In an interview with Russia 24 news channel on Tuesday, Lavrov said "The US and the EU imposed unilateral sanctions without holding any consultations with us and now they want us to agree to their course too," adding that their act contradicts with the principle of partnership, as it also does not include any constructive thing.

He referred to radical opposition forces, mostly outside Syria, which have rejected the leadership's invitation to participate in the national dialogue and are betting on escalating the confrontation to culminate to international intervention.

DAMASCUS, (SANA) - President Bashar al-Assad on Wednesday issued the Decree No. 374 for 2011 on forming the Higher Committee for Elections.

The Decree stipulates for:

Counselor Khalaf al-Azzawi, Chief of the Higher Committee for Elections said that according to the decree No.374, the judiciary will totally supervise the electoral process and take all necessary measures to guarantee elections run in a fair and democratic way.

He added that the Committee has been formed for 4-years' duration and for one time, it enjoys full independency.

DAMASCUS: Dramatically restricting imports will save Syria $6 billion (4.4 billion euros) annually just as the country is being hit by Western economic sanctions, its Central Bank governor told AFP in an interview.

The Damascus government surprised the world by announcing the temporary suspension on imports of products that are subject to tariffs of more than 5 percent, excluding only basic supplies that are not manufactured locally.

"The merchandise affected by these measures represent around 25 percent of the total value of our imports, and this allows us to save at least $6 billion, including around $4.5 billion on cars," Adib Mayaleh said.

"This is a precautionary measure to protect our currency reserves, which are currently more than $17 billion."

Economists estimate that Syria has sufficient financial reserves to cover 16 months of imports under the new rules.

Since 2006, Syria has enforced a customs and tariffs regime that includes 11 different categories, taxing imports at rates varying from one to 60 percent.

The import suspension affects around a quarter of 10,000 types of items that are imported, including cars, furnishings, domestic appliances, clothes and some food products.

The measures are a response to sanctions imposed by Western countries over the regime's brutal crackdown on protests that erupted in mid-March. The United Nations estimates that more than 2,700 people have been killed since then and tens of thousands are missing or in detention.

"They are a result of the sanctions against Syria, and this proves exactly what I have been saying – these measures directly affect the Syrian people, because it deprives them of certain goods," Mayaleh said.

Asked about how long the suspension would last, Mayaleh replied: "I cannot give a date; that depends on how long pressure is put on Syria by European countries."

In recent days, the European Union has tightened the screws on President Bashar al-Assad's regime, banning new investments in Syria's oil sector at home and abroad, and prohibiting delivery of bank notes to the Central Bank.

The latest measures marked a seventh round of EU sanctions on Damascus.

It has also listed 56 Syrians and 18 entities subject to travel bans and asset freezes.

The Central Bank governor noted that while the partial import ban would "immediately affect trade adversely, it would have a positive impact on industry in the long-term."

"Several factories have closed because of their inability to compete with foreign products, and they will now re-open to cater to the Syrian market," he said. "Many workers will find their way back to such plants."

HOMS/HAMA, (SANA) – Engineer Aws Abdel Karim Khalil, a nuclear engineering specialist and charge d'affaires at al-Baath University was martyred on Wednesday by the fire of an armed terrorist group in Homs governorate.

A source in the governorate told SANA correspondent that the martyr was targeted near Jisr Bab Amr and shot in the head, which caused his immediate death.

Law enforcement Colonel, Tayssir al-Oqla, was martyred on Tuesday after being shot by an armed terrorist group at al-Ta'awuniya district in Hama.

Policeman dies after his abduction by terrorist group

Policeman Abdo Fatahl-Allah was martyred, his nephew Abdul-Kadir Fatah-Allah was wounded after they were abducted by an armed terrorist group in Shannan village of Jabal al-Zawiyah at dawn.

Representatives of Turkey's Syriac Christian community have claimed that a section in a 10th grade history course book pertaining to events around the time of World War I misrepresents their history and fans the flames of enmity toward them.

"A classroom textbook ought to be [written] in a way that [reinforces] the unity of citizens. The text in this book has been penned in a way that would cause the people in this country to view Syriacs in a different [light]," Syriac writer Markus Ürek said.

The text claims the Syriacs revolted against Ottoman rule at the incitement of both European states and Russia during World War I, a claim rejected by Syriacs. The text goes further to state that a great majority of the Syriacs left Anatolia after the failure of this uprising.

"It is said a so–called Syriac genocide was committed in 1915. The Syriacs became a party to World War I by supporting the Russians. Conflict with the Syriacs occurred under the circumstances of war. As such, there is no genocide to speak of. Syriacs have conducted their religious and social activities without facing any problems," read an excerpt from the course book. The course book also said the Syriacs were counted as citizens of the Turkish Republic in accordance with the Treaty of Lausanne and that the emigration of Syriacs has increased in recent years due to economic reasons. "Syriacs who have emigrated abroad in particular have become instruments in the hands of the political and religious interests of [Western] states so that they can [share] in their economic prosperity," the book said.

