The western media finally admit the failure of demonstrations in Syria (وسائل الاعلام الغربية تعترف أخيرا فشل المظاهرات في سوريا)

It is well-known among observers that the Syrian protests have lost steam since last July. The Syrian paper announced on August 20 that the Syrian government has succeeded in containing the opposition movements (cache). Within this blog, I wrote, only a few days ago, that the demonstrations are apparently losing steam these days.

Only the western governments and media have been shouting what is opposite to the fact. Sarkozi, Erdogan, Ashton, Obama, Clinton, Merkel, Cameron and others really look stupid for a long period of time.

The article which I picked up today (below) attributes the reason of failure to tight security steps taken by Syria. Tight security is only one reason out of many.

I refrain from elaborating what Syrian oppositions should do in this blog, because that is what they should learn by themselves if they really want to engage themselves in politics.

They should experience fierce political struggle which is bloody in essense. They should experience betrayal from within. They should not expect that they can assume power of a country by uploading video clips to YouTube. In case they are not ready to step in a wild jungle, they should stay at home and become a good boy.

The other thing I want to emphasize here is that this outcome is a reflection of the level of the Middle Eastern studies in the United States, Britain, France, Saudi Arabia and Turkey (and perhaps plus Israel).

The low quality of Syrian protests, especially in Homs, is also a reflection of the intellectual level of the Muslim Brotherhood and its boss, the intelligence agency of Turkey, which the United States has asked to succeed its role in the Middle East.

Dutch burqa ban – maximum fine to be 380 euros

Women wearing the Islamic burqa (full body cloak) or niqab (face veil) in public will soon be subject to a maximum fine of 380 euros. The planned measure is to be discussed by the Dutch cabinet on Friday.

A 'burqa ban' formed part of the minority Dutch government's programme agreed with the populist Freedom Party (PVV) on whose parliamentary support the cabinet relies.

Rather than singling out burqas and niqabs, the senior partner in the coalition, the conservative VVD, is in favour of a general ban on people wearing clothes that cover the face including balaclavas and helmets with opaque visors. On the VVD website, it is argued that people can find such clothing threatening. The extent of the ban will become clear after Friday's cabinet meeting.

The Christian Democrats are the smaller party in the coalition and say: "Clothing covering the face makes it harder to indentify people, hinders communication and makes people feel less safe".

From 2007, the PVV has called for a 'burqa ban' punishable by higher fines and even imprisonment. It describes the garment as "an expression of the rejection of the West's core values".

It is estimated that about 150 women in the Netherlands always wear the burqa or niqab when they go out in public. A maximum of a few hundred women wear the garments occasionally.

BEIRUT: The French Embassy denied Friday a report in a Lebanese newspaper that President Nicholas Sarkozy told the Maronite patriarch that Lebanese and Syrian Christians should move to the European Union as they are no longer welcome in the Levant.

Ad-Diyar newspaper reported Friday the French president told the Patriarch Beshara Rai during a meeting earlier this month that there is no room for Christians in the Levant and that the best solution would be for them to move to the European Union, citing a member of the patriarch's delegation.

The paper quoted the president as saying: "Given that there are 1.3 million Christians in Lebanon and 1.5 million in Syria, why don't Christians move to Europe, since Europe has absorbed 2 million Christian immigrants from Iraq?"

According to the newspaper the patriarch was shocked by the president's position, and his subsequent statements following the meeting were taken "contrary" to what Sarkozy had said.

In statements made during his meeting to France Rai warned that the uprising in Syria could threaten the Christian presence in the country, and urged the international community to give Syrian President Bashar Assad time to implement reforms.

The French Embassy in Lebanon denied the report Friday, and said Christians were an "essential component" of the region.

"Following the visit of the Maronite Patriarch in France, some Lebanese newspapers attributed to the French president words that were never said," said the statement.

"France is committed to the presence of Christians in Lebanon, as well as in Syria and throughout the region of the near and Middle East," it said, adding that Christians have a "vital role to play in the democratization process that is under way in the region."

Earlier this year the French president said a "religious cleansing" was taking place of Christians in the Middle East, following a series of attacks on Christian Coptic churches in Egypt and Iraq, and referred to the dead as "martyrs of the freedom of conscience."

