BERLIN - Libya's former Foreign Minister and current ambassador to the United Nations Abdurrahman Shalgham accused Qatar of embarking on the same foolish route of greatness paranoia taken by former Libyan dictator Moamer Gathafi, thinking it is leading the region.
“Qatar wants to dominate Libya. The leader of Libya’s Transitional National Council and his delegation, who visited Qatar recently accepted what was dictated by Doha without having a political experience and background knowledge,” Shalgam told “Maa al-Hadath” (With the Event) programme aired by the Arabic section of the German satellite channel Deutsche Welle.
“The TNC agreed on things imposed on them by Qatar, which are rejected by most Libyans. They (Qatar and its allies) are mistaken if they continue to dominate Libya. Libyans will resist them with all the means,” said Shalgham.
Libya will not be an emirate ruled by the commander of the faithful in Qatar,” he warned.
Shalgham accused the oil-rich emirate of not walking the same line with all parties in Libya. He rejected Qatar’s leadership takeover of the International Coalition forces in Libya, describing Doha’s army as "mercenaries."
He called the process of collecting arms in Libya a trick, saying that the Qatar-supervised group which is in charge of this operation would collect arms and give them to others.
Shalgham stressed that Libya does not need Qatar’s money.
“It was the French, American and British forces who carried out the bulk of the NATO operations, but not Qatari army,” he noted.
Shalgham ridiculed Qatar’s management of Libya’s development.
“Experts who run oil and banks in Qatar are Libyans. Qatar is not distinct from Libya to establish an office of operations in Libya,” he said.
“This is unacceptable. The whole of Qatar is not even as big as an area in Libya. Libyan experts are the ones who are leading Qatar and we are not in need of Qatar in anything. Let us decide our own destiny. We do not consider them as neutral. We want neither Qatar nor the US.”
Shalgham expressed his lack of understanding of the alliance led by Qatar.
“I do not understand and accept this alliance. It is even unknown to the Libyans. Qatar leading the US and France? Isn’t its army made of mercenaries from Nepal, Bangladesh and Pakistan? What is the ability of Qatar?

I am afraid that Qatar is affected by Gathafi’s syndrome of greatness paranoia, thinking it will lead the region. I do not accept that. The number of Libyan martyrs and wounded exceeds Qatar’s population,” he pointed out
The Libyan ambassador to the UN accused Qatar of forming a Doha-controlled Islamist party Hezbollah in Lebanon.
Meanwhile, reports in Tripoli, copies of which were obtained by Middle East Online, reveal that many groups associated with the Libyan tribes threaten to use violence against the (Qatari) presence and intervention in the Libyan soil. In response to these threats, the commander of the Military Council in Tripoli visited elders in the region to calm their anger in order to ease tensions between them and Qatar’s presence in Libya.

Syriatel Mobile Telecom cellular communications in Syria issued the third quarterly results for the past nine months ended September 30, 2011.
The net profit for the last three months, about 1.5 billion pounds, and stood for the last nine months to 6.613 billion pounds, an increase of 7.13% for the first nine months of 2010, reaching 6.173 billion pounds, and achieved a share profit of 47.31 pounds.
He notes the decline in profits during the last three months of 2.326 billion pounds during the months (April - May - June) to 1.546 billion pounds for months (July - August - September), down 780 million Syrian pounds, and a decrease of 33% for the three months the previous year the same.
The net income of the company during the last three months, some 14.6 billion pounds, while the Alaaradt during the past nine months, 40.4 billion pounds, was observed an increase in income compared with the same period last year rose by 2.14%, reaching over 9 months of last year to 39.6 billion lira.
The share of PTC revenue of about 21 billion Syrian pounds.
Ratft and shareholders' equity increased by 6.81% and amounted to 24.9 billion Syrian pounds during the last nine months of this year, while 23.3 billion last year.

