KUWAIT CITY, Sept 16: Hundreds of Kuwaitis rallied Friday demanding a constitutional monarchy and an elected government, as Kuwait battles with an unprecedented corruption scandal involving MPs.
Holding banners calling for fundamental reforms, including appointing a prime minister from outside the Al-Sabah ruling family, the protesters also chanted slogans urging the dismissal of the prime minister and dissolving parliament.

"The people want to topple the prime minister" — Sheikh Nasser Mohammad Al-Ahmad Al-Sabah, a nephew of the Amir — chanted the mostly young protesters in the demonstration dubbed as "the people's day."
Protesters called for dissolving parliament after the public prosecution last week launched a probe into bank accounts of at least nine MPs in the 50-member house for alleged illegal deposits.

Local media and opposition MPs claimed the funds, estimated at around $350 million (252 million euros), were given to MPs in exchange for voting on key issues in parliament, including grillings of ministers.
Kuwait has been little affected by the so-called Arab Spring that has already toppled three leaders, but opposition Islamist MP Waleed Al-Tabtabaei warned that this could come.

"The breeze of the Arab Spring is blowing on Kuwait but not to topple the regime, only to reform it," Tabtabaei told a gathering Tuesday night.

On Thursday, the state minister for cabinet affairs and government spokesman Ali al-Rashed, in an interview with Al-Rai television, accused those who call for a Kuwaiti Spring as "traitors who aim at toppling the regime."

Youth activists have also called for deep reforms to legalise political parties and have a popular government.
"These proposals aim to transfer Kuwait from the family state into the state of the people ... This is a popular demand and the authority must look seriously into it," one of the organisers told the crowd.

Under the proposed reform, the Al-Sabah family would still have the Amir and Crown Prince as stipulated by the 1962 constitution, but the post of the prime minister would go to the people.

The family remains in control of most key cabinet posts, including the premiership and the so-called sovereign ministries of defence, interior and foreign affairs.
Kuwait has been rocked by a series of political disputes over the past five years, stalling development plans despite abundant financial surpluses amounting to $300 billion.
No Shia, no Sunni, One nation, one people and government elected by the people, were other slogans chanted by the protesters amidst tight security, in front of the Kuwait City Municipality building.
The rally was attended by notables like Khalid Al-Fadallah, Zaid Al-Zaid as well as Member of Parliament Mubarak Al-Walaan. He alleged that monies are being dished out to MPs by the prime minister as bribe for their support for his continued stay in power, adding that those monies could have been put to better use in the expansion of healthcare and education for the people, as those sectors-education and health have not seen any new development in a long time. "So we want the prime minister to resign immediately and be replaced by someone else, but our ultimate aim is to have that position elected by the people of Kuwait".

There were others among the protesters like Khalid Al-Mulaifi, who apart from the common demand they all held calling for the dissolution of parliament and government, demanded an equal share of the national cake for all citizens as well as hold to account those found to be plundering the national wealth.

Ummu Abdullah was worried about the health minister getting his priorities misplaced, when he sanctioned the evacuation of wounded foreigners into Kuwait to be flown out to Europe for medical attention at the state's expense. "It's a shame that Kuwaitis are suffering from chronic illnesses without any proper healthcare in place", she said.
The protesters, whose attempt to take their march to the street got thwarted by the strong security presence, dispersed with a decision to meet again at a later date.

Turkey has denied extraditing Syrian refugees to Damascus or rejecting those seeking asylum, dismissing such allegations as "disinformation activities originating from Syria in the face of its internal problems."

"It is out of the question for Turkey to send any Syrian citizen back to Syria or to another country under the current circumstances," a Foreign Ministry statement said Friday, emphasizing that "allegations concerning Syrian citizen Hussein Harmoush are baseless."

Harmoush, a lieutenant colonel, was the first military officer to publicly declare his defection from the Syrian army in June, after which he led the "Brigade of Free Officers," a group of dozens of officers who have deserted the regime.

Opposition sources in Damascus said Harmoush was recently captured in Turkey by Syrian intelligence agents and brought back to Syria, Agence France-Presse reported.

The officer appeared on Syrian state television Thursday, claiming he returned willingly. He denied ever receiving orders to shoot civilians and repeated the government line that armed gangs were killing them. Omar al-Muqdad, a prominent Syrian opposition activist now in exile in Turkey applying for refugee status, said the Turks handed Harmoush over to the Syrian secret police, CNN reported Thursday.

