ALEPPO, (SANA)- Information Minister Dr. Adnan Mahmoud on Saturday announced that the Ministry's plan for the coming stage focuses on turning national media in Syria from media of state to media of society.
The Minister's remarks came during his meeting with a number of political, economic, social, cultural, religious, vocational and university figures in the northern province of Aleppo.
He said that the new approach in media aims at furthering interaction with the citizens' issues and ensuring a balanced expression of the social, economic and cultural movement in all the Syrian provinces.
Dr. Mahmoud said his visit to Aleppo came to inspect the situation of local media in the province and listen to all ideas, remarks and suggestions to develop media work and performance.
He said that the Ministry is working to develop local media in terms of addressing the issues of public concern through breaking the traditional patterns of media performance, using modern techniques, monitoring the performance of the state institutions, practicing constructive criticism, restructuring the radio, television and newspapers and regulating electronic media.
Minister Mahmoud noted that the Ministry is in the process of expanding the broadcast space for Aleppo and give more focus to local issues and everyday activities.
He added that there is a plan to establish a research center for public opinion studies to conduct regular evaluation of media performance, in addition to a plan to establish a youth-oriented TV channel.

DAMASCUS, (SANA) – The Syrian Social Nationalist Party (SSNP) affirmed that the division and fragmentation that some Arab sides attempted to propagate in Syria failed thanks to the awareness of the Syrian people and their solidarity and confidence in their leadership.

The Vatican is engaged in an attempt to resolve the nine-month-old crisis in Syria, while the United States is preparing to strike a deal with Iran to secure its vital interests in the region following its withdrawal from Iraq, according to Western diplomatic sources.
“The U.S. is preparing to conclude a deal with Iran through which it can secure its vital and strategic interests in the region, especially with regard to supplying it with oil by the Iranian side,” a Western envoy told The Daily Star.
“This deal carries with it an agreement on a host of sensitive points that are a bone of contention between the two sides. The official announcement on ending the mission of U.S. forces in Iraq is expected to be a starting point for a scenario to redraw the Middle East map in order to cope with the historic structural changes in a number of Arab countries,” he said.
Western sources say attention might be focused early in 2012 on Iraq, which will witness internal sectarian and confessional struggles in preparation for its partitioning into three mini-states: a Sunni, a Shiite and a Kurdish mini-state.
This escalatory trend is expected to set off a spate of bombings targeting religious leaders or mosques of various sects in an attempt to incite strife and facilitate the process of dismembering Iraq, the sources said.
They said this drawn-up plan might give the Americans a pretext to prove to the world that Iraq cannot enjoy stability without a U.S. military presence.
In a divided Iraq, Iran would maintain control over a Shiite mini-state that would serve as an ideological extension of the Islamic Republic, although the seminary in Najaf could remain outside this entity, as it does not embrace Tehran’s concept of clerical rule. Such a break-up is likely to arouse the ire of Turkey, which does not enjoy warm ties with Iran over the situation in Iraq.
Iraqi Prime Minister Nouri al-Maliki recently said in Washington that the real danger facing his country lies in Turkish interference, warning that the Turkish model does not suit the Arab world. This stance reflects a tacit Turkish-Iranian struggle that could soon erupt, probably from Syria, where it is possible to incite Kurdish communities on the Syrian-Turkish border. As this regional tug-of-war plays itself out, a significant role will be played by the Vatican to resolve the Syrian crisis, according to the Western ambassador.
On behalf of the Holy See, clergymen of various ranks have been traveling to Syria to sound out the views of officials in Damascus about the possibility of a solution calling for Syrian President Bashar Assad to stay in power for a full year until presidential elections are held, in which Assad promises not to run but can support any candidate loyal to him, the ambassador said.
Meanwhile, the turbulence in the region on various fronts requires internal Lebanese moves to close ranks and unify the government’s ranks to ward off dangers coming from beyond the border.
According to a senior government source, efforts will be intensified in the next stage to energize the Cabinet’s performance and take decisions on some pressing political and socio-economic issues.
A round of meetings is expected to be held to clear the air among allies within the Cabinet, the source said. The source referred to intensive contacts to be held between Prime Minister Najib Mikati and Free Patriotic Movement leader Michel Aoun to heal the rift between the two sides after Labor Minister Charbel Nahhas’ wage hike plan was “foiled” by the Cabinet.
Energy Minister Gibran Bassil is overseeing a large part of these consultations, which are being closely followed up by Health Minister Ali Hasan Khalil, a political adviser to Speaker Nabih Berri, and Hussein Khalil, a political aide to Hezbollah leader Sayyed Hasan Nasrallah.