As Syria's crackdown on protests has claimed more than 3,000 lives since March, Italian technicians in telecom offices from Damascus to Aleppo have been busy equipping President Bashar al-Assad's regime with the power to intercept, scan and catalog virtually every e-mail that flows through the country.
Employees of Area SpA, a surveillance company based outside Milan, are installing the system under the direction of Syrian intelligence agents, who've pushed the Italians to finish, saying they urgently need to track people, a person familiar with the project says. The Area employees have flown into Damascus in shifts this year as the violence has escalated, says the person, who has worked on the system for Area.
Area is using equipment from American and European companies, according to blueprints and other documents obtained by Bloomberg News and the person familiar with the job. The project includes Sunnyvale, California-based NetApp Inc. (NTAP) storage hardware and software for archiving e-mails; probes to scan Syria's communications network from Paris-based Qosmos SA; and gear from Germany's Utimaco Safeware AG (USA) that connects tapped telecom lines to Area's monitoring-center computers.

Victoria Nuland said a spokeswoman for the State Department told reporters, "I would not advise anyone to surrender to the authorities of the regime at the moment", expressing concern about the safety of doing so. The United States said yesterday she had not seen evidence that Syria take steps to implement the agreement with the Arab League. A spokesman for the U.S. State Department that "the Assad regime has a long history of broken promises and his hands stained with much blood."
The Syrian authorities have vowed to campaign for Amnesty arms who give themselves up in a period of eight days, according to the official Syrian television reported Friday. The Syrian television and told the official Syrian news (SANA) "calls on the Ministry of Interior of citizens who took up arms, or sold or have distributed, transmitted, purchase or financing of purchase had not committed murder to give themselves and their weapons to the nearest police station in their area and will be concluded to leave them immediately and during the the period from the fifth to the twelfth of November. "
State television said the government gave the arms bearers weeks starting on Saturday (November 5) to give themselves and their weapons under the amnesty as long as they "did not commit murder offense."

Yilmaz said in an interview with the Committee on Budgets in the Turkish parliament that the government has developed a plan to get rid of all the mines that were planted along the international border shared with Syria in the fifties of last century, and it was about to issue a public tender in this regard.
He explained that the government will drag offers from 2012 that is cleansing the common border with Syria, 970 km of length in the next five years.
According to the minister, the project implementation had been delayed for many reasons, including failure to monitor the financial provision has in previous budgets and the successive Given the government's refusal to suggestions made by foreign companies to exploit the zone of mine for long periods compared to ensure the process of removal.

The Ministry, in a statement, said those who will turn themselves in will be released soon and this will be considered as a general amnesty for them.

PROVINCES, SANA_ Four policemen were wounded on Friday, two of them seriously, when an armed terrorist group opened fire on them in Kanaker, Damascus Countryside.
SANA correspondent was informed that the policemen clash with the armed group resulted in killing one of gunmen.
In Deir Ezzor, Engineering unite members dismantled two explosive devices were prepared to explode by a remote trigger.
A source at the province Police Command told SANA reporter that the first 10 kg device was placed inside a nylon bag in front of al-Rawda Mosque entrance in al-Jbailah neighborhood. The second 2 kg device was camouflaged and placed beside an electric transformer near Ghassan Abboud roundabout.
In Tartous, Governor of the city Atef al-Naddaf categorically denied al-Jazeera claim on a campaign of arrests in Baniyas and called it "absolutely baseless and untrue,"
The Governor said no one was arrested in the city which enjoys stability and calm.
He called on citizens to be aware of the dangers of such false news which aim at creating confusion.
"Such behaviors which are based on lies to stir up emotions and incite citizens have become exposed to all Syrians, who fully understood what is being hatched against their homeland." Al-Naddaf concluded.

Demonstrations took place in different parts of Syria, after Friday prayers, while the Syrian Observatory for Human Rights shows the fall of martyrs, has denied a media source for the Syrian Arab News Agency, "SANA" the fall of the Martyrs, also announced a policeman was killed and "armed" in Damascus.
The demonstrations took place in Idlib, Homs, Qamishli, Hama, and some areas of Damascus and its countryside, and Daraa.