Turkey continues to shelter about 7,500 Syrians at six camps in the border province of Hatay, the Foreign Ministry said, adding that 10,600 people had returned home. It renewed a call on Damascus to end a bloody crackdown on anti-regime demonstrations and initiate reform.

"Harmoush was an ordinary colonel before he led the rebel movement in Syrian army. He was supported by the Muslim Brotherhood. As the Syrian army started to look for him, he fled to Turkey," a former Syrian MP and intelligence official who declined to give his name told the Hürriyet Daily News on Friday.

According to the official, Harmoush was delivering money he had collected from the Muslim Brotherhood to the Syrian opposition and was entering and leaving Syria frequently for this reason. As Syrian forces increased the border checks, they caught him in an ambush at the Syria-Turkey border.

DAMASCUS, Sept. 17 (Xinhua) -- The demonstrations in Syria are waning as it was "absolutely the calmest" on Friday with no killing of civilians, the government-run Al-Thawra newspaper said Saturday.

Only a sergeant was killed and four law-enforcement agents were wounded by the gunshots of "terrorist" groups in the southern province of Daraa, the paper said, adding that a number of assailants were captured.

In the same context, a media source dismissed late Friday as "absolutely baseless" reports broadcasted by some Arab TV channels claiming that a number of civilians were killed during Friday's demonstrations in various Syrian provinces.

The source told Syrian Arab News Agency (SANA) that such reports came in the context of the "campaign of provocation and facts falsification" launched by those channels since the eruption of protests in Syria in mid-March.

Doha-based al-Jazeera TV and some other satellite networks said protests erupted Friday in several Syrian cities, including the country's capital Damascus and cities in the provinces of Idlib, Homs and Hama, leaving at least 46 people killed by gunfire of Syrian security forces.

Meanwhile, Al-Thawra said a number of armed groups, who had took part in sabotaging acts, have turned themselves in to the Syrian authorities in the central province of Homs following the airing of an interview with an army defector.

Syria's official TV aired Thursday confessions made by the recently-arrested defected officer, Lt. Col. Hussein Harmoush, who was detained during "a special operation" in northern Idlib province.

ALGIERS - Foreign parties linked to Zionists are behind an online campaign urging Algerians to stage anti-government protests this weekend, Algeria's interior minister told local media Thursday.

Since late August, a call for an "Algerian revolution on September 17, 2011" has circulated on Facebook encouraging young people to flood the streets in opposition to President Abdelaziz Bouteflika's regime.

"Had it been people inside (the country), we would have exposed and arrested them, but the clues point us toward foreign parties in relation with the Zionist entity," Interior Minister Dahou Ould Kablia told the Ennahar daily newspaper.

The "proof", according to Ould Kablia, is that date chosen for the uprising is the anniversary of the Camp David peace accords, signed by Egypt and Israel on September 17, 1978.

The minister further noted that the massacres of Palestinian refugees carried out by an Israeli-allied Christian militia at Sabra and Shatila in Lebanon happened on the 16th and 17th of September, 1982.

"The choice of September 17 is no accident for the enemies of the Arab people," Ould Kablia told the paper.

"The calls are failing to elicit any response and there won't be any demonstrations or any trouble on this date," he said.

Protests in Algeria, inspired by uprisings in Tunisia and Egypt, intensified at the start of the year, but were effectively suppressed by the government.

Since then scores of political and social movements have emerged across the country, prompting Bouteflika to create a presidential panel that is currently weighing reforms.

Since the holy fasting month of Ramadan ended in August, riots broke out over insufficient housing.

Now Japan has joined the anti-Syrian camp explicitly (انضمت اليابان للمعسكر المعارضة السورية الآن بشكل صريح)

On September 9, Japan imposed sanctions against Syria. The EU's sanctions include asset ban and travel ban on main figures in the administration. This is a diplomatic expression that the EU members are no longer willing to talk with these Syrian officials.

The Japanese ban covers asset ban only. Those targeted are mainly intelligence people, plus President al-Assad, Vice President Farouq al-Sharaa, and "former" defence minister, with whom Japan does not have any relations from the first, I suppose. (It is ridiculous that the "current" defense minister of Syria can open a bank account in Japan, and send money into and out of Japan freely.) Japan has not issued any travel ban against Syrians officials. So technically speaking, President al-Assad and his ministers can visit Japan. I thought that the Japanese sanctions is only symbolic. I was wrong.

