Reached the total amount of cotton supplied to the centers and gins the General Corporation for ginning and marketing of cotton since the start of the procurement for the current season to 244,353 tonnes of which 35,205 tons of production of the province and about 6793 tons of Idlib and 8091 tons of Hama and 37,838 tons of Deir Al-Zour, and 78,012 tons of tenderness and 78,405 tons of Hasaka .
The Engineer Nazir Lababidi Director-General of the institution that the processes of the supply is still ongoing and general condition of the crop as good as that the climate is suitable for harvesting and marketing.
It is noteworthy that the quantities of cotton marketed for the same period of last year reached 182,184 tons.

LONDON: The uprisings that swept the Middle East this year have cost the most affected countries more than $55 billion, a new report says, but the resulting high oil prices have strengthened other producing countries.
A statistical analysis of International Monetary Fund (IMF) data by political risk consultancy Geopolicity showed that countries that had seen the bloodiest confrontations – Libya and Syria – were bearing the economic brunt, followed by Egypt, Tunisia, Bahrain and Yemen.
Between them, those states saw $20.6 billion wiped off their gross domestic product and public finances eroded by another $35.3 billion as revenues slumped and costs rose.
But as the major oil producers such as the United Arab Emirates, Saudi Arabia and Kuwait avoided significant unrest – often through increasing handouts as oil prices rose – they saw their GDP grow. Oil prices rocketed from around $90 a barrel of Brent crude at the start of the year to just short of $130 in May before retreating to around $113 now.
"As a result, the overall impact of the 'Arab Spring' across the Arab realm has been mixed but positive in aggregate terms," the report estimated, saying overall the year to September saw some $38.9 billion added to regional productivity.
Libya looks to have been the worst affected, with economic activity across the country – including oil exports – halted at an estimated cost to GDP of $7.7 billion, or more than 28 percent. Total costs to the fiscal balance were estimated at $6.5 billion, roughly 29 percent of gross domestic product.
In Egypt, nine months of turmoil eroded some 4.2 percent of gross domestic product with public expenditure rising to $5.5 billion just as public revenues fell by $75 million.
HANDOUTS NOT REFORM?
In Syria, where protests have continued throughout the year in the face of a bloody crackdown, the impact is hard to model but early indications suggested a total cost to the Syrian economy of some $6 billion or 4.5 percent of GDP.
The report said the number of Yemenis below the poverty line was expected to be pushed above 15 percent as a result of currency falls and protracted unrest. Total cost to the economy was estimated at 6.3 percent of GDP, with the fiscal balance deteriorating by $858 million, 44.9 percent of GDP.
Tunisia, where the protests began in late 2010, lost some $2.0 billion from its GDP, roughly 5.2 percent, with negative impacts across almost all sectors of the economy including tourism, mining, phosphates and fishing. Tunisia's government increased expenditure by some $746 million, pushing its fiscal balance some $489 million into the red.
Saudi Arabia's newly instituted handouts and wider public investment programme, the report estimated, amounted to some $30 billion – perhaps seen by the kingdom's rulers as a way of avoiding real reform. But increased oil prices and production helped boost gross domestic product by more than $5 billion and push up public revenues by $60.9 billion.
In Bahrain, oil helped cushion the impact of weeks of protest, with the fall in GDP relatively low at some at 2.77 percent. Public expenditure rose some $2.1 billion, partly because of cash transfers of $2,660 to each family.
None of these steps, the report argued, addressed the underlying causes behind the unrest. A better solution, it said, was much broader international support through the G20 or United Nations aimed at much wider reform.

Lebanese newspaper Al-Akhbar reported that President Bashar al-Assad told the Lebanese visitors that the Emir of Qatar Sheikh Hamad bin Khalifa Al Thani called him for holiday occasion of Eid al-Fitr.
And according to the newspaper, the Emir of Qatar asked President Assad about the situation of his country, Assad replied, saying they tend to calm after the failure of most of the foreign goals.
And Assad stressed the strength of the economic situation of Syria, citing the movement on that business in the province of Damascus.

