Maj. Gen. DAMASCUS, (SANA) - President Bashar al-Assad on Tuesday issued the law No. 19 for 2011 on exempting taxpayers of real profits income tax and its additions from the overdue interests, unpaid fines and late payment penalties for the years 2010 and before if they pay the tax or the fees imposed in the aforementioned years before December, 31st, 2011.
The law stipulates for exempting taxpayers included in article six of the decree No. 51 for 2006 and its amendments related to the tourist facilities and taxpayers of real estates sector included in the law No. 41 for 2005 and its amendments from all the outstanding fines and penalties in the years 2011 and before if they pay the tax before 31/12/2011.
Minister of Finance Muhammad al-Jililati said the law comes in light of completing the tax reform process in order to ease the financial burdens on the citizens who didn't pay or delay their financial commitments.

553 detainees involved in the events were released on November 5th on occasion of Eid al-Adha.

DAMASCUS, (SANA) – The Regional Leadership of al-Baath Arab Socialist Party on Tuesday affirmed that the Arab League's decision to suspend Syria's participation in its meetings constitutes a serious precedent that undermines Arab joint action and Arab national security through targeting Syria.
In a statement, the Regional Leadership said that this resolution reveals hidden goals and shows that the US administration – the protector of Israel's interests – managed to infiltrate Arab ranks and influence an Arab institution established to unify Arabs in the face of threats to the nation, effectively turning it into an institution that attacks the heart of Arabism.
The statement noted that the generally suspicious resolution with its violation of the League's charter and goals constitutes a grave threat to Arab national security and inter-Arab relations and alters the goals for which the organization was established.
The Regional Leadership said that Arab sides placed themselves within the plot against the region and drove the Arab League to ruin, depleting its credibility and legitimacy and becoming a puppet of the NATO and the United States, pointing out that the US and NATO approval of the resolution is proof enough that the resolution paves the way for foreign interference.
The statement said that Syria's commitment to the Arab League was the reason for calling on the ministerial committee to visit Syria and witness the events firsthand, calling on Arab leaders to shoulder their responsibilities and hold an urgent summit to deal with the Syrian crisis, in addition to calling on the Arab League Secretary General to play his part in ensuring that the summit is held successfully.
The Regional Leadership affirmed that the Syrian people are aware of the scope of the conspiracy, stressing that al-Baath Party affirms commitment to the people's choices of reform and confronting the conspiracy under the leadership of President Bashar al-Assad.
National Leadership: AL Resolution Enhances Conspiracy against Syria
The National Leadership of al-Baath Arab Socialist Party denounced on Tuesday the Arab League resolution on suspending the membership of Syria, considering the resolution as "supporting the conspiracy hatched against Syria".
In a statement issued on the occasion of the 41st anniversary of the Glorified Corrective Movement commenced by the Immortal Leader, Hafez al-Assad, the National Leadership stressed that the Arab region is witnessing extraordinary circumstances, adding, "Syria, the beating heart of the Arab nation, is being targeted by a foreign conspiracy led by the US and Zionism."

Throughout the country demonstrators united under the slogan, »We demand that Syria's membership in the Arab league be frozen« took to the streets to demand the fall of the regime. Protests also took place in al-Qamishli, 'Amudah, Darbasiyah, and Ra's al-'Ayn.
In 'Amudah two parallel demonstrations again took place. Representatives and supporters of the Kurdish Patriotic Conference in Syria organized one demonstration, the other one was organized by independent youth groups. In contrast, in al-Qamishli, all of the Kurdish groups protested together. Before the protest, independent activists and the Kurdish Patriotic Conference had agreed to forego partisan banners. In both cities, the number of demonstrators was allegedly higher than in recent weeks.
During the demonstration in al-Qamishli, conflicts arose between independent activists and PYD supporters, as some of the demonstrators carried banners criticizing the National Union of the Forces for Democratic Change, of which the PYD is a member. The PYD demanded that the activists take down the banners. The activists refused and instead called for PYD supporters to roll up their flags. When they also refused, fights resulted between the two groups, during which the PYD flags were torn down. PYD supporters later visited the home of one of the activists involved and threatened him should he continue to act against the PYD.