NEW DELHI: State-run Oil and Natural Gas Corp. is considering shipping crude to India from a Syrian joint-venture if United States and European sanctions prevent sales continuing to refiners in Europe.

The EU and the U.S. have imposed wide-reaching sanctions against Syria, including an embargo on crude imports, to put economic pressure on President Bashar Assad in the hope of ending six months of violence against anti-government demonstrations.

Syria exported 150,000 barrels per day of total output of 370,000 bpd in July, according to the International Energy Agency. Most of the oil flows to Germany, Italy and France.

Three ONGC sources said Thursday the company was "exploring the possibility" of refining the Syrian crude at a 236,400 bpd coastal refinery it runs through its subsidiary, Mangalore Refinery and Petrochemicals Ltd., rather than cutting output at the Syrian fields.

ONGC's share of oil from the joint venture it has in Syria with the China National Petroleum Corp. is around 13,000 to 14,000 bpd, one source said.

The sources did not say whether ONGC was considering importing only its equity share from Syria or whether it was considering taking more.

D. K. Sarraf, managing director of ONGC Videsh, the overseas investment arm of ONGC, was not immediately available for comment.

At present, India imports no crude from Syria.

The ONGC and CNPC joint venture holds a stake in Syria's main oil producing consortium, Al-Furat Petroleum Company. Furat is operated by state-run Syrian Petroleum Co. and Shell.

The venture holds a 33.3-37.5 percent participating interest in four production sharing contracts covering output from 36 onshore fields in Syria, according to ONGC's website.

Output from those fields is about 83,000 bpd, and ONGC's share of that is about 16-17 percent, one of the sources said.

"It makes sense to bring oil to India. It will be a win-win situation; we need oil and Syrian oil quality is good … if we get it to India there will not be any forced output cut," a source said.

All sources declined to be identified as they were not authorized to talk to the media.

شهد اليوم الجمعة خروج مظاهرات في بعض مناطق ومدن سورية عقب صلاة الجمعة في جمعة اسماها معارضون " جمعة وحدة المعارضة"، وسط تراجع ملحوظ في أعداد المتظاهرين.

Friday saw the demonstrations in some areas and the cities of Syria after the Friday prayers on Friday opponents called it "Friday and unity of the opposition," the center of a significant decline in the number of demonstrators.

Said Rami Abdel-Rahman, Director of the Syrian Observatory for Human Rights (based in Britain shows) that "the events out of the shield to Qamishli and Abu Kamal on the Iraqi border to the Syrian coast, but not in large numbers."

DAMASCUS: As anti-government rallies in Syria appear to lose some of their momentum, protesters may increasingly turn to violence if peaceful action continues to stall, analysts and diplomats believe.

Demonstrators have since mid-March been taking part in a largely non-violent uprising, but the regime of President Bashar Assad has carried out a bloody crackdown that has left more than 2,700 people dead and tens of thousands in prison or unaccounted for, according to the United Nations.

"The protests are continuing in Qamishli (northeast), in Deraa (south), Bou Kamal (east), and the Syrian coast, but they are not as large as before," acknowledged Rami Abdel-Rahman, the head of the Britain-based Syrian Observatory for Human Rights.

According to Abdel-Rahman the decline in the size and breadth of the protests is due to widespread arrests, especially among the ranks of the anti-regime movement's leadership, and police searches of local communities.

The current situation is a marked departure from July, when protests peaked with massive rallies in Hama and Deir al-Zour, in the north and east of the country respectively, forcing the Syrian army to intervene.

"Both cities were out of the control of the government, and hundreds of thousands would gather Fridays," Abdel-Rahman noted. "Now, in Deir al-Zour, there are just a few thousand."

According to Thomas Pierret, a lecturer at the University of Edinburgh, Syria's peaceful protest did not have its intended impact because of the regime's willingness to crack down brutally.

"A non-violent strategy works if a significant part of the army is reticent to shoot civilians," he said. "This is not the case in Syria, so one would think the opposition will not bring about the end of the regime peacefully.

"We are now probably in a second phase – a war of attrition. On the one hand, the protests are continuing, albeit on a smaller scale, and on the other hand, in regions such as Homs or Idlib, military deserters and armed demonstrators hold small towns or neighborhoods," he added,

"This is a new test for the unity of the army," said Pierret.

