Saudis stage fresh anti-regime rally

Anti-regime protesters in the oil-rich Eastern Province of Saudi Arabia have staged yet another rally against the ruling Al Saud family, Press TV learnt.

Demonstrations took place in a number of towns and villages in the eastern part of the kingdom, including the town of Qatif, which has been the scene of numerous anti-regime rallies over the past few months.

While calling for greater freedom and equality, protesters also condemned the government for the brutal crackdown on peaceful anti-regime demonstrators.

In November, regime troops opened fire on protesters in the towns of Qatif, Awamiya and Shweika in the Eastern Province, killing five protesters and injuring dozens of others.

Riyadh received condemnation from Amnesty International and other human rights organizations across the world for repressing protesters and reformists after the crackdown.

The kingdom's Eastern Province has been the scene of anti-regime demonstrations, with the outraged public urging reforms, realization of freedom of expression as well as the release of political prisoners.

Saudi activists say there are more than 30,000 political inmates, mostly prisoners of conscious, in jails across the kingdom.

On March 5, 2011, the Saudi Interior Ministry called all public gatherings "illegal," authorizing regime forces "to take all measures needed" against the people who defied the ban.

The implementation of the suppressive measures, however, has failed to dishearten the protesters.


Jordan set to end reliance on Egyptian gas

JORDAN IS SET to move away from Egyptian gas due to the growing unreliability of the country's main energy source, officials say.

In a statement earlier this week, Minister of Energy and Mineral Resources Qutaiba Abu Qura announced that the ministry is intensifying efforts to secure alternatives to Egyptian gas, on which Jordan relies for 80 per cent of its electricity generation needs, adding that the resource will not factor in the Kingdom's future energy plans.

The minister's statement, issued during a meeting of the Lower House Finance Committee, came amidst reports in the Egyptian press that Amman has gone back on its decision to ratify a new natural gas agreement, which was approved by the Cabinet in August and has been pending Cairo's approval.

Officials denied that Jordan has formally withdrawn its support for the amended agreement, under which Egypt is expected to triple gas prices.

"We have had no developments, either towards ending or signing the new agreement," Farouq Hiyari, the energy ministry's secretary general, told The Jordan Times.

Despite the denials, according to a ministry source, frustration over the unreliability of gas supplies and a lack of communication from the Egyptian side has led Jordanian officials to "give up" on an arrangement that at its peak supplied the Kingdom with some 300 million cubic feet per day.

The Egyptian ministry of petrol declined to comment.

Cairo has yet to resume pumping since a Sinai explosion cut supplies on November 28, marking the ninth attack on supply line since the beginning of the year and the third in less than a month.

The most recent attacks came amidst assurances by Egyptian authorities that an increased military presence in the Sinai Peninsula combined with the arrest of several jihadists allegedly behind the spate of attacks would lead to the security of the pipeline.

According to sources at E-Gas, one of the two firms that oversee the 400-kilometre Arab Gas Pipeline - which also supplies Israel - repairs have faced "unexpected" delays leading to the prolonged disruption, which has forced the Kingdom's power plants onto their fuel reserves at a cost of some JD3 million per day.

Economists say the series of attacks have had a direct impact on Jordan, with the series of disruptions pushing the national energy bill to record levels - over JD4 billion - and expected to widen the National Electric Power Company's budget deficit to JD1.4 billion by the end of the year.

"For months NEPCO has covered the difference in price between natural gas and heavy oil, but this burden has become unsustainable," NEPCO General Manager Ghaleb Maabreh recently told The Jordan Times.

According to officials, a ministerial team is to travel to Cairo "soon" to review the issue of gas supplies with their Egyptian counterparts before Jordan formally moves to end its decade-long reliance on Egyptian gas.

Meanwhile, Hiyari said talks are intensifying with Iraq and several Arab Gulf states over the potential of importing natural and liquid gas over the next decade as Jordan attempts to develop domestic energy sources including oil shale and nuclear power.

Despite the renewed efforts to secure additional energy sources, officials say it will take up to two years from the signing of any agreement before Jordan can benefit from a new energy market due to infrastructure requirements.

Should Jordan decide to end its decade-long reliance on Egyptian gas supplies, Hiyari said the government will resort to the international energy market to maintain electricity generation in parallel with its drive to secure additional energy sources.