BEIRUT: Syria's ambassador to Lebanon lodged a protest Friday against allegations of Syrian Embassy involvement in the kidnapping of four Syrian opposition figures and called on Lebanon's police chief to present evidence.
"I urge [Lebanese police chief Maj. Gen. Ashraf Rifi] to present evidence to prove the embassy involvement," Ali told reporters after meeting with Lebanese Foreign Minister Adnan Mansour.
Ali said he had lodged a protest with Mansour over the allegations.
Rifi said Monday that the Internal Security Forces had collected "dangerous information" pointing to the Syrian Embassy's involvement in the May disappearance of Shibli Aisamy, an 86-year-old Syrian dissident who was abducted in the mountainous town of Aley.
He also said embassy personnel and ISF staff were involved in the kidnapping in February of three brothers from the Jasem family, one of whom had been seen a few days earlier handing out flyers calling for reform in Syria, according to Human Rights Watch.
Sources told The Daily Star Thursday that Rifi's evidence was based on documents, secret service agents, pictures, video from surveillance cameras installed in the Syrian Embassy parking lot and along roads surrounding the embassy, as well as witness testimonies.

BEIRUT: Allegations against the Syrian Embassy by ISF commander Maj. Gen. Ashraf Rifi of involvement along with ISF personnel in the kidnapping of Syrian opposition figures in Lebanon were based on concrete and indisputable evidence, security and political officials told The Daily Star Thursday.
The sources said that members of the ISF and the Syrian Embassy were involved in the kidnapping and the disappearance of at least four Syrian opposition figures in Lebanon.
During a meeting of the Parliamentary human rights committee Monday, Rifi briefed MPs on two high-profile kidnapping cases he said had been carried out this year by personnel from the Syrian Embassy in Beirut.
Three Syrian brothers from the Jasem family disappeared in February, after two of them went to pick up their brother, Jasem Merii Jasem, from a police station east of Beirut.
Human Rights Watch said in March that Jasem was originally picked up by military intelligence agents in Beirut after he was seen handing out flyers calling for democratic change in Syria.
Rifi said Monday that a car belonging to the Syrian Embassy in Beirut had been used to kidnap the brothers, according to participants in the session.
He also told the committee that he had collected "dangerous information" pointing to the embassy's involvement in the May disappearance of Shibli Aisamy, an 86-year-old Syrian dissident and former high-ranking Baath Party official who was abducted in the town of Aley.
The ISF commander also expressed his belief that the kidnappings had been undertaken by Lebanese ISF personnel working in the embassy.

Judicial sources, however, defended the Military Tribunal, telling The Daily Star that the probe into the abduction of Syrian opposition figures was ongoing.
They said both the ISF and judicial authorities had conducted separate interrogations with the head of the Syrian Embassy guard unit, Lebanese First Lt. Salah Hajj after they received information that implicates the Syrian delegation in Lebanon.
Hajj is the son of Maj. Gen. Ali Hajj, Lebanon's former ISF chief who was held along with three other Lebanese generals for four years for alleged involvement in the 2005 Hariri assassination.

MOSCOW/BEIJING, (SANA)- Russian Foreign Ministry Spokesman Alexander Lukashevich reiterated his country's stance which calls for dialogue as soon as possible to find a solution to the situation in Syria and prevent the escalations of events.
Lukashevich's remark came during a press conference in Moscow on Thursday in which he said that Russia aims to encourage dialogue among all the sides in Syria and is using all the channels to contribute to this goal.
The spokesman stressed that the Russian stance towards the Syrian issue and the motives behind his country's voting at the Security Council regarding this issue are well known.
China, in turn, renewed support to restoring stability to Syria and the Middle East region and resolving the current crisis in Syria by means of dialogue and consultation.
The Chinese Foreign Ministry Spokesman Liu Weimin on Thursday said that his country considers the draft resolution submitted by some European countries at the Security Council on Syria focused only on exerting pressures and threatened more sanctions, "which doesn't help in calming the situation in Syria".

MOSCOW/BEIJING, (SANA)- Russian Foreign Ministry Spokesman Alexander Lukashevich reiterated his country's stance which calls for dialogue as soon as possible to find a solution to the situation in Syria and prevent the escalations of events.
Lukashevich's remark came during a press conference in Moscow on Thursday in which he said that Russia aims to encourage dialogue among all the sides in Syria and is using all the channels to contribute to this goal.
The spokesman stressed that the Russian stance towards the Syrian issue and the motives behind his country's voting at the Security Council regarding this issue are well known.
China, in turn, renewed support to restoring stability to Syria and the Middle East region and resolving the current crisis in Syria by means of dialogue and consultation.