His analysis is a point of view shared by Western diplomats in Damascus.

"The number of demonstrators has diminished, but … if the repression continues, it will become increasingly difficult for proponents of peaceful action to convince the radicals in the protest movement not to take up arms," one diplomat said, speaking on condition of anonymity.

The United States, France and Britain have supported sanctions against Syria in the U.N. Security Council, but such efforts have been strongly opposed by Russia and China.

Those on the side of the Syrian regime, meanwhile, have expressed satisfaction that attendance at protests is declining, but caution of the danger presented by "armed gangs."

"Last Friday, there were a maximum of 25,000 or 30,000 protesters in all of Syria, a tenth of how many there were in August," said Khalid al-Ahmad, a Syrian consultant who is close to the regime.

"The movement is not finished, but it is on a downward trajectory because the protesters see that the regime is not going to collapse like a house of cards, unlike in Tunisia or Egypt," he added, referring to popular uprisings there that ousted long-time strongmen.

According to Ahmad, the biggest danger now comes from "4,000 armed Salafists who can be found in Jabal al-Zawiya (in the northwest), which is very difficult to access, and 2,000 others hiding in Homs, where street-level combat would be very costly."

"These rebels only know the language of arms."

According to protest organizers, however, the smaller scale of their rallies is a tactical choice, not one forced upon them.

"The demonstrations have not decreased in their intensity," said Omar Idlibi, spokesman for the Local Coordination Committees, which have been organizing the almost daily protests on the ground.

"But we have decided to limit their scope in the places where the regime violently cracked down, and to redeploy them elsewhere.

"Certainly, the military occupation in all the regions is an obstacle, as are the arrests of tens of thousands of people, but the movement continues, and shows the determination of the Syrian people to achieve their goals."

Idlibi, who forcefully argued for the non-violent nature of the protest movement, nevertheless added that the "delay of the international community in clearly supporting the Syrian revolution could start to slowly lead toward a sharp deviation from the peaceful line."

BEIRUT, (SANA)_The Syrian-Lebanese Subsidiary Committee for Damascus Countryside and Biqaa governorates discussed during meeting on Thursday issues related to cross-border smuggling and farmers disputes.

The two sides stressed in a statement the importance of permanent communication among the committee members, especially with regard to security and military, and cooperation to stop cross-border smuggling.

The participants agreed on fixing the committee's decision on preventing reclamation or investment of disputed lands on the two sides of the borders under any circumstances.

They also agreed on facilitating the entrance and exit of farmers whose names are listed in lists registered by competent authorities.

BEIRUT: Maronite Patriarch Beshara Rai met with a Syrian delegation from the St. Mansour Association in Damascus in Bkirki, the seat of the Maronite patriarchate, Thursday.

During the meeting, President of the association Riad Sarje praised Rai's moto of "Partnership and Love," affirming the important role of the patriarchate in the Middle East.

In return, Rai hopes for peace to prevail in the world and especially the Arab region which "is witnessing tensions and turbulence in these days."

Turkey has closed its airspace to planes carrying military equipment to neighboring Syria, a news report said on Thursday.

The report, published in the mass-circulation daily Hürriyet, said the ban was imposed after Prime Minister Recep Tayyip Erdoğan announced on Tuesday that Turkey was considering imposing sanctions on Syria in coordination with the US. Erdoğan was speaking in New York after a meeting with US President Barack Obama on the sidelines of the UN General Assembly.

Turkey, once a close ally of Syrian President Bashar al-Assad, has gradually toughened its criticism against the Syrian regime over its brutal crackdown on anti-regime protests. Erdoğan said in New York that Turkey has already prepared for sanctions against Syria and added that the Turkish foreign minister and the US secretary of state will jointly work on what those Turkish sanctions may entail.

Erdoğan also said he has ended all contact with the Syrian government, lamenting that the actions of the Syrian regime have forced Turkey to take such a decision. Speaking on Wednesday, a senior White House official said Erdoğan and Obama agreed during their meeting to build up pressure on Assad to produce a result that would meet the demands of the Syrian people.

Elizabeth Sherwood-Randall, senior director for European affairs at the National Security Council (NSC) at the White House, told reporters that Turkish and US assessments over the need to intensify pressure on the Assad regime overlap, which she said is very important. She added that the two leaders shared the view that Assad's regime is doing the Syrian people harm as well as agreeing on the need to build up pressure on Assad.

