Hypocrisy of Turkey

In the 1st article below, Turkish foreign minister, Davutoglu, tells Syria to stop oppression and to meet its people's demands.

In the 2nd article, a columnist of the Today's Zaman newspaper is frankly introducing one of the arguments inside Turkey about a plan to biologically exterminate Kurdish people.

Another columnist in the 3rd article has got enraged at the PKK's vision to divide Turkey into two along the ethnic/sectarian line, when Turkey is the main plotter to divide Syria (cache) into small pieces along the sectarian lines. It seems, in my eyes, PKK just have different political thoughts from his.

Still worse, Turkey is using fighter jets everyday to drop exceptionally strong bombs over very small numbers of impoverished Kurdish fighters beyond its borders. PKK just detonated only a few small bombs in some cities which resulted in no human casualties, and killed 24 or so Turkish soldiers on the southeastern edge of the country. Turkish population is more than 73 million. What an excessive reaction!

This government has been warning Syria never to use fighter jets in its fight against terrorism on its own territory. In Syria, more than 1,110 soldiers and security officers have been killed by terrorists, some of whom illegally intruded from Turkey, apparently backed by the government there.

Please someone tell me the difference.

"Developments in the region have displayed that regimes that oppress their people cannot survive," Foreign Minister Ahmet Davutoğlu said in a joint press conference on Oct. 21 with his Iranian counterpart, Ali Akbar Salihi.

Davutoğlu also indirectly called on Syria to meet its people's demands in the same regard.

"However, the Syrian regime rather prefers oppression. We will continue to work for the appearance of a democratic transition process in Syria," Davutoğlu said.

Following the recent Kurdistan Workers' Party (PKK) attack, Turkey once again has been discussing the PKK issue. The political debates have centered on two arguments. One group is saying that it is impossible to stop the PKK by military means and therefore, both parties should come to the negotiating table, which they will eventually do anyway, and negotiate an agreement for peace. The second group argues that Turkey has the power to wipe out the PKK and therefore should implement the Sri Lanka model, referring to the killing of the Tamil Tigers, and expect the Turkish state to implement a similar policy.

Patience is about to run out. . .

What is it that Kurds who decline to adopt the Turkish identity want? What drives them to take up arms? The Arabic version of Turkey's Union and Progress Movement is the Baath and the Kurdish version being the Kurdistan Workers' Party (PKK). From the outside they have an anti-imperialist stance but on the inside they are chauvinistic, nationalist and expansionist. One language, one accent, one flag, one country, one nation and one leader are the fundamentals of its ideology. A common dialect and accent is formulated in this regard. A right to life is denied to diverse ethnicities. Being the largest ethnic group after Kurds, the Zaza people and culture, identity and language are sought to be assimilated into the Kurdish identity. Other pro-Kurdish political movements are hindered.

A new map had been drawn displaying a new state with its borders encompassing northern half of Iraq, west part of Iran, north of Syria and southeastern and southern provinces of Turkey. It has access to the sea from the north through the Amanos Mountains in Hatay province. That is the Dörtyol-İskenderun line. The PKK is launching attacks around this very line which it claims to be its own territory. Pioneers of the Kurdish Movement rejecting the adoption of Turkish identity dreamed of founding a Diyarbakır-based Kurdish republic right on this map. The plan was to establish a semi-autonomous region and then to transform it into an independent state. Now, this view has been abandoned. The new borders of the "homeland" do not consist of eastern and southeastern provinces of Anatolia.

Crown Prince Sultan dies

RIYADH: Crown Prince Sultan, deputy premier and minister of defense and aviation, died on Saturday, the Royal Court said in a statement. He was in his eighties.

Sultan was a central figure in Saudi decision-making since becoming defense minister in 1962.

"With deep sorrow and sadness the Custodian of the Two Holy Mosques King Abdullah mourns the death of his brother and his Crown Prince Sultan ... who died at dawn this morning Saturday outside the Kingdom following an illness," said the statement carried on Saudi Press Agency (SPA) and state television. Prince Sultan's health had declined in recent years.

King Abdullah is now expected to call to session the Allegiance Council to appoint the crown prince. Second Deputy Premier and Interior Minister Prince Naif is expected to be named crown prince.

The Allegiance Council was set up in 2006 soon after Abdullah became king, and is tasked with voting to approve the king's choice of crown prince or nominating its own choice instead.

"The succession will be orderly," said Asaad Al-Shamlan, a professor of political science in Riyadh. "The point of reference will be the ruling of the Allegiance Council. It seems to me most likely Naif will be chosen. If he becomes crown prince, I don't expect much immediate change."

Prince Naif has been interior minister since 1975 and was appointed second deputy premier in 2009, a position usually given to the man considered third in line to rule.