NEW DELHI, Dec. 17 (Xinhua) -- India may support a Russian UN resolution on Syria after analysts here found the Syrian crisis is being exploited by various groups of interests, reported local daily The Times of India Saturday.
By supporting the Russian resolution, New Delhi hopes to prevent another Western intervention from taking place in the Middle East, said the report quoting unnamed sources here as saying.
After the war in Libya, India is opposed to another Western intervention in an Arab country through a possible U.S. or European resolution at the UN.
Along with other BRIC nations, India has come to the conclusion that the unrest in Syria is being exploited by different interests.
For instance, officials tracking Syria here note that the violence is now mostly concentrated in Homs, which is the headquarters for the Muslim Brotherhood, according to the report.
Indian analysts also believe that the killing of 27 Syrian soldiers by a rebel group, The Free Syrian Army which is suspected to be armed by Turkey, was the apparent trigger for the Russian resolution, said the report.

金曜礼拝のあと、ダマスカス市内で、アサド大統領を支持するデモが始まり、数百人がハミーディーヤ市場を練り歩いた。
ダマスカス市内では16日、金曜礼拝後に集まった数百人の市民がアサド大統領を称賛する言葉を叫びながら商店街を練り歩いたが、この日は反体制デモを警戒して治安部隊や警察が厳重な警戒態勢を敷いた。
また、市内の広場に政権側が事前に準備したステージの前には1,000人規模の市民が集まり、旗を振るなどしてアサド氏を称えた。
市民は「わたしたちが求めているのはアサド大統領だけです。ほかの誰でもない!」と話した。
一方、地方都市では、各地で大規模な反体制デモが起き、イギリスに拠点を置く「シリア人権監視団」は、西部ホムスでは、20万人以上がデモに参加したと発表した。
政権側は、今もデモ隊に弾圧を加えている一方で、軍にも多数死者が出ており、シリアが本格的な内戦に突入する懸念が高まっている。

