The Arab clients of Washington have a plan for Syria. A sizable group of Arab states are demanding that Bashar Assad relinquish power. Not via the street, but by dissolving his regime himself. After months of confrontations, justifiable or not, between the regime and protesters ― or collaborators with foreign powers near and far― America's Arabs are telling Assad the following:
Withdraw the army and security forces from the streets. Release all political and security detainees. Leave people to take to the streets to demand your overthrow. Remove your appointees from state and public bodies. Change the constitution now. Make your party relinquish all official positions. Then begin a dialogue with the Syrian National Council (SNC), which the world has decided is the sole legitimate representative of the Syrian opposition. You must hold this dialogue at Arab League headquarters in Cairo, because you cannot be trusted to keep your word. You will then arrange for early parliamentary elections on terms to be drawn up by experts in the field (including from the Gulf states, no less). And get ready to make an early exit from office.
If you refuse these orders; and you are now qualified to do no more than listen to our demands; you will be held responsible for the consequences of your actions. In other words, you will be punished. A number of steps will be taken in this regard:
The Arab and Western countries that operated in Libya will try to avoid repeating the organizational and logistical errors that occurred in the former jamahiriyya's cities before they were destroyed.First, we will isolate you in the Arab world (don't you remember trying that in 2005). We will withdraw all remaining Arab ambassadors from your capital, and expel your diplomatic missions from our countries. We will officially declare the SNC the sole representative of the Syrian people. We will turn over Syria's embassies and diplomatic missions to the SNC, as we did with Libya. We will name Radwan Ziadeh as Syrian foreign minister (he currently works out of the office of a junior minion at the US State Department; but he will only be required to read out prepared statements, so he can practice his pronunciation). Burhan Ghalioun will be accorded the protocol and VIP treatment worthy of a president (special suites at top hotels, police motorcades, etc.). He will be entitled to select the members of the delegations that he will lead as he travels the world to attend ceremonies of appointing new Syrian ambassadors.
After that, the Arab regimes will add, we will announce the severing of economic and trade relations with Syria. Our airlines will no longer fly to and from the country. We will only offer undisclosed flights to anyone wanting to join the rebel army. We will cut off whatever aid we provide to any organization that does not declare its recognition of the SNC. Our blacklists will grow longer than many think possible. We will endorse anyone; civilian, military, or security; who defects from the regime, and support any action taken against its various institutions.
All will come under the heading of legitimate self-defense. We will also promote civil disobedience. We will back any insurrection in the regular army. And if the opposition should suddenly decide that it has turned into an army and wants to form a rebel military force, we'll back that too. Isn't it worth studying the experience of Libya? The Arab and Western countries that operated in Libya will try to avoid repeating the organizational and logistical errors that occurred in the former jamahiriyya's cities before they were destroyed.
To make a long story short, a worldwide campaign of sanctions and embargoes will be mounted against you. If that can't be done by means of UN Security Council resolutions, countries and groups will take steps of their own. The European Union and the institutions of civil society, no less, will file for indictments in every national and international court, including new ones that may be created especially for Syria. Anyone who retains any connection with the regime will be damned. Learned religious scholars, clerics, and thinkers, sponsored by the Ford Foundation and others, will pronounce it sinful to have anything to do with the regime in Syria. Within weeks, Syria's only remaining ties will be with rogues like Iran, Hezbollah, Hamas, North Korea, Cuba, Venezuela, Bolivia, and a few delinquents who support the resistance against Israel.
On top of all that, life will become difficult for those Syrians who stayed at home and failed to take to the streets to sacrifice their lives for the sake of Basma Kadmani and Riad al-Shaqfa and his comrades. Assassinations will be one means of accomplishing this. Operatives and targets are currently being readied. Car-bombings of the kind previously employed in Iraq are another means. A decision has been taken to transfer their use; yes, a decision to transfer; to Syria and Lebanon. The regime's supporters in Lebanon must pay a price too. Never mind that there will be more casualties. The media will say; quoting anonymous and invisible activists, observers, or eyewitnesses; that the regime perpetrates these terrorist atrocities because it is in crisis.
All this will compensate for the impossibility of a regular military war, directly or by proxy, similar to Libya's. Practical considerations do not allow an operation of this kind to be launched in Syria at present. But this does not mean there are no alternatives available to those who may be interested. The moment will eventually arrive when the West weighs in with the final fireworks display. This will take the form of an attack aimed at killing whoever needs to killed, exiling whoever needs to be exiled, and destroying whatever remains to be destroyed. The intention is for the country, by then, to resemble nothing the Arabs have ever seen before ― not in Iraq, Libya, or Palestine. It must serve as an example for others. After that, let the world inquire about human rights in Syria.