Saudi television broke its schedules early on Saturday to broadcast Qur'anic verses accompanied by footage of the Kaaba in Makkah. Funeral services will be held in Riyadh on Tuesday, SPA said.

The move follows the announcement yesterday of the death of 87-year-old King Abdullah's half-brother, 80-year-old Crown Prince Sultan, who was until now his nominated successor.

The man now expected to become heir to the throne is Prince Nayef, 78, another half-brother of King Abdullah who currently serves as interior minister in the oil-rich nation.

While the prospect of one ageing Arab prince taking over from another may scarcely rank alongside the upheavals elsewhere in the Middle East this year, one aspect of the reshuffle will show that even Saudi Arabia – the most conservative of all Arab nations - is cautiously embracing change.

For the first time, King Abdullah is expected to seek approval for his choice of heir from the Allegiance Council, a body he set up himself to make the royal family's complex and opaque succession procedure more transparent.

Composed of the 34 branches of the ruling family, the council's members can either vote to confirm the king's choice or nominate their own candidate.

In practice, the council, which is expected to meet in coming days, is unlikely to dissent from the king's choice of Prince Nayef, a man not previously noted as an enthusiastic reformer. A close ally of the country's hard-line clergy, he is on the record as opposing women being granted the right to vote or drive, and his accession to the throne will be unwelcome to those seeking to put the country on a more liberal path.

However, with King Abdullah himself now in poor health - he was in hospital himself in Riyadh yesterday, a week after having surgery for recurring back problems - Prince Nayef's time as ruler may well be imminent.

Yesterday, as Saudi television broadcast Koranic verses to mark Prince Sultan's death, political analysts said they did not expect the change in accession to prompt calls for quicker reform among the country's 27 million people.

"The demand for reform is there, but there is no pressure for it to come immediately," Jeddah-based analyst Mustafa Alani, of the Gulf Research Centre, told The Sunday Telegraph.

"The Saudi people have been looking at what has been going on in Yemen, Libya and Syria and they don't want that kind of chaos and bloodshed. They prefer evolution, not revolution, and things being done quietly and slowly. It might not be ideal policy, but it's safe."

The official handling of Crown Prince Sultan's passing was typical of the Saudi state's taciturn handling of public affairs. An announcement said he had simply died at dawn on Saturday "outside the kingdom following an illness". Diplomats, however, said the prince, formerly Saudi's defence minister, had passed away from colon cancer in New York, where he had often had medical treatment. One source added that he had been hooked up to life support systems and had actually been declared "clinically dead" more than a month ago. A funeral service is expected on Tuesday.

Prince Nayef, who has been interior minister since 1975, was appointed second-deputy prime minister in 2009, a position usually given to whoever is third-in-line to rule. He has often managed the kingdom's day-to-day affairs during absences of both the king and crown prince.

In the wake of the 9-11 attacks, he caused controversy by expressing doubts that Saudi militants had played a key role, saying that Osama bin Laden's network had no foothold in his country and suggesting that Jews were to blame instead. Subsequently, though, as the kingdom began suffering its own al-Qaeda terrorist attacks, he led a tough security crackdown, forcing the movement to relocate to neighbouring Yemen.

His grooming as the man to take over Saudi Arabia has dismayed the country's small liberal and reformist movement, who want accelerated change in the wake of the "Arab Spring". Others, though, point out that King Abdullah himself was a staunch conservative when he came to power in 1995, but has since proved to be reform-minded by Saudi standards.

The kingdom has avoided the kind of mass street protests that have convulsed the rest of the Middle East this year, with the few that have taken place encountering a heavy security response. Khaled al-Johani, a religious teacher who took part in a so-called "Day of Rage" protest last March, remains in jail after shouting: "We need democracy, we need freedom."

Last month, though, King Abdullah announced that women would be given the right to vote and run in future municipal elections. Women have also been openly taking to the wheel of their husbands' cars to protest at the continuing driving ban.

Elsewhere in the Middle East yesterday, the United Nations Security Council called for Yemen's president Ali Abdullah Saleh to immediately accept a deal to transfer power to his deputy and end escalating violence there.

Critics, though, claimed the council should have distanced itself from a deal by the Gulf Cooperation Council for Saleh to step down in exchange for immunity, saying he should now face criminal charges for unleashing snipers on protesters.

In happier circumstances, vote counting was under way in polls for a new constitutional assembly in Tunisia, in what was billed as first major election contest of the Arab Spring. To the alarm of some secularists, the Islamist Ennahda party was predicted to win up to 30 percent of the vote.

Have a look at TV channels and newspapers in Turkey. You will see photos and news footage displaying young women weeping over flag-draped coffins of slain soldiers and children beside them looking bewildered, trying to make sense of what is going on.