Sherwood-Randall added that Erdoğan and Obama have had close consultations about Syria over the past few months.

Ben Rhodes, Obama's deputy national security adviser, meanwhile, told reporters on Wednesday that the important thing is that the two leaders shared a view that the Assad regime is doing the Syrian people harm and their similar view to build up pressure on Assad.

Rhodes said Turkey remains an important partner for the US to relay to the Syrian leadership the message that it should halt violence against its own people.

"Turkey sent clear messages over the past few days. Erdoğan delivered very strong messages during his North African tour," Rhodes said, expressing the belief that he is ready to devise ways to build up pressure on the Assad regime.

Sherwood-Randall noted that Turkey's relations with Israel came up during the meeting between Obama and Erdoğan and that Obama voiced his wish for a settlement of the tensions between the two countries.

Rhodes said both countries are important allies for the US and their relations are crucial to the stability of the region, and expressed the belief that it is important that steps be taken to ease tensions in the region.

Turkey is considering whether to impose new sanctions on Syria that could include banning Syrian planes transporting weapons through Turkey’s air space, daily Hürriyet and daily Sabah reported Thursday.

Turkey has already banned some Syrian planes from using Turkish airspace for arms shipments and will not permit further arms shipments from occurring, the papers reported. Turkey, however, has yet to ban any Syrian planes within this scope, an official from the Turkish Foreign Ministry told the Hürriyet Daily News on Thursday, but added that individual countries might make decisions on the matter. Turkey has already prepared for sanctions against Syria, and Turkish and U.S. foreign ministers will work jointly on drafting the measures, Turkish Prime Minister Recep Tayyip Erdoğan said Thursday in a statement following a meeting with U.S. President Barack Obama in New York. “We have been selling electricity to Damascus for 18 months now. Since this is a basic need, we will not include it in our sanction list,” said Turkish Energy Minister Taner Yıldız in Ankara on Thursday.

NEW DELHI, Sept 22 (Reuters) - State-run Oil and Natural Gas Corp.(ONGC) is considering shipping crude to India from a Syrian joint-venture if U.S. and European sanctions prevent sales continuing to refiners in Europe.

The European Union and the United States have imposed wide-reaching sanctions against Syria, including an embargo on crude imports, to put economic pressure on President Bashar al-Assad in the hope of ending six-months of violence against anti-government demonstrations.

Syria exported 150,000 barrels per day of total output of 370,000 bpd in July, according to the International Energy Agency. Most of the oil flows to Germany, Italy and France.

Three ONGC sources said on Thursday the company was "exploring the possibility" of refining the Syrian crude at a 236,400 bpd coastal refinery it runs through its subsidiary, Mangalore Refinery and Petrochemicals Ltd , rather than cutting output at the Syrian fields.

ONGC's share of oil from the joint venture it has in Syria with the China National Petroleum Corp (CNPC) is around 13,000 to 14,000 barrels per day (bpd), one source said.

The sources did not say whether ONGC was considering importing only its equity share from Syria or whether it was considering taking more.

D. K. Sarraf, managing director of ONGC Videsh, the overseas investment arm of ONGC, was not immediately available for comment.

At present, India imports no crude from Syria .

The ONGC and CNPC joint venture holds a stake in Syria's main oil producing consortium, Al Furat Petroleum Company. Furat is operated by state-run Syrian Petroleum Co. and Shell.

The venture holds a 33.3-37.5 percent participating interest in four production sharing contracts covering output from 36 onshore fields in Syria, according to ONGC's website.

Output from those fields is about 83,000 bpd, and ONGC's share of that is about 16-17 percent, one of the sources said.

"It makes sense to bring oil to India. It will be a win-win situation, we need oil and Syrian oil quality is good...if we get it to India there will not be any forced output cut," said one of the sources.

All declined to be identified as they were not authorised to talk to the media.

India, the world's fourth-biggest oil importer, imports nearly 80 percent of the oil it consumes.

The Indian government has charged ONGC with securing energy supplies overseas to fuel the country's fast-growing economy.

LONDON: Syria's oil exports have come to a standstill due to sanctions and this may force a cut in production, weakening President Bashar Assad's ability to generate cash but not threatening his grip on power yet, traders and analysts say.