"We will have no problem meeting the needs of electricity plants needs with oil and diesel during this period," Hiyari said.

Energy officials privately conceded that the move will impact electricity tariffs as heavy fuel oil and diesel are much costlier than Egyptian gas imports, which Jordan previously received at prices of less than half the international market rate.

Sources claim the government has previously hesitated to formally end the country's gas deal with Egypt for fear of raising electricity tariffs at a time of popular unrest over a struggling economy and a stalled political reform drive.

"Officials have finally come to the decision they can no longer wait around for the Egyptian situation to improve," said an energy official who was not authorised to speak to the press.

"They have come to the terms that Jordan can no longer rely on subsidised energy."

While an added economic burden for citizens, industry observers say the move away from Egyptian gas will serve as a boost to Jordanian oil shale, which experts say is cost competitive with unsubsidised natural gas, and renewable energy, which advocates claim has long been neglected in favour of subsidised fossil fuels.

Despite the recent boost in investments in the alternative energy sector, Jordan will not see the production of electricity from oil shale before 2016, while the first large-scale renewable energy project, a 90-megawatt wind farm south of Shobak, is not expected to come online before 2014.

Observers say uncertainty over Egyptian gas has elevated energy from a policy concern to an issue of national security for Jordan, which currently imports 98 per cent of its energy needs at a cost of 23 per cent of the gross domestic product.

BEIRUT: Syrian Airlines announced Friday it would resume direct flights between Beirut and Aleppo after a nine-year suspension.

The announcement was made by Syrian Airlines' Lebanon-based manager Rashed Attar.

Syrian Airlines, which suspended Beirut-Aleppo flights in 2002, will be running two trips a week on Mondays and Fridays starting Dec. 23, Attar told a news conference at Beirut's Rafik Hariri International Airport.

"After an in-depth study based on securing social communication between the peoples of Lebanon and Syria, in addition to the economic benefit that this venue will bring which will strengthen tourism, trade, economic and investment ties, the company decided to schedule two direct flights to Aleppo via Beirut airport," Attar said.

The decision comes following growing pressure by the international community and Arab states on Syria to end its crackdown on protesters. Syria is already under economic and diplomatic sanctions.

Asked whether a possible air travel ban on Damascus would affect Syrian flights, Attar said: "We have not been informed of any restrictions that would prevent us from conducting flights via Rafik Hariri [International] Airport in Beirut."


Christmas shopping volume sinks this season

BEIRUT: The first weeks of the holiday season have been deemed slow by merchants across the capital as Christmas shoppers hunted for bargains and relatively cheaper gifts, complaining that soaring foodstuff prices have eroded their ability to buy expensive presents and luxury items.

The Daily Star spoke Thursday to a number of shoppers and merchants in three major commercial districts of Beirut: Hamra, Burj Hammoud and at ABC in Sassine.

One easily made observation as one walks through these markets is that a majority of shop browsers walk empty-handed with some looking at the window displays while others check out the prices without buying anything.

All except one of the shopkeepers interviewed said they were facing a slow holiday season with sales, significantly below what they expected for the busiest time of the year.

Mahmoud Ballout, the owner of a clothing shop, complained along with three other shopkeepers in Hamra Street that his business was not doing well this year.

"The year has been really bad for our business. We are slashing our prices to lure more customers but still we were not able to sell enough. Usually we start giving discounts during February, but this year they have already started. Tourists are also almost completely absent from the street," he said.

The same view was echoed by Freddy, a merchant in Burj Hammoud, who said his jewelry shop had not yet seen the generous holiday customers that he is accustomed to welcoming at this time of the year.

Paul Abu Elias, who was shopping for Christmas on Arax, Burj Hammoud's major commercial street, said people were nowadays generally reluctant to spend generously on nonessential items.

"Even those who are buying are limiting their purchases to necessary stuff," he said, adding that people have become much more concerned about prices than anything else these days.

But the whole picture was not gloomy: A Burj Hammoud merchant who did not want to be named said lowering prices was the key to boosting his sales.

"Whoever has the cheaper product will sell," he said, adding, "I saw a significant improvement this year after I lowered prices at the shop."

He said the success of his business depends on locally manufactured clothing, which he thought significantly improved his situation in the market compared to merchants selling imported goods.

Employees at various low-end shops, which were particularly busy, would not talk to The Daily Star, citing management restrictions.