DAMASCUS, (SANA) - Ministry of Electricity and the German group Siemens signed a 305 million Euro contract on Thursday for the expansion of al-Nasseriyeh power plant, north of Damascus City.
According to the contract, Siemens group is responsible for design works, manufacturing, importation, transmission, insurance, test, installation and operating all the machines and equipment necessary to establish an additional combined circuit and single axis tracking plant.
The plant's operating capacity reaches 351 MW. It consists of gas turbine which ramps up to a capacity of 250 MW, a recovery boiler, a steam turbine, a capacitor antenna, a water treatment plant and an operating room.
Minister of Electricity Imad Khamis said that expanding al-Nasseriyeh plant came in the framework of the Ministry's plan to provide the increasing demand for electricity in Syria with preserving high quality and performance.
He added that the plant will be funded by Arab funds, referring to underway deliberations with the European Investment Bank to participate by 50% of the total cost.
Siemens Group Deputy Chairman said the plant will help obtain 6 kWh hours of electricity from 1 cubic meter of natural gas.

Kurdish issue creates conflict
The fact that Turkey has staked out such a stark position against Syria poses a series of drawbacks. The first one of these is that, with such a sharp attitude, Turkey is keeping the door open to the expectation of an instant contribution in the event the West chooses the military option against Syria in the future.
Another drawback stems from the conflicting situation created by Turkey's diversion from its own domestic issues, especially from the democratic initiative in the Kurdish issue. The Syrian regime's actions against opposition groups coincides with a time when Peace and Democracy Party (BDP) members are being subjected to mass arrests, when elected deputies are kept in jails and when the space for the Kurdish political movement to operate within democratic bounds is being entirely constricted in Turkey.
Also, will the Justice and Development Party (AK Party) government, which has adopted such a critical attitude against Syria, be able to demonstrate the same principled attitude against the Tehran regime when similar movements erupt in Iran in the future? It is useful to contemplate this question starting now.

BEIRUT: Lebanese authorities denied Thursday reports that the Syrian Army had entered the Bekaa town of Anjar a day earlier.
Residents told The Daily Star earlier Thursday that a 15-strong Syrian infantry unit infiltrated at 5 p.m. Wednesday about 150 meters into Wadi Anjar.
The Syrian Army had taken up a position near an earth mound in the area that is considered a smuggling route, the residents said, adding that the unit then pulled back following contacts carried out by the Lebanese Army.
Security and Lebanese Army sources said they had no reports of an incursion, adding that the Syrian Army did not go beyond the Syria-Lebanon border.
Syrian troops have made several incursions into the Bekaa town of Arsal since the beginning of October.

BEIRUT: Allegations levied against the Syrian embassy by ISF commander Maj. Gen. Ashraf Rifi of involvement along with ISF personnel in the kidnapping of Syrian opposition figures in Lebanon were based on concrete and indisputable evidence, security and political officials told The Daily Star Thursday.
Sources said that members of the ISF and the Syrian Embassy were involved in the kidnapping and the disappearance of at least four Syrian opposition figures in Lebanon.
During a meeting of the parliamentary human rights committee Monday, Rifi briefed MPs on two high-profile kidnapping cases he said had been carried out this year by personnel from the Syrian Embassy in Beirut.
Three Syrian brothers from the Jasem family disappeared in February, after two of them went to pick up their brother, Jasem Merii Jasem, from a police station east of Beirut.
Human Rights Watch said in March that Jasem was originally picked up by military intelligence agents in Beirut after he was seen handing out flyers calling for democratic change in Syria.
Rifi said Monday that a vehicle belonging to the Syrian Embassy in Beirut had been used to kidnap the brothers.
He also told the committee that he had collected "dangerous information" pointing to the embassy's involvement in the May disappearance of Shibli Aisamy, an 86-year-old Syrian dissident who was abducted in the town of Aley.
The ISF commander also expressed his belief that the kidnappings had been undertaken by Lebanese ISF personnel working in the embassy.
Security sources told The Daily Star Thursday that Rifi's evidence was based on documents, secret service agents, pictures, video from surveillance cameras installed in the Syrian embassy parking lot and along roads surrounding the embassy, as well as witness testimonies.
Kataeb MP Sami Gemayel, who was among the lawmakers who attended Monday's session, said Rifi had provided "dangerous information that implicates the Syrian embassy in Aisamy's kidnapping."
Several lawmakers attending Monday's session, including Gemayel and Baabda MP Hikmat Deeb, have questioned the military court's failure to apprehend those involved in the abductions.
"The committee at Parliament agreed to invite [State Prosecutor Saeed] Mirza for the next session to look into the reasons the Military Tribunal has failed to uncover the perpetrators," Deeb told The Daily Star Wednesday.
Judicial sources, however, defended the Military Tribunal, telling The Daily Star that the probe into the abduction of Syrian opposition figures was ongoing.
They said both the ISF and judicial authorities had conducted separate interrogations with the head of the Syrian Embassy guard unit, Lebanese First Lt. Salah Hajj after they received information that implicates the Syrian delegation in Lebanon.
Hajj is the son of Maj. Gen. Ali Hajj, Lebanon's former ISF chief who was held along with three other Lebanese generals for four years for alleged involvement in the 2005 assassination of statesman Rafik Hariri.
"What else could the military court do besides issuing summons?" one judicial source told The Daily Star Thursday.