The Arab clients of Washington have a plan for Syria. A sizable group of Arab states are demanding that Bashar Assad relinquish power. Not via the street, but by dissolving his regime himself. After months of confrontations, justifiable or not, between the regime and protesters ― or collaborators with foreign powers near and far― America's Arabs are telling Assad the following:
Withdraw the army and security forces from the streets. Release all political and security detainees. Leave people to take to the streets to demand your overthrow. Remove your appointees from state and public bodies. Change the constitution now. Make your party relinquish all official positions. Then begin a dialogue with the Syrian National Council (SNC), which the world has decided is the sole legitimate representative of the Syrian opposition. You must hold this dialogue at Arab League headquarters in Cairo, because you cannot be trusted to keep your word. You will then arrange for early parliamentary elections on terms to be drawn up by experts in the field (including from the Gulf states, no less). And get ready to make an early exit from office.
If you refuse these orders; and you are now qualified to do no more than listen to our demands; you will be held responsible for the consequences of your actions. In other words, you will be punished. A number of steps will be taken in this regard:
The Arab and Western countries that operated in Libya will try to avoid repeating the organizational and logistical errors that occurred in the former jamahiriyya's cities before they were destroyed.First, we will isolate you in the Arab world (don't you remember trying that in 2005). We will withdraw all remaining Arab ambassadors from your capital, and expel your diplomatic missions from our countries. We will officially declare the SNC the sole representative of the Syrian people. We will turn over Syria's embassies and diplomatic missions to the SNC, as we did with Libya. We will name Radwan Ziadeh as Syrian foreign minister (he currently works out of the office of a junior minion at the US State Department; but he will only be required to read out prepared statements, so he can practice his pronunciation). Burhan Ghalioun will be accorded the protocol and VIP treatment worthy of a president (special suites at top hotels, police motorcades, etc.). He will be entitled to select the members of the delegations that he will lead as he travels the world to attend ceremonies of appointing new Syrian ambassadors.
After that, the Arab regimes will add, we will announce the severing of economic and trade relations with Syria. Our airlines will no longer fly to and from the country. We will only offer undisclosed flights to anyone wanting to join the rebel army. We will cut off whatever aid we provide to any organization that does not declare its recognition of the SNC. Our blacklists will grow longer than many think possible. We will endorse anyone; civilian, military, or security; who defects from the regime, and support any action taken against its various institutions.
All will come under the heading of legitimate self-defense. We will also promote civil disobedience. We will back any insurrection in the regular army. And if the opposition should suddenly decide that it has turned into an army and wants to form a rebel military force, we'll back that too. Isn't it worth studying the experience of Libya? The Arab and Western countries that operated in Libya will try to avoid repeating the organizational and logistical errors that occurred in the former jamahiriyya's cities before they were destroyed.
To make a long story short, a worldwide campaign of sanctions and embargoes will be mounted against you. If that can't be done by means of UN Security Council resolutions, countries and groups will take steps of their own. The European Union and the institutions of civil society, no less, will file for indictments in every national and international court, including new ones that may be created especially for Syria. Anyone who retains any connection with the regime will be damned. Learned religious scholars, clerics, and thinkers, sponsored by the Ford Foundation and others, will pronounce it sinful to have anything to do with the regime in Syria. Within weeks, Syria's only remaining ties will be with rogues like Iran, Hezbollah, Hamas, North Korea, Cuba, Venezuela, Bolivia, and a few delinquents who support the resistance against Israel.
On top of all that, life will become difficult for those Syrians who stayed at home and failed to take to the streets to sacrifice their lives for the sake of Basma Kadmani and Riad al-Shaqfa and his comrades. Assassinations will be one means of accomplishing this. Operatives and targets are currently being readied. Car-bombings of the kind previously employed in Iraq are another means. A decision has been taken to transfer their use; yes, a decision to transfer; to Syria and Lebanon. The regime's supporters in Lebanon must pay a price too. Never mind that there will be more casualties. The media will say; quoting anonymous and invisible activists, observers, or eyewitnesses; that the regime perpetrates these terrorist atrocities because it is in crisis.
All this will compensate for the impossibility of a regular military war, directly or by proxy, similar to Libya's. Practical considerations do not allow an operation of this kind to be launched in Syria at present. But this does not mean there are no alternatives available to those who may be interested. The moment will eventually arrive when the West weighs in with the final fireworks display. This will take the form of an attack aimed at killing whoever needs to killed, exiling whoever needs to be exiled, and destroying whatever remains to be destroyed. The intention is for the country, by then, to resemble nothing the Arabs have ever seen before ― not in Iraq, Libya, or Palestine. It must serve as an example for others. After that, let the world inquire about human rights in Syria.