Morocco underlined that the Arab foreign ministers will discuss the situation in Syria at a meeting in Rabat on Wednesday on the same day which will enter the decision to suspend the membership of the Arab League in Damascus into force.
A source in the Moroccan Foreign Ministry, told "AFP" The Arab Ministerial Meeting will be held on the sidelines of the Forum Turkey - Arab countries.
The spokesman Ammar Bellamy and Algerian Foreign Ministry announced earlier on Sunday for this extraordinary meeting in Rabat to discuss the Syrian file.
The source added that the Moroccan "Turkey will not participate in the meeting of the Arab League," which is scheduled for Wednesday afternoon in Rabat under the chairmanship of the Arab League, Morocco.
According to the source, the meeting aims to research into the application of the Arab plan, which included mainly to stop the violence and the withdrawal of armed manifestations of the cities and the release of all political prisoners.

Jordan's king has become the first Arab leader to openly say Syrian President Bashar al-Assad should stand down.
King Abdullah told the BBC that if he were in Mr Assad's position, he would make sure "whoever comes behind me has the ability to change the status quo".
He urged President Assad to launch dialogue with the opposition to effect an orderly transition.
Arab leaders have increasingly criticised the crackdown in Syria after months of violence.
Both the Saudi and Qatari ambassadors left Damascus in protest at the repression. The Arab League voted on Saturday to suspend Syria's membership.
However King Abdullah went further than other Arab leaders in his exclusive interview with BBC World News television.
"If Bashar has the interest of his country [at heart] he would step down, but he would also create an ability to reach out and start a new phase of Syrian political life," he said.
"That's the only way I would see it work and I don't think people are asking that question," he added.
King Abdullah's remarks, coupled with the Arab League's decision to suspend Damascus, mark a turning point in the Arab world's approach to Syria.
But Jordan's monarch was emphatic that President Assad stepping down was not enough. His call to the Syrian leader was about changing a "system". He admitted that no-one was clear how to do that, and the Syrian regime still believed it was "in a fairly comfortable position".
King Abdullah, like many others, also emphasised there was great concern about "life after Bashar". He warned that any outside intervention in Syria would open "Pandora's box".
The relationship between two Arab leaders, seen as a new generation when they took over from their fathers, has been under growing strain. But King Abdullah said he still believed the Syrian leader had "reform in his blood". He had reached out to him earlier this year, even if, as he admitted, Jordan was not "by any means... a perfect story".
King Abdullah warned there would be "more of the same" if whoever replaced President Assad did not change the status quo.

Jordan, which borders Syria, has been increasingly critical of the crackdown on anti-government protesters.
Many Western powers have urged President Assad to stand down. Both the EU and the US have said he has lost legitimacy but have ruled out military intervention.
The European Union on Monday tightened sanctions on Syria.
EU foreign ministers meeting in Brussels added 18 Syrian officials to a list of people affected by a travel ban and asset freeze.
The ministers also approved moves to prevent Syria getting funds from the European Investment Bank.
French Foreign Minister Alain Juppe said he hoped the UN would finally impose its own sanctions on Syria.
Russia and China last month vetoed a Western-sponsored resolution condemning Damascus.
Earlier on Monday, Syrian Foreign Minister Walid al-al-Muallim reacted defiantly to the Arab League's suspension. He said the decision was illegal and vowed to overcome "conspiracies" against Damascus.
The Arab League is set to hold another meeting to discuss Syria on Wednesday.
Russia on Monday condemned the suspension. "Someone really does not want the Syrians to agree among themselves," Foreign Minister Sergei Lavrov said in Moscow.
In the latest violence, the Local Co-ordination Committees - a network of opponents to President Assad's rule - said 13 people had been killed on Monday, including 10 in the city of Homs, a leading focus of unrest.
Such claims are impossible to verify as the Syrian government has severely restricted access for foreign journalists.
The UN says more than 3,500 people have died since the start of the protests in March while the Syrian authorities blame the violence on terrorists.

