JEDDAH: The secretary-general of the 57-member Organization of Islamic Cooperation said Wednesday the OIC would try to resolve the political crisis in Syria internally and oppose moves to take the issue to the UN Security Council.
"We are keen to preserve Syria's safety, security and stability, reject the internationalization of the Syrian crisis and we work to resolve the crisis within the broader Islamic family as represented by the OIC," Ekmeleddin Ihsanoglu said.
Addressing an emergency meeting of OIC foreign ministers at the organization's headquarters in Jeddah, Ihsanoglu expressed frustration at the lack of a breakthrough to end the violence in Syria, which since March has claimed lives of more than 3,500 people, mostly civilians.
"We have exhausted all our mechanisms and powers in our attempt to bridge the gap and end bloodshed" in Syria, said the OIC chief, urging ministers to "reach practical recommendations that would help achieve a compromising solution."
He described the meeting as "the last chance to end the Syria crisis" and called on the government of President Bashar Assad to cooperate with the Arab League. OIC sources said up to 32 ministers from 57 countries attended the Jeddah meeting.
Under the terms of an Arab League deal aimed at ending the violence, Syria agreed earlier this month to withdraw the army from urban areas, release political prisoners, launch a dialogue with the opposition and admit foreign observers.
UAE Foreign Minister Shaikh Abdullah bin Zayed Al-Nahyan said he was still hoping Syria would admit observers and avoid sanctions due to be unveiled by Saturday.
The Arab League approved on Sunday sweeping sanctions against Assad's government over the crackdown — the first time the bloc has enforced punitive measures of such magnitude on one of its own members.
The measures include an immediate ban on transactions with Damascus and its central bank and a freeze on Syrian government assets in Arab countries. They also bar Syrian officials from visiting Arab countries and a possible call for suspension of all flights from Arab states to be implemented on a date to be set next week.
The meeting was attended by Syrian Foreign Minister Walid Muallem, his Iranian counterpart Ali Akbar Salehi and Foreign Minister Ahmet Davutoglu of Turkey, a former ally of Damascus before relations soured over the protest crackdown by Assad's regime.
Muallem gave a government version of the situation in Syria, saying his country was the victim of terrorist operations. He also pointed out that the Assad government was working on a modern constitution as part of new political reforms. Salehi supported Syria, telling the OIC to back the regime's efforts to quell terrorism.
OIC sources told Arab News that the ministers took over five hours to agree on a final communiqué during a closed-door meeting. The communiqué voiced deep concern over the worsening situation in Syria as a result of the military crackdown on protesters.
The ministers urged the Syrian government to stop the excessive use of force against citizens, respect human rights and fulfill its commitment toward the OIC Charter. They also urged Damascus to carry out political reforms in line with the hopes and aspirations and legitimate demands of the Syrian people.
The meeting called upon all parties to relinquish violence and resort to peaceful means such as dialogue and negotiations to end the crisis. It also supported the Arab League's efforts to find a peaceful solution for the Syrian issue. The Syrian and Iranian delegations expressed reservations on some points of the communiqué.

Russia sent military ships to base in Syria. Russian warships were sent to the military base in Syria. The fleet is led by the aircraft carrier Admiral Kuznetsov. Included also are a patrol vessel and other vessels.
The Russian government announced Tuesday that from December, a flotilla of warships will be sent to the naval base that it has in Syria. The authorities affirmed that the fleet will be led by the aircraft carrier Admiral Kuznetsov and also have a patrol vessel, an anti-submarine ship, and other vessels.
The information was released by the newspaper Izvestia of the Eurasian country, quoting retired Admiral Viktor Kravchenko, who said Russia sent these weapons to Syria to "prevent" a military conflict.
"Having any military force, other than the North Atlantic Treaty Organization (NATO), is very beneficial for the region, as it will prevent the outbreak of a military conflict," said Kravchenko, who was head of the Russian Navy from 1998 to 2005.
A Russian navy spokesman, quoted by Izvestia also confirmed the plan to send ships to the maintenance base that Russia has on the Syrian coast, near Tartus, but assured that it has nothing to do with the current situation in Syria, where in the last months riots have appeared for and against President Bashar Al Assad.
"The sending of the Russian ships to Tartus should not be seen as a reaction to what is happening in Syria (...) This was already planned from 2010, when there were no such events existing there. It has not been an active preparation, and there is no need to cancel or postpone it," insisted the spokesman, who explained that the aircraft carrier Admiral Kuznetsov also will visit Beirut, Genoa and Cyprus.
The base at Tartus, a maintenance and supply center for the Russian fleet in the Black Sea, is little used currently by Russian ships and no Russian craft are based there, although military and civilian personnel are present.
Currently, the base houses 600 soldiers and technical staff of the Russian Ministry of Defense, and it is being restored so that Russian cruisers and aircraft carriers can dock.
The Russian government discarded that these ships are being used to sow chaos or invade Syria, and it is also opposed to foreign interference and the use of force against the Arab country.
In turn, also, it has advanced to reject any proposed resolution that includes sanctions against the Assad government.