The Ministry of Oil and Mineral Resources, a number of measures to facilitate the distribution of diesel fuel to the citizens according to the official pricing as soon as possible.
The Engineer Sufian Alao, Minister of Petroleum and Mineral Resources said, during a meeting with the managers of Syrian Company for distribution of petroleum products (fuel) in the southern region today, that such actions will be through increased reliance on cars direct distribution in Damascus and its countryside and to review the amounts allocated to the gas stations that do not role in the distribution of diesel fuel as the best and add the quantities that are reduced from these stations to the amounts allocated to the direct distribution as well as coordination with the Conservatives to form committees and village councils commissioning party and teams to help out the distribution.
It called on the oil minister of all stakeholders, especially regulators to do their part in the supervision and follow-up and organization of minutes taken against violators who tempted to exploit the needs of citizens of diesel fuel, pointing out that the article is available in stores fuel, and will be delivered to the citizens most convenient ways.
He asked Alao branches of fuel increasing the amounts allocated to the direct distribution and maximum utilization of the capacities of tanks allocated to it in the provinces of Damascus and its countryside.
For his part, director of fuel Damascus Ali Ghanem that the Damascus branch distributed directly during the last month, about 8 million liters of diesel, with 34 car working around the clock, pointing out that the branch carried out 29 thousand request of the citizens since the beginning of last month, and until mid-month rate about 600 applications a day.
In turn, pointed Mansour Taha, director of fuel Damascus that the allocations to maintain the diesel fuel in November of 111 million liters, up more than 17 percent from the provisions of last November were distributed to 50 million liters of which until the fifteenth of this month as the work of the section in full capacity even during the holiday Eid al-Adha, pointing out that the Damascus branch of fuel distributing material through the 200 cars were contracted with each with a capacity of about 6000 liters and is working to meet the demands of citizens registered in the foot of the fuel station.
And about the availability of gas domestic fuel managers emphasized that the centers of production and distribution of gas working at full capacity to meet the high demand for this material to coincide with the onset of winter and the increased need for gas for heating purposes.

Said a Syrian officers dissidents told «Asharq al-Awsat» a leader of the Syrian army's free, military junta provisional, led by Colonel Riad Al-Assaad, who announced his split from the Syrian army on July 4 (July 2001) after about 4 months of the start of the Syrian revolution, to announce later in the July 29 founding of the Syrian army free and chairing his leadership. Syrians would accept Turkish intervention, brotherhood leader says

A leader of Syria's outlawed Muslim Brotherhood said on Thursday the Syrian people would accept military intervention by Turkey, rather than Western countries, to protect them from President Bashar al-Assad's security forces.
Mohammad Riad Shaqfa, who lives in exile in Saudi Arabia, told a news conference in İstanbul the international community should isolate Assad's government to encourage people in their struggle to end more than four decades of Assad family rule.