BRUSSELS, Oct 13 (Xinhua) -- The European Union on Thursday expanded its sanctions on the Syrian government by adding one more of its entity to asset freeze, said the EU in a statement.
"Our measures are not aimed at the Syrian people, but aim to deprive the regime of financial revenues and the support base necessary to maintain the repression," said the EU foreign policy chief Catherine Ashton.
The statement didn't disclose the nature of the entity, saying that the legal act, together with the details about the entity, will be published in the Official Journal of the EU on Friday.
Some diplomats said the newly added entity on the sanction list is the Commercial Bank of Syria
The move has brought the number of Syrian entities targeted by an EU asset freeze to 19.

WASHINGTON — The Justice Department on Wednesday accused a Syrian-American man of secretly working for a Syrian intelligence service. It said he collected information about people in the United States who were protesting the Syrian government's crackdown on the country's pro-democracy movement, as part of a scheme to "silence, intimidate and potentially harm the protesters."
The man, Mohamad Anas Haitham Soueid, 47, a resident of Leesburg, Va., was arrested on Tuesday and charged with six offenses, including serving as a foreign agent without registering and making false statements, authorities said. They described him as a naturalized American citizen born in Syria.

It also says he was working with an official at the Syrian Embassy in the United States, and that in June the Syrian government paid for him to travel to Syria, where he met with intelligence officials and spoke with the Syrian president, Bashar al-Assad, in private. BRUSSELS, Oct 13 (Xinhua) -- The European Union on Thursday expanded its sanctions on the Syrian government by adding one more of its entity to asset freeze, said the EU in a statement.
"Our measures are not aimed at the Syrian people, but aim to deprive the regime of financial revenues and the support base necessary to maintain the repression," said the EU foreign policy chief Catherine Ashton.
The statement didn't disclose the nature of the entity, saying that the legal act, together with the details about the entity, will be published in the Official Journal of the EU on Friday.
Some diplomats said the newly added entity on the sanction list is the Commercial Bank of Syria
The move has brought the number of Syrian entities targeted by an EU asset freeze to 19.

WASHINGTON — The Justice Department on Wednesday accused a Syrian-American man of secretly working for a Syrian intelligence service. It said he collected information about people in the United States who were protesting the Syrian government's crackdown on the country's pro-democracy movement, as part of a scheme to "silence, intimidate and potentially harm the protesters."
The man, Mohamad Anas Haitham Soueid, 47, a resident of Leesburg, Va., was arrested on Tuesday and charged with six offenses, including serving as a foreign agent without registering and making false statements, authorities said. They described him as a naturalized American citizen born in Syria.

It also says he was working with an official at the Syrian Embassy in the United States, and that in June the Syrian government paid for him to travel to Syria, where he met with intelligence officials and spoke with the Syrian president, Bashar al-Assad, in private. HOMS, (SANA) – During their pursuit of armed terrorist groups, the authorities in Homs governorate on Wednesday arrested 95 wanted men and confiscated a number of cars with fake license plates used by terrorists in their crimes.
An official source at Homs governorate told SANA's correspondent that in addition to the cars, the authorities confiscated a large amount of firearms, ammunition, digital cameras and satellite transmission equipment.