Sasbekean Alexander called the Russian ambassador in Lebanon, all the countries concerned to influence armed groups in Syria and to refrain from providing arms and money to them.
Sasbekean said, after his meeting with Minister of Foreign Affairs and Emigrants Lebanese Adnan Mansour today, that Russia opposes attempts to execute a script Libya in Syria, as opposed to the practice of the approach to fuel civil wars, pointing out that his country supports the Arab Plan of Action and see the need to rely upon in order to stop the violence and dialogue, and not to put pressure on the tip of and one in Syria.
He Sasbekean that it is very important in the urgency to reach agreement on the signing of the Protocol on the Observer Mission of Arabs and activation and to review the sanctions and expressed his hope that everybody will be at the level of responsibility.
Sasbekean stressed that the decisions of State should contribute to finding a political settlement and therefore hinder Russia considers the Arab Plan of Action and the catalyst so far trying to rely on and deal with him.

DAMASCUS, Nov. 29 (Xinhua) -- The Chinese ambassador to Syria Zhang Xun said Tuesday that the Chinese nationals in Syria are safe and there is no plan to bring them back to China yet.
"Their lives are guaranteed and their properties as well," Zhang told Xinhua during an interview.
He said the number of Chinese in Syria has already been reduced, adding that some programs of the Chinese-funded enterprises have been put aside. "We also have emergency plans," Zhang added.
"We regularly report the current situation of Syria to the Chinese expatriates and Chinese-funded enterprises, and keep in constant contact with the Syrian government in a bid to provide the Chinese with special protection," he said.
There are currently about 800 Chinese in Syria, the majority of them in Damascus and Aleppo, said the ambassador.
He said 600 of the Chinese are employees of the Syria-based Chinese enterprises.
Although Syria is under the pressure from Europe and the Arab League (AL), the situation inside Syria is relatively calm and safe, said Zhang.

RIO DE JANEIRO, Nov. 29 (Xinhua) -- Brazilian Foreign Minister Antonio Patriota said Tuesday that any military intervention in Syria should have UN approval, reported official news agency Agencia Brasil.
"It is not clear whether a military intervention could achieve a positive outcome for the population and democracy in Syria," the minister said, stressing that an action of this kind might cause damage to Syrians.
According to Patriota, mediation of the situation in Syria should be done by the Arab League.
Patriota condemned the violence in Syria and considered very serious the UN report which accused the government of involvement in torture, murders and rapes.
The minister stressed that Brazil supported protests for a better government and more job opportunities, and repudiated the use of violence to repress such demonstrations.
"Brazil has made clear that the use of state apparatus to the violent repression against protesters is unacceptable," he said.