Hundreds of people have been killed this month, one of the bloodiest periods in the revolt that began in March. The United Nations says more than 3,500 people have died in the unrest.
If Assad's government refused to halt its repression, Shaqfa said Turkish intervention would be acceptable.
"If the international community procrastinates then more is required from Turkey as a neighbour to be more serious than other countries to handle this regime," Shaqfa said.
"If other interventions are required, such as air protection, because of the regime's intransigence, then the people will accept Turkish intervention. They do not want Western intervention," Shaqfa said.
The Syrian authorities have banned most independent media and blame the unrest on armed terrorist gangs and foreign-backed militants who they say have killed 1,100 soldiers and police.
NATO-member Turkey had close ties with Assad, but now says the Syrian government cannot be trusted after it ignored Prime Minister Recep Tayyip Erdoğan's repeated entreaties for a halt to violence and swift enactment of political reforms.
Ankara is considering imposing economic sanctions that would target Assad's government without harming the people, and is working with Arab governments to increase pressure on Damascus.
Several thousand Syrians, including army defectors who have taken up arms against Assad, have fled to Turkey, which has also hosted meetings of the opposition Syrian National Council.
The council is the foremost opposition group, bringing together people ranging from exiled dissidents to grassroots activists and members of the Muslim Brotherhood.
After mobs attacked Turkey's diplomatic missions in Syria at the weekend, Foreign Minister Ahmet Davutoglu hosted representatives of the Syrian opposition at dinner on Sunday.
Turkish officials have repeatedly denied media speculation that one of the contingencies being planned is the creation of a buffer zone inside Syrian territory to protect civilians and to make it easier for members of the Syrian military to desert.
On Thursday, Turkish officials denied a report in Sabah, a newspaper regarded as close to the government, that Syrian opposition representative had requested Turkey make plans for a no-fly zone a few kilometres (miles) inside Syrian territory that would gradually be expanded to cover the city of Aleppo.
Sabah said Turkey told the Syrian opposition that three conditions would have to be met: the no-fly zone must have a UN mandate, Arab League support and guarantees from the United States and European Union.
French Foreign Minister Alain Juppe told French BFM Radio on Thursday that France was helping Syrian opposition groups become more organised. Juppe was due to visit Turkey for talks on Thursday and Friday that would focus on Syria.
Shaqfa said members of the opposition council would meet British Prime Minister David Cameron within days.
"They (British officials) have told us that they will soon recognize the Syrian National Council as a representative of the Syrian opposition and the Syrian people," he said.
Shaqfa expressed admiration for the progress Turkey's democracy has made since Erdoğan's Justice and Development Party (AK Party) swept to power over a decade ago, and said the Muslim Brotherhood would not seek to impose a religious state in Syria if it ever joins a government.
"We and our people admire the Turkish experiment. If we reach power, we will deal with everyone. We will make laws .. that focus on freedom, justice and equality.
"These are all taken from principles of the Muslim religion. We will benefit from the instructions of Islam to make laws to achieve freedom, but it will not be a religious state."
The AK Party government, whose leaders came from a banned Islamist party, has overseen a period of unprecedented prosperity in Turkey.
It has also introduced reforms that have reduced chances for military coups that have dogged Turkey in the past, without making any overt moves to roll back the republic's secularism.

The Shia community in the Syrian city of Homs has been the main target of armed groups since the beginning of unrest in the country.
According to local reports, more than 115 Shias have been killed in the restive city in the past few months.
Assailants have also destroyed and set ablaze dozens of Shia-owned homes and businesses.
The violence has forced many families to flee the area and seek refuge elsewhere.
Meanwhile, hundreds of thousands of Syrians have rallied across the country on Wednesday to express their support for President Bashar al-Assad.
The demonstrators also stressed the need for national unity, security and stability. They also condemned the AL decision to suspend Damascus from the 22-member bloc.
Syria has been experiencing unrest since mid-March, with demonstrations held both against and in support of President Assad.
According to the United Nations, more than 3,000 people, including the members of the security forces, have been killed in the turmoil.
On Tuesday, the London-based Syrian Observatory for Human Rights said 34 Syrian soldiers were killed in an attack by armed groups in the southern province of Dara'a. According to the observatory, 12 armed men and over 20 civilians were also killed in the clashes.
The opposition and Western countries accuse Syrian security forces of being behind the killings in the country, but the government blames what it describes as outlaws, saboteurs and armed terrorist groups for the deadly violence, stressing that the unrest is being orchestrated from abroad.