【ワシントン白戸圭一】米議会は１５日、核開発を進めるイランへの新たな制裁措置を決定、原油決済などでイラン中央銀行と相当額の取引をすると米大統領が認めた海外の金融機関による米金融機関とのドル取引を禁ずることを可能にした。米市場から締め出す厳しい内容で、日本や韓国などは事実上、イランからの原油輸入の停止圧力をかけられる。一方で、新制裁は原油高騰を招き、回復力が弱い米経済や、東日本大震災から復興途上の日本など同盟国経済に悪影響を与えるリスクもはらむ。
新制裁は国防権限法案に盛り込まれ、１５日までに米議会上下両院で圧倒的多数で可決された。大統領の署名で成立する。米銀行とのドル取引を禁じられれば、経営への打撃は大きく、海外の金融機関は米国での事業縮小か、イラン中銀との取引停止かの選択を迫られる。イラン中銀は原油代金の決済を集中的に担っており、海外金融機関との取引停止・原油輸出減少でイランの資金源を絞り上げるのが米議会の狙いだ。
ただ、新制裁は原油価格の高騰を招くリスクを併せ持つ。国際エネルギー機関（ＩＥＡ）は１３日に出した報告書で新制裁の影響でイランの原油生産能力が今後５年間で４分の１近く落ち込む可能性があると指摘。「原油価格が著しく上昇する可能性がある」と警告した。
来年１１月の大統領選で再選を目指すオバマ大統領にとって、国内経済再建は最大の課題。カーニー米大統領報道官は１３日の記者会見で「常に原油価格を注視している」と述べ、景気の足を引っ張る原油高騰は望まない政権の本音もにじませた。
新制裁法案には、大統領が国家安全保障上の観点から制裁の例外を認めたり、イランからの原油輸入決済を「顕著に減らした」金融機関は対象から外せる特例が設けられている。議会で高まる対イラン強硬姿勢と、米国や日本など同盟国経済への悪影響回避のはざまで、大統領が新制裁をどう運用するか、注目される。
◇日本、原油高騰に不安 輸入１割依存、例外適用要請へ
イランから原油を輸入する日本は、オバマ政権に対し、新制裁の例外適用を強く働きかける考えだ。米側も「（震災後の復興過程にある）日本経済安定の重要性は十分に認識している」（ナイズ米国務副長官）と、日本の立場に理解を示す。ただ、制裁の例外の具体的な基準は決まっておらず、日本政府や産業界には不安感が漂う。
「我が国、世界経済に与える影響への懸念を外務省から米側に伝えている」－－。玄葉光一郎外相は１６日の閣議後の記者会見でこう説明。「制裁法には例外規定も入っている」と述べ、原油輸入停止回避へ米政府への働きかけを強める考えを強調した。イランは日本の原油輸入先の第４位で、輸入全体の約１割を占める。制裁法の影響で日本のメガバンクなどがイラン中銀との取引を停止し、原油輸入が事実上ストップしても、輸入先トップのサウジアラビアなどから代替調達が可能とみられる。経済産業省幹部は「急激な供給不足が起こるとは考えにくい」と話す。
ただ、イランからは韓国や中国、イタリアなども原油を輸入しており、これらの国が米国の新制裁法を恐れて、一斉に他の中東産油国からの代替輸入に走れば、原油価格が跳ね上がるリスクがある。
足元では福島第１原発事故を受け、国内の電力会社が、電源を原発から火力発電に切り替えている。火力発電のエネルギー源の主力は液化天然ガス（ＬＮＧ）に移っているとはいえ、米新制裁の影響による原油価格上昇がＬＮＧに波及すれば、日本経済への打撃は大きい。
全国銀行協会の永易克典会長は１６日の記者会見で「（イランからの輸入が）完全に止まると、日本経済に悪影響が及ぶ」と、政府に輸入停止回避への外交努力を求めた。

米国議会は15日（現地時間）「イラン中央銀行と取り引きを行った場合、いかなる経済主体であれ、例外なく米国の金融機関と取り引きできないようにする」という内容の制裁法案を採択した。
この法律は原案に比べやや柔軟性はあるものの、イランからの原油輸入が全体の10%を占める韓国としては、大きな負担とならざるを得ない。韓国政府はすでに今月初めから経済関連部処（省庁）を中心に、イラン産原油の輸入を一部中断し、他国から石油を輸入する案の検討に取り掛かった。
■原案よりもやや緩和
米議会上院が今月1日に最初に採択したこの法律は、イラン中央銀行と取り引きのある、あらゆる外国の金融機関に対し、例外なく制裁を加えるという内容となっている。そのためオバマ政権は上記の法律に難色を示した。イランからの原油輸入依存度が高く、イラン中央銀行を通じて原油輸入代金を支払う韓国や日本など、アジアの同盟国が反発する可能性があり、国際原油市場にも大きな混乱をもたらしかねないからだ。
その後、上下院の間で調整が行われ、法案の基本的な趣旨は維持しながらも▲国の安全保障という次元で直ちに制裁には取り掛からない権限を政府に与える▲制裁が国際原油市場に及ぼす影響を判断する際には政府の意見を聞く、という修正が加えられ、米政府に「留保」あるいは「例外」条項を設けることができるようにした。米国務省のヌーランド報道官は「政府はイランへの圧力を最大限に強める一方で、同盟国の混乱は最低限に抑える方法を駆使し、イランに対し制裁を行っていきたい」と述べた。イラン中央銀行への制裁法案は、オバマ大統領が署名を行ってから6カ月後に発効する。
■韓国政府、「留保」または「例外」の適用を受けられるよう全力
韓国政府は、来年6月までにこの法律をめぐり「留保」あるいは「例外」対象国に韓国が含まれるよう、外交力を総動員する方針を定めた。留保条項の中には、オバマ政権は米国の安全保障や各国の特殊性を考慮した上で、ある程度の裁量を認めている。例外条項は、特定国がイランからの原油輸入が一気に減少したと認められた場合に適用されるという。
この内容に基づいて韓国政府は、米国の同盟国である韓国は原油を100%輸入に頼っているという現実に基づいて米国を説得する一方、イランからの原油輸入を少しでも減らすための努力を傾けるものとみられる。韓国政府の関係者は「これまでは韓国経済に及ぼす影響を最小限に抑えるため、米議会に対して法案の緩和を働き掛ける努力をしてきた」と述べ、今後はオバマ政権による法律の執行過程で「留保」あるいは「例外」を認めさせることに焦点を合わせるとの考えを示唆した。
オバマ政権は法案の発効後、60日、120日単位で全ての国の動向を分析し、180日後に最終決定を下す見通しだ。
韓国がイランから輸入した原油は、10月末の時点で昨年の年間輸入量を上回る7423万4000バレルだ。これは輸入原油全体の9.6%、金額にすると76億ドル（約5912億円）に相当する。政府と企業の関係者は「イラン産原油はほかの中東産原油に比べ1バレル当たり 2ドル（約155円）から4ドル（約310円）ほど安い上、輸入量も多いため、6カ月で他の輸入先を探すのは難しい」と口をそろえる。
一方で政府は16日に発表された追加の対イラン制裁を通じ、99のイラン関連団体、6人の個人を金融制裁の対象として追加指定した。韓国企業に対しては「イランの石油化学製品を購入した場合には、米国との取引で不利益を被る可能性がある」ことを伝え、取り引きの際に注意を促すことにした。