After a series of piecemeal measures, European governments have acted vigorously in recent weeks to tighten the screws on Assad in hopes of reining in his bloody crackdown on protesters, which has killed some 2,700 people in six months, the UN says.

From Saturday, the EU will ban European firms from making new investments in Syria's oil industry following an earlier ban on imports of Syrian oil, a key source of revenues for Assad's government.

Syria has said it can sidestep sanctions by selling oil to Russia or China.

But traders said most Syrian attempts to sell oil or related products in recent weeks have failed due to a lack of bids.

"Exports are fully paralyzed. No one wants to touch it. Banks are not financing the operations. Russian companies listed in New York won't take the risks," said a trader in the Mediterranean who used to regularly deal with Syrian oil.

EU sanctions allow imports of Syrian oil until Nov. 15 under contracts signed before Sept. 2 but traders said they had not seen any fresh shipments in the past weeks.

"As far as Chinese and the Indians are concerned, they could of course try to buy some volumes. But the economics don't make any sense for them and volumes are too small to take the risks," the Mediterranean trader added.

Markets have reacted calmly to the loss of Syrian crude as the country produces just 385,000 barrels per day, or less than 0.5 percent of global supply, and exports around 150,000 bpd — only a fraction of Libya's pre-war shipments, the loss of which seven month ago as civil war erupted rocked the oil markets.

Syria is now hunting for new buyers, mostly for its heavy Souedie crude.

But its crude oil tender and a naphtha tender have lured no bids , traders said.

Sources at several major Chinese and Russian buyers said they had no plans to buy Syrian crude, which could potentially force the country to stockpile oil.

DAMASCUS, (SANA) - During a session held on Thursday under the chairmanship of Prime Minister, Dr. Adel Safar, the Cabinet approved a bill on exempting the loans of the Agricultural Corporative Bank from the due interests.

The aforementioned procedure aims at supporting the agricultural sector in Syria and alleviating the repercussions of the harsh climatic changes in the country over the past few years.

With the aim of supporting the national industry in face of the international economic changes, the Cabinet also approved a bill on rescheduling the loans and the due facilitations granted to the industrialists by the public banks, and exempting them from all the due interests and the outstanding fines, in addition to paying the deposits of the aforementioned loans in installments paid over five years.

In the framework of protecting the national economy and the local products, the Cabinet approved a bill on temporarily suspending the import of some commodities whose customs duties are more than 5 percent except some of the basic goods needed by the citizens which are not produced by the local industry.

Dr Mohamad Nedal Shaar, Minister of Economy and Commerce, said in a statement to reporters. . . on the suspension of imports of goods and commodities, which more than painted customs 5 percent and include mostly accessories and tourist vehicles designed to maintain the stock of the country from foreign exchange and redistribution this stock and targeted at low-income strata to achieve the greatest benefit in the economic process in Syria.

The minister added that this resolution and protective, temporary and will contribute to the revitalization of the production process by giving the opportunity for the factories to produce goods that stops the importation, thus creating new jobs or re-employment of workers in some factories stopped work.

DAMASCUS, (SANA) - Lebanese Political Analyst, Fayssal Abdul-Satter said that many Arab satellite channels have played a key role in what is taking place in the Arab countries, including the intimidation and killing of the innocent people, asserting that the continuation of this suspicious role participates in more blood shedding.

In an interview with the Syrian TV on Tuesday, Abdul-Satter pointed out that al-Jazeera Satellite Channel maybe wants to restore its credibility in the Arab countries and Wadah Khanfar, the resigned Director General of the al-Jazeera Channel, maybe was the scapegoat to give more credibility to the Channel.

He called on the Arab media to shoulder their responsibilities as freedom without responsibility means nothing, yet it participates in disuniting societies, and this is applied to al-Jazeera and all the Arab news channels which don't have a clear agenda regarding the constructive and responsible media that contributes to developing societies.

Abdul-Satter said "what is going on in Syria didn't come out of the blue, and the media campaigns launched against it will bring back Sykes–Picot Agreement to the region in different way and will take the societies back to the age of tribes and clans, as Sheikh al-Qaradawi made a fatwa instigating sectarianism."