In the years when our first military causalities were sustained in southeastern of Turkey, the funerals of martyred soldiers would not receive much coverage by the media. Ordinary citizens did not show up at their funerals. There were no monuments erected in their honor in cities, towns and villages. Now, funerals teem with tens of thousands of mourners. Monuments for martyrs are appearing in every corner of the country. Turkey has entered into a new phase following the Oct. 19 multiple attacks in Hakkari. Youths took to streets carrying Turkish flags and drove around in cars with flags across their windows, sounding their horns to honor the martyrs and the windows of apartments throughout the country are bearing Turkish flags. Enraged masses once hopeful that these problems could end through democratic initiatives are flocking to the streets. This is a new step for Turkey. Patience is about to run out. The time is close at hand when the public will lose its patience. Every funeral for a martyr is another straw on a heap that has been piling up on the camel's back. One day this burden will break the camel's back. Have you ever thought about this? Which funeral is going to be the last straw? What else will this straw also break in the process? What other wounds will it open up?

One group is saying that it is impossible to stop the PKK by military means and therefore, both parties should come to the negotiating table, which they will eventually do anyway, and negotiate an agreement for peace. Analyzing both arguments indicates that Turkey may have been concentrating too much on the results of the PKK issue. In other words, the debate surrounding this issue is a result-oriented debate that does not produce any intellectual contribution about the process toward the results. Instead of talking about the result, which is a long-term debate, and focusing on what we want to see at the end, we need to talk about the process and how to achieve the end we desire.

If we want to promote peaceful negotiations between the two sides, what kinds of tools do we have at our hands to use? What are the risks of such peace negotiations? Do the parties, both the Turkish government and the PKK, want peace? If so, under what conditions? Do the PKK really want to lay down its arms? Does the Justice and Development Party (AKP) government want peace? Can it take political risks towards peace negotiations? Even if political negotiations resume once again, how can we ensure that the unpredictable political climate in the Middle East will not harm the process? Would Iran want peace for instance? Would Syria use the PKK for its own interests?

Of course there are many more questions that can be added to show that that there are very few discussions on how to deal with the PKK. Just like in the media, I know there is very little discussion about it, on a bureaucratic and political level as well. Perhaps the weakest point of the government has been to begin talking about the issue and the process toward a solution without addressing methods. Unfortunately, the Turkish government could not develop such culture and thinking among its bureaucracy to talk about the process.

If the government needs first to talk about the process of implementing its policies, which I think it should, it needs to divide the issue into three categories. First, it should think about how to deal with the Kurdish population in the southeastern provinces where the PKK dominates and is developing anti-state propaganda making Kurds believe untrue stories. Related with this is how to deal with the PKK's unstoppable political networks that carry the PKK's messages to every home and every corner of the region and its ability to mobilize Kurds en mass on certain issues. Second, the government should consider how to deal with the PKK militants in the mountains, since the militants in the mountains are considered heroes of the Kurdish people, at least the majority of the Kurds respect them and their sacrifice. The state needs to come up with a contingency plan to deal with this group. Thirdly, how to handle the international aspect of the issue needs to be thought about. Given the fact that there is a sizable Kurdish diaspora in Europe which is completely disconnected with the reality of Turkey, Turkey should come up with a plan to address the diaspora issue. Moreover, Turkey should develop a plan to decide with whom Turkey needs to partner up with in its fight against the PKK. Would it be alright for Turkey to share intelligence that is coming form the US with Iran or would it need to convince the US Congress to go against the PKK.

All in all there are many loopholes in Turkey's approaches toward the PKK that we do not talk about and it is the main reason why we cannot defeat or negotiate with the PKK.

Supporters of the terrorist Kurdistan Workers' Party (PKK) have set up a committee in Moscow to work toward the release of jailed PKK leader Abdullah Öcalan three days after one of the deadliest PKK attacks in Turkey with death toll of 34 people in two consecutive days.

The committee, formed under chairmanship of Russian politician and former deputy of the Russian State Duma, Alexei Mitrofanov, has been established with the aim of extending support to free Öcalan, who was put on trial and jailed in Turkey after his capture in 1999. According to the Russian Ria Novosti report, the committee will also be aiming to draw attention to the humanitarian side of the conflict with terrorists, whom the Turkish government calls "Kurdish separatists."

Mitrofanov's committee attempt comes after a letter sent by the extreme rightwing Liberal Democratic Party leader Vladimir Zhirinovsky to European capitals to invite them to support the aspirations of what he called the Kurdish movement. Zhirinovsky and Mitrofanov greeted Öcalan at a Moscow airport after Öcalan was sent out of Syria in 1998. Öcalan was eventually captured in Kenya one year later. Mitrofanov briefly hosted Öcalan in his house as a guest, but Öcalan left the country when the Russian government rejected his appeal to be admitted as a political refugee.