政府は、イランの核兵器開発疑惑と関連した９９団体や個人６人を、金融制裁対象者に追加・指定する内容を盛り込んだ対イラン追加制裁措置を、１６日発表した。原油輸入禁止措置は含まれなかったが、米国の対イラン追加制裁を受け、韓国のイランからの原油輸入における支障は避けられない模様だ。

The Vatican is engaged in an attempt to resolve the nine-month-old crisis in Syria, while the United States is preparing to strike a deal with Iran to secure its vital interests in the region following its withdrawal from Iraq, according to Western diplomatic sources.
“The U.S. is preparing to conclude a deal with Iran through which it can secure its vital and strategic interests in the region, especially with regard to supplying it with oil by the Iranian side,” a Western envoy told The Daily Star.
“This deal carries with it an agreement on a host of sensitive points that are a bone of contention between the two sides. The official announcement on ending the mission of U.S. forces in Iraq is expected to be a starting point for a scenario to redraw the Middle East map in order to cope with the historic structural changes in a number of Arab countries,” he said.
Western sources say attention might be focused early in 2012 on Iraq, which will witness internal sectarian and confessional struggles in preparation for its partitioning into three mini-states: a Sunni, a Shiite and a Kurdish mini-state.
This escalatory trend is expected to set off a spate of bombings targeting religious leaders or mosques of various sects in an attempt to incite strife and facilitate the process of dismembering Iraq, the sources said.
They said this drawn-up plan might give the Americans a pretext to prove to the world that Iraq cannot enjoy stability without a U.S. military presence.
In a divided Iraq, Iran would maintain control over a Shiite mini-state that would serve as an ideological extension of the Islamic Republic, although the seminary in Najaf could remain outside this entity, as it does not embrace Tehran’s concept of clerical rule. NEW DELHI, Dec. 17 (Xinhua) -- India may support a Russian UN resolution on Syria after analysts here found the Syrian crisis is being exploited by various groups of interests, reported local daily The Times of India Saturday.
By supporting the Russian resolution, New Delhi hopes to prevent another Western intervention from taking place in the Middle East, said the report quoting unnamed sources here as saying.
After the war in Libya, India is opposed to another Western intervention in an Arab country through a possible U.S. or European resolution at the UN.
Along with other BRIC nations, India has come to the conclusion that the unrest in Syria is being exploited by different interests.
For instance, officials tracking Syria here note that the violence is now mostly concentrated in Homs, which is the headquarters for the Muslim Brotherhood, according to the report.
Indian analysts also believe that the killing of 27 Syrian soldiers by a rebel group, The Free Syrian Army which is suspected to be armed by Turkey, was the apparent trigger for the Russian resolution, said the report.