Syria's refining capacity is not sufficient to meet domestic demand for fuel although it does export selected products such as naphtha.
The failed tender will further cut oil revenues in a country already struggling to cope with bans on its crude oil sales used to generate the bulk of its hard currency.
Western governments have stepped up sanctions against Syria in recent months and Sytrol is now on a U.S. blacklist while the European Union has banned imports of oil.
Oil traders Vitol and Trafigura were supplying fuel to Syria as recently as August but now even oil firms not directly affected by the sanctions are beginning to shun the country, traders said.

LONDON: Syria's state-owned oil firm Sytrol has cancelled a tender to sell fuels, traders said on Thursday, in a sign that oil firms are becoming more wary after western governments imposed sanctions due to a bloody military crackdown.
The tender was for around 50,000 tonnes of the feedstock naphtha that is typically issued on a monthly basis, an oil products trader told Reuters.
"The Syrian tender has been cancelled. They are keeping it in their domestic gasoline pool," said a London-based trader. "We were told not to (buy)."
Syria's refining capacity is not sufficient to meet domestic demand for fuel although it does export selected products such as naphtha.
The failed tender will further cut oil revenues in a country already struggling to cope with bans on its crude oil sales used to generate the bulk of its hard currency.
Western governments have stepped up sanctions against Syria in recent months and Sytrol is now on a U.S. blacklist while the European Union has banned imports of oil.
Oil traders Vitol and Trafigura were supplying fuel to Syria as recently as August but now even oil firms not directly affected by the sanctions are beginning to shun the country, traders said.
"I don't do Syria anymore. Sanctions appeared tougher, so I gave up," said an oil products trader active based in the Middle East. "The problem is getting a bank to finance it and a ship owner to go there."
Syria, a relatively small crude oil producer, has not sold its crude oil in the international market either because of the international sanctions. It normally pumps about 380,000 barrels of crude oil per day.
Swiss refiner Petroplus said on Wednesday it had to switch to Iraqi crude from Syrian crude.

"We are not talking about a dialogue. We offered to engage in negotiations to move from a authoritarian regime to a democratic regime. And we ask that Bashar al-Assad resign.
"We told the secretary general of our fears that the regime will not keep its promises," Nashar added.
Asked if Syria gave guarantees concerning the implementation of the peace plan, Nashar said Arabi informed the delegation that an Arab ministerial task force will follow up on the implementation of the roadmap.

The Military Investigative Judge in Lebanon said that most of the accused are Syrians working in Saudi Arabia and forbidden from entering Syria. They ask for assistance from other Syrian workers there to purchase weapons from a farm owner in Ersal town in Lebanon and send them to Syria.
The Judge charged them with illegal trafficking in weapons including RPGs, bullets and machine guns.