Zhirinovsky called on the US, NATO and the UN to do more to protect the rights of Kurds to prevent a war, according to a note released on the party's website. He also complained that the West had intervened in Libya and was now mulling over involvement in Syria for the sake of human rights, but turned a blind eye on Kurds.

Turkey's efforts at a peaceful transition process in Syria will continue despite the current crackdown as recent events have proven that a people cannot be oppressed indefinitely, Turkey's foreign minister has said.

"Developments in the region have displayed that regimes that oppress their people cannot survive," Foreign Minister Ahmet Davutoğlu said in a joint press conference on Oct. 21 with his Iranian counterpart, Ali Akbar Salihi.

Davutoğlu also indirectly called on Syria to meet its people's demands in the same regard.

"However, the Syrian regime rather prefers oppression. We will continue to work for the appearance of a democratic transition process in Syria," Davutoğlu said.

Turkey will continue talking to friendly countries in the region, as well as to international organizations such as the Arab League, Davutoğlu added.

Salihi said administrations in the region should find better ways to respond to the demands of their people and added that states should respond positively to people's demands.

"Reforms should be accelerated," Salihi said without mentioning Syria and added that other countries "should not intervene into those problems."

ADDIS ABABA, (SANA) – Deputy Foreign and Expatriates Minister Dr. Fayssal Mikdad on Friday evening discussed with Ethiopia's Foreign Affairs State Minister Nega Tsegaye the situation in the Arab region and Africa and bilateral relations.

Mikdad detailed the events taking place in Syria during the past few months as a result of the US-western conspiracy against it, pointing out that Syria managed to overcome much of the conspiracy and foil the plots due to the Syrian people's rallying around the leadership of President Bashar al-Assad.

In turn, Tsegaye said that his country understands what is happening in Syria, stressing that national dialogue away from any foreign interference is the best way to resolve issues.

Earlier, Mikdad met with Commissioner of African Peace and Security Ramadan Al-Amamara, a number of Arab ambassadors and the Arab League representative in Addis Ababa, briefing them on the latest developments in Syria while they in turn voiced hope for achieving security and stability in Syria and implementing reforms successfully.

Syria reported on Saturday Austria officially "strong protest" over what has been its embassy in Vienna in late last night when a number of people broke into the main door of the embassy and entering and vandalism to their contents.

An official statement said that the Syrian Deputy Minister of Foreign Affairs and Emigrants Ahmed Arnous called Saturday afternoon the Austrian Chargé d'affaires in Damascus, "Syria's strong protest had told him about what has been the Syrian Embassy in Vienna last night."

Arnous stressed that "Syria condemns this criminal act and the Austrian authorities take full responsibility for any malfunction protection required pursuant to the provisions of the Vienna Convention on Diplomatic Relations."

The report said that Ford went to al-Hasan mosque in al-Midan when passersby pelted him with eggs and tomatoes.

The al-Midan neighborhood has witnessed many anti-government protests over the past seven months.

The television station, however, didn't give further details.

Ford has visited many restive areas in Syria recently in a show of support to anti-government protestors. But the visits angered many residents in those areas, as well as the government that considered his visits as flagrant interference in Syrian affairs.

On Sept. 29, supporters of President Bashar Assad pelted Ford with eggs and tomatoes as he entered an office for a meeting with a leading opposition figure. He was trapped in the office for about three hours until Syrian security forces showed up and escorted him out.

ADDIS ABABA, (SANA)- Chairman of the Commission of the African Union (AU) Jean Ping on Friday stressed rejection of foreign interferences in the internal affairs of peoples and that the great powers should respect the sovereignty and independence of the Arab and African countries.

Ping's statements came during his meeting with Syrian Deputy Minister of Foreign Affairs and Expatriates Fayssal Mikdad at the Union's headquarters in Addis Ababa.

Ping underscored the importance of coordinating work between the Arab and African countries in all fields and at the regional and international levels based on the common history and geography shared by the Arab and African peoples and the challenges they face.

The AU Commission's Chairman hailed the reforms Syria has started implementing in response to its people's desire, noting that this is the only way to preserve Syria's stability and its role in the Middle East region.

Mikdad, for his part, presented a review of the situation Syria is going through and the foreign-funded and backed terrorist attacks it has been subjected to.

He also referred to the misleading campaigns conducted by some media to smear Syria's image and incite the regional and international public opinion toward the Western countries' plot against Syria because of its standing in the face of the conspiracies targeted against the Palestinian Cause.

Mikdad highlighted the importance of solidarity between the Arab and African peoples which are facing the same U.S.-Western schemes aimed to loot the resources of the Arab and African regions and impose political domination on their peoples.