Yesterday the Japanese ambassador in Damascus attended the funeral of Ghiyath Matar, an anti-government activist, along with his other western colleagues. In YouTube videos, I found him in the middle of the ambassadors (5th guy from the left.)

But I don't think that the ambassador or the Japanese government made the decision on its own. The US must have asked Japan to join, and Japan which does not have any specific Middle East policy, responded positively. Currently there are few commercial relations between Syria and Japan.

It is natural to think that the US asked South Korea to do the same. And they must have refrained from dispatching their ambassador perhaps because South Korea has considerable business relations with Syria.

And on Sep 15, it was revealed that Japan sent an observer to the oppositions' National Council whose aim is to "topple Bashar al-Assad regime."

Syrian opposition members have unveiled a list of 140 dissidents for a "national council" that will aim to topple the present regime through peaceful means and set up a modern state while ensuring civil rights, according to members of the group.

"We are aiming to topple the [Bashar] al-Assad regime while protecting the institutions of the state," the council's spokeswoman, Basma Kadmani, said Thursday during a meeting in Istanbul.

He also said countries including Russia, Canada, Japan and the Netherlands had declared their intentions to send diplomats as observers to the Istanbul meeting; only Canada and Japan's representatives were present at the event, however.

التقى وفد من المعارضة السورية يزور مصر حالياً الأمين العام للجامعة العربية الدكتور نبيل العربي أمس. وقدَّم له ورقة تتضمن ثمانية مطالب، أهمها تجميد عضوية دمشق في الجامعة، وفرض حظر جوي وبحري لوقف حملة " قمع الاحتجاجات في سورية".

وطلب الوفد أيضاً "رفع الشرعية عن النظام السوري، وإيجاد آليات وأساليب ضرورية لوقف عمليات القتل والقمع، وسحب كل الفرق العسكرية والقوى الأمنية من المدن والمحافظات والقرى التي انتشرت بها، وضمان حق التظاهر السلمي، وإيجاد آلية لتمكين دخول منظمات الإغاثة الدولية إلى كل المناطق، خصوصاً المناطق المنكوبة، وتمكين لجان التحقيق الدولية والعربية من دخول البلاد لتقصي الحقائق، وتمكين وسائل الإعلام العربية والدولية من دخول سورية لتغطية الأحداث ".

ونقل أعضاء في الوفد عن العربي تأكيده أن " الوضع في سورية لا يمكن أن يستمر على هذه الحال "، وأن " وضع حقوق الإنسان لم يعد شأناً داخلياً بل خارجياً ".

وأشاروا إلى أنه " شدد على مطالبته الحاسمة للنظام السوري بضرورة وقف العنف فوراً كما جاء في قرار وزراء الخارجية العرب " أول من أمس.

وأشارت مصادر إلى أن " العربي كشف للوفد أنه عرض على الرئيس الأسد استضافته في لقاء لكامل أطياف سورية في مقر الجامعة في القاهرة، لكن الأسد طلب أن يكون اللقاء في دمشق.

Wissam Tarif from the human rights organisation Avaaz said he had been told that Turkish officials had traded Harmoush for nine members of the PKK Kurdish militant group, which Turkey has proscribed as a terrorist organisation.

"We have heard from the Kurds that there has been a deal done," he said. "The Turks have been extremely interested in finding ways to clearly define the Kurdish role inside the [Syrian opposition] transitional council."

A spokesman for the Turkish government said that he had no information about Harmoush. When asked on Thursday in Cairo about the missing officer, Turkey's prime minister, Recep Tayyip Erdogan, did not respond.

نقلت صحيفة الحياة اللندنية عن مصادر رسمية لبنانية قولها " أن المبعوث الخاص للرئيس الروسي رئيس لجنة الشؤون الدولية في مجلس الشيوخ ميخائيل مارغيلوف أبلغ مسؤولين لبنانيين كبار أن موسكو اقترحت على أطراف الأزمة في سورية استضافة مؤتمر موسع للحوار ، وافقت عليه المعارضة و رفضته القيادة السورية .