Georges Murad, shopping for Christmas in Burj Hammoud's market, said most of his income went to providing bare necessities.

"No one monitors prices. Supermarkets are free to increase prices and no one is able to stop them," he said. Murad's comments were shared by various shoppers who said they barely make ends meet.

But Nadine, who was shopping for the holidays at ABC mall in Ashrafieh, thought there were a lot of bargains that customers could benefit from during the season.

"I have not noticed any increases in prices, at least on clothing and gift-items. In fact discounts have started somewhat earlier than usual this year," she said.

Hanna, another shopper, said he was avoiding expensive shops and looking for more reasonably priced gift items. "I believe people have become more price aware overall," he said, adding that Christmas was not about expensive gifts.

The head of Beirut Merchants Association Nicolas Chammas confirmed the reports of a slow season during an interview with The Daily Star Thursday, saying markets continue to recede under the pressure of regional and local unrest.

He said that 20-25 percent of total business volumes are generated each year by merchants during normal and quiet holiday seasons, but this year the picture was much gloomier.

"We had warned before that 2011 had been an already bad year for businesses and the continuing political wrangling continues to overshadow it," he said.

"Also strikes and protests contributed to the worsening situation," he added, referring to the demonstration staged by teachers Thursday.

Chammas reiterated that the tourism industry, imperative for energizing Lebanese markets, had suffered a blow because of the turmoil across neighboring Syria.

"Let us not forget that the Syrian situation had caused a drop in the number of tourists, especially those who come here for shopping often on a weekly basis. A lot of tourists who cross through Syria from Jordan and other countries are no longer able to cross over to Lebanon."

Chief economist at Byblos Bank Nassib Ghobril also took a dim view of the situation, saying ongoing political divisions and the Syria crisis are putting a damper on already dwindling consumer confidence.

Ghobril, who is in charge of the OSB-Byblos Bank Consumer Confidence Index, did not expect that December consumer confidence statistics, available next January, would bring any improvement.

"Consumers still have deep uncertainties, chiefly due to the country's continuing political crises. We will continue to see consumer confidence dwindling alongside political turmoil," he said, adding, "Also let us keep in mind that growth this year will not exceed 2 percent."

Last November the Byblos Bank-OSB Consumer Confidence Index had shown Lebanese consumers' confidence levels at their lowest during the first nine months of 2011 since 2007.

But the root of the problem, Chammas thought, was that residents are subject to continuous increases in their education, health care, electricity and transportation bills, leaving "discretionary income at just 50 percent of the income of a Lebanese family."

"The government should intervene to lessen these costs. That would be a more effective approach than wage increases," he suggested.

BEIRUT: More than 4,500 Syrians fleeing a brutal crackdown on a revolt against the regime of President Bashar al-Assad have found shelter in neighbouring Lebanon, with hundreds crossing the border in the last two weeks, the United Nations said Friday.

A report released by the UN refugee agency (UNHCR) said 4,510 Syrians, including women and children, had registered in northern Lebanon, up from 3,798 at the beginning of December.

The majority of those who fled to Lebanon this month hail from the central Homs region and nearby Tall Kalakh, where regime forces have sought to crush massive protests demanding Assad step down.

Most of them had settled with host families "in difficult circumstances" in villages near the border as well as in the Akkar district, located between the Lebanese-Syrian border and the coastal city of Tripoli, the report said.

Nineteen wounded Syrians, including a 11-year old girl, were also hospitalised in the north this week alone, according to UNHCR.

"Several were in coma when they reached the hospitals and one person reportedly died from his injuries," read the report.

Syria has planted landmines along its border with Lebanon in a bid to prevent weapons smuggling and dissidents from fleeing the fierce crackdown by the regime in Damascus against a nine-month revolt, Lebanese officials in the north have said.

Lebanon and Syria share a 330-kilometre (205-mile) border but have yet to agree on official demarcation.

Syrian troops have regularly staged incursions into neighbouring Lebanon in recent weeks, killing at least three people when they opened fire on border villages, according to Lebanese officials.

Beirut is bitterly divided between pro- and anti-Damascus camps, and there are growing fears the bloodshed in Syria could spill over the border.

Lebanon's Western-backed opposition, Washington and the United Nations have condemned the incursions.