He said that Syria, having an observer status at the African Union, supports the causes of the African peoples and wishes the Union success in protecting the African countries and defending their interests.

NEW YORK (CNS) -- Unless Middle Eastern countries support religious freedom and respect human rights, the "Arab spring" movement will devolve into an "Arab winter," said Maronite Patriarch Bechara Rai.

Patriarch Rai said the "Arab spring" movement holds much promise, but its leaders must "adopt a separation between religion and state." He said such a system exists in his native Lebanon and "respects all religions and all values of each religion."

"We wish to see freedom practiced in those countries. We wish to see the values of human rights and democracy implemented," he told a news conference Oct. 20 at the New York headquarters of the Catholic Near East Welfare Association, a pontifical agency that supports the Catholic Church in the Middle East, North Africa, India and Eastern Europe.

"It's not easy to talk about democracy in the Western sense in countries that have a theocratic system. Christianity divides politics and religion, and we wish Islam and other religions to do the same," Patriarch Rai said.

Failure to do so will result in civil wars, such as the one in Iraq, he warned, and will lead to the rise of regimes "that are even more fundamentalist. This is something that will be to the detriment of everybody."

Patriarch Rai said conflicts between Israel and the Arab countries and between Israel and the Palestinians have had a negative impact on Christians.

"The Arab-Israeli conflict is at the level of religion and culture. The conflict between the Palestinians and the Israelis is a conflict (about) a people whose sovereignty, whose land, was taken away, who were displaced and for 64 years have been promised by United Nations resolutions a right of return, but this has not happened," he said.

"In Lebanon, we have suffered from the presence of a half million Palestinian refugees, and the war in Lebanon in 1975 started with the Palestinians," he added.

He said the conflict led to injustice, oppression and the rise of fundamentalist movements in the region.

"The atmosphere that was created by those conflicts has impacted the Christian presence in the Middle East, causing some to leave for economic and security reasons," he said.

Speaking about Israel, Patriarch Rai said, "In this day and age of globalization, it is strange to see a nation that wants to be for one religion or one race because, automatically, you are excluding the others."

"There will be no peace in that part of the world until Judaism, Islam and Christianity separate church and state," he said.

Patriarch Rai said tolerance of Christians in the Middle East falls into three categories. In some countries, they have no rights to establish a church or maintain a presence. In other countries, such as Egypt, the church exists and Christians can worship, but religious life is difficult and there are restrictions on construction and repair of churches. The third category covers places where Christians live freely and are accepted, but freedom of conscience is not respected and people do not have the right to change religions.

Patriarch Rai stressed that Christians are not outsiders in the Middle East and were established there "and impacted society with their values" 600 years before Islam. They have contributed positively to their countries and should not be made scapegoats in any area.

He said the international community has a responsibility to limit the spread of fundamentalism in the world and encourage moderate people to take the lead in countries of the Middle East.

"The very large part of Islam is moderate," he added.

He said the church does "not side with any government or regime," but asks whoever is in power to respect the rights of the people and guarantee freedom of speech, religion and conscience.

Patriarch Rai said that in Lebanon, 18 distinct religious groups live together, "not in ghettoes." He said Lebanon is a sign of hope for peoples of the region, and "the church in Lebanon is considered a guarantee for the Christian presence for that part of the world."

Patriarch Rai, 71, was elected March 25 as the leader of the Lebanon-based Maronite church, which is the largest of the six Eastern Catholic patriarchal churches with an estimated 13.3 million members.

Since his installation, he has traveled throughout Lebanon, meeting Catholics, Muslims, Orthodox and Protestants. He described spontaneous gatherings of people of many faiths, carrying placards referring to him as the patriach of national unity and of political reconciliation.

Patriarch Rai's visit to New York concluded an inaugural U.S. trip that included pastoral events in Pennsylvania, Massachusetts and New York. He met with U.N. Secretary-General Ban Ki-moon Oct. 21.

BEIRUT: Bkirki and the Vatican are preparing for a possible visit of Pope Benedict XVI to Lebanon in 2012, as part of the Catholic Church's strategy to protect Christians in the Middle East, Friday's As-Safir reported.

"The Maronite patriarchate and the Vatican are coordinating to discuss preparations for a possible by Pope Benedict's visit to Lebanon in 2012," the paper quoted Church sources as saying.

"This is part of the Vatican's new strategy to protect the Christian presence in Lebanon and the East," the Church sources said.

Sources added that the Vatican and Bkirki share the single priority of protecting the Christian presence in the Middle East, especially following recent developments in the region.

Egypt's military police drove armored vehicles into a crowd of Christians protesting against an attack on a church in southern Egypt earlier this month, resulting in the death of at least 25 people.