HERMEL, Lebanon: Recent security measures imposed by the Syrian army along the border are making it difficult for Lebanese and Syrians to participate in the sometimes illicit mainstays of the local economy.
The smuggling of goods between Lebanon and Syria has long been an important economic activity for residents on both sides of the border, from the northern Bekaa towns of Al-Qaa and Al-Hawsh to the Wadi Khaled region of Akkar, where several hundred Syrian dissidents have fled to seek refuge.
But since the start of popular pro-democracy demonstrations in Syria, officials in Damascus have accused Lebanese parties and gangs of smuggling arms to aid Syrian dissidents who, according to Syrian officials, are targeting the police and the army.
Visitors to the Bekaa town of Arsal are often curious about the large number of pick-up trucks in the area and ask whether they are being used to smuggle arms across the border to Syria.
According to residents, the answer the visitors receive is that the smuggling of many different types of goods, like gasoline and food, is characteristic of the border towns.
The fact that a demarcation of the Lebanon-Syria border remains incomplete means that arguments and disputes regularly erupt over the simple question of where one country ends and the other begins.
In the absence of clear, well-defined borders, the smuggling of goods along the border has turned into a main source of income for Lebanese residents, as well as border officials who look the other way.
For the first time in decades, border villages and towns appear to be increasingly surrounded by the Syrian army and security forces, which have used sand berms, checkpoints and mines to stop Syrians from fleeing into Lebanon.
The Syrian army has also destroyed many small bridges and crossing points between the two countries, including in the border town of Al-Joura, which stands several kilometers from the Syrian town of Jussiyeh.
Lebanese towns located only meters away from Syrian border patrols in the east and north of the country have seen increased instability from a combination of military incursions into Lebanon and other military activity.
A leading smuggler-businessman based in Arsal said that business along the border has ground to a complete halt after repeated incursions by the Syrian army.
"Smuggling across the border has been stopped here for a month, after the Syrian army started to fire toward the Lebanese side at all moving vehicles in the area," the smuggler, who declined to be identified, told The Daily Star.
The situation is similar in the border town of Al-Hawsh, almost 10 kilometers north of Hermel. Business has come to a halt and most vendors have been spending their time in front of their shops, which have seen few visitors.
One of the shop owners, Muhammad Rashiini, said that it is no longer possible to cross over the border into Syria and bring goods back to Al-Hawsh, which has traditionally depended on the lower prices across the border.
"There were several incidents, and some people who attempted to cross the border to bring back goods were shot at," Rashiini told The Daily Star.
For other residents, who work in Syria during the day and return to Lebanon at night, it has become more difficult pass over the border and through security checkpoints.
Farmer Hasan Qattaya expressed his frustration about the stricter security measures adopted by the Syrian army.
"Sometimes I have to beg the Syrian soldiers to go and work in my agricultural land," Qattaya told The Daily Star.
According to Qattaya, many Lebanese who live on the Syrian side of the border have fled into the Lebanese side and most of them have settled in Hermel.
Al-Qasr, another border town, is also facing similar circumstances as a result of the stepped-up Syrian measures.
"After the [Syrian] army placed more sandbags and checkpoints … They have stopped all movement and travel of individuals to and from Syria except some residents of the town of Matraba, the majority of whom are Lebanese," said Mukhtar Muhammad Zeaiter. Matraba is located several kilometers inside Syria, but the majority of its population is Lebanese.

She added that the Syrian Women's Union had invited the delegation to visit their country.

The lawmaker said most news stories broadcast on (Turkish) television are from Western sources and they are annoying, since they reflect an entirely different picture from what the delegation witnessed during their four-day visit to Syria.
She insisted that the Turkish team had witnessed no "horror and civil war" in Syria.
"There are some clashes in certain parts of Syria, but they could be considered the result of activity of terror groups," Guler added.
The lawmaker said the Syrian nation is concerned about a Western scenario that aims to interfere in the country's internal affairs and to eventually occupy it, as they did with other countries in the Middle East and North Africa. She then vowed that her party will oppose any such scenarios by the West.

BEIRUT, (SANA) – The Lebanese judiciary on Thursday issued arrest warrants against a number of Syrians for arms smuggling from Lebanon into Syria.
The Military Investigative Judge in Lebanon said that most of the accused are Syrians working in Saudi Arabia and forbidden from entering Syria. They ask for assistance from other Syrian workers there to purchase weapons from a farm owner in Ersal town in Lebanon and send them to Syria.
The Judge charged them with illegal trafficking in weapons including RPGs, bullets and machine guns.

