MEPs strongly condemn the killing of peaceful protesters in Egypt and Syria and call on both countries' authorities to protect Christian communities, in a resolution passed on Thursday.

MEPs are also deeply concerned about the situation of Christians in Syria. The resolution notes that thousands of Iraqi Christians went to Syria to escape targeted violence in Iraq. Nevertheless, the Christian population in Syria may have dropped from 10% to 8% of the total.

Parliament condemns actions inciting inter-confessional conflict, urges Syrian authorities to provide reliable and efficient protection for the Christian communities, and expresses support for Christians in the country.

It also condemns the brutal use of force by Syrian authorities against protesters, pro-democracy activists, human rights defenders, journalists, and medical personnel, and reiterates that President Bashar al-Assad and his regime must relinquish power immediately.

Finally, MEPs believe that the EU should further encourage and support the emergence of organised Syrian democratic opposition forces both within and outside the country.

Those who are inciting inter-confessional conflict are the Muslim Brotherhood, especially extremist faction in exile who have connection with western intelligence services.

MEPs condemn the Syrian government about the fall of Christian populations. But it is the French president Sarkozy who said that all the Christians in the Middle East should abandon their birthplaces and emigrate to the EU.

People emigrate when the society is unstable and/or when they don't find jobs locally. Therefore if the European Parliament really hopes to keep the Christian share in the Syrian population, it is natural for them to help Syria with economic development. But actually they are doing the completely opposite.

The Muslim Brotherhood conducted random assassinations in the past (that's why the MB is banned in Egypt and Syria). A considerable number of MB members in jail OR in exile actually committed "serious crimes." Therefore, they won't be released.

They cannot participate in the political process (for example, just voting) or go back home without finishing their prison terms. They don't want only Baathist Syria, but also other forms of stable Syria. They want to destabilize Syria because, otherwise, they won't be able to pass the immigration at the border.

This is the background why the MB insists on the release of "political" prisoners. When they shout freedom, it may mean the freedom for assassins to walk around. Democracy and stability are not their concerns.

With regard to the remaining points (2 - 6), I have a lot of things to write, but unfortunately I don't have time to do so right now. The Syrian government will hit back soon, I suppose.

European traders said yesterday that the government body responsible for animal feed in Syria did not purchase any quantities in an international tender for the purchase and import of 500 thousand tons of feed barley.

ANTAKYA, Turkey — Once one of Syria's closest allies, Turkey is hosting an armed opposition group waging an insurgency against the government of President Bashar al-Assad, providing shelter to the commander and dozens of members of the group, the Free Syrian Army, and allowing them to orchestrate attacks across the border from inside a camp guarded by the Turkish military.

The support for the insurgents comes amid a broader Turkish campaign to undermine Mr. Assad's government. Turkey is expected to impose sanctions soon on Syria, and it has deepened its support for an umbrella political opposition group known as the Syrian National Council, which announced its formation in Istanbul. But its harboring of leaders in the Free Syrian Army, a militia composed of defectors from the Syrian armed forces, may be its most striking challenge so far to Damascus.

On Wednesday, the group, living in a heavily guarded refugee camp in Turkey, claimed responsibility for killing nine Syrian soldiers, including one uniformed officer, in an attack in restive central Syria.

Turkish officials describe their relationship with the group's commander, Col. Riad al-As'aad, and the 60 to 70 members living in the "officers' camp" as purely humanitarian. Turkey's primary concern, the officials said, is for the physical safety of defectors. When asked specifically about allowing the group to organize military operations while under the protection of Turkey, a Foreign Ministry official said that their only concern was humanitarian protection and that they could not stop them from expressing their views.

"At the time all of these people escaped from Syria, we did not know who was who, it was not written on their heads 'I am a soldier' or 'I am an opposition member,' " a Foreign Ministry spokesman said on the condition of anonymity in keeping with diplomatic protocol. "We are providing these people with temporary residence on humanitarian grounds, and that will continue."

At the moment, the group is too small to pose any real challenge to Mr. Assad's government. But its Turkish support underlines how combustible, and resilient, Syria's uprising has proven. The country sits at the intersection of influences in the region — with Iran, Hezbollah in Lebanon, Saudi Arabia and Israel — and Turkey's involvement will be closely watched by Syria's friends and foes.

"We will fight the regime until it falls and build a new period of stability and safety in Syria," Colonel As'aad said in an interview arranged by the Turkish Foreign Ministry and conducted in the presence of a Foreign Ministry official. "We are the leaders of the Syrian people and we stand with the Syrian people."

The interview was held in the office of a local government official, and Colonel As'aad arrived protected by a contingent of 10 heavily armed Turkish soldiers, including one sniper.