With the fall of Hosni Mubarak, fears have escalated that ultraconservative Salafists and other Islamic groups may be targeting Coptics, who make up 10 percent of Egypt's roughly 80 million people.

Maronite Patriarch Beshara Rai has also raised the alarm over the Christian presence in Syria, warning that the unrest there could threaten Christians should it lead to the Muslim Brotherhood taking power, or to civil war between Sunnis and Alawites.

"The Vatican and Maronite patriarchate have information about the increase in immigration in the number of Christian families from Syria and that some of these families have begun buying houses in Lebanon, Arab and other foreign countries for permanent residence due to developments in Syria," the paper reported.

The daily also said Rai's remarks, which sparked weeks-long debate in Lebanon, stem from information provided by the Vatican regarding the danger facing the Christian presence.

Rai later said his remarks were taken out of context and dismissed any concerns over the future of Lebanon's Maronite community.

Sources also said that Rai's main concern now is the creation of a new electoral law that can protect the presence of Christians in Lebanon.

"Maronite Patriarch Beshara Rai is placing great importance on establishing a new electoral law given that this issue represents a primary step toward … lessening political dependence of Christians on other parties," the paper added.

Interior Minister Marwan Charbel has drafted a new electoral law based on proportional representation. The Cabinet has not discussed the draft law which Charbel has proposed be implemented for the upcoming 2012 parliamentary elections.

The current system in Lebanon is based on a winner-takes-all electoral system.

The paper also added that Bkirki aims to eliminate what it views as the political isolation of Christians and rid the country of foreign strategies, either Arab or foreign.

BEIRUT: The Syrian-Lebanese Council's secretary-general said Friday that the Syrian army had not violated Lebanon's sovereignty during recent incidents, because they occurred in disputed areas where the borders between the countries have not been demarcated.

"There were no incursions into Lebanese territory from the Syrian army as it was claimed and you could easily ask the Lebanese army who is the responsible authority on the border," Nasri Khoury told reporters after meeting with Prime Minister Najib Mikati at the Grand Serail.

"The area that was in the news is a common, disputed area and consequently we cannot determine whether it is Lebanese or Syrian because the borders have not been demarcated yet."

Earlier this month, a famer was killed in the northern town of Arsal when Syrian soldiers reportedly crossed several kilometers into Lebanese and shot in the direction of farms.

Arsal residents have reported several similar incursions. There have also been reports of Syrian troops crossing the border in the Wadi Khaled area.

Lawmakers from across the political spectrum have for several years been calling on the government to demarcate the border between Lebanon and Syria.

"What happened in Arsal is that there is a disputed area with each side claiming it belongs to them," Khoury said, adding that a committee from the council was working to resolve border demarcation issues.

Khoury also criticized the media coverage of the incidents, saying that most of the reports were not followed by official statements to support them, and added that the Lebanese and Syrian armies were coordinating on a daily basis on several border issues.

"I think that things are good between the two countries on all levels, regardless of all attempts to disrupt the relationship," he said.

BEIRUT: Syria has spent about $3 billion defending its currency and financing trade since the start of an uprising seven months ago against the rule of President Bashar al-Assad, said Adib Mayaleh (al-Mayyaalah), governor of the central bank.

The money was from a government fund created in 2007 that had $5 billion when the revolt began, Mayaleh said by phone from Damascus today. The pound is stable and the central bank's foreign-currency reserves remain at about $18 billion, he said.

"The market is constantly changing and we've had to finance external trade, so we've spent about $3 billion from the fund," Mayaleh said. "There is confidence in the central bank, the currency and our ability to manage in this crisis."

Protests against Assad's rule have swept Syria since mid-March, inspired by the uprisings earlier this year that ousted Egypt's and Tunisia's longtime rulers. Assad and the government have blamed the unrest on Islamic militants and foreign provocateurs. He has used tanks, armored vehicles and artillery to crush the most serious threat to his family's 40-year rule, rejecting U.S. and European demands for him to resign.

The European Union expanded sanctions against Syria Oct. 13 in a push to end the crackdown on demonstrators, freezing the EU assets of the state-owned Commercial Bank of Syria. The U.S. also targeted the Commercial Bank of Syria and a subsidiary, banned the import of Syrian petroleum products, and cut Syria's access to the U.S. financial system.

'Psychological Warfare'

Mayaleh dismissed the possibility that the Syrian economy may collapse as the uprising approaches the one-year mark.

"So many have speculated, and we've seen many rumors, about people's wages not being paid or that the central bank has a shortage of banknotes," Mayaleh said. "These are all rumors to try to scare citizens. It's psychological warfare."

He said that if the government was short of cash it wouldn't have helped to finance a $1 billion project to produce electricity in the east of the country this month.

