Shalgham ridiculed Qatar’s management of Libya’s development.

“Experts who run oil and banks in Qatar are Libyans. Qatar is not distinct from Libya to establish an office of operations in Libya,” he said.

“This is unacceptable. The whole of Qatar is not even as big as an area in Libya. Libyan experts are the ones who are leading Qatar and we are not in need of Qatar in anything. Let us decide our own destiny. We do not consider them as neutral. We want neither Qatar nor the US.

Shalgham expressed his lack of understanding of the alliance led by Qatar.

As Syria's crackdown on protests has claimed more than 3,000 lives since March, Italian technicians in telecom offices from Damascus to Aleppo have been busy equipping President Bashar al-Assad's regime with the power to intercept, scan and catalog virtually every e-mail that flows through the country.

Employees of Area SpA, a surveillance company based outside Milan, are installing the system under the direction of Syrian intelligence agents, who've pushed the Italians to finish, saying they urgently need to track people, a person familiar with the project says. The Area employees have flown into Damascus in shifts this year as the violence has escalated, says the person, who has worked on the system for Area.

Area is using equipment from American and European companies, according to blueprints and other documents obtained by Bloomberg News and the person familiar with the job. The project includes Sunnyvale, California-based NetApp Inc. (NTAP) storage hardware and software for archiving e-mails; probes to scan Syria's communications network from Paris-based Qosmos SA; and gear from Germany's Utimaco Safeware AG (USA) that connects tapped telecom lines to Area's monitoring-center computers.

LONDON: Syria's state-owned oil firm Sytrol has cancelled a tender to sell fuels, traders said on Thursday, in a sign that oil firms are becoming more wary after western governments imposed sanctions due to a bloody military crackdown.

The tender was for around 50,000 tonnes of the feedstock naphtha that is typically issued on a monthly basis, an oil products trader told Reuters.

"The Syrian tender has been cancelled. They are keeping it in their domestic gasoline pool," said a London-based trader. "We were told not to (buy)."

Syria's refining capacity is not sufficient to meet domestic demand for fuel although it does export selected products such as naphtha.

The failed tender will further cut oil revenues in a country already struggling to cope with bans on its crude oil sales used to generate the bulk of its hard currency.

Western governments have stepped up sanctions against Syria in recent months and Sytrol is now on a U.S. blacklist while the European Union has banned imports of oil.

Oil traders Vitol and Trafigura were supplying fuel to Syria as recently as August but now even oil firms not directly affected by the sanctions are beginning to shun the country, traders said.

"I don't do Syria anymore. Sanctions appeared tougher, so I gave up," said an oil products trader active based in the Middle East. "The problem is getting a bank to finance it and a ship owner to go there."

Syria, a relatively small crude oil producer, has not sold its crude oil in the international market either because of the international sanctions. It normally pumps about 380,000 barrels of crude oil per day.

Swiss refiner Petroplus said on Wednesday it had to switch to Iraqi crude from Syrian crude.

HERMEL, Lebanon: Recent security measures imposed by the Syrian army along the border are making it difficult for Lebanese and Syrians to participate in the sometimes illicit mainstays of the local economy.

The smuggling of goods between Lebanon and Syria has long been an important economic activity for residents on both sides of the border, from the northern Bekaa towns of Al-Qaa and Al-Hawsh to the Wadi Khaled region of Akkar, where several hundred Syrian dissidents have fled to seek refuge.

But since the start of popular pro-democracy demonstrations in Syria, officials in Damascus have accused Lebanese parties and gangs of smuggling arms to aid Syrian dissidents who, according to Syrian officials, are targeting the police and the army.

Visitors to the Bekaa town of Arsal are often curious about the large number of pick-up trucks in the area and ask whether they are being used to smuggle arms across the border to Syria.

The fact that a demarcation of the Lebanon-Syria border remains incomplete means that arguments and disputes regularly erupt over the simple question of where one country ends and the other begins.

For the first time in decades, border villages and towns appear to be increasingly surrounded by the Syrian army and security forces, which have used sand berms, checkpoints and mines to stop Syrians from fleeing into Lebanon.

The Syrian army has also destroyed many small bridges and crossing points between the two countries, including in the border town of Al-Joura, which stands several kilometers from the Syrian town of Jussiyeh.

Lebanese towns located only meters away from Syrian border patrols in the east and north of the country have seen increased instability from a combination of military incursions into Lebanon and other military activity.