The colonel wore a business suit that an official with the Turkish Foreign Ministry said he purchased for him that morning. At the end of the meeting, citing security concerns, the colonel and a ministry official advised that all further contact with his group be channeled through the ministry.

Turkey once viewed its warm ties with Syria as its greatest foreign policy accomplishment, but relations have collapsed over the eight months of antigovernment protests there and a brutal crackdown that the United Nations says has killed more than 3,000 people.

Prime Minister Recep Tayyip Erdogan of Turkey was personally offended by Mr. Assad's repeated failure to abide by his assurances that he would undertake sweeping reform. Turkish officials predict that the Assad government may collapse within the next two years.

"This pushes Turkish policy further towards active intervention in Syria," said Hugh Pope, an analyst with the International Crisis Group. He called Turkey's apparent relationship with the Free Syrian Army "completely new territory."

"It is clear Turkey feels under threat from what is happening in the Middle East, particularly Syria," said Mr. Pope, who noted that in past speeches Mr. Erdogan "has spoken of what happens in Syria as an internal affair of Turkey."

Turkish officials say that their government has not provided weapons or military support to the insurgent group, and that the group has not directly requested such assistance.

Still, Colonel As'aad, who thanked Turkey for its protection, made it clear that he was seeking better weapons, saying that his group could inflict damage on a Syrian leadership that has proven remarkably cohesive.

"We ask the international community to provide us with weapons so that we, as an army, the Free Syrian Army, can protect the people of Syria," he said. "We are an army, we are in the opposition, and we are prepared for military operations. If the international community provides weapons, we can topple the regime in a very, very short time."

The words seemed more boast than threat, and with mass pro-government rallies and a crackdown that has, for now, stanched the momentum of antigovernment demonstrations, the Syrian government appears in a stronger position than it did this summer. Though deeply isolated, Syria's government felt emboldened by the vetoes of Russia and China of a relatively tough United Nations Security Council resolution. Despite predictions otherwise, the military and the security services, in particular, have yet to fracture in the eight months of a grinding, bloody crackdown.

Colonel As'aad said he defected from the military and fled to Turkey after protests erupted in his home village, Ebdeeta, in northern Idlib Province, drawing a government crackdown in which several relatives were killed and his sister's house was shelled. But he also fled, he said, because "I knew there was greater potential to lead operations in a place in which I was free."

He said all the residents of the camp where he lives in Turkey are members of the Free Syrian Army. The camp includes a personal assistant and a "media office" staffed by about a half-dozen people. He said the group's fighters were highly organized, though only armed with weapons they took when they defected or those taken from slain members of Syrian security and pro-government forces. He would not specify the number of fighters, saying only that it was more than 10,000, and he was unwilling to disclose the number of battalions, claiming that the group had 18 "announced" battalions and an unspecified number of secret ones. None of his claims could be independently verified.

"Our strategy for the future is that we will confront the regime in its weak places, and in the next period we hope to acquire weapons so we can be able to face the regime more strongly," Colonel As'aad said.

Though many analysts contend that defectors' attacks in Syria appear uncoordinated and local, Colonel As'aad claimed to be in full operational control. He said that he was in charge of planning "full military operations" while leaving smaller clashes and day-to-day decisions up to commanders in the field. Nevertheless, he is in daily contact with the commanders of each battalion, he said, spending hours a day checking e-mail on a laptop connected to one of four telephones — including a satellite phone — provided to him by Syrian expatriates living in the United States, Europe and the Persian Gulf.

Andrew Tabler, a fellow at the Washington Institute for Near East Policy, said the emergence of the fledgling group was crucial to the larger question of whether the opposition would stick to peaceful protest, as it largely has, or if it would "go down another path to fighting back."

"They are organized and they are speaking to people outside," Mr. Tabler said. "But the question is to what degree are they receiving financial support from people outside, such as individuals in Turkey and Saudi Arabia."

Lebanese newspaper Al-Akhbar said it has verified the adequacy of the story published yesterday about a meeting held ten days ago between President Bashar al-Assad, the Secretary General of Hezbollah Sayyed Hassan Nasrallah and the contacts of confirmed and that the meeting did not happen at all.

The newspaper pointed out that it was confirmed that the health of the positions attributed to President Assad and Mr. Nasrallah, in which, confirming its apologies for the dissemination of news before publication.

MOSCOW, (SANA)- First Deputy of Russian Foreign Minister Andrey Denisov on Friday reiterated Russia's firm stance in support of Syria in all fields, hailing the reform steps being carried out by the Syrian leadership.

Denisov's statement came during a political deliberations session held with Syrian Deputy Minister of Foreign Affairs and Expatriates Faysal Miqdad at the Russian Foreign Ministry's headquarters.