Mayaleh said that while there are no shortages of products in Syria and prices are stable, the international sanctions have affected the operations of Commercial Bank, the country's largest, and the central bank, which no longer uses the dollar.

"We're not living on another planet," he said. "Yes, of course they will."

The central bank is now using Arab currencies, the Chinese yuan, the Russian ruble and euro, he said, adding that if the EU bans Syria from using its single currency the government will take steps to get around such restrictions.

Growth Slows

Growth in Syria's $60 billion economy is expected to slow to about 1 percent this year from 5.5 percent in 2010, Finance Minister Mohammad Al-Jleilati said in a Sept. 7 interview. The International Monetary Fund forecasts the economy will contract 2 percent this year, while the Institute of International Finance said it may shrink 3 percent.

"The sanctions are having an impact, foreign currency is going down perhaps not at as fast a rate as some pessimists think," Chris Phillips, an analyst at the Economist Intelligence Unit in London, said today by phone. "The Syrian economy is certainly contracting at the moment. There is far less economic activity, sanctions are affecting trade and they are trying to reorder the economy around the countries they are still allied with, like Russia and China."

Tourism, which accounts for about 10 percent of gross domestic product, is slumping, with hotel-occupancy rates of almost zero in Damascus, the capital, and Aleppo, Phillips said.

As the uprising continues, "a lot depends on the reaction of the public to increased hard times and the reaction of the business community," Phillips said. "The big question is whether or not the current public will put up with a deteriorating situation, having tasted a degree of economic openness and access to foreign consumer goods, and turn on the regime."

The National Transitional Council of Libya (NTC) has promised to hand over the Syrian Embassy in Tripoli in the coming months to the Syrian National Council (SNC) formed by Syrian dissidents, the Hürriyet Daily News has learned.

"We asked for handing over of the Syrian Embassy in Libya to the SNC during our visit to Libyan transitional authorities a couple of days ago. This kind of act would not be legally recognized, but it would have a symbolic meaning for us. They promised to do so in the near future," Halit Hoca, the SNC Foreign Affairs Committee Turkish representative, told the Hürriyet Daily News in an interview Thursday.

NTC officially recognized the Syrian opposition council 10 days ago and decided to close the Syrian Embassy in Tripoli. Thus Libya became the first country to announce its recognition of the SNC, which was established about one month ago in Istanbul.

Leading members of the SNC visited Egypt two days ago on their return from Libya. The council members met with Arab League Secretary-General Nabil al-Arabi in Egypt and repeated their request for the suspension of Syria's membership from the Arab League.

"There are some countries in the Arab League that are against the suspension of Syria's membership," Hoca said. "Now we are planning to visit those countries such as Saudi Arabia, Yemen, Sudan and Qatar to explain to them the situation in Syria and convince them."

Hoca said their short-term aim was to persuade the international community to isolate Syrian leader Bashar al-Assad.

Assistant Secretary-General of the Arab League Wagih Hanafi announced Thursday that they had received approval from the Syrian government to receive a ministerial delegation headed by Qatar on Oct. 26, AFP reported.

The delegation will include al-Arabi and the foreign ministers of Algeria, Egypt, Oman and Sudan.

At an urgent session in Cairo on Oct. 16, the Arab League called for "national dialogue" in the Egyptian capital between Syria's government and the opposition by the end of the month to help end the violence and avoid "foreign intervention" in Syria. But the proposal was swiftly slammed by Syria's official media.

Hoca said they would announce the eight members of the SNC executive committee next week in Istanbul. "The leadership team might change according to rotation every three months, so that everybody in the council can have the chance to be part of the decision-making process," Hoca said. The United Nations estimated more than 3,000 people, including 187 children, have been killed in a fierce crackdown on dissent in Syria.

DAMASCUS, SANA_ An army member and two civilians were martyred on Friday by the fire of armed terrorist groups in the provinces of Homs and Hama.

An official source in Homs told SANA correspondent that the competent authorities chased a terrorist group and clashed with it, killing two gunmen.

In Hama, a Police leadership source told SANA correspondent that an explosive device planted by armed groups in al-Ta'awouniyeh neighborhood blew up without injury.

Another explosive device was dismantled by a military engineering unit near the Municipal Stadium in the city of Hama.

An information source on Friday denied the news broadcast by al-Jazeera and al-Arabiya Satellite Channels on deaths in the Syrian cities and considered such news as "operations orders for the armed terrorist groups."

In Aleppo Province, an official source refuted as "false and fabricated" the news broadcast by al-Arabiya regarding warplanes flying over the city.

The source said that Aleppo Province has witnessed a normal and calm Friday as it was over the past period.