وأوضحت المصادر أن " مارغيلوف " الذي زار بيروت أول من أمس والتقى كبار المسؤولين اللبنانيين قال إن " الجانب الروسي اقترح عقد المؤتمر على أن يحضره جميع أطياف المعارضة السورية، بمن فيهم الإخوان المسلمون، في موسكو أو قبرص أو أي مكان آخر يتم الاتفاق عليه ".

و ذكرت المصادر أن مارغيلوف قال لمحدثيه إن " قادة المعارضة الذين زاروا موسكو واجتمع هو معهم، وافقوا على عقد هذا المؤتمر، لكن مستشارة الرئيس بشار الأسد الإعلامية والسياسية الدكتورة بثينة شعبان، رفضت الاقتراح وكررت القول إن الموضوع الأساسي هو أن سورية تتعرض الى مؤامرة صهيونية - أميركية وليس موضوع الحوار مع المعارضة ".

Newspaper al-Hayat on Lebanese official sources as saying that "the Special Envoy of the President of the Russian President for International Affairs Committee in the Senate, Mikhail Margelov told top Lebanese officials that Moscow proposed to the parties to the crisis in Syria to host conference expanded dialogue, and agreed to by the opposition and rejected by the Syrian leadership.

ISTANBUL, Sept. 15 (Xinhua) -- Members of the Syrian opposition managed to put aside their differences and agreed on the makeup of the National Council in Turkey's largest city Istanbul on Thursday.

The council will broadly be based on the principle of representing different sections of the Syrian society, according to Dr. Halit Hoca, a member of the council.

For example, 30 percent of the council members may be from Islamic-leaning groups, 30 percent left-leaning groups and 40 percent from various ethnic groups present in Syria, he said, adding that they didn't want to be rigid about percentages.

Hoca said that the council is made up of 65 people who live outside Syria and 70 from inside at the moment, although this number will be open to expansion as new figures will join the council.

"Everyone who is committed to our basic principles is welcome to join the council," said Yasser Tabbara, an independent member of the council.

Tabbara told Xinhua that the basic principles of the council consist of toppling Bashar al-Assad's regime, commitment to peaceful nature of the revolution, opposition to any foreign intervention and maintaining the national unity of Syria.

He also said it is unlikely that the council will see eye-to-eye with the recently formed party named "the Current for Building up the Syrian State" in Damascus since the council would not work with anyone who negotiated with the Assad government.

The various positions in the National Council will be determined after an election process is completed in the next few weeks, said Tabbara.

Syrian dissidents first announced the formation of the council in Istanbul on Aug. 23.

"The council sees three stages in the near future consisting of changing the regime, post-regime transition and then the future political path," said Bassmah Ghodami, a Paris-based Syrian opposition member.

Ghodami said each stage is expected to last six months but the timeframe is flexible depending on events on the ground.

Another aim of the council is to create a political umbrella for Syria's rebels, according to Ghodami.

Imadettin Rashid, another member of the council, said they want a civil and modern government, which protects human rights, and new constitution that will guarantee equal rights of every Syrian citizen.

He also said the Syrian army's role will be protecting the country's borders and will not be politicized.

Syrian opposition members have unveiled a list of 140 dissidents for a "national council" that will aim to topple the present regime through peaceful means and set up a modern state while ensuring civil rights, according to members of the group.

"We are aiming to topple the [Bashar] al-Assad regime while protecting the institutions of the state," the council's spokeswoman, Basma Kadmani, said Thursday during a meeting in Istanbul.

There will be a three-phase transition period in replacing the regime, Kadmani said. "The first phase, which we are already experiencing, includes the collapse of the regime. The second phase will include the replacement of the old regime with the new one and last phase is the establishment of a transitional government."

The council will have 140 members, 40 percent of whom are based outside Syria. A list of 72 members was announced but the names of those inside Syria were mostly withheld to protect them from possible reprisals by Assad's security forces.

Kadmani said they were against foreign intervention to the ongoing crackdown in Syria and added that she expected defections among high-ranking soldiers in the next few months.

"The military will not intervene in politics in the new Syria and the regime will have a separation of powers, freedom of the press and respect for human rights," said İmad Eldin Rasid, a member of the council.

He also said countries including Russia, Canada, Japan and the Netherlands had declared their intentions to send diplomats as observers to the Istanbul meeting; only Canada and Japan's representatives were present at the event, however.