The talks dealt with the latest developments in the regional and international arenas of interest to Syria and Russia.

Miqdad presented a review of the developments in Syria including the announced package of political reforms, referring to the "positive and friendly atmosphere" in which the meeting of President Bashar al-Assad with the Arab League Ministerial Committee was held two days ago.

Both sides underscored the importance of dialogue and regular consultation between their countries in the interest of serving security and stability in the region and the world.

They stressed keenness on activating and boosting cooperation relations between Russia and Syria in view of establishing a network of strategic relations in the economic fields in particular and in other areas in general.

DAMASCUS, Oct. 27 (Xinhua) -- China's special envoy to the Middle East Thursday called for halting all forms of violence in Syria and taking all necessary measures to prevent the bloodshed, expressing support to the Arab League's efforts to bring the months-long crisis in Syria to a close.

"The people's legitimate demands should be respected as it's a pre-condition for pushing the reform process," Wu Sike told a press conference in the capital of Damascus on Thursday.

His visit came in the wake of a visit to Syria by an Arab League (AL) ministerial committee delegation that has reportedly proposed an Arab initiative to end the crisis in Syria and embark on dialogue between the Syrian government and the opposition.

"China supports the AL efforts in backing the dialogue and reform in Syria," said Sike, who arrived in Damascus Wednesday for a three-day visit.

Sike echoed China's concern over the "bloody clashes" in Syria and called for implementing reform through dialogue and other peaceful methods.

He made it clear that the Syrian people's demands could be met by expediting an inclusive process of reform participated by all related parties.

Wu Sike said that he held separate meetings Thursday with Syrian Vice President Farouq al-Sharaa and Foreign Minister Walid al-Moallem, during which he "deeply exchanged views with them" and "expressed hope the Syrian government will accelerate the reform process."

Sike voiced his country's keenness about Syria's stability and security, which, he said, are "important for the stability of the entire Middle East."

He reasserted the continued cooperation between the two countries "in all international forums" and his country's standing alongside Syria against all attempts of interfering in its internal affairs.

He said that China doesn't side with any Syrian party but it seeks to take a just stance as a member of the Security Council, stressing his country's commitment to the principle of non- intervention in other country's internal affairs.

Earlier this month, China and Russia vetoed a United Nations Security Council draft resolution criticizing the Syrian government for allegedly suppressing protests.

The Chinese envoy called on the international community to respect Syria's sovereignty and stability and to deal with the Syrian situation cautiously and carefully.

He pointed out that his country didn't introduce an initiative to the Syrian leadership but shared some thoughts and suggestions.

He suggested that the Arab League is an important regional organization and that it should work to end the Syrian crisis, as Syria is a member of it.

"We will remain in contact with Syria and the AL to push forward the reform process," said Sike.

The AL ministerial committee, including foreign ministers of Qatar, Egypt, Oman, Algeria, Sudan and the AL chief Nabil al-Arabi, arrived in Damascus Wednesday to discuss ways of ending the seven- month-long crisis through dialogue between the Syrian government and the opposition.

At an emergency meeting held in Egypt's capital of Cairo on Oct. 16, the AL decided to give Syria a 15-day deadline to enact a cease-fire and agreed to form a committee led by Qatar with representatives from Algeria, Sudan, Oman and Egypt, and the AL chief Arabi to supervise the situation in Syria. Moreover, the Arab foreign ministers called for a national dialogue between Syrian authorities and the opposition.

According to the Arab initiative, solutions to end the crisis in Syria include initiating dialogue between the Syrian government and the opposition, releasing political detainees and demonstrators, forming a national unity government led by an acceptable figure, as well as holding parliamentary elections by 2014.

Syria has been gripped by more than seven months of protests it blames on armed groups and thugs backed by a foreign conspiracy. It said more than 1,000 army personnel have been killed during the unrest.

According to figures released by the United Nation, More than 3, 000 people, including army and security members, have been killed in the turmoil.

Jaafari, accused Secretary-General that "false facts and targeting Syria in his reports on Lebanon."

Jaafari suggested that "paragraph 14 of his report on the implementation of resolution 1559 included events and numbers of false allegations not addressed until the media, whether through the events of alleged violence or open fire across the border and incursions into Syria to Lebanon."

VILNIUS: Lithuania said Friday that it had barred Syrian planes from crossing its airspace on their way to Russia's Kaliningrad territory amid concerns that they could transport military cargo.

A Lithuanian Defence Ministry spokesperson told AFP that it acted in line with European Union sanctions, which were imposed in May due to a crackdown by the regime of Syrian President Bashar Assad.