A leading smuggler-businessman based in Arsal said that business along the border has ground to a complete halt after repeated incursions by the Syrian army.

"Smuggling across the border has been stopped here for a month, after the Syrian army started to fire toward the Lebanese side at all moving vehicles in the area," the smuggler, who declined to be identified, told The Daily Star.

The situation is similar in the border town of Al-Hawsh, almost 10 kilometers north of Hermel. Business has come to a halt and most vendors have been spending their time in front of their shops, which have seen few visitors.

One of the shop owners, Muhammad Rashiini, said that it is no longer possible to cross over the border into Syria and bring goods back to Al-Hawsh, which has traditionally depended on the lower prices across the border.

"There were several incidents, and some people who attempted to cross the border to bring back goods were shot at," Rashiini told The Daily Star.

For other residents, who work in Syria during the day and return to Lebanon at night, it has become more difficult pass over the border and through security checkpoints.

Farmer Hasan Qattaya expressed his frustration about the stricter security measures adopted by the Syrian army.

"Sometimes I have to beg the Syrian soldiers to go and work in my agricultural land," Qattaya told The Daily Star.

The peace plan, announced by Qatari Prime Minister and Foreign Minister Shaikh Hamad bin Jassim al-Thani after an extraordinary meeting in Cairo Wednesday, calls for stopping violence and withdrawing the military vehicles from Syrian streets, in addition to releasing detainees and holding a dialogue between the Syrian authorities and the opposition.

Loai Hussain, a Syrian opposition figure at home, welcomed the AL deal and expressed hope "the Syrian government will halt its violent response to the protesters."

However, he remains skeptic about the government's "real intentions" behind its acceptance of the deal. "Our experience with the regime makes us skeptic about its real intentions," he told Xinhua.

Khalaf al-Muftah, a political analyst, said the AL deal has closed the door in the face of some abroad-based opposition figures who were aiming to internationalize the Syrian crisis to pave the way for foreign intervention.

"By approving the AL initiative, Syria proved that it was serious about reform," Muftah told Xinhua by phone.

On the other side, some opposition figures abroad slammed the Syrian government's acceptance of the AL plan as attempts "to buy time."

Opposition figure Najeeb Ghadban told pan-Arab al-Jazeera TV right after the official declaration of the deal that "the Syrian regime is not serious and trying to buy time only."

Some opposition groups abroad said they would accept nothing but the ouster of Syrian President Bashar al-Assad.

The broad-based Syrian National Council on Wednesday called on the AL to suspend the Syrian government's membership and recognize the council as the sole legitimate representative of the Syrian people.

However, the council's repeated calls for foreign intervention to oust Assad were rejected by the opposition groups at home.

DAMASCUS, (SANA) – Terrorist Yamen Qais Abadi confessed to participating in terrorist acts in Deir Ezzor in exchange for money, including shooting at army and security personnel and attacking police stations and stealing weapons from them.

In televised confession broadcast on Wednesday by the Syrian TV, Abadi said that he was paid SYP 5,000 from a man called Yasser al-Hamid to join protests, and later he would receive SYP 500 for each protest he joins.

Abadi, born in Deir Ezzor in 1980, said that he then began setting up roadblocks along with Taha al-Shaikh Attiya and Adi al-Hamid.

Later, Yasser al-Hamid gave Abadi and his accomplices firearms and attacked the Political Security Department in Deir Ezzor, laying siege to it for an entire hour.

He also confessed to joining Qais Abadi, Adi al-Hamid and Taha al-Shaikh Attiya in attacking a police department in Deir Ezzor, saying that they climbed rooftops and tossed dynamite at the police station.

Abadi said that he also participated in setting up roadblocks to halt officials' cars while his colleagues would open fire on them, adding that he and his associates attacked the Deir Ezzor Police Department on the same night.


Director of Economy, Trade in Homs Refutes Fabricated News on Shortage in Commodities

HOMS, (SANA)_Director of Economy and Trade in Homs governorate Imad Naddour categorically denied news broadcast by TV channels claiming a shortage in some goods and commodities, especially bread, stressing that such news are part of the instigative campaign against Syria.

In a statement to SANA correspondent, Naddour said that all goods are available in the province, especially bread, indicating that the bakeries are working in full swing.

Naddour said all bakeries are equipped with enough flour with extra quantities in case there would be a rise in demand.

Naddour said that people in Homs are aware of the lies of these channels as they know the true facts on the ground.