He added that there are a lot of channels, mass media, newspapers and writers who serve the American-Israeli project in the region, and they have become its mouthpieces under the motto of the so called "democracy and freedom" as they fabricate news about what is taking place in Syria within a media instigation campaign.

For his part, Political Analyst, Isam Khalil, said "al-Jazeera Channel has used all types of media mobilization campaigns and aggression based on lies against Syria starting from the attempts to harm the Syrian army which is considered a symbol of national unity and the guarantee of the security of all the Syrian people."

Khalil stressed that Khanfar has participated in killing many innocent Syrian people and he knew from the beginning that the instigative media discourse will lead to more blood shedding.

He pointed out that the instigative media campaigns have become fiercer in coincidence with the decisions of reform because from the beginning they didn't want the reform in Syria, but they wanted to redraw the map of the region in a way that would ensure the stability of the Zionist entity as a Jewish state at the expense of the Palestinian people.

He asserted that due to the steadfastness and unity of the Syrian people, they were unable to turn the events into a popular revolution, and they were unable to make any defections in the ranks of the Syrian army.

Syrian-Qatari Holding, a joint venture between the governments of Syria and Qatar, halted projects with an estimated cost of $2 billion after its two shareholders failed to provide enough capital, Chief Executive Officer Hassan Mukayed said.

Syrian-Qatari Holding, founded in 2008, had signed agreements on two power-generation projects, a hospital and dairy farms in Syria, he said today in an e-mailed statement. The company had aimed to attract $18 billion in foreign direct investment to Syria over the next 15 years and create 325,000 jobs, he said.

Syria has been engulfed in a wave of unrest since the eruption of pro-reform protests earlier this year. Qatar Fuel Co., the oil products distributor and retailer known as Woqod, decided to halt a project in Syria because of the unstable security situation in the country, Al-Arab newspaper reported Aug. 17.

DAMASCUS, (SANA)_Mohammad Kassem Asaad, from al-Jiza village in Daraa, said three of his friends beat him severely and extorted confessions out of him that the security forces attacked him to film a video and send it to al-Jazeera channel in return for money, with the aim to tarnish the reputation of the security.

Asaad told the Syrian TV on Wednesday ''I come from al-Jiza village in Daraa. A couple of days ago, I was in my home and then came my friends Jamal, Ahmad and Ayham and asked me out, and I went with them.''

''At Ayham's house, Jamal pushed me and punched me in the face, and then Ayham and Ahmad joined him and started beating me to force me to say that it was the security who did it.''

''Later I knew that they would give the video to al-Jazeera for SYP 170 thousand (USD 3,540), and they promised they'd give me 50 thousand. However, I turned down, and they insisted, and I turned it down again,'' he says.

Asaad added that when he turned down the offer, his friends beat him with by a cable to say that it was the security who did that to him, knowing that the security were not in the village in the first place.

''When they were done with filming me, I returned home with bruises all over my body, and when asked about it, I told them that the security had nothing to do with it.''

Ahmad Mohammad al-Haj Khalil from al-Jiza related how he and his friends beat Mohammad Kassem Asaad, filmed him and framed the security forces for it.

BEIRUT, (SANA) – Lebanese security forces arrested on Wednesday a gang which smuggled weapons into Syria as one gang member confessed to buying a quantity of weapons and handing them to a person in Wadi Khaled town to smuggle them into Syria.

Lebanese al-Safir Newspaper said that the Regional Directorate of State Security in northern Lebanon conducted a series of investigations to make sure that a Lebanese person bought 200 pump action guns and sold them to another Lebanese person in Wadi Khaled who smuggled them into Syria.

BAGHDAD, (SANA) – A high-ranking official at the Iraqi borders said that armed members of al-Qaeda are entering Syria from Iraq to participate in operations against Syrian security and army forces.

Russia's RIA Novosti‏ news agency quoted the official as saying that Iraqi border patrols arrested dozens of al-Qaeda members attempting to enter Syria in the last two months.

He added that three busses and a truck loaded with firearms bound for Syria were also confiscated, pointing out that the armed men came from Ninawa governorate in the north and al-Anbar in the west, noting that these two regions became a land bridge from transporting weapons and ammo from Iraq.