Jordan's vote in favor of suspending Syria from the Arab League has reportedly created a rift among Jordanian government officials.
According to Arab media reports, senior members of Jordan's Foreign Ministry have slammed the order made by the AL which calls on member states to withdraw their ambassadors from Damascus.
A Jordanian Foreign Ministry spokesman has allegedly called the decision non-binding and that any Arab country can choose not to follow such orders.
Jordan was among the 18 countries in the 22-member AL that voted to suspend Syria on Saturday during an emergency session in Cairo. Lebanon, Syria and Yemen voted against the move, while Iraq abstained from vote.
The AL has also called for the imposition of economic and political sanctions on Syria. The League suspended Syria's membership over what it described as the failure of Damascus to implement a peace plan proposed by the AL to end months of unrest in the country.

BEIRUT: The alleged mastermind behind the kidnapping of seven Estonian tourists who were released in July possessed an official Venezuelan passport, raising questions about Syria's potential links with the Latin American country.
Wael Abbas, the key player behind the abduction of the seven Estonians, had traveled to Qatar out of Damascus airport on a “genuine” Venezuelan passport, high-ranking security sources told The Daily Star Monday. Original reports of Abbas’ arrest had said the passport was a forgery.
Qatari authorities, who identified Abbas after a picture of the suspect was circulated by Interpol, deported him back to Syria in line with regulations.
Syrian authorities handed Abbas, 29, over to Lebanon’s General Security at the border crossing of Masnaa on Nov. 2.
According to details revealed in an ongoing investigation by the ISF’s information branch, Abbas had planned to fly to Brazil from Qatar.
Venezuelan President Hugo Chavez has maintained links with Syria, in October sending a message of support to President Bashar Assad against what he labeled as U.S. aggression during the Syrian government’s ongoing crackdown on protesters there.
“This question [of links with Venezuala] is still on the table and we are trying to verify the circumstances surrounding it,” one top security source said.
He said security authorities are likely to go over terrorist records traveling from Syria to other countries and involving bombings and assassinations since the 2005 assassination of former Prime Minister Rafik Hariri.
“The deteriorating situation in Syria could expose the secrets of terrorist operations that were sponsored by Syria in Lebanon and surrounding countries,” the source added.
The seven Estonian tourists were snatched from their bicycles by armed men on the outskirts of east Lebanon's city of Zahle on March 23. They were released nearly four months later in July.
According to victims’ testimonies, they were frequently transported between Lebanon and Syria during their abduction.
The security sources said an Estonian delegation was in Beirut last week seeking details of Syria’s involvement in the kidnapping of the seven Estonian cyclists following Abbas’ detention.
Abbas, the investigation revealed, was expecting as much as $120,000, but received only $40,000 for masterminding the Estonians’ kidnapping in coordination with Syrian intelligence agents who monitored the tourists’ movement out of Syrian territory into Lebanon.
Abbas is a resident of the Bekaa Valley town of Majdal Anjar, notorious for its pockets of relative lawlessness. He emerged as a prime suspect in April after he fled the scene of a shootout between bandits and Internal Security Forces officers thought to be involved with the kidnapping. Darwish Khanjar, another suspect, was killed in the altercation.

CAIRO, Nov. 14 (Xinhua) -- Representatives of Arab human rights organizations agreed in their meeting, chaired by the Arab League (AL) Secretary General Nabil al-Arabi, on a mechanism to protect Syrian civilians, Xinhua correspondent reported Monday.
The attending parties agreed to send 500 representatives of Arab human rights organizations, mass media and military to monitor the situation in Syria, and the date of the delegation's visit will be determined in the next Arab foreign ministers meeting to be held in Morocco on Wednesday.

BEIJING, (SANA) – China on Sunday affirmed the need for the international community to prepare suitable conditions to implement the Arab work plan regarding the situation in Syria.