DAMASCUS, (SANA)- The authorities concerned confiscated a large number of highly advanced communication means and satellite devices found with the armed terrorist groups and the members working with the seditious and instigative TV channels targeting Syria.
The first group of the confiscated devices included handheld two-way simplex system communication devices operating in the very high and ultrahigh frequency (VHF/UHF) ranges.
The devices were confiscated in a number of tension areas as they were used to ensure communication between the terrorists and criminals and organize the course of their movement to carry out attacks against the law enforcement personnel.
The devices operate by wireless scanning of the frequency ranges to pick up the calls of the security and law enforcement forces and monitor the movement of their personnel.
The second group included Thuraya satellite mobile phone sets which were used for satellite communication among the terrorists and those who work with them and between them and the misleading satellite TV channels and the external sides.
SIM cards for the Thuraya phones, charged through Arab and foreign providers, were used by the terrorists to avoid the monitoring of the authorities.
With the development of the crisis, various advanced generations of these devices appeared, such as Thuraya mobile phones powered by AB internet, which allows the possibility of connecting these devices to the internet via computer and transmitting text documents, photos and videos via satellite at high speed.
These devices were illegally infiltrated across the border from Arab countries and foreign developed countries and parties, on top the U.S.A. and Israel.
The information found in these devices included the phone numbers of all the misleading satellite channels- al-Jazeera, al-Arabiya, BBC, France 24 and others- and the phone numbers of Arab and foreign personalities involved in the events, in addition to tendentious and biased messages stored in advance.
The third group included Iridium satellite devices operated by the U.S. military satellite communication network made up of 66 satellites covering the globe which provides audio and data transfer services of different advanced generations.
The devices were used by the terrorists and agents during the events.
The group also comprised Iridium satellite phone accessories, which are antenna placed on the vehicle's surface and connected to a phone inside the car via a cable since most satellite communication devices need Line-of -Sight between the phone and the satellite.
The fourth group included the global Inmarsat mobile communication satellite systems which operate by directing concentrated radiations towards certain points on the earth to provide voice and digital calls, videos and internet services with high accuracy and speed.
Such systems are used by the UN organizations and the embassies in Syria. There has been an increase in the number of these systems which are being imported to Qatar in unusual quantities before and during the events, which raised several question marks.
The fifth group seized a bulk which, after technical examination, was found to be a kind of an Israeli-made antenna operating on very special frequency ranges for satellite communication, which is part of an integrated satellite communication system using a network of US military satellites to provide high speed internet services to transfer data.
Unlike the previously mentioned communication systems, these systems are not commercially marketed as they require the authorization and approval of the Ministry of Defense in the manufacturing countries. The existence of these devices in Syria indicates the clear involvement of these countries, particularly that diplomats and politicians from these countries have announced intention to back the terrorists in Syria with advanced internet and communication systems.
The sixth group included radios with advanced audio players that were used by the armed terrorist groups and saboteurs to create chaos and confusion. These devices store audio clips including recorded slogans and sounds to be replayed during the gatherings near the mosques and in the crowded markets to film them as anti-government protests.
Most of these equipment and advanced devices are illegal and prohibited since they have been used without getting license from the General Telecommunications Establishment. The use of these systems and devices violate the regulating rules and legislations which guarantee that such use must not affect the security of Syria or undermine the state's position and those responsible for possessing, importing and illegally investing them should be held accountable, as it is the case in any country in the world.
These devices can be classified, according to the circumstances Syria is going through, the places where they were seized, the sides which communicated through them and the purposes for which they were used to transfer information, fabricate events and plot to undermine the country's position and security, as falling under the crime of espionage and treason.
The high cost of the seized satellite systems in terms of the equipment or the subscription confirms the big financial support provided to the terrorist and criminal groups and the involvement of some instigative satellite channels in providing these equipment.
Cellular coverage on the borders with neighboring countries has also been exploited by the terrorist groups to ensure cell phone calls and internet services benefiting from the coverage of neighboring countries, which reached between 30 and 50 km in a flagrant violation of agreements signed between Syria and these countries which set the limits of the overlapping coverage area between 1 and 3 km.
This violation can be put within the plan of some of these countries in supporting the terrorists in Syria during the events through raising the signal levels to maximum limits.

Qatari newspaper said that the Central Bank of Jordan imposes controls on the Syrian deposits in 5 local banks.

DAMASCUS, (SANA)- An official source in the Foreign and Expatriates Ministry on Tuesday said Syria decided not to participate in the ministerial meeting of the Arab League (AL) Council and the Arab-Turkish cooperation meeting, due on Wednesday in the Moroccan capital, Rabat.
The source explained that after the issuance of the Arab League decision to suspend Syria's membership in the League on November 12, some brotherly Arab countries worked on suggesting solutions to restore the credibility and legitimacy to the AL work method and role, as they stressed the extreme importance of Syria's attending of the mentioned meetings.
"Therefore, Syria had decided to participate in those two meetings in response to the desire of these Arab countries and out of its belief in the consolidation of the joint Arab action away from reactions and despite its knowledge of the pressures targeted against it that had been exerted on the countries which worked to issue this disgraceful decision [on suspending Syria's membership," the source added.
"In light of the statements issued by officials in Morocco which we were officially informed of, Syria decided not to participate in those two meetings," the source said.
It concluded that "Syria, whose permanent concern was the protection and preservation of the present and the future of the Arab Nation and keeping away the threats against its decisive causes, will continue playing its pan-Arab role in spite of all the attempts aimed at undermining the joint Arab action and its institutions."