But the Lebanese government, largely dominated by Hezbollah, a strong ally of the Syrian regime, has for the most part stayed silent on the issue.


'US, Israel exhausted by defeats'

Iran's Ambassador to Beirut Ghazanfar Roknabadi says the United States and Israel have become exhausted due to the repercussions of the duo's frequent defeats in the region.

Countering [the threats of] the occupying regime of Israel constitutes the priority in Iran's foreign policy, IRNA quoted Roknabadi as saying on Thursday.

Iran's envoy to Lebanon also slammed the dual policies of certain Western countries and their allies in the region, adding that their efforts are mainly aimed at supporting Israel and weakening the resistance of regional countries against Tel Aviv.

The Islamic Republic will support the legitimate demands of people in the region and across the world, he noted.

The Iranian diplomat pointed to the ongoing developments in Syria and stated that the majority of Syrian people have explicitly expressed their support for President Bashar al-Assad.

Syrians have proved that they are fully aware of the enemies' plots to inflict damage on their resistance and called for the implementation of reforms proposed by the Syrian government, added Roknabadi.

Syria has been experiencing unrest since mid-March, with demonstrations being held both against and in favor of President Assad.

Damascus blames "outlaws, saboteurs and armed terrorist groups" for the unrest, saying it is being orchestrated from abroad.

In interviews with Israeli news outlets over the past few months, the Syrian opposition members have "clearly expressed their vision for the future of Syria and their interest in establishing relations with the Tel Aviv regime," according to informed sources in Syria.

However, Syrian people have repeatedly expressed solidarity with the government over the past weeks.


Service taxi drivers to Syria allowed to change routes

AMMAN - The Land Transport Regulatory Commission (LTRC) on Wednesday gave owners of service taxis previously plying the Amman-Damascus-Beirut route permission to operate temporarily on other routes in light of the unsafe situation in Syria.

LTRC Spokesperson Ikhlas Yousef explained that the decision was taken after service taxi owners demanded they be allowed to change their routes temporarily after the instability in Syria significantly affected their business.

"Some owners in Mafraq held a demonstration demanding to change the route, so LTRC Director General Jamil Mujahid visited them yesterday and decided to meet their demands," she told The Jordan Times over the phone yesterday.

Yousef added that 150 out of 800 owners operating routes through Syria have already been granted licences for new routes while the rest will receive them soon.

The LTRC spokesperson noted that 1,111 service taxis travel between Jordan and other countries, the majority to Syria.

"Before the the Syrian demonstrations began, we used to operate 12 trips to Syria and earn around JD60 (USD84.3) a day, but after the unrest broke out, we hardly make one trip," Zeyad Saqir, the owner of a travel services office, told The Jordan Times.

He said drivers plan to take advantage of the decision, which allows them to operate routes within the Kingdom and to other countries, including Saudi Arabia.


Service taxi owners say domestic routes will not make up losses from Syria

AMMAN - Several owners of service taxis operating between Amman and Damascus on Thursday said that allowing them to ply routes within the Kingdom and to Saudi Arabia to make up for their losses amid low demand for travel to Syria is "good but insufficient".

They said a decision by the Land Transport Regulatory Commission (LTRC) to temporarily license their vehicles to operate inside the Kingdom and on the route to Saudi Arabia shows "good intention" but will not make up for their lost revenues.

"There is no demand for travel to Syria at all. Since the beginning of the unrest in Syria, our business has been hit hard and we are suffering," Muhammad Erbeihat, owner of Al Sham Transport Agency, told The Jordan Times on Thursday.

"There are not enough passengers wanting to travel to Damascus every day. Our office hardly sends one car with five passengers to Syria each day," he said.

The LTRC has given temporarily licences to about 150 cars out of 800 plying the Amman-Damascus-Beirut route to operate inside the Kingdom and to Saudi Arabia, LTRC Spokesperson Ikhlas Yousef told the Jordan Times on Thursday, adding that the rest will eventually receive licences to do the same.

Service taxi owners said passenger traffic to Syria has fallen 95 per cent from the beginning of this year to date, compared to the same period last year, acknowledging that the only way they will make up their losses is if the unrest in Syria ends.

"People are afraid to go to Syria nowadays," Erbeihat noted.

