Your Excellencies, the Ministers
Your Honours, the Heads of Delegations
Honourable Participants,
Assalamu alaykum Warahmatullahi Wabarakathu
Allow me, at the outset, to offer you my heartfelt congratulations on the occasion of the Hijri New Year. May the Islamic Ummah, with the Grace of Allah, enjoy perpetual felicity and prosperity! Let us work together from the beginning of this year to consecrate the highest meanings of cohesion and cooperation inspired by the lofty message and principles of Islam and its tolerant principles which call for solidarity, synergy and brotherhood.
I would like also to express my deep appreciation and gratitude to you all for having braved the difficulties of travel and responded to the invitation to attend this important meeting called for by the Organization of Islamic Cooperation (OIC) in coordination with the governments of Kazakhstan and Senegal in their capacity as chairmen of the Ministerial Conference and Islamic Summit respectively, to review the successive developments that the Syrian Arab Republic has been witnessing for over the past eight months, a set of events which cause us deep concern and preoccupation on account of the tragedies, bloodshed and loss of innocent lives on the Syrian scene.
Excellencies,
Distinguished Ladies and Gentlemen,
From my position as the OIC Secretary General, and since the outbreak of the ongoing crisis in the Syrian Arab Republic, I made a point of following an approach of quiet diplomacy based on our principled commitment at the OIC not to intervene in the Member States' internal affairs and to respect the sovereignty, independence and territorial integrity of every Member State as stipulated under Article I, para 3, of the OIC Charter, and as established in the Rules of Procedure of the OIC Executive Committee. Out of our keenness to preserve Syria's safety, security and stability, our insistence on rejecting the internationalization of the Syrian crisis and working towards resolving it within the broader Islamic family as represented by the OIC, in harmony with the objectives of the OIC Charter which call, under Article I, para 2, for the coordination and unification of the Member States' efforts in order to face the challenges confronting the Islamic community in particular and the international community in general, we called for this ministerial OIC Executive Committee Meeting to convene for the purpose of consultation, coordination and adoption of any required measures that would help, as we hope, put an end to the bloodshed in Syria.
In this respect, I would like to recall that, in my capacity as the OIC Secretary General, I have undertaken a number of initiatives which included dispatching a special envoy to Damascus in May 2011 to deliver a written message to the Syrian leadership in which I expressed our profound sadness at the continued escalation and aggravation of violent practices, and stressed the need for a commitment to protect civilians, respect human rights, activate the principles of good governance, apply the reforms promised by the Syrian leadership and resolve the Syrian crisis through peaceful means, as stipulated in the OIC Charter and its Ten-year Program of Action adopted by the Member States at their Extraordinary Summit in Makkah, Saudi Arabia, in December 2005.
The OIC General Secretariat has never abandoned its fixed stand regarding the repercussions and developments in Syria. Since the outbreak of this crisis, the OIC General Secretariat has issued a number of statements reiterating its stand in favour of resolving the Syrian crisis through putting an end to the violence and bloodshed. The OIC called for a return to wisdom and serious dialogue with all Syrian national forces so as to meet the Syrian people's aspirations for democratic, economic and social reform.
We made it clear that persisting in pursuing the security and military approach in the face of the peaceful demonstrations of the citizens who are calling for deeper democracy, political freedom and economic and social development, is an approach that has proven to be fruitless in containing the crisis and would only lead to the loss of more innocent lives and further complicate the internal situation. Moreover, since March 2011, I have kept up my appeals to the Syrian leadership to engage in an earnest dialogue with all national forces in Syria so as to reach an agreement on the reform measures and on their expeditious implementation in response to the Syrian people's demands and aspirations.
The OIC also expressed its condemnation of the attacks against the embassies and diplomatic missions and called upon the Syrian authorities to assume their responsibility in protecting the foreign missions on their soil in accordance with the international law. However, in the face of the critical situation in Syria we have not limited ourselves to mere talk; we rather went further and expressed the OIC's readiness for actual and direct participation in order to contain the crisis in a manner that would be satisfactory to all parties and help achieve the concordance that would ensure Syria's stability, protect it against the dangers of the internationalization of the crisis, and against sliding, Allah forbid, towards any possible risks at the internal level and the consequent undermining of peace and security on its soil and in the neighbourng countries.
Within the framework of our endeavours to find a solution to the Syrian crisis, we had decided in the early days of the crisis to send a high-level delegation to Damascus in coordination with the Syrian authorities. Unfortunately, however, the visit did not materialize on the proposed date because the Syrian authorities were then rather occupied with following up the situation at the level of the Arab League.