金曜礼拝のあと、ダマスカス市内で、アサド大統領を支持するデモが始まり、数百人がハミーディーヤ市場を練り歩いた。
ダマスカス市内では16日、金曜礼拝後に集まった数百人の市民がアサド大統領を称賛する言葉を叫びながら商店街を練り歩いたが、この日は反体制デモを警戒して治安部隊や警察が厳重な警戒態勢を敷いた。
また、市内の広場に政権側が事前に準備したステージの前には1,000人規模の市民が集まり、旗を振るなどしてアサド氏を称えた。
市民は「わたしたちが求めているのはアサド大統領だけです。ほかの誰でもない!」と話した。
一方、地方都市では、各地で大規模な反体制デモが起き、イギリスに拠点を置く「シリア人権監視団」は、西部ホムスでは、20万人以上がデモに参加したと発表した。
政権側は、今もデモ隊に弾圧を加えている一方で、軍にも多数死者が出ており、シリアが本格的な内戦に突入する懸念が高まっている。

【ワシントン白戸圭一】米議会は１５日、核開発を進めるイランへの新たな制裁措置を決定、原油決済などでイラン中央銀行と相当額の取引をすると米大統領が認めた海外の金融機関による米金融機関とのドル取引を禁ずることを可能にした。米市場から締め出す厳しい内容で、日本や韓国などは事実上、イランからの原油輸入の停止圧力をかけられる。一方で、新制裁は原油高騰を招き、回復力が弱い米経済や、東日本大震災から復興途上の日本など同盟国経済に悪影響を与えるリスクもはらむ。
新制裁は国防権限法案に盛り込まれ、１５日までに米議会上下両院で圧倒的多数で可決された。大統領の署名で成立する。米銀行とのドル取引を禁じられれば、経営への打撃は大きく、海外の金融機関は米国での事業縮小か、イラン中銀との取引停止かの選択を迫られる。イラン中銀は原油代金の決済を集中的に担っており、海外金融機関との取引停止・原油輸出減少でイランの資金源を絞り上げるのが米議会の狙いだ。
ただ、新制裁は原油価格の高騰を招くリスクを併せ持つ。国際エネルギー機関（ＩＥＡ）は１３日に出した報告書で新制裁の影響でイランの原油生産能力が今後５年間で４分の１近く落ち込む可能性があると指摘。「原油価格が著しく上昇する可能性がある」と警告した。
来年１１月の大統領選で再選を目指すオバマ大統領にとって、国内経済再建は最大の課題。カーニー米大統領報道官は１３日の記者会見で「常に原油価格を注視している」と述べ、景気の足を引っ張る原油高騰は望まない政権の本音もにじませた。
新制裁法案には、大統領が国家安全保障上の観点から制裁の例外を認めたり、イランからの原油輸入決済を「顕著に減らした」金融機関は対象から外せる特例が設けられている。議会で高まる対イラン強硬姿勢と、米国や日本など同盟国経済への悪影響回避のはざまで、大統領が新制裁をどう運用するか、注目される。
◇日本、原油高騰に不安 輸入１割依存、例外適用要請へ
イランから原油を輸入する日本は、オバマ政権に対し、新制裁の例外適用を強く働きかける考えだ。米側も「（震災後の復興過程にある）日本経済安定の重要性は十分に認識している」（ナイズ米国務副長官）と、日本の立場に理解を示す。ただ、制裁の例外の具体的な基準は決まっておらず、日本政府や産業界には不安感が漂う。
「我が国、世界経済に与える影響への懸念を外務省から米側に伝えている」－－。玄葉光一郎外相は１６日の閣議後の記者会見でこう説明。「制裁法には例外規定も入っている」と述べ、原油輸入停止回避へ米政府への働きかけを強める考えを強調した。イランは日本の原油輸入先の第４位で、輸入全体の約１割を占める。制裁法の影響で日本のメガバンクなどがイラン中銀との取引を停止し、原油輸入が事実上ストップしても、輸入先トップのサウジアラビアなどから代替調達が可能とみられる。経済産業省幹部は「急激な供給不足が起こるとは考えにくい」と話す。
ただ、イランからは韓国や中国、イタリアなども原油を輸入しており、これらの国が米国の新制裁法を恐れて、一斉に他の中東産油国からの代替輸入に走れば、原油価格が跳ね上がるリスクがある。
足元では福島第１原発事故を受け、国内の電力会社が、電源を原発から火力発電に切り替えている。火力発電のエネルギー源の主力は液化天然ガス（ＬＮＧ）に移っているとはいえ、米新制裁の影響による原油価格上昇がＬＮＧに波及すれば、日本経済への打撃は大きい。
全国銀行協会の永易克典会長は１６日の記者会見で「（イランからの輸入が）完全に止まると、日本経済に悪影響が及ぶ」と、政府に輸入停止回避への外交努力を求めた。