HERMEL, Lebanon: Recent security measures imposed by the Syrian army along the border are making it difficult for Lebanese and Syrians to participate in the sometimes illicit mainstays of the local economy.
The smuggling of goods between Lebanon and Syria has long been an important economic activity for residents on both sides of the border, from the northern Bekaa towns of Al-Qaa and Al-Hawsh to the Wadi Khaled region of Akkar, where several hundred Syrian dissidents have fled to seek refuge.
But since the start of popular pro-democracy demonstrations in Syria, officials in Damascus have accused Lebanese parties and gangs of smuggling arms to aid Syrian dissidents who, according to Syrian officials, are targeting the police and the army.
Visitors to the Bekaa town of Arsal are often curious about the large number of pick-up trucks in the area and ask whether they are being used to smuggle arms across the border to Syria.
According to residents, the answer the visitors receive is that the smuggling of many different types of goods, like gasoline and food, is characteristic of the border towns.
The fact that a demarcation of the Lebanon-Syria border remains incomplete means that arguments and disputes regularly erupt over the simple question of where one country ends and the other begins.
In the absence of clear, well-defined borders, the smuggling of goods along the border has turned into a main source of income for Lebanese residents, as well as border officials who look the other way.
For the first time in decades, border villages and towns appear to be increasingly surrounded by the Syrian army and security forces, which have used sand berms, checkpoints and mines to stop Syrians from fleeing into Lebanon.
The Syrian army has also destroyed many small bridges and crossing points between the two countries, including in the border town of Al-Joura, which stands several kilometers from the Syrian town of Jussiyeh.
Lebanese towns located only meters away from Syrian border patrols in the east and north of the country have seen increased instability from a combination of military incursions into Lebanon and other military activity.
A leading smuggler-businessman based in Arsal said that business along the border has ground to a complete halt after repeated incursions by the Syrian army.
"Smuggling across the border has been stopped here for a month, after the Syrian army started to fire toward the Lebanese side at all moving vehicles in the area," the smuggler, who declined to be identified, told The Daily Star.
The situation is similar in the border town of Al-Hawsh, almost 10 kilometers north of Hermel. Business has come to a halt and most vendors have been spending their time in front of their shops, which have seen few visitors.
One of the shop owners, Muhammad Rashiini, said that it is no longer possible to cross over the border into Syria and bring goods back to Al-Hawsh, which has traditionally depended on the lower prices across the border.
"There were several incidents, and some people who attempted to cross the border to bring back goods were shot at," Rashiini told The Daily Star.
For other residents, who work in Syria during the day and return to Lebanon at night, it has become more difficult pass over the border and through security checkpoints.
Farmer Hasan Qattaya expressed his frustration about the stricter security measures adopted by the Syrian army.
"Sometimes I have to beg the Syrian soldiers to go and work in my agricultural land," Qattaya told The Daily Star.
According to Qattaya, many Lebanese who live on the Syrian side of the border have fled into the Lebanese side and most of them have settled in Hermel.
Al-Qasr, another border town, is also facing similar circumstances as a result of the stepped-up Syrian measures.
"After the [Syrian] army placed more sandbags and checkpoints … They have stopped all movement and travel of individuals to and from Syria except some residents of the town of Matraba, the majority of whom are Lebanese," said Mukhtar Muhammad Zeaiter. Matraba is located several kilometers inside Syria, but the majority of its population is Lebanese.

A senior member of Turkey's main opposition party that has recently visited Syria says that a "Western game" is underway in the major Arab country, Press TV reports.

She added that the Syrian Women's Union had invited the delegation to visit their country.
The Turkish delegation visited Syrian cities of Aleppo, Damascus and Latakia.
The lawmaker said most news stories broadcast on (Turkish) television are from Western sources and they are annoying, since they reflect an entirely different picture from what the delegation witnessed during their four-day visit to Syria.
She insisted that the Turkish team had witnessed no "horror and civil war" in Syria.
"There are some clashes in certain parts of Syria, but they could be considered the result of activity of terror groups," Guler added.
The lawmaker said the Syrian nation is concerned about a Western scenario that aims to interfere in the country's internal affairs and to eventually occupy it, as they did with other countries in the Middle East and North Africa. She then vowed that her party will oppose any such scenarios by the West.
Syria has been experiencing unrest since mid-March with demonstrations being held both against and in support of President Bashar al-Assad.
The Syrian government blames outlaws, saboteurs and armed terrorist groups for the killing of hundreds of people, including members of the security forces, saying that the unrest is being orchestrated from abroad.

Qatari Prime Minister and Foreign Minister Shaikh Hamad bin Jassim al-Thani said on Wednesday in Cairo that the Syrian government has fully accepted the Arab League peace plan, which calls for stopping violence and withdrawing the military vehicles from Syrian streets, releasing detainees and holding dialogue with the opposition.
Anti-government protests have continued unabated across Syria for more than seven months with mounting calls for Assad to step down, while the death toll has hit more than 3,000.