Let me point out here that all these initiatives undertaken by the OIC in favour of achieving a peaceful resolution for the Syrian crisis, form also a response to the demands of the Islamic public opinion for the OIC to act and make a contribution to the settlement of the crisis within the common Islamic fold.
Excellencies,
Ladies and Gentlemen,
In the face of the serious developments witnessed by the Syrian crisis and, given the rising momentum of regional and international moves aimed at impressing upon the Syrian Government to put an end to the acts of violence and aggression against civilians, I would like to reiterate, from this platform, our welcome for the international and regional efforts, including those put in by the Arab League, in order to contain the crisis in Syria.
While we emphasize our firm principle regarding the rejection of any military intervention in Syria, respect for Syria's sovereignty, independence and unity and the need to put an end to the bloodshed, ensure the return of security and stability and keep in motion the reform process to achieve the Syrian people's hopes and aspirations, we also need to reiterate our stand against any internationalization of the Syrian crisis.
Allow me to reiterate that, as we meet today to review the serious developments of the Syrian crisis within the Islamic fold, we are trying to seize the last opportunity. I assure you that during the last months, we at the OIC General Secretariat have not spared any effort in contributing to the resolution of the crisis. However, we have used up all our mechanisms and powers in the various attempts to bridge the gaps, stop bloodshed, and search for the rights of all parties concerned. Today, we are putting our stakes on the political wisdom, profound vision, and Muslim brotherhood of Their Excellencies the representatives of the OIC Member States to come out with a set of practical recommendations that may tangibly contribute towards drawing up an outline for a consensual solution to the Syrian crisis within the framework of Islamic solidarity.
Let me, by way of concluding my statement, pray to Allah Almighty, to guide us all towards what would meet His satisfaction, and to ensure that our efforts lead to the discontinuation of violence and the adoption of peaceful approaches to end the crisis in Syria and respond to the Syrian people's legitimate demands, including the consecration and protection of human rights and fundamental freedoms, the realization of good governance, democracy and the sovereignty of law, as part of our abiding commitment to the stipulations of our Organization's Charter under Article I and II.

JEDDAH, (SANA)_The Executive Committee of the Organization of Islamic Cooperation (OIC) held an extraordinary meeting in Jeddah on Wednesday to discuss the events in Syria, with the participation of Foreign and Expatriates Minister Walid al-Muallim and the accompanying delegation.
Al-Muallim briefed the meeting on the situation in Syria, indicating that armed terrorist groups are terrorizing citizens and committing massacres against civilians and army members.
Al-Muallim reviewed the decisions adopted by the Syrian leadership to carry out the comprehensive reform program with a clear timetable, which are set to be consummated by adopting a modern constitution that guarantees political pluralism and separation of powers.
''The comprehensive national dialogue is not restricted to the authority and opposition, but it has to engage representatives of millions of Syrians who have legitimate demands and don't belong to either side,'' al-Muallim said.
Al-Muallim pointed out that Syria has repeatedly stressed commitment to the Arab work plan agreed upon in Doha, clarifying that only the Syrian people have the right to decide the future of Syria. He indicated that the Arab League contravened the plan with a set of decisions in the absence of Syria.
In reply to the Qatari Foreign Minister's remarks, al-Muallim said that Syria isn't against singing the protocol which has to be agreed upon with Syria, but Syria is against the protocol as a ''subjugation contract''.
Al-Muallim said that Syria does not recognize the AL decisions issued as it was deliberately absented, especially suspending its membership and imposing economic sanctions on the Syrian people.
''Our problem with neighboring countries is that they are smuggling weapons and funding gunmen and training them in special camps while Syria is extending a hand of cooperation to these countries to control the borders,'' added al-Muallim.
Answering the Turkish foreign minister, al-Muallim said that Syria is more capable of managing its own affairs than any other side and refuses to be taught by others or accept their dictates, stressing that Syria won't cede its sovereignty and independent decision.
In reply to the Turkish foreign minister's claims that Turkey is controlling every inch of its borders with neighboring countries, al-Muallim requested that the OIC record the Turkish foreign minister's statements in this regard, voicing Syria's readiness for bilateral cooperation with Turkey to control the borders, and citing Adana security agreement between the two countries.
Commenting on the request of the Turkish minister for signing the protocol between Syria and the Arab League so as monitors can ascertain the reality on the ground, al-Muallim said that controlling borders is a bilateral issue exclusively between Syria and the Arab League.
At the conclusion of the meeting, the Executive Committee, which has seven member countries, adopted a statement on its opinion concerning the issue under discussion.