Owners said a majority of their taxis are 2010 and 2011 models, which makes it "illogical and unfeasible" to use them on domestic routes

"I have many brand new Mercedes cars and even if I am allowed to operate routes locally or to Saudi Arabia, I will not use them as service taxis in the country. This is not feasible," Sami Abdullah, owner of Al Abdali Transport Agency, told The Jordan Times on Thursday.

"We might use some of our old cars on internal routes, but it is illogical to use our brand new cars," he said.

Husni Abu Eldahab, who works as a driver on the Amman-Damascus-Beirut route, disagreed.

"I prefer to operate domestic routes rather than stay at home with nothing to do. I used to make about JD500 to JD700 per month before the unrest in Syria and nowadays there is no work. Displaced Syrians 'losing faith' in opposition

MAFRAQ/RAMTHA - Displaced Syrians say they are losing faith in opposition groups' ability to form a united front to oppose the regime of President Bashar Al Assad, urging international intervention as the "only hope" to end the conflict in their country.

Syrians residing in the northern cities of Mafraq and Ramtha expressed a growing sense of frustration towards political groups they claim are "failing" in their efforts to drum up international support to bring an end to violence that has claimed the lives of over 5,000 civilians.

"People have been dying day after day, week after week, month after month and all we have had so far is talk," said Abu Muhammad, a Homs resident who fled to Mafraq, some 90 kilometres north of Amman, earlier this month.

"By the time they are done talking, Syria will have bled dry," the 76-year-old noted.

Syrians who have fled the violence that has been ongoing since February claim that the Syrian National Council - an opposition coalition comprising several political parties, Kurdish groups and dissidents - has little legitimacy among average Syrians, who accuse the organisation of acting in the interest of "personal agendas".

"We look at this council and see the faces and names of people who left Syria decades ago and have no idea what life is like on the ground," said Nidhal Ahmad, a 43-year-old Homs resident.

"Since when did we put Burhan Ghalioun in charge of our future?" he remarked, referring to the Paris-based Syrian political scientist who was named chair of the council in August.

While displaced Syrians face a worsening situation - dwindling savings, need for costly medical care, and limited contact with loved ones back home - opposition forces have failed to mount a campaign to raise international political and monetary assistance, they said.

"When the revolutions started in Tunisia and Libya, the opposition secured support for civilians and refugees; how come we have to rely on Jordanian organisations for help?" remarked Um Muath, a mother of four.

Ongoing violence across Syria and opposition inaction has created a growing sense of "resentment" among displaced Syrians towards a political class they reject as "illegitimate".

"We have been out in the streets day after day facing bullets and tanks, demanding our basic rights for freedom," said Ayman Luoay. "What have they done for us?"

Displaced Syrians say they have particularly little faith in the Syrian Muslim Brotherhood, which has been quietly positioning itself as a leading opposition voice from its base in Istanbul.

"How can they speak in our name when they haven't even lived in the country for over 30 years?" Laith, a 24-year-old from the Syrian border town of Daraa, remarked.

Syrians labelled the Islamists as "latecomers" attempting to take advantage of the crisis to build on the movement's democratic and political gains in Egypt and elsewhere.

"We all know that the Muslim Brotherhood have their eyes set on ruling the country, not saving it," said Abu Muhammad.

"If they expect to come back to Damascus after the fall of Assad to a people waiting with open arms, they will be very mistaken."

Free Army

Disillusioned with political actors, displaced Syrians maintain that the Free Syria Army - a coalition of military defectors operating within Syria - remains their "only hope" of bringing an end to the 10-month crisis.

Due to decades of living under one-party rule, Syrians say they are much more willing to throw their support behind a nonpolitical force solely dedicated to freeing the country than any ideologically driven group.

"These are our sons and brothers. These are the people who will lead our revolution, not some washed-up politicians in Paris," said Muhammad Abu Ali, a father of nine who arrived in Jordan late last month.

Syrians said they identify with the soldiers, who they claim are underfed and underpaid, and are showing a growing unwillingness to carry out orders to kill civilians.

"I have seen with my own eyes soldiers refusing to shoot peaceful protesters," said Um Majdi, a Homs resident now residing in a two-room apartment in Mafraq.

"They paid with their lives."

Syrians admit that due to a slow rate of defection - soldiers are currently leaving by the dozens rather than hundreds or thousands - the movement has yet to gain the momentum it needs to pose a real threat to the regime.