米国議会は15日（現地時間）「イラン中央銀行と取り引きを行った場合、いかなる経済主体であれ、例外なく米国の金融機関と取り引きできないようにする」という内容の制裁法案を採択した。
この法律は原案に比べやや柔軟性はあるものの、イランからの原油輸入が全体の10%を占める韓国としては、大きな負担とならざるを得ない。韓国政府はすでに今月初めから経済関連部処（省庁）を中心に、イラン産原油の輸入を一部中断し、他国から石油を輸入する案の検討に取り掛かった。
■原案よりもやや緩和
米議会上院が今月1日に最初に採択したこの法律は、イラン中央銀行と取り引きのある、あらゆる外国の金融機関に対し、例外なく制裁を加えるという内容となっている。そのためオバマ政権は上記の法律に難色を示した。イランからの原油輸入依存度が高く、イラン中央銀行を通じて原油輸入代金を支払う韓国や日本など、アジアの同盟国が反発する可能性があり、国際原油市場にも大きな混乱をもたらしかねないからだ。
その後、上下院の間で調整が行われ、法案の基本的な趣旨は維持しながらも▲国の安全保障という次元で直ちに制裁には取り掛からない権限を政府に与える▲制裁が国際原油市場に及ぼす影響を判断する際には政府の意見を聞く、という修正が加えられ、米政府に「留保」あるいは「例外」条項を設けることができるようにした。米国務省のヌーランド報道官は「政府はイランへの圧力を最大限に強める一方で、同盟国の混乱は最低限に抑える方法を駆使し、イランに対し制裁を行っていきたい」と述べた。イラン中央銀行への制裁法案は、オバマ大統領が署名を行ってから6カ月後に発効する。
■韓国政府、「留保」または「例外」の適用を受けられるよう全力
韓国政府は、来年6月までにこの法律をめぐり「留保」あるいは「例外」対象国に韓国が含まれるよう、外交力を総動員する方針を定めた。留保条項の中には、オバマ政権は米国の安全保障や各国の特殊性を考慮した上で、ある程度の裁量を認めている。例外条項は、特定国がイランからの原油輸入が一気に減少したと認められた場合に適用されるという。
この内容に基づいて韓国政府は、米国の同盟国である韓国は原油を100%輸入に頼っているという現実に基づいて米国を説得する一方、イランからの原油輸入を少しでも減らすための努力を傾けるものとみられる。韓国政府の関係者は「これまでは韓国経済に及ぼす影響を最小限に抑えるため、米議会に対して法案の緩和を働き掛ける努力をしてきた」と述べ、今後はオバマ政権による法律の執行過程で「留保」あるいは「例外」を認めさせることに焦点を合わせるとの考えを示唆した。
オバマ政権は法案の発効後、60日、120日単位で全ての国の動向を分析し、180日後に最終決定を下す見通しだ。
韓国がイランから輸入した原油は、10月末の時点で昨年の年間輸入量を上回る7423万4000バレルだ。これは輸入原油全体の9.6%、金額にすると76億ドル（約5912億円）に相当する。政府と企業の関係者は「イラン産原油はほかの中東産原油に比べ1バレル当たり 2ドル（約155円）から4ドル（約310円）ほど安い上、輸入量も多いため、6カ月で他の輸入先を探すのは難しい」と口をそろえる。
一方で政府は16日に発表された追加の対イラン制裁を通じ、99のイラン関連団体、6人の個人を金融制裁の対象として追加指定した。韓国企業に対しては「イランの石油化学製品を購入した場合には、米国との取引で不利益を被る可能性がある」ことを伝え、取り引きの際に注意を促すことにした。