OPEC's $1 Trillion Cash Quiets Poor on $100 Oil

Saudi Arabia will spend $43 billion on its poorer citizens and religious institutions. Kuwaitis are getting free food for a year. Civil servants in Algeria received a 34 percent pay rise. Desert cities in the United Arab Emirates may soon enjoy uninterrupted electricity.

Organization of Petroleum Exporting Countries members are poised to earn an unprecedented $1 trillion this year, according to the U.S. Energy Department, as the group's benchmark oil measure exceeded $100 a barrel for the longest period ever. They are promising to plow record amounts into public and social programs after pro-democracy movements overthrew rulers in Tunisia, Egypt and Libya and spread to Yemen and Syria.

Unlike past booms, when Abu Dhabi bought English soccer club Manchester City and Qatar acquired a stake in luxury carmaker Porsche SE, Gulf nations pledged $150 billion in additional spending this year on their citizens. They will need to keep U.S. benchmark West Texas Intermediate crude oil at more than $80 a barrel to afford their promises, according to Bank of America Corp.

"A sharp increase in spending to accommodate social pressures has averted potential disquiet over governance in most countries, though in the longer-term economic reforms will be needed to buoy private-sector growth and job creation," Jean- Michel Saliba, a London-based economist at Bank of America, said in an e-mail Sept. 8. "Without the social spending, Gulf protests would possibly move the nations toward constitutional monarchy."

OPEC's basket of crudes, a weighted average of the group's main export grades, has been trading at above $100 since Feb. 21. The basket price was $110.69 a barrel on Sept. 16 while WTI on the New York Mercantile Exchange closed that day at $87.96.

Arab Spring

Tunisia's ouster of President Zine El Abidine Ben Ali in January set up the so-called Arab Spring, as protests led to the end of Hosni Mubarak's 30-year reign in Egypt and threatened the Assad family's hold on Syria.

Libya's rebel council met Sept. 19 to form a cabinet after seven months of fighting to end Muammar Qaddafi's 42-year rule. Yemeni President Ali Abdullah Saleh is under pressure to step down after 33 years running the Arab world's poorest country. Unemployment is at 11 percent in the Middle East and North Africa and as high as 22 percent in Algeria, according to the United Nations Development Program.

Across Yemen's northern border, in Saudi Arabia, OPEC's biggest member is funding housing, salary increases and the creation of 60,000 new jobs at the interior ministry, according to royal decrees announced on March 18. At least 1 billion riyals ($267 million) has been allocated to the Saudi Ministry of Islamic affairs and The Commission for the Promotion of Virtue and Prevention of Vice after clerics backed a ban on domestic protests.

Religious Funding

The religious establishment's new funds include 500 million riyals to restore mosques and 300 million riyals to support Islamic call and guidance offices, according to the decrees. Money is being spent on installing devices in public squares, markets and schools to deliver audio and video broadcasts with "advice and moral lessons," the Commission's President Muhammad al-Eidy said in May.

"They probably feel like they've got to do a lot more spending this time and they are focusing on social spending, whereas previous investments were business or private-sector driven," said Gabriel Sterne, associate director in London at Exotix, an investment bank, and a former economist at the International Monetary Fund and the Bank of England.

$1 Trillion Revenue

OPEC will need WTI at above $80 a barrel to maintain the increased social spending because the costs of Persian Gulf budget obligations have more than doubled since 2006 to $77, with Saudi Arabia needing an average $82, according to Deutsche Bank AG. OPEC's basket price at more than $100 puts it on course to earn $1.01 trillion this year, the U.S. government said.

During the oil rally that peaked in 2008 before the onset of the global financial crisis, Abu Dhabi, holder of most of the U.A.E.'s crude reserves, pledged $22 billion to construct Masdar City, powered by renewable energy that would rest on concrete blocks under which electric driverless vehicles would transport residents. Qatar began building an academic hub, attracting American institutions such as Georgetown University in Washington and Texas A&M University in College Station, Texas, with funding from a government-run foundation.

Shoring Up Support

This time, rulers are shoring up domestic support. Demonstrations in Saudi Arabia, the Arab world's biggest economy, failed to take off in March as citizens were offered extra money for housing. Government employees had their salaries increased 15 percent and got two months extra pay. Kuwaitis received 1,000 dinars ($3,664) and free food for 13 months, state news agency KUNA said in January. Earlier this month, Qatar's crown prince Sheikh Tamim bin Hamad al-Thani ordered 30 billion riyals ($8.2 billion) in civil servant salary increases and pension-fund allowances.