This is the dialogue called for by the Syrian leadership, and working for it internally and regionally, but the problem is in those armed terrorists, and holders of swords and machetes killed, and represent the bodies, and destroying public facilities shelling or burned, and the attack on the symptoms and livelihoods, and these favorites on the opposition, or (opposition) are favorites for them abroad, is it acceptable and reasonable to conduct a dialogue with them?.

This is the dialogue called for by the Syrian leadership, and working for it internally and regionally, but the problem is in those armed terrorists, and holders of swords and machetes killed, and represent the bodies, and destroying public facilities shelling or burned, and the attack on the symptoms and livelihoods, and these favorites on the opposition, or (opposition) are favorites for them abroad, is it acceptable and reasonable to conduct a dialogue with them?.
Those from the standpoint of law, any national law or international murderers and criminals and dealing with them cannot only be according to the Criminal Code.

Arab League chief Nabil al-Arabi met Syrian opposition figures Thursday, a day after Damascus agreed to open talks with dissidents, a member of the Syrian National Council said.

The SNC, the largest and most representative Syrian opposition grouping, on Wednesday urged the Arab League to freeze Syria's membership in the Arab League and recognise it as the sole representative of the Syrian opposition.
Asked if the SNC agrees to engage in talks with the Syrian regime, Nashar said: "No.
"We are not talking about a dialogue. We offered to engage in negotiations to move from a authoritarian regime to a democratic regime. And we ask that Bashar al-Assad resign.
"We told the secretary general of our fears that the regime will not keep its promises," Nashar added.
Asked if Syria gave guarantees concerning the implementation of the peace plan, Nashar said Arabi informed the delegation that an Arab ministerial task force will follow up on the implementation of the roadmap.
Meanwhile, an Arab diplomat said the ministerial task force is expected to visit Syria soon to follow up on the implementation of the agreement.

Habash commended the AL for taking a "right step in dealing with the Syrian situation," and urged the Syrian opposition to response positively.
"The opposition should undertake positive steps and overcome its wounds for the sake of saving Syria," Habash told Xinhua.
The peace plan, announced by Qatari Prime Minister and Foreign Minister Shaikh Hamad bin Jassim al-Thani after an extraordinary meeting in Cairo Wednesday, calls for stopping violence and withdrawing the military vehicles from Syrian streets, in addition to releasing detainees and holding a dialogue between the Syrian authorities and the opposition.
Loai Hussain, a Syrian opposition figure at home, welcomed the AL deal and expressed hope "the Syrian government will halt its violent response to the protesters."
However, he remains skeptic about the government's "real intentions" behind its acceptance of the deal. "Our experience with the regime makes us skeptic about its real intentions," he told Xinhua.
Khalaf al-Muftah, a political analyst, said the AL deal has closed the door in the face of some abroad-based opposition figures who were aiming to internationalize the Syrian crisis to pave the way for foreign intervention.
"By approving the AL initiative, Syria proved that it was serious about reform," Muftah told Xinhua by phone.
On the other side, some opposition figures abroad slammed the Syrian government's acceptance of the AL plan as attempts "to buy time."

He also confessed to joining Qais Abadi, Adi al-Hamid and Taha al-Shaikh Attiya in attacking a police department in Deir Ezzor, saying that they climbed rooftops and tossed dynamite at the police station.
Abadi said that he also participated in setting up roadblocks to halt officials' cars while his colleagues would open fire on them, adding that he and his associates attacked the Deir Ezzor Police Department on the same night.

HOMS, (SANA)_Director of Economy and Trade in Homs governorate Imad Naddour categorically denied news broadcast by TV channels claiming a shortage in some goods and commodities, especially bread, stressing that such news are part of the instigative campaign against Syria.
In a statement to SANA correspondent, Naddour said that all goods are available in the province, especially bread, indicating that the bakeries are working in full swing.
Naddour said all bakeries are equipped with enough flour with extra quantities in case there would be a rise in demand.
Naddour said that people in Homs are aware of the lies of these channels as they know the true facts on the ground.