War-stricken Iraq aims to take part in Turkey's recently announced interconnected regional electricity network for southern and eastern Mediterranean countries with its vast natural resources in a bid to export a potential energy surplus to Europe via Turkey.

"Iraq wants to take part in Turkey's master plan for electricity interconnection," Luay Al Khatteeb, head of the London-based Iraq's Energy Institute, told the Hürriyet Daily News on the sidelines of the "Iraq Future Energy 2011" conference in Istanbul on Monday.

Turkish Energy Minister Taner Yıldız previously said Turkey was working on a master plan for electricity interconnection in the southern and eastern Mediterranean countries including Syria, Lebanon, Jordan, Palestine, Egypt, Libya, Morocco and Algeria during his official visit to Cairo accompanying Turkey's Prime Minister Recep Tayyip Erdoğan on Sept. 14.

Talking about the investment opportunities in Iraq's natural gas, oil and electricity, Khatteeb said, "Especially northern Iraq is a safe haven for investments."

He said both countries already reached a total trade volume of $6 billion as of the end of last year. "Now the countries are targeting $10 billion in a few years' time," he said.

According to Al Khatteeb, the close trade bonds between the parties require more cooperation in energy. "Once we start to have surplus capacity, Iraq can be well connected to Europe through Turkey and export electricity through an interconnected regional network," said Al Khatteeb speaking about the future plans of the Iraqi government. "These are goals for the future but they are very possible."

According to him, if there could be a proper national strategy on the Iraqi side, these plans would be well implemented.

Developing gas fields

Iraq has an estimated 112 trillion cubic feet of natural gas reserves. The Akkas field on Syria's border has estimated reserves around 5.6 trillion cubic feet; the Mansouriya field located in the northern province of Diyala has 4.5 trillion cubic feet; and the Siba field on the Kuwaiti border has approximately 1.1 trillion cubic feet of reserves, according to Iraq's Oil Ministry. Kuwait Energy Co., Türkiye Petrolleri and the Korea Gas Corp signed contracts to develop Iraq's Mansouriya and Siba gas fields at a ceremony in Baghdad on Nov. 14.

"Turkey has an important role in the region," said Simon Stolp, senior energy specialist of the Word Bank, speaking to the Daily News during the conference. "The country can contribute to Iraq's energy projects through technical advice and Turkish expertise in energy."

Commenting on Turkey's electricity master plan, Stolp said, "There is an ongoing discussion in developing an integrated network and Turkey will be a significant priority in that."

Still he added that "the current transmission links of Iraq are still low in capacity for a regional network."

Noting that Iraq needs nearly $4 billion in direct investment over 20 years in gas and electricity, Stolp said, "We continue the discussions and Iraq might take part in such a network in the future."

Bahraini Foreign Minister Sheikh Khalid ibn Ahmad Al Khalifah has asked for Iran to help the country resolve the current crisis.

He made the remarks during a meeting with Iranian Foreign Minister Ali Akbar Salehi on the sidelines of the 66th annual session of the UN General Assembly in New York on Monday, IRNA reported.

Salehi raised concerns about recent developments in Bahrain, saying that the crisis can only be solved through dialogue between the Bahraini authorities and the people.

Sheikh Khalid said a fact-finding committee, led by renowned human rights expert Mahmoud Cherif Bassiouni, is investigating the events and will publish its report by the end of October.

The Bahraini foreign minister also stated that Manama will abide by the committee's findings.

Syria has told foreign oil companies to cut production as a backlog of crude fills its storage capacity because the government has been unable to bypass an embargo on exports imposed by the European Union.

Syria has sought to sell its oil to nations outside the E.U., which before the ban bought about 95 percent of the country's crude exports. However, industry executives and oil traders said that since the ban, the country has been unable to attract buyers despite offering discounts.

The failure has forced foreign oil companies to pump crude originally earmarked for export into storage, leading to a backlog.

Gulfsands Petroleum, a London-listed company that operates in Syria, has cut its production by about 40 percent at the request of authorities in Damascus. The company is now pumping about 14,500 barrels a day, compared with about 24,000 in August.

Industry executives said other international oil ­companies operating in Syria, which include Royal Dutch Shell, Total of France, and the state-owned China National Petroleum Corp. and Oil and Natural Gas Corp. of India, also have recently been given orders to cut back.

Maronite Patriarch Beshara al-Rahi revealed on Tuesday that he had requested from France that the excuses for Hizbullah to maintain its possession of arms be eliminated.

The U.S. and its European allies have dropped their bid to impose United Nations sanctions on Syria in order to win the votes for a Security Council resolution that demands an end to attacks on anti-government protesters.

A draft resolution will be circulated today to the Security Council's 15 members, Indian and South African envoys said. The text doesn't include sanctions proposed last month, South Africa's Ambassador Baso Sangqu said, and has a "reasonably good chance" of being adopted, India's Ambassador Hardeep Singh Puri said.