"There are thousands of soldiers ready to defect, waiting for the opportunity, but they are afraid," said Abu Yasser, a Daraa resident who has three brothers serving in the army.

Syrians claim that a buffer zone or the enforcement of a no-fly zone would give thousands of Syrian soldiers and officers the chance to defect, organise and launch a campaign against Assad loyalists.

"If the international community sets up a no-fly zone, within 48 hours the Free Syria Army will topple the regime," predicted Amar Mahmoud, an engineer from Homs.

Syrians in Jordan hope that by replicating the experience of Libyan revolutionaries - allowing army deserters to organise within areas along the Syrian-Turkish border in the north and the Syrian-Jordanian border to the south under the backing of international military support - the movement can topple four decades of Baath party rule.

ANKARA, Dec. 16 (Xinhua) -- Syria will lose more than 100 million U.S. dollars a year in transport revenues as Turkey is employing alternative routes to export goods to the Middle East and Gulf countries bypassing Syria, a Turkish high-ranking official said on Friday.

Turkish Economy Minister Zafer Caglayan said in a statement that Turkey had finished talks with Egypt on roll-on/roll-off (RORO) services and Egyptian city of Alexandria is ready to brace for Turkish trucks bounding for the Middle East and Gulf countries.

RORO ships are vessels designed to carry wheeled cargo like cars, trucks, trailers and railroad cars that are driven on and off the ship on their own wheels.

Caglayan said Syrian economy would be affected negatively with the start of the RORO services between Mediterranean Turkish port of Mersin and Egypt's Alexandria, estimating the annual loss for Syria from transport revenues to be over 100 million dollars.

Turkey has been seeking new trade routes to the Middle East since relations with neighboring Syria deteriorated following Ankara's increased criticism of Syrian President Bashar al-Assad over his crackdown on an uprising that began in March.

As Syrian officials have on Dec. 1 suspended a free trade deal between Damascus and Ankara, Turkey drafted a decree on suspension of free trade agreement with Syria last Friday amid ongoing bilateral diplomatic friction, and the decree has been submitted to the Council of Ministers for a decision.

Russian Analyst: Washington Should Abandon Its Hard-line Stance towards Damascus

In the same context, the Russian political analyst Vislav Matozov said Russia's new draft resolution does not include a change in the Russian principled stance towards Syria in the current crisis, reiterating Russia's support to Syria against any form of foreign interference in its internal affairs.

LONDON: Russia is emerging as the winner from international sanctions against Syria and stands to benefit even more if the European Union bans imports of Iranian crude, keeping Russia's Urals crude at stiff premiums for months more.

Urals crude already has been fetching premiums over the North Sea Dated Brent benchmark since mid-October, the longest period ever.

"The strength of Urals relative to Brent in recent weeks is due to a combination of factors: uncertainty over the impact of sanctions on Iran and the loss of Syrian production and exports," Roy Jordan with consultancy Facts Global Energy said.

Forced to pay higher Urals prices, European refiners have been losing money, which could discourage the EU from moving ahead with a proposed ban on Iranian oil.

Urals is typically sold at discounts to Brent, because it contains about 1.3 percent of sulfur with API gravity of about 32, making it heavier and more sour than the crudes that go into setting the North Sea benchmark.

Most Iranian and Syrian crudes are similar to or heavier than Urals. All of these crudes require extra refining.

Syria exported most of its 150,000 barrels per day (bpd) of heavy sour crude to the Mediterranean before sanctions were imposed earlier this year following repression of civil protest against President Bashar Assad's 11-year rule.

Syrian heavy crudes were typically the alternative to Urals crude, when the Russian prices were high.

"As the Syria sanctions do not look set to change anytime soon, there is likely to be some continuous upwards effect on the Urals," said Samuel Ciszuk, a consultant with KBC Process Technology.

On top of that, if the EU agrees to ban imports of Iranian crude in January, European refiners would have to find alternatives for another 600,000 bpd of medium and heavy-sour oil — a figure in the International Energy Agency's monthly oil market report released on Tuesday.

"I expect that the potential loss of Iranian crude imports will persuade European refiners to continue to pay a premium for Urals over Brent in the short-term until the situation relating to Iran is clarified," Jordan said.

The IEA said that even in a partial ban, European refiners would confront higher prices for replacement crudes from producers including Russia, Saudi Arabia and Iraq.