Aijaz Ahmad: For one thing, Syria is the last remaining representative of Arab nationalism as it used to be understood historically. It still calls itself socialist. Even though it has implemented a great deal of neoliberal reform, the state sector is still dominant. It bans, literally bans, religion from politics. It will not recognize the existence of religious political parties. It is the historic opponent of Israel for a variety of reasons. . . . If you remove Syria, the cordon sanitaire around Israel is complete. There's no adversary left. There is then Iran -- not sharing a border, not a part of the historical Arab world. Iran gets isolated. And their perception is that both Hezbollah and Hamas will lose enormously. . . . So, Syria has that kind of strategic situation. In the old days, it was very closely aligned with the Socialist Bloc, and some of that kind of alignment still remains. . . .
Secular democratic -- well, not terribly democratic but secular -- Arab nationalism; secular, republican, anti-Zionist, anti-monarchical nationalism (in its social economic policy quite progressive -- it destroyed feudal remnants in Egypt for example) -- Syria is the last remaining representative of that. So, the Saudis, the Qataris, the monarchical Gulf Council, all these people -- their hatred of Syria comes from that old place [i.e. the reaction against the aforementioned current of nationalism] and then gets connected with Syria's more recent alignment with Iran. . . .
Since the days of the Truman Doctrine, Islam has been looked at as a great bulwark against all of these insurgent [nationalist and communist] forces in this part of the world. One of the prominent leaders of the Muslim Brotherhood and a whole gang of them were welcomed to the White House by Eisenhower. It goes back that far, this alignment with the Muslim Brotherhood. . . . And it is that same process that brought jihadis to Afghanistan. Islam will fight against Arab nationalism, against communism. . . . [Imperialists] having defeated them in one place after another [by means of that alignment], Syria is perceived as that [i.e. the last of the kind that is yet to be defeated].
So, there is the Syria Accountability Act passed by the US Congress. Since then, the undermining of the Syrian government with a view to regime change has been an objective of the successive US administrations. . . .
Yes, there were disgruntled elements in Libya, in Syria, for a variety of reasons. But, in Syria certainly, they were very small. The Muslim Brotherhood historically had a very small base. They were quite powerful in the sixties and the early seventies. . . . But the regime contained them very well. So, what you had in Syria was the Muslim Brotherhood inside the country and a whole lot of exiled intellectuals in Paris, mainly in Paris, and elsewhere. . . . The Americans have known from the beginning, the West has known from the beginning, that their only chance in Syria would be if they could establish a so-called "liberated zone," preferably on the border with Turkey, which could become a kind of Benghazi . . . which could become a ground for intervention. They have known that there would not be a popular uprising of the kind that you had in Egypt. In Syria there are too many forces afraid of the Muslim Brotherhood. Syria is a genuinely secular country, by and large, for 25% of the population consists of various kinds of minorities. The fact that the Assad regime absolutely insists on secularism gives that 25% a great sense of security in the state. So, there were no grounds that they could use. This is very much manufactured -- very much manufactured from the beginning. And the killings of the state personnel have been going on from the beginning. Over a thousand members of the state personnel have been killed so far.
Prabir Purkayastha: So, almost 30% of the total number of casualties that have taken place in Syria.
Aijaz Ahmad: Yes, but you'd never know it from the established media. That has been going on from the beginning. And violence has been there from the beginning because the kind of popular uprising you saw in Tunisia, or Egypt, or Yemen, or Bahrain, there were no grounds for that sort of thing in Syria. You could not bring hundreds of thousands of people into the streets, and that's not because the Assad regime is more authoritarian than all those other regimes. . . . Disinformation in the case of Syria is actually in my view even greater than it was in the case of Libya. . . .
There are a number of things going on, on this question of the offering of reforms. Very extensive reforms, by the way, very extensive reforms. The only thing on which they've dug in their heels is the issue of the Muslim Brotherhood, and that is the issue, I'm told, on which the negotiations with Turkey broke down. Turkey wanted 50-60% of the transitional umbrella organization's seats to be allotted to the Muslim Brotherhood. The Syrian regime said: Constitutionally we cannot give a seat to a religious party. So, reforms were rejected out of hand because the objective is regime change.
Prabir Purkayastha: Do you think the Bashar Assad regime can ride it out? At the moment it seems that he has tided over the initial crisis, which was there, and he seems very much in control, except in one or two spots like Homs and a couple of other places. Do you think this particular phase is actually over?
Aijaz Ahmad: The control of the regime is not in question. What the regime has been able to do is to deny them the creation of that sanctuary where these people could all be brought together, the creation of a Benghazi. . . . The amount of weaponry, and the quality of weaponry, that has come into Syria, in the hands of these anti-state elements that Syria is calling "armed gangs," is extraordinary. Extremely sophisticated weaponry has come in. It has come from Israel, it has come from Turkey, it has come through Lebanon, paid for by Saudi Arabia and so on. So, it is quite an achievement on the part of the regime so far to have denied them a place where the army could not penetrate. This much they have been able to do so far. How long this will last, we don't know.

PARIS, (SANA)- French journalist Allain Jules, of Cameroonian descent, denounced the economic sanctions the Arab League (AL) has imposed on Syria, criticizing the League for not having dared take any such measure against Israel which is continually killing the Palestinians.
In an article published on Kamerun Scoop website and Africa/Asia journal, Jules criticized the AL'a call upon Syria to sign a plan to send observers to the country while it has ignored the killing of the Syrian army members.
The French journalist accused the Arab League of attempting to incite civil war and chaos in Syria through its clear bias and support to the gunmen, noting that the League is implementing the plans of the West which stands against Syria contrary to its false claims.
In another context, Jules expressed wonder at Paris' stance which calls for war on Syria, describing teh French stance as "some kind of madness".
"It'd be better if Paris cares about the Euro problem and unemployment and all that concerns the French instead of attacking the others," Jules added.
French journalist Louis Denghien, called on the members of the Socialist Party at the French Parliament to hold French President Nicolas Sarkozy accountable for his foreign policy, describing him "as the most disastrous president France has known", if they still have some awareness and memory of the norms of French diplomacy towards the Arab world.
Denghien added in an article published on Info Syrie website and Africa/Asia journal that President Sarkozy is trying by all means in his power to restore his popularity for the coming presidential election "and make us forget the five past years of his presidency believing that he has found in foreign policy a way out."

Both Turkey and the West continue their efforts hectic in support of armed terrorist groups in Syria and undermine efforts to implement the Syrian process of reform and dialogue with confirmed newspaper / Krasnaya Zvezda / Russian officials NATO countries, including Turkey, are now ignored completely all perpetrated by militants in Syria crimes and describing them with the Syrian opposition activists.

The US has reportedly released hundreds of terrorists from its prisons in Iraq on condition that they leave the country for Syria and fight against the government of President Bashar al-Assad.
More than 400 terrorist have been freed from US prisons in Iraq to help fuel unrest in Syria, Islam Times quoted Lebanese political analyst Anis al-Naqqash as saying. He added that they have entered Syria illegally via Turkey.
Naqqash also criticized Arab media for leading a propaganda campaign against the Syrian government and trying to implicate the Syrian army for the killing of hundreds of civilians and unarmed demonstrators.
He added that the Arab media refuse to report the atrocities committed by armed groups in Syria which has left nearly 2,000 security personnel dead.