On the ground, as Syria marked six months since anti-regime protests began, security forces shot dead eight people, including a child, in a huge sweep Wednesday against anti-regime protesters in the country's northwest.

Armed with heavy machine guns, the forces cut off roads leading to the Jabal al-Zawiya villages of Baliun, Marayan, Ihsem, Al-Rami and Ibleen, setting up checkpoints and arresting several people, said the Britain-based Syrian Observatory for Human Rights. Four people were killed and dozens more wounded in the operation, it said, adding that 100 people were arrested, including the family of Riad al-Assad, a soldier who defected.

أظهرت إحصائيات التجارة الخارجية بين سورية وتركيا للأشهر السبعة الأولى من العام الجاري تفاوتاً كبيراً لجهة الحركة التجارية بين البلدين على صعيد الواردات والصادرات.

و نقلت مجلة الاقتصادي عن مصدر لها في الملحقية التجارية في السفارة التركية بدمشق قوله " في الوقت الذي انخفضت فيه الصادرات السورية إلى تركيا 7% في سبعة أشهر، ارتفعت الصادرات التركية إلى سورية 1.4% لنفس الفترة من 2011 ".

و بين المصدر أنّ " الصادرات السورية إلى تركيا بلغت 418.2 مليون دولار بين شهري كانون الثاني وتموز 2011 مسجلةً انخفاضاً قدره 7%، في حين بلغت 449.6 مليون دولار لنفس الفترة من العام 2010 ".

وارتفعت الصادرات التركية إلى سورية خلال نفس الفترة من العام الجاري بنسبة 1.4% وبلغت 1.006 مليون دولار، في حين بلغت 992.1 مليون دولار في الفترة نفسها من 2010.

و انخفضت الصادرات السورية إلى تركيا بنسبة 59.3 % ، خلال شهر حزيران الماضي ، و بلغت 48 مليون دولار في حين كانت قيمتها 118 مليون دولار في حزيران 2010 ، أما الصادرات التركية إلى سورية ولنفس الشهر فانخفضت هي الأخرى 18.1% وسجلت 113 مليون دولار، في حين بلغت 138 مليون دولار في حزيران 2010.

اللافت في الأمر أن نسبة التبادل التجاري عادت إلى مستواها الطبيعي وسجلت ارتفاعاً ملحوظاً في تموز الماضي على خلاف أرقام شهر حزيران، إذ ارتفعت الصادرات السورية إلى تركيا بنسبة 106.9% وبلغت74.1 مليون دولار بعد أن كانت 35.8 مليون دولار في تموز 2010، أما الصادرات التركية إلى سورية فسجلت في تموز ارتفاعاً قدره 17% وبلغت 196.4 مليون دولار، بعد أن بلغت 167.8 مليون دولار في تموز 2010.

AMMAN: From his window on the corniche of Syria's Mediterranean port city of Tartous, an international shipper bemoans the change since a popular uprising six months ago engulfed the country and dealt a heavy blow to its economy.

"At night, ship lights made Tartous extend into a city on the sea; now it's like a small village. The port's sealine was full of vessels – now the berths are nearly empty," said the shipper, who opened an agency in Tartous to cash in on a boom in traffic after the Iraq war wound down.

Street protests demanding the removal of Syria's President Bashar Assad, many of them bloodily suppressed, have shrunk traffic at the country's ports and damaged its hopes of capitalizing on its position as a Middle East crossroads to grab a bigger share of transit business.

The exact extent to Syria's economy is being hurt by the unrest and resulting international sanctions is not clear; official data is scarce. But many analysts expect gross domestic product to decline this year, perhaps by several percent or more. At the start of this year, the International Monetary Fund predicted it would grow 3 percent.

Shippers and businessmen say exports have dropped as foreign customers have cut orders, while Syrian importers have delayed orders because of the uncertainty. Meanwhile, companies which used Syria as a conduit to conduct trade with other countries in the region are seeking different routes. Syria's principal port of Latakia, where the military deployed three months ago, has been hit hard along with Tartous.

"Even the Mediterranean cruise liners that came to Latakia and Tartous, and had hundreds of Italian and Spanish tourists, have not come this year," said the international shipper, who did not want to be named because of the sensitivity of the issue.