Saudi Arabia sells exclusively to term contract customers. Not all the sour crude buyers in Europe have contracts with the Saudis.

Russia, however, sells its crude on the spot market as well as term contracts.

Greece, which had relied on Iranian crude, recently bought a cargo of Urals crude from trader Glencore for the first time in many months, traders said.

"They are certainly trying to test how life looks without Iranian supplies. Well, it certainly looks expensive," one trader said.

"Greece will find it very hard to live without Iranian oil by switching back to Urals."

Russia exported about 4 milion bpd of crude, predominantly Urals, to Europe in November via tankers and pipelines, Reuters data showed. Its oil is traded by Russian and European oil majors and most big oil traders.

While Russia is the winner, European refiners have been the losers. The fears of an EU embargo are proving more harmful to them than to Iran, which could sell its oil to energy-hungry Asia.

Many European refiners such as Finland's Neste and Italy's Eni have invested in recent years in advanced refining units such as desulphurizers and hydrocrackers to be able to handle heavy sour crudes. That strategy could backfire.

"Expensive Urals turns refinery economics upside down," an oil trader with a major said.

"Everyone completed investment in their refineries to buy more Urals and other sour (crudes), where the cost savings used to come from."

Cracking margins to make refined products such as gasoline and diesel from Urals have fallen to a loss of $1.25 to $2 a barrel in the past two weeks, said consultant Jordan.

By contrast, the Reuters refining margins model shows refiners can still profit from light-sweet Brent crude.

BRUSSELS: Russia dangled a $20-billion offer of IMF-run aid for the eurozone Thursday as President Dmitry Medvedev held his last summit with EU leaders amid splits on energy, Syria and Iran.

The elections to replace Medvedev in March also came under scrutiny following the allegations of fraud and protests that greeted Russian parliamentary elections earlier this month.

Arkady Dvorkovich, Medvedev's adviser, said Russia was ready to contribute as soon as the IMF calls in its help. "Ten billion dollars is the minimum commitment," he said, adding that Moscow would "consider" giving another $10 billion depending on "the size of the gap" in European efforts to raise overall rescue funding to a targeted one trillion euros.

"If the gap is half a trillion and we don't know where other $490 billion are coming from, that would not be much point," he said.

He said after talks that began overnight that $10 billion due to be returned from the IMF next year could remain with the IMF "today" for special eurozone aid as soon as the fund calls on it.

EU states have pledged to boost IMF crisis defenses with loans of 200 billion euros ($265 billion). At a summit Friday, EU leaders set a deadline of Dec. 19 for pledges or ideas.

"What we need to do is make markets believe," Dvorkovich said, adding that Brazil, China, India and South Africa, the other so-called BRICS emerging giants, "will not object" to the IMF channeling money to the European Financial Stability Facility.

Displaced Syrians say they have particularly little faith in the Syrian Muslim Brotherhood, which has been quietly positioning itself as a leading opposition voice from its base in Istanbul.

"How can they speak in our name when they haven't even lived in the country for over 30 years?" Laith, a 24-year-old from the Syrian border town of Daraa, remarked.

LONDON: Sanctions on Syria's oil sector are squeezing the country in the short term but production and exports are likely to resume once Syrian oil companies find new Asian partners to buy their oil, a Gulfsands executive told Reuters.

Gulfsands, which sources over 90 percent of its output from Syria, has shut down production there along with oil major Royal Dutch Shell and Canada's Suncor Energy due to the latest set of EU sanctions.

"If I could find an angle to sue the British government and the European Union, I would do it. Sanctions do not work – look at Iran, look at Iraq," Gulfsands' President Mahdi Sajjad said in an interview this week.

The company declared force majeure earlier this week after the EU added Syrian state-owned firms such as GPC to a blacklist, although the company continues its exploration activities. Gulfsands' share price hit a three-month low Monday when the company announced its withdrawal.

Sajjad said that Syrian companies will likely resume pumping oil from joint sites without the presence of foreign partners in a move which he said would allow oil revenues to keep flowing to President Bashar Assad's embattled government.

"They [sanctions] have partly succeeded as Syrians have struggled to export oil but I think they are going to try to find a way to keep producing.

"We need to be a bit aggressive. Our strategy is to try to find some assets through acquisition or merger," he said adding that he expects to buy in the next two-three months.