Aleppo Police Chief told SANA correspondent in Aleppo that broadcasting false and misleading news by such channels aim at spreading chaos and indicate the bankruptcy and failure of all attempts to tamper with the security of the province to complete the conspiracy to which Syria is being exposed.

4 Terrorists Arrested in Homs

Competent authorities arrested on Friday a terrorist group in a Kia truck with two mutilated bodies inside.

An official source told SANA correspondent in Homs said that the terrorist group caught in al-Warsheh neighborhood in Homs includes two gunmen and the truck driver, adding that they confessed to dumping three other bodies near al-Nakhlkeh Mosque in the same neighborhood.

The source added that another terrorist was arrested with a Kalashnikov rifle as he was shooting citizens and law-enforcement members in Bab Dreib neighborhood in Homs.

The source added that fake passports, ID cards and uniforms were found in the house of the terrorist.

DAMASCUS, (SANA) – Terrorists Thaer Salah Saifuddin and Mahmoud Hussein al-Maleh confessed that they were part of an armed terrorist group that opened fire on demonstrators and committed robbery, murder and theft in Madaya, Damascus Countryside.

In confessions broadcast on Friday evening by the Syrian TV, terrorist Saifuddin said that the weapons were brought to them from Lebanon and that a London resident, Anas al-Abdeh, is the person who was paying for these weapons.

He mentioned that al-Abdeh sent S.P 12 million to his cousin, adding that disagreements erupted among members of the group regarding the distribution of this amount.

For his part, terrorist al-Maleh confessed to his involvement in shooting demonstrators and armed robbery of cars, affirming that his cousin was injured by the gunfire of these terrorist groups during firing on demonstrators.

Saifuddin, an assistant engineer from Madaya, said that when demonstrations began they started off by calling for reform, and then Mohammad Diab al-Nammous came along and started instructing them to open fire on demonstrations.

"Al-Nammous would stand with his armed group at the back of the demonstrations when they started… after the demonstration passes by, he would give us a command through radio to open fire in the demonstrations and we would do so to accuse security forces of opening fire," Saifuddin said, adding that they injured Ashraf Saifuddin, Mohammad al-Halbouni and Alaa Jadid in this manner.

He went on to say that al-Nammous would issue them Fatwas permitting them to steal and rob on religious basis, telling them that they could rob any car heading to Madaya with the excuse of buying weapons and supporting the "revolution" and their group.

Saifuddin said that al-Nammous instructed them to draw security forces to a location where the gunmen were stationed on both sides of the road, with Zakaraya Nassif using a motorbike to lure the security forces vehicles to the location. Upon their arrival, al-Nammous gave the order and they opened fire, killing three security personnel and wounding three others.

He pointed out that al-Nammous, Ahmad Sultani and Abdo Mehrez smuggled AK-47 rifles, machineguns, grenades and ammo from Beirut, adding that orders came via al-Nammous from Abu Sleiman Awad from the Islamic Liberation Party which is located in Lebanon, adding that Awad snuck to Syria and visited them at an earlier date, encouraging them to protest and saying that his party supported them wholeheartedly and was prepared to provide money, weapons and more.

Saifuddin added that Anas al-Abdeh sent SYP 12 million and about 30 pistols to his cousin Rashad al-Abda via Lebanon, indicating that al-Nammous was forcing store owners to pay SYP 3000-4000 every week.

For his part, terrorist al-Maleh confessed that his group shot demonstrators upon orders from Ayham al-Nammous and Amer Seeta in order to accuse law-enforcement and army personnel soldiers of shooting the demonstrators.

"One day and while we were shooting at demonstrators, I unintentionally shot my brother Ahmad Hussein al-Maleh. At that time, I accused the law-enforcement personnel of doing so."

He said that Jawad al-Mansour, a member of the group, had a Thuraya satellite phone which he used to phone al-Jazeera and al-Arabiya channels and tell them that the demonstrations were huge when in fact the number of the demonstrators didn't exceed 100 persons, adding "he was telling them that law-enforcement and army personnel shot people while he was a member of a group that was doing that."

Al-Maleh pointed out that Abu Ayham al-Nammous gave me an AK-47 rifle with 5 magazines and a handgun, and that he and the group committed 3 armed robberies, stopping cars and stealing their passengers' possessions. The first victims were a man and his wife in a white Lada from whom they stole two mobile phones and SYP 25000. The second car was a pickup truck from which they a mobile phone and SYP 15000. In the third robbery, they stole SYP 175.000, jewelry and two mobile phones from a Saudi man and his wife.

"Abu Ayham al-Nammous ordered these operations; he told us that these people are infidels. He, himself, was addicted to drugs and gambling," al-Maleh pointed out, adding "Amer Assaf, nicknamed Amer Seeta, gave the group members and the demonstrator's drugs for free. All of us were taking drugs". He concluded.