Many activists and opposition figures have belied the government version of the events, claiming that the army operations in Rastan and other restive areas such as Idlib were launched to fight army defectors.
Sporadic reports of defections have emerged lately, as activists have posted online videos picturing alleged army defectors calling on other fellow soldiers to join what they called the "free Syrian Army" to fight Syrian security forces and alleged pro-regime gunmen known as "Shabbihah" that attacked and killed opposition protestors.
During a government-organized trip for journalists to Rastan Thursday, life in the town seemed half normal, as most markets were closed and the streets were empty except for schoolchildren and other kids that were playing around.
On the sidelines of the trip, the governor of the restive city of Homs Ghassan Abdul-Aal told reporters that the situation is getting better in the city, pledging that all reconstruction works will end by the end of this month.
He said that the protesters "had initially righteous demands, but those demands have turned to armed and violent acts ... The number of gunmen has increased in al-Rastan and they have jeopardized civil peace, a matter which entails the interference of the Syrian authorities."
The governor said all the arrested gunmen were Syrians, adding that some of them fled the town to nearby areas.
Abdul-Aal said 45 percent of government institutions in al- Rastan have been ruined, and land telephones and electricity have been cut-off.
He dismissed reports claiming that a big number of army officers have defected, saying only a handful of army members fled. He also denied claims that the city was bombarded by artillery.
He confirmed that all food stuff and medical supplies are abundantly available.
Journalists were taken to the Sport Club in Homs, where weapons, the Syrian government says it has seized from the arrested gunmen, were displayed. Nearly 200 pieces were put on display, including shotguns, assault rifles, pump-action rifles, military uniforms, rocket-propelled grenades and automatic rifles.
The Syrian army retook al-Rastan on Oct. 2 and it has been combing the area since then in hunt of "fleeing and hiding gunmen. "
A lot of buildings in the city were burned and others hold bullet holes.

Iranian Deputy Oil Minister Javad Oji says Turkey has requested Iran to increase its natural gas exports to its northwestern neighbor amid a Russia-Turkey row over the price of gas.
Oji also said on Wednesday that Iran's gas exports to Turkey stood at 24 million cubic meters per day on average this year and expressed Tehran's readiness to provide Ankara with further natural gas, Mehr news agency reported.
He further noted that the two countries have held negotiations in the past over an increase in the gas exports to Turkey.
The Oil Ministry official said that Iran has a capacity to export an average of 36-40 million cubic meters of natural gas to Turkey.
Turkey currently has natural gas purchase deals with countries such as Russia, Iran and Azerbaijan, as well as liquefied natural gas (LNG) deals with Nigeria and Algeria.
The country has refused to extend a gas supply contract with Moscow after failing to secure a 20 percent discount from Russia's gas giant Gazprom.
"Turkey has annulled a gas contract with Russia because we've failed to agree on discount for fuel delivery," said Turkey's Minister of Energy and Natural Resources Taner Yildiz.
In 2009, Iran exported an average of 21 million cubic meters of natural gas to Turkey per day.

Oji also said on Wednesday that Iran's gas exports to Turkey stood at 24 million cubic meters per day on average this year and expressed Tehran's readiness to provide Ankara with further natural gas, Mehr news agency reported.
He further noted that the two countries have held negotiations in the past over an increase in the gas exports to Turkey.
The Oil Ministry official said that Iran has a capacity to export an average of 36-40 million cubic meters of natural gas to Turkey.
Turkey currently has natural gas purchase deals with countries such as Russia, Iran and Azerbaijan, as well as liquefied natural gas (LNG) deals with Nigeria and Algeria.
The country has refused to extend a gas supply contract with Moscow after failing to secure a 20 percent discount from Russia's gas giant Gazprom.
"Turkey has annulled a gas contract with Russia because we've failed to agree on discount for fuel delivery," said Turkey's Minister of Energy and Natural Resources Taner Yildiz.
In 2009, Iran exported an average of 21 million cubic meters of natural gas to Turkey per day.
Iran has the world's second-largest natural gas reserves after Russia and is Turkey's second-biggest supplier after Moscow.

"We have a serious amount of products shipping to the Arabian Peninsula via Syria," he said
Çağlayan also said that despite the current problems, Turkey's trade with Israel continued, too.
Turkish companies recently undertook business worth $238 million in Turkmenistan, adding that the total amount of construction business Turkish companies undertook in Turkmenistan in 2011 reached $3.2 billion.
Trade and business with Turkmenistan is another problematic issue as Turkish companies doing business in the Asian country claim high amounts of failed payments at state projects there.