Shipping sources say traffic in general cargoes, dry and liquid bulk cargoes, and containers at Latakia and Tartous has been slipping since the uprising broke out in March. They estimate volumes shrank an average 35 to 40 percent from a year earlier in the first eight months of 2011.

"Importers and exporters are being very cautious, and that has led to imports of raw materials falling sharply as production slows down in many industries due to the troubles," a Syrian transportation official, who requested anonymity, told Reuters from Damascus.

Shipping agents and industry experts said container volumes, the vast majority of which are handled by Latakia, dropped in June alone by 36 percent from a year earlier to 33,527 twenty-foot equivalent units (TEU).

Official Latakia port figures for the April-June period show a drop of 16 percent from a year earlier, but industry sources said this data was misleading because it included many containers with empty space.

In Tartous, which handles most of Syria's bulk cargoes, or nearly 9 million tons of annual traffic in normal times, shipping sources said some European operators were avoiding the port after the European Union announced sanctions on Syrian oil exports at the start of September.

They said they were also seeing less business from Iraqi and other Arab traders who were deterred by the increasing checkpoints and roadblocks in many parts of Syria.

"We had 25 to 30 vessels daily arriving. This has dropped to between 10 to five daily," said a major shipping agent based in Tartous, referring to vessels between 8,000 and 35,000 tons.

So far, major regular shipping lines such as Danish firm Maersk, French-based CMA CGM, Geneva-based MSC, and Germany's Hamburg Sud have largely maintained normal vessel calls to Syrian ports despite lower cargo volumes, industry sources said.

Shipping agents say the companies are reluctant to pull out of a transit market that has served the whole region and still has great long-term potential because of its location.

"No major regular shipping lines are quitting at the moment. Once they withdraw from any service, it's very hard to restore," said Talal Halawani, a shipper whose Amman-based Liberty Shipping is an agent of a leading Italian line.

"Although they are suffering because cargo is not like before, they are still operating normally despite all the constraints. It's a wait-and-see attitude."

But other regional companies with no regular services have less ability to sustain losses, and they have omitted port calls or cancelled visits to Syrian ports altogether.

"Liners that made container ship calls four times a month are now calling three times a month. Some regional liners, including one or two Turkish liners, have even dropped port calls altogether," said a second Syrian transportation official.

Some shippers are seeking to offset the drop in their Syrian trade by offering more competitive rates for container slots in nearby Beirut, Mersin and Alexandria ports, which are in the same Europe-Mediterranean service.

The turmoil has prompted many lines to suspend plans, some drawn up only a few months ago, to add more container slots or introduce bigger vessels on Syrian port calls in anticipation of demand related to the reconstruction of Iraq.

Over the past five years, Syrian ports were able to boost their transit trade with Iraq, Jordan and the Arabian peninsula as Syria's red tape and state controls, a legacy of five decades of Soviet-style economic management, were reduced.

Latakia and Tartous were also revitalized by the award of contracts to manage their container terminals to foreign investors in partnership with local investors linked to the Assad family.

The foreign investors – CMA CGM in Latakia, and the Philippines' International Container Terminal Services in Tartous – upgraded the facilities and helped to nearly double the ports' container traffic last year to 620,000 TEU from around 365,000 TEU in 2004.

Nearly 40 percent of Latakia's total incoming cargo volume has been Iraq-bound, shippers and Syrian transportation officials say, while for Tartous the figure has been as high as 70 percent.

Syrian ports' flexibility and lower costs gave them a competitive advantage in Iraq-related business against Turkish and Lebanese ports and and Jordan's Aqaba. Lower land transport costs were also a plus, along with the ability to bypass Suez Canal fees paid by importers using Jordanian and Saudi ports on the Red Sea.

Now, Iraqi, Jordanian and Saudi Arabian importers, who have used Syrian ports in recent years for bulk cargoes of wood, marble, steel and grains from the Black Sea area and North and Central Europe, are looking for alternatives.

"We are getting increasing inquiries from local and Iraqi traders who want to bring their goods to Jordan by sea from Turkey or other markets. This business traditionally would go to Syrian ports. Even goods that would normally go by land via Syria are now being shipped," said Captain Wahid Abu Ajamieh, general manager of CMA CGM Jordan.

"This is an indication that something odd is happening."