Syria and Iran showed reservations on some paragraphs of the statements which don't deal objectively with the latest developments in Syria and disregard facts.
The statement called upon all the Syrian sides to renounce violence and turn to peaceful means, especially dialogue, to settle the crisis.
On the sidelines of the meeting, al-Muallim met the Foreign Minister of Kazakhstan, whose country presides over the Executive Committee, the Iranian foreign minister and the OIC Secretary General.

Sergei Ivanov Russian Deputy Prime Minister said that there is no reason hindering exports of Russian weapons to Syria.
Ivanov said during a press conference in Moscow today .. Russia will work with all money is prohibited by the rules, provisions and agreements, denying that there is no threat to Russia's delivery of weapons to Syria.

War in Syria inevitable. The situation in Syria and around it is becoming increasingly volatile. Following the sanctions imposed by the U.S., EU, Turkey and the League of Arab States (LAS), the armed detachments of mercenaries from Libya have been put to use. The troops of the former Libyan rebels are ready to join the armed rebels of the "Free Syrian Army."
On November 29 Arabic website "Al-Rai Al-Arabi" reported that some 600 Libyan volunteers, who want to participate in the overthrow of President Bashar al-Assad, came to Syria through Turkey. The site indicated a representative of the current leadership of Libya as its source. Strictly speaking, this can hardly be surprising. The current Transitional National Council (TNC) first recognized the Syrian National Council as "the sole legitimate representative" of the Syrian people.
The "Free Syrian Army" in some way is a clone of the Libyan rebels. It was formed in the border areas with Turkey by the Syrian army defectors. They had frequent clashes with the government forces. Last week, they attacked the buildings of the Air Force of the Syrian Intelligence but were unable to seize them. According to some reports, Turkey and Libya have already had a series of talks on the supply of Syrian rebels and volunteers with arms. Now it seems that the first "well-wishers" from Libya have arrived.
The emergence of volunteers alone says that the force scenario of overthrowing the current leadership of Syria is quite likely. How the events in the country will develop? A military expert and director of the Center for Military Forecasting Anatoly Tsyganok talked about it in an interview with "Pravda.Ru".
"The first possible scenario is that the army will restore order as it happened in Egypt. Who, indeed, the Syrian government would negotiate with? It will not negotiate with the so-called Transitional Council sitting in Istanbul. Incidentally, in Syria nearly fifteen hundred policemen were killed in clashes with al-Assad opposition. Why does the West not mention this?
The second scenario is that of force. Either Saudi Arabia or NATO would inflict blows at Syria. If this happens, most likely, it will be Saudi Arabia.
For Turkey that seems to be at the vanguard of the opponents of Assad the force scenario is not advantageous. If it happens, its territory will be flooded by thousands of refugees, including ethnic Kurds who could destabilize the situation in Turkey. There is also Israel that fought with Syria four times. Today, however, there is peace in the disputed Golan Heights. For Israel the most important thing is the absence of threats. For example, the weapon from the war-torn Libya quickly reached the Gaza Strip. Israel does not need this war.
The third scenario assumes interference of Iran with which Bashar al-Assad signed a treaty of mutual assistance in 2009. Units of the Islamic Revolution Guards Corps (IRGC) can be transferred to Syria. If Iran loses Syria, the probability of attack at Iran by NATO would drastically increase.
In addition, in the event of the forceful resolution the current Syrian leadership will be able to hide in the areas populated by the Alawite on the border with Turkey and establish a new Alawite government there."
So far force scenarios against Syria are not officially discussed in the West. However, the decision to bomb Yugoslavia, Iraq or Libya, too, was not made overnight. In all cases first there were sanctions and numerous reports of human rights violations prepared by human rights defenders. The last paper of this kind was published by the International Independent Commission of Experts on human rights.
"A considerable amount of evidence collected by the Commission indicates that these egregious human rights violations were committed by Syrian military and security forces since the beginning of the protests in March of 2011," the committee members noted in their report. Its head Paulo Pinheiro argues that its members have established the facts of executions, arbitrary arrests, kidnappings, torture and sexual violence. Syrian security forces could have killed 3.5 thousand people. However, the committee members had not visited Syria.
However, even in the West not everyone believed another portion of data demonizing Bashar al-Assad. A French journalist and political analyst Thierry Meyssan who at some point expressed doubts about the official theory of terrorist attacks on September 11, 2001 in the United States, accused the authors of the report of forgery. He pointed out that the above information is based on the data from a human rights organization Observatoire syrien des Droits de l'homme (OSDH), whose office is located in London. He also indicated that many of those who enlisted as dead are actually alive.