"As soon as the government announced handouts, people went out and bought cars," said John Stadwick, managing director of General Motors Co. (GM)'s Middle East operations. Sales in Saudi Arabia climbed as much as 48 percent a month since April, compared with a decline in February and March, he said.

Gulf nations are also aiding neighboring Sunni monarchies to prop up dynasties that have ruled parts of the Middle East for centuries. They pledged $20 billion for Oman and Bahrain to fend off protests and invited Morocco and Jordan to join the six-member Gulf Cooperation Council which will include economic assistance. In addition, newly democratic Egypt received $20 billion from Qatar and $4 billion from Saudi Arabia as the Gulf seeks to retain influence in the most populous Arab nation.

OPEC Spending Rises

Of OPEC's 12 members, nine increased 2011 budgets and of the remaining three, only Nigeria amended its budget lower, while the U.A.E. doesn't disclose its public spending. Nigeria, Africa's biggest oil producer, set up a $1 billion wealth fund in May split into an infrastructure fund, a future generations fund and a stabilization fund. Algeria's cabinet approved a 25 percent budget increase to pay for the salary raise and food subsidies amid protests that have ended 19 years of emergency rule and led to a review of the election law.

OPEC decided against raising oil supplies at its June meeting even as Libya's conflict curbed exports. Output of about 30 million barrels a day lags behind the 31.3 million barrels the world needs from the region in the third quarter, according to the International Energy Agency. Half of Saudi Arabia's 8 percent increase in June production to 9.7 million barrels a day was used in its own power plants as domestic demand reached a record, data from the Paris-based IEA showed.

Cut Production

"Saudi Arabia will cut back after its summer surge," said Leo Drollas, London-based chief economist at the Centre for Global Energy Studies, the researcher founded by former Saudi Oil Minister Zaki Yamani. "If it doesn't trim now then prices might lurch downwards on lower demand, and it needs a minimum basket price of $90 for what it wants to do this year."

Oil in New York has dropped 25 percent since its April 29 high of $113.93 on concern demand will fall as Europe grapples with its debt crisis and unemployment in the U.S. hovers at 9 percent. WTI averaged $92.66 in the past year.

The OPEC basket will stay above $100 a barrel for the rest of this year, according to forecasts from five banks and consultants, including Barclays Plc and Sanford C. Bernstein & Co. Its previous record period above this level was from April 7 to Sept. 8, 2008. OPEC's members are Algeria, Angola, Ecuador, Iran, Iraq, Kuwait, Libya, Nigeria, Qatar, Saudi Arabia, the United Arab Emirates and Venezuela.

Not all the spending initiatives work right away, even though citizens praise the changes.

Give More Power

Abu Dhabi plans to provide more services to poorer citizens by focusing on communities like Ras Al Khaimah after academics and journalists signed an online petition calling for the country's Federal National Council, an advisory body with no executive authority, to be chosen by universal suffrage and given more power.

Less than a week after Mubarak's ouster in Egypt, the city of 250,000 people got a visit from Abu Dhabi Crown Prince Sheikh Mohammed bin Zayed Al Nahyan. Learning they lacked electricity, Sheikh Mohammed, who is next in line to the nation's presidency, summoned a utility executive who arrived within two hours by helicopter. "Give them power now," he ordered.

Sheikh Mohammed "sat with the people and listened to our needs," said Yousuf al-Nuaimi, chairman of the Chamber of Commerce in Ras Al Khaimah, one of seven U.A.E. cities whose per capita income is 45 times less than Abu Dhabi. The Crown Prince promised electricity to the northern sheikhdom, home to one of five pro-democracy activists arrested this year, from a plant in nearby Fujairah and 1 billion dirhams ($270 million) for road and housing improvements, al-Nuaimi said.

Seven months after the visit, Ras Al Khaimah is still waiting for power but residents don't blame the crown prince.

"Abu Dhabi is not the problem," al-Nuaimi said. "The Federal Water and Electricity Authority is the problem. They need to do the connection but they are not. I hope the next step will be for Abu Dhabi to take over FEWA so that we can enjoy the power they promised us."