LONDON: A Syrian tender to sell naphtha has attracted no bids due to EU and U.S. sanctions, traders said on Wednesday, refuting suggestions by some market players that small trading houses might chance a deal.

State-run oil marketer Sytrol issues tenders to sell naphtha and crude oil every month and European oil companies and traders typically win these.

This month Sytrol issued a tender to sell 50,000 tonnes of naphtha for loading on Sept 20 to Sept. 22 from Banias but there was no participants, traders said.

"They received no bids for the tender," one trader said. "No one wants it, not Europe nor Asia. They are starting to feel the sanctions."

Another trader said: "Syria is too politically sensitive for most players. Plus we are finding ship owners unwilling to go there too."

Late last week, Syria also issued a separate tender to sell crude oil for October loading. Several crude oil traders in Europe said they would not participate.

The European Union banned imports of Syria's oil on Saturday to put economic pressure on President Bashar al-Assad, while allowing fuel sales to Syria to continue.

Syrian oil under existing contracts can be still imported to the EU until Nov. 15.

Arab League states on Tuesday called for "immediate change" in Syria and an end to the violence after months of a government crackdown on pro-democracy protesters opposed to al-Assad's rule.

The American and French ambassadors to Damascus now have some company as occasional human shields for the Syrian protest movement. At the funeral on Sunday of Giyath Matar, a human rights activist tortured and killed in custody, Robert Ford and Eric Chevallier were joined by other western envoys, including the UK's Simon Hollis, and representatives from Germany, Canada, Japan, Netherlands and the EU.

The measure of protection provided by the coordinated diplomatic presence is limited. The Washington Post's Liz Sly tweeted that the funeral tent at the Matar wake was trashed by security forces an hour later. And the risk to the diplomats is real. It is an uncomfortable and somewhat bizarre position to be in being the diplomatic representative of a country openly calling for the toppling of the host regime. Ford has noted on his Facebook page that he has received death threats, but British diplomats say there will be more such public appearances at opposition events.

French ambassador Denis Pietton unveiled on Wednesday that Paris was disappointed with the statements made by Maronite Patriarch Beshara al-Rahi following talks with top French officials.

In remarks to AlKalima Online website, Pietton said that the officials were "surprised and disappointed" with the remarks of al-Rahi who linked the fate of Hizbullah's arms to the liberation of the remaining Israeli-occupied Lebanese territories.

The patriarch also expressed fear on the fate of Christians in Syria if the Muslim Brotherhood rose to power. He called for giving Syrian President Bashar Assad the chance to introduce reform.

Al-Rahi's "statement did not reflect the stance of French authorities regardless of the patriarch's personal point of view and his way of thinking," Pietton said.

He also unveiled that he would visit the patriarch soon upon the request of French authorities to inquire him about his statements.

The dispute that erupted among Lebanese parties over his remarks, led to "unsatisfactory expectations among the Lebanese, particularly that they see the patriarchate as a moral authority in addition to being a political and religious" authority, the ambassador added.

Pietton stressed to the website that following talks with Premier Najib Miqati he didn't describe al-Rahi's visit to Paris as "successful." He said the trip was "important."

Syria, Venezuela to set joint fish-processing plant

Caracas, 14 Sep. AVN .- A joint venture to process and export fish will be set in state Barinas, western Venezuela, by means of an accord inked between the Bolivarian Republic of Venezuela and Syrian Arab Republic.

General secretary of Barinas state government, Carlos Hernandez, said the information during a conference named Syria, decent resistance in the Middle East, which took place at a seat of the state-run oil company PDVSA, in Barinas state.

The goal is to process and pack different kind of fishes in the plant; then, these shall be exchanged by goods and services provided by the Syrian people, said Hernandez.

Meanwhile, Syrian ambassador to Venezuela, Ghassan Sulaiman Abbas, expressed that within the mutual cooperation it is as well envisaged to construct a binational joint venture to refine olive oil in the Syrian province of Idlib.

The olive will be sown and harvested in Syria, while its packing and distribution will take place in Venezuela.

Besides, the accord envisages commercial operations to export foods, especially fruits produced in Venezuela, such as mango and banana.

Also, the two nations are expected to sow cotton in Venezuelan territory.

"This cooperation breaks with all neoliberal schemes by means of complementarity between two sister nations," Sulaiman said.
