glaser that the Lebanese economy's growth depends on the banking sector which is why no Lebanese would risk putting this sector in any danger.
Lebanese banking community representatives were keen to emphasize to Glaser that the banks are abiding to the international measures, noting that they are stressing the importance of complying with the international community regardless of the Lebanese government position.
For his part, Salameh stressed that the Lebanese banking sector is committed to the measures taken by the international community, ruling out any transactions or banking accounts between Lebanese Central Bank and Syria's Central Bank.
"We are fully cooperating with the international community and implementing (the decisions)," president of the Lebanese banks association Joseph Torbey said.
Glaser emphasized on Thursday the need for Lebanon to take the necessary steps to ensure a transparent and well-regulated financial sector for Lebanon's continued prosperity, according to a statement by the U.S. embassy.
He reiterated his country's view that it is important to ensure that the current instability in Syria does not undermine the Lebanese financial sector.
The embassy said that Glaser also called for Lebanon to meet all of its international obligations, including cooperating with and funding the Special Tribunal for Lebanon probing the assassination of ex-Premier Rafik Hariri.
He renewed the commitment of the U.S. to a stable, sovereign and independent Lebanon.

BEIRUT: Syrian forces have tortured and killed civilians in the rebellious province of Homs in an assault that indicates crimes against humanity, and the Arab League should suspend Syria's membership, an international human rights group said Friday.
The Arab League, which brokered a Syrian peace plan last week, scheduled an emergency meeting Saturday at its headquarters in Cairo to discuss the failure to stop the bloodshed.
The U.N. estimates 3,500 have been killed nationwide since mid-March. Homs, Syria's third-largest city in a province of the same name, has emerged as the epicenter of the uprising.
"Homs is a microcosm of the Syrian government's brutality," said Sarah Leah Whitson, Middle East director at Human Rights Watch. "The Arab League needs to tell President (Bashar) Assad that violating their agreement has consequences, and that it now supports Security Council action to end the carnage."
In a 63-page report released Friday, Human Rights Watch said security forces killed at least 587 civilians in Homs from mid-April to the end of August - the highest number for any single province.
In the report, which focuses on that period, the rights group said former detainees reported torture including security forces' use of heated metal rods, electric shocks and stress positions. Witnesses also reported large-scale military operations during which security forces used heavy machine guns, including anti-aircraft guns mounted on armored vehicles.
The group also acknowledged that some protesters and army defectors took up arms to protect themselves - a development that some fear plays directly into the regime's hands by giving it an excuse to use extreme violence against a mostly peaceful movement.
"Violence by protesters or defectors deserves further investigation," the report said. "However, these incidents by no means justify the disproportionate and systematic use of lethal force against demonstrators, which clearly exceeded any justifiable response to any threat presented by overwhelmingly unarmed crowds."
Although the crackdown has led to broad international isolation, Assad appears to have a firm grip on power. Sanctions are chipping away at the regime, but economy has not collapsed. There have been defections from the army, but most appear to be low-level conscripts.
The government has largely sealed off the country from foreign journalists and prevented independent reporting, making it difficult to confirm events on the ground. Part of the Arab League plan, accepted by Syria, was to allow reporters and observers into the country.
In the absence of firsthand reporting, key sources of information are amateur videos posted online and details gathered by witnesses and activist groups.

Conflicting reports emerged on Friday over the visit of U.S. Treasury Assistant Secretary for Terrorist Financing Daniel Glaser to Beirut.
An Nahar newspaper reported on Friday that the discussions that took place between Glaser and Lebanese bankers were positive.
Sources told the daily that the meeting focused on the technical sides of the banks' transactions with Syria, adding that "the banking sector will not be targeted" by any sanctions.
They said that the visit was to "inquire the followed mechanism by (Lebanese banks) to ensure that there are no potential Syrian attempts to evade financial sanctions."
However, al-Liwaa newspaper reported that the U.S. official stressed during his meeting with Prime Minister Najib Miqati, Lebanese Central Bank Governor Riyad Salameh and Lebanese Bankers that "the international community will not hesitate in imposing direct sanctions on the Central Bank if any Syrian money transactions were passed through it."
According to An Nahar newspaper Miqati told Glaser that the Lebanese economy's growth depends on the banking sector which is why no Lebanese would risk putting this sector in any danger.
Lebanese banking community representatives were keen to emphasize to Glaser that the banks are abiding to the international measures, noting that they are stressing the importance of complying with the international community regardless of the Lebanese government position.
For his part, Salameh stressed that the Lebanese banking sector is committed to the measures taken by the international community, ruling out any transactions or banking accounts between Lebanese Central Bank and Syria's Central Bank.
"We are fully cooperating with the international community and implementing (the decisions)," president of the Lebanese banks association Joseph Torbey said.
Glaser emphasized on Thursday the need for Lebanon to take the necessary steps to ensure a transparent and well-regulated financial sector for Lebanon's continued prosperity, according to a statement by the U.S. embassy.
He reiterated his country's view that it is important to ensure that the current instability in Syria does not undermine the Lebanese financial sector.
The embassy said that Glaser also called for Lebanon to meet all of its international obligations, including cooperating with and funding the Special Tribunal for Lebanon probing the assassination of ex-Premier Rafik Hariri.
He renewed the commitment of the U.S. to a stable, sovereign and independent Lebanon.

BEIRUT: Syrian forces have tortured and killed civilians in the rebellious province of Homs in an assault that indicates crimes against humanity, and the Arab League should suspend Syria's membership, an international human rights group said Friday.
The Arab League, which brokered a Syrian peace plan last week, scheduled an emergency meeting Saturday at its headquarters in Cairo to discuss the failure to stop the bloodshed.
The U.N. estimates 3,500 have been killed nationwide since mid-March. Homs, Syria's third-largest city in a province of the same name, has emerged as the epicenter of the uprising.
"Homs is a microcosm of the Syrian government's brutality," said Sarah Leah Whitson, Middle East director at Human Rights Watch. "The Arab League needs to tell President (Bashar) Assad that violating their agreement has consequences, and that it now supports Security Council action to end the carnage."
In a 63-page report released Friday, Human Rights Watch said security forces killed at least 587 civilians in Homs from mid-April to the end of August - the highest number for any single province.
In the report, which focuses on that period, the rights group said former detainees reported torture including security forces' use of heated metal rods, electric shocks and stress positions. Witnesses also reported large-scale military operations during which security forces used heavy machine guns, including anti-aircraft guns mounted on armored vehicles.
The group also acknowledged that some protesters and army defectors took up arms to protect themselves - a development that some fear plays directly into the regime's hands by giving it an excuse to use extreme violence against a mostly peaceful movement.
"Violence by protesters or defectors deserves further investigation," the report said. "However, these incidents by no means justify the disproportionate and systematic use of lethal force against demonstrators, which clearly exceeded any justifiable response to any threat presented by overwhelmingly unarmed crowds."
Although the crackdown has led to broad international isolation, Assad appears to have a firm grip on power. Sanctions are chipping away at the regime, but economy has not collapsed. There have been defections from the army, but most appear to be low-level conscripts.
The government has largely sealed off the country from foreign journalists and prevented independent reporting, making it difficult to confirm events on the ground. Part of the Arab League plan, accepted by Syria, was to allow reporters and observers into the country.