Turkey's main opposition has called on the government to stop "threatening" Syria over a deadly crackdown on anti-regime protestors, arguing that President Bashar al-Assad should be unseated through democratic means and not foreign meddling.
Speaking to reporters yesterday, Republican People's Party (CHP) deputy chairman Faruk Loğoğlu condemned weekend attacks on Turkey's diplomatic missions in Syria and warned that such action against premises considered as Turkish territory could lead to "very heavy consequences" for Syria. He denounced Assad for going down the "wrong path" and wasting "numerous opportunities" to introduce reform and end the bloodshed.
Loğoğlu, however, warned that Ankara's policy of "taking sides" in the turmoil was exacerbating the tensions and might eventually plunge Turkey into a conflict with its southern neighbor.
"Turkey must stop being a country that is constantly threatening Syria. Turkey must stop taking sides in Syria's internal unrest. If we continue with such statements, one day we could be forced to carry out these threats and may come easily to the point of conflict with Syria," he said.
"If you follow Europe and the United States in making Assad's removal a policy by itself, then you are dooming Syria to internal conflict. You are telling the people of Syria to solve the issue through violence and bloodshed," he said. "If the internal conflict grows in Syria, Turkey's interests, its national security, and the entire region will face very serious problems."
Opposition lawmakers also questioned the government's policy on Syria at Parliament's Planning and Budget Commission, which convened yesterday to debate the Foreign Ministry's 2012 budget.
CHP deputy Osman Korutürk likened Turkey's close ties with the Syrian opposition to the support that Damascus had given in the past to the outlawed Kurdistan Workers' Party (PKK). He also questioned whether agreements inked with Syria during the two countries' recently flourishing bilateral ties were still valid.
Mehmet Günal of the Nationalist Movement Party (MHP) urged the government to explain how it "has come to a position of interfering in Syria's domestic affairs [so] soon after joint Cabinet meetings were held."
The MHP's Tuğrul Türkeş, meanwhile, said Ankara was neglecting the plight of the Turkmens in Iraq, claiming that a spate of abductions of Turkmen doctors, teachers and businessmen had cost the community a total of $4 million paid in ransom since August.
"I'm afraid the situation will get even more dramatic in January" after the withdrawal of U.S. forces from Iraq, he said.

Turkey may consider terminating the sale of electricity to neighboring Syria if tensions continue to escalate over a Syrian crackdown on anti-regime protests, Turkish Energy Minister Taner Yıldız said on Tuesday.
Yıldız also announced that Turkey had shelved plans for Turkey's petroleum company, TPAO, to jointly explore oil with Syria's state oil company in six wells within Syria.
"We are currently supplying electricity to Syria. If this trend continues, however, we may have to revise all these decisions," Yıldız said.
Yıldız's statement came hours after Prime Minister Recep Tayyip Erdoğan slammed the Syrian government following attacks on Turkish diplomatic missions in Syria over the weekend following an Arab League decision to suspend Syria's membership over its crackdown on the eight-month uprising. MOSCOW,(SANA)- Russian Foreign Ministry said that Russian Foreign Minister Sergey Lavrov received on Tuesday a delegation of the Syrian opposition abroad which is currently in Moscow upon an invitation by the Russian Society for Solidarity and Cooperation with Nations of Asia and Africa.
In a press statement, the Ministry added that the delegation was informed about Russia's stance which calls for adhering to a constructive stance to overcome the issues raised in Syria today, implementing reforms that would serve the interests of all the Syrians, and preventing the foreign interference in Syria's internal affairs.
In its statement, the Ministry indicated that the Russian side clearly called upon all the Syrian opposition groups, which reject violence as a means for achieving political goals, to immediately participate in the Arab League's initiative on settling the internal Syrian crisis through launching dialogue between the Syrian authorities and the opposition.
Bogdanov Stresses that Overcoming Crisis in Syria without any Foreign Interference
Russia's Deputy Foreign Minister Mikhail Bogdanov called for exerting more efforts to implement the Arab League initiative and achieve a political settlement in Syria through ending all forms of violence and starting an open dialogue between the Syrian government and the opposition.