Unlike the authors of the report, Meyssan traveled to Syria. According to him, there is much violence provoked by mercenaries from Iraq, Yemen, Pakistan, Afghanistan and Chechnya, and the Qatari television station "Al Jazeera broadcasts staged footage. France Press echoed it saying that Human Rights Committee of the UN General Assembly adopted a resolution condemning bloody repression against demonstrators in Syria.
Turkish Weekly wrote that the conflict in Syria continues between the Assad regime and dissidents. While the situation is still gloomy, methods of suppression of popular unrest based on force increase the instability of Assad regime.
The clouds are gathering over Syria each day. LAS imposed economic sanctions on the country. Turkey threatens to cut off electricity and stop using Syrian territory for transit trade. The U.S. and the EU issue new threatening statements. The campaign of attacks on al-Assad in Western and Turkish media outlets has been ongoing for several months. Now the country has to deal with the mercenaries sent from Libya.

DAMASCUS, SANA_ "Syria has decided to suspended its membership in the Union for the Mediterranean (UfM) till the European Union reconsiders the measures taken against it," Spokesman at the Foreign and Expatriates Ministry said Thursday.
The spokesman added that representatives of the Egyptian-French co-presidency of the UfM have been informed of the decision made.
He said that the decision came in light of the escalated political and media campaign launched against Syria at the international and European forums which lacks an objective rapprochement, in addition to the role of Europeans in incitement instead of helping find a solution to the current crisis.
The European Union has taken a number of measures against Syria in line with the unjustified economic and political sanctions which target the Syrian people in daily life and constitute a flagrant violation of the national sovereignty and a blatant interference in the Syrian internal affairs.
" These measures contradict the agreements signed between the Syrian and European sides and greatly harm the spirit of partnership established by the Barcelona Process and the union for the Mediterranean," said the spokesman.

WASHINGTON – The U.S. Department of the Treasury today announced the designation of two high-ranking Syrians pursuant to Executive Order (E.O.) 13573 and identified the Military Housing Establishment and Real Estate Bank as entities owned or controlled by the Government of Syria pursuant to E.O. 13582, as the Government of Syria continues to employ brutal tactics against peaceful protestors across the country.
Today's action, along with recent measures announced by the Arab League, Turkey and the EU, demonstrate a commitment by the United States and its partners to work in close coordination to bring pressure to bear on the Assad regime, its agencies and instrumentalities by denying them access to the U.S. and international financial system.
"It has never been more critical to escalate pressure on the Syrian government to immediately cease all violence against its own people and isolate the regime from the international financial system," said Under Secretary for Terrorism and Financial Intelligence David S. Cohen. "We will continue to work closely with our partners in Europe and around the world to hasten a transition to democracy in Syria."
As a result of today's action, U.S. persons are generally prohibited from engaging in transactions with Muhammad Makhluf and Aus Aslan and any assets they might have under U.S. jurisdiction are blocked. In addition, U.S. persons are generally prohibited from engaging in transactions with the Military Housing Establishment and Real Estate Bank pursuant to E.O. 13582, which blocks all property and interests in property within U.S. jurisdiction of the Government of Syria. Today's identifications are intended to aid U.S. persons and others in meeting their obligations under E.O. 13582.
Muhammad Makhluf and Aus Aslan
Designated for materially assisting, sponsoring, or providing financial, material, or technological support for, or goods or services in support of Bashar Al-Assad was Muhammad Makhluf, the maternal uncle of Syrian President Bashar Al-Assad and father of Rami Makhluf. Muhammad Makhluf has served as one of President Bashar Al-Assad's money men whom Assad used to make and move money, and has long served as a financial advisor to the Assad family. Makhluf ensured that assets in nearly all sectors were controlled by businessmen who were willing to act as proxies for the Assad regime in return for profits. In addition, he served as President Assad's primary economic advisor and final decision maker on capital allocation decisions for Syrian regime investments in private banks in Syria.
Designated as a Syrian government official is Aus Aslan, a general in the Syrian military and commander within Syria's 4th Armored Division, which is a key regime protection unit.
Military Housing Establishment and Real Estate Bank
The Military Housing Establishment is a public works company, controlled by the Syrian Ministry of Defense, which provides funding to the regime. Real Estate Bank, which is Syria's second largest bank, is owned by the Syrian government's Public Debt Fund – the institution responsible for administering the Government of Syria's borrowings.
Today's action was taken pursuant to E.O. 13582, which targets all property and interests in property of the Government of Syria. The Military Housing Establishment and Real Estate Bank were also designated by the European Union on June 23, 2011 and September 3, 2011, respectively.