"The crisis in Syria must be settled without foreign interference", Russia's Foreign Minister Sergei Lavrov said during a meeting with a senior leader of the Syrian National Council, Burhan Ghalioun in Moscow on Tuesday.
Sergei Lavrov urged members of the SNC to immediately join the implementation of the Arab League`s initiative to settle the crisis through diplomatic talks between the government and the opposition. The talks in Moscow focused on finding the means to stop the bloodshed in Syria, and this is where President Assad`s critics expect Moscow to tak an active role as a mediator.
In the meantime, Moscow announced that supporting the opposition does not mean accepting the president`s resignation, which is demanded by the SNC. Even the Arab League does not submit such kind of demands. When asked by the VoR`s correspondent to comment on the issue, Mr. Ghalioun said that Assad must go as the only remaining obstacle in the way to democracy:
"He has not fulfilled any of the conditions set forward by the League. The initiative urged to halt the bloodshed in Syria. As we know, between 20 and 40 civilians are being killed in Syria every day. Obviously, this impedes the negotiation process. The initiative also demands the release of all political prisoners. Assad has not freed anyone. He must order a crackdown on his special forces since they have been terrorizing the local population. And finally, the Arab League`s initiative stresses that those officials who are found responsible for killing the demonstrators must be prosecuted," Burhan Ghalioun said.
Deputy speaker of the upper chamber of the Russian parliament, Ilyas Umakhanov, who was also present at the talks in Moscow, told the VoR that although the sides failed to agree on all the issues on the agenda, they still see eye to eye on many crucial things:
"Russia has repeatedly stated its position which is about diplomacy and dialogue. Moscow opposes any third country interference into a state`s domestic policies, not to mention the use of force. We believe that the Syrian nation should decide its future by way of peaceful democratic reforms."
On his part, Burhan Ghalioun said the Syrian opposition insists that the UN Security Council should ensure the security of protest campaigns:
"The Syrian nation is very sensitive to any interference from outside. We always say that we want to resolve our issues ourselves. We have asked our Russian friends to help us with it meaning that Russia, together with international organizations, the West, and the Arab League would create a balance of forces to guarantee a peaceful and calm way out of the crisis."
The protection of civilians does not imply military interference but involves sending observers from the UN, for example, UN blue helmets, to Syria, Ghalioun said. He added that if the opposition comes to power in Syria, Russia's interests in Syria will be fully observed:
"During these talks, we managed to remove serious tension between the Syrian opposition and Russia. Our Russian friends have come to better understanding of what is going on in Syria and that all the efforts should be aimed at meeting the Syrians' needs for freedom and democracy."
As for the conflict in Israel, here Syria's position is also unchangeable. Ghalioun said that the opposition would resume talks with Israel from the point at which they had been halted by the current regime. The return of the occupied territories, the Golan Heights, and the creation of a Palestinian state are the principal demands of the Syrian party. However, these issues will need to be discussed at future talks.

Sergey Lavrov reminded at the press conference in Moscow that after the road map has been unveiled, France described it as a "dead" one, while the US advised the opposition not to respond to Assad's calls to ground arms in exchange for amnesty. The Western nations are encouraging Syrian radicals to stage a coup and reject any dialogue with the authorities.
This slapdash step, taken by the League is uncharacteristic of the East. In an interview with the Voice or Russia the expert in Oriental studies Boris Dolgov points out that it is a sign that the decision was forced by the Western coalition.

Russia believes that no sanctions are able to resolve the problem. Instead of encouraging new protests and arming radicals, it is necessary to help the sides to launch a constructive dialogue. This is exactly what Sergey Lavrov will be pushing for at a meeting with the Syrian opposition leaders in Moscow on Tuesday. Syria supports the role of Russia and hopes to avoid the Libyan scenario.

PARIS: Total said Tuesday the Syrian government has stopped paying for oil the French energy giant produces in the country, which is the target of a European Union ban on oil exports.
"We are no longer being paid," a Total spokesman said, confirming media reports. He said the company had since late September "slightly" reduced its production in Syria but was continuing to produce oil and gas there.
The spokesman would not say when the payments had stopped, nor how much money was involved.
Total and the Anglo-Dutch oil giant Shell are the largest foreign international oil producers in Syria, where the regime of President Bashar al-Assad has brutally cracked down on anti-government protests.
Last week, the Financial Times newspaper reported that both companies were no longer being paid the by the government in Damascus.
In September, the European Union banned crude oil imports from Syria, a tough measure against Damascus as the 27-nation bloc buys 95 percent of its oil exports, providing a third of the regime's hard currency earnings.
More than 70 people died on Monday in one of the bloodiest days of Syria's eight-month uprising, activists said, as Assad's loyalists reacted angrily to growing isolation.

The protection of civilians does not imply military interference but involves sending observers from the UN, for example, UN blue helmets, to Syria, Ghalioun said. He added that if the opposition comes to power in Syria, Russia's interests in Syria will be fully observed:
"During these talks, we managed to remove serious tension between the Syrian opposition and Russia. Our Russian friends have come to better understanding of what is going on in Syria and that all the efforts should be aimed at meeting the Syrians' needs for freedom and democracy."
As for the conflict in Israel, here Syria's position is also unchangeable. Ghalioun said that the opposition would resume talks with Israel from the point at which they had been halted by the current regime. The return of the occupied territories, the Golan Heights, and the creation of a Palestinian state are the principal demands of the Syrian party. However, these issues will need to be discussed at future talks.

Russia's Foreign Minister Sergey Lavrov has warned the Western nations against encouraging the opposition in Syria to stage a coup. Speaking at a press conference in Moscow on Monday, he urged them to hold themselves responsible for the unraveling situation in the country with a lot of conventional weapons being funneled to local extremists. Sergey Lavrov is meeting the Syrian opposition leaders in Moscow on Tuesday.
The antigovernment protests have been raging in Syrian cities from March. According to the UN estimates, about three and a half thousand people have been killed in these clashes, which prompted the West to impose sanctions on the government of Bashar Assad. The mood is changing though, as tens of thousands took to the streets the other day to show their support for the President. People in Syria got angry over the decision of the Arab League to suspend the membership of their country and burned several foreign embassies, driving Turkish diplomats out of the country. Syria, one of the League founders, was not happy about this step either and urged the League to call a special summit, but the Arab countries have not responded so far.
Several days ago the League proposed a road map plan to solve the Syrian crisis. One week later it blamed Mr. Assad for not complying with the proposed plan. Sergey Lavrov reminded at the press conference in Moscow that after the road map has been unveiled, France described it as a "dead" one, while the US advised the opposition not to respond to Assad's calls to ground arms in exchange for amnesty. The Western nations are encouraging Syrian radicals to stage a coup and reject any dialogue with the authorities.
This slapdash step, taken by the League is uncharacteristic of the East. In an interview with the Voice or Russia the expert in Oriental studies Boris Dolgov points out that it is a sign that the decision was forced by the Western coalition.
"Syria is seen in the West as a close ally of Iran, as a country which supports the Palestinian radical movements. So they want to change the rule of Bashar Assad with a power more loyal to the West. This explains constant pressure, including that of the Arab League that blindly follows the Western politics."
ｘThe expert from the Russian Institute for strategic studies Azhdar Kurtov says that Syria is bound to become the next victim of NATO.
"This very campaign that includes attempts to turn the Arab allies against Syria and accuse Bashar Assad of scaremongering is a sign that Syria will be the next victim of the experiment that the US is conducting in the Middle East. Russia and China as permanent members of the UN Security Council can at least prevent the Western nations from legitimizing their efforts to destabilize the situation in Syria and stage a coup. The Libyan scenario should not repeat in Syria."
Not all the US allies are comfortable with this ongoing Arab spring that is changing into the Arab winter. Israeli Foreign Minister Avigdor Liebrman stressed that his country is opposed to a possible upheaval in Syria. The West will have to build relations with new Middle East democracies that show anti-Israeli sentiments. And these disturbances only add fuel to the fire. The Israeli political scientist Alex Cogan explained this phenomenon in an interview with the Voice of Russia.
"We are not especially happy about the Syrian authorities, but at least this government is stable. This is our enemy, but it has brakes to stop. Those forces which may replace it will be unstoppable. Bearing in mind the fact that Syria possesses not only missiles, it is hard to predict repercussions. All this Arab spring was promoted by people who did not have a clue what was about to happen when those whom they supported would come to power."
"The European Union meanwhile has its own way and is toughening sanctions against Syria adding another 18 names to the black list. The list still features 19 Syrian organizations the accounts of which have been frozen by the EU."
Russia believes that no sanctions are able to resolve the problem. Instead of encouraging new protests and arming radicals, it is necessary to help the sides to launch a constructive dialogue. This is exactly what Sergey Lavrov will be pushing for at a meeting with the Syrian opposition leaders in Moscow on Tuesday. Syria supports the role of Russia and hopes to avoid the Libyan scenario.

PARIS: Total said Tuesday the Syrian government has stopped paying for oil the French energy giant produces in the country, which is the target of a European Union ban on oil exports.
"We are no longer being paid," a Total spokesman said, confirming media reports. He said the company had since late September "slightly" reduced its production in Syria but was continuing to produce oil and gas there.
The spokesman would not say when the payments had stopped, nor how much money was involved.
Total and the Anglo-Dutch oil giant Shell are the largest foreign international oil producers in Syria, where the regime of President Bashar al-Assad has brutally cracked down on anti-government protests.
Last week, the Financial Times newspaper reported that both companies were no longer being paid the by the government in Damascus.
In September, the European Union banned crude oil imports from Syria, a tough measure against Damascus as the 27-nation bloc buys 95 percent of its oil exports, providing a third of the regime's hard currency earnings.
More than 70 people died on Monday in one of the bloodiest days of Syria's eight-month uprising, activists said, as Assad's loyalists reacted angrily to growing isolation.