"In July-September a Syrian-registered private flight company asked several times for permission to cross the airspace of the Republic of Lithuania with IL-76 transport aircraft flying to and from the Kaliningrad district," the spokesperson said.

Kaliningrad is an enclave of Russian territory sandwiched between the Baltic Sea and EU members Lithuania and Poland, and is home to major military bases.

"In the light of EU sanctions imposed on Syria in May, and having information that military cargo could be transported in the aircraft, the relevant Lithuanian institutions banned the aircraft from flying in Lithuanian airspace," the spokesperson explained.

Since mid-March, Syria has been rocked by unprecedented freedom protests inspired by the Arab Spring, which has already claimed the regimes in Tunisia, Egypt and Libya.

The United Nations estimates that more than 3,000 people have been killed, mostly civilians, amid Syria's crackdown on dissent.

MEPs strongly condemn the killing of peaceful protesters in Egypt and Syria and call on both countries' authorities to protect Christian communities, in a resolution passed on Thursday.

The resolution on the situation in Egypt and Syria, in particular of Christian communities, was adopted by a show of hands.

Egypt

Since March 2011, tens of thousands of Coptic Christians have reportedly left Egypt. On 9 October, at least 25 were killed and more than 300 wounded in Cairo during a peaceful march organised by Copts.

Parliament strongly condemns the killing of protestors in Egypt, and stresses the importance of an independent and transparent investigation.

Authorities should ensure that Copts do not fall victim to violent attacks and can live in peace and freely express their beliefs throughout the country, the resolution says. MEPs call for protection of churches, to put an end to their destruction and to continuous aggression by Islamic extremists.

MEPs are concerned about the kidnapping of Coptic girls who have been forced to convert to Islam. They add that Egyptian authorities must end discrimination against Coptic Christians. Parliament considers that the EU should take measures if serious human rights violations occur in Egypt.

Egypt's Supreme Council of the Armed Forces should put an end to the emergency law and to military trials of civilians immediately, as it violates the rights to freedom of expression, association and assembly, MEPs underline.

Syria

MEPs are also deeply concerned about the situation of Christians in Syria. The resolution notes that thousands of Iraqi Christians went to Syria to escape targeted violence in Iraq. Nevertheless, the Christian population in Syria may have dropped from 10% to 8% of the total.

Parliament condemns actions inciting inter-confessional conflict, urges Syrian authorities to provide reliable and efficient protection for the Christian communities, and expresses support for Christians in the country.

It also condemns the brutal use of force by Syrian authorities against protesters, pro-democracy activists, human rights defenders, journalists, and medical personnel, and reiterates that President Bashar al-Assad and his regime must relinquish power immediately.

Finally, MEPs believe that the EU should further encourage and support the emergence of organised Syrian democratic opposition forces both within and outside the country.

Bouthaina Shaaban is one of only six Syrians on America's personal sanction list against the Assad regime. She is political adviser to the President. A middle-aged mother and author who speaks perfect English, as much at home in Paris as in Cairo. And all those assets of hers, frozen in America. Wow.

So I sit in her Damascus office and ask the obvious question: what does it feel like to be on the sanctions list of the most powerful nation on earth? "Nothing really," she says, quick as a flash. "I have no assets – except the assets of the love for my people. The Americans understand 'assets' only as dollars. I don't have dollars anywhere in the world."

The "assets of my people" is a bit of a cliche. But touché. She isn't on a European sanctions list – yet – and thinks she can go to Europe if she wishes. "It's a bit ironic, really, to be on an American sanction list when my books are on sale all over the USA. At present my only travel plan is a possible trip to Saudi Arabia."

It's one of those frequent Syrian interviews – Shaaban prefers an off-the-record chat. I insist we are on the record. Once in full-flow, however, I can't stop her, and she confirms what every other Syrian in Damascus says: that the security situation in Homs is terrible, that the army is being attacked all over the country. Anyone with a military registration plate on their car is a target. Shaaban herself is from Homs. "Today is the second anniversary of the death of my mother. And you know we like to go to the grave of our family on the anniversary of their death. But I can't go to my mother's grave – I am afraid of being killed in Homs. Everyone is suffering.

"The other day, I went to the woman who is the best baker in Damascus – she works on the road to the airport, I always buy my bread from her but she was crying. She told me that some bearded men came to her and said: 'You are a Christian and you are putting whiskey in your bread.' So she had to close her bakery. These are the kind of people who want to destroy Syria. Now people, for the first time, are interested in the religion of their neighbours. This has never happened before. You know, Syria is one of those countries where people have the names of jobs – like Najjar (carpenter) and Haddad (blacksmith). Now people are asking about what their religion is."

The political narrative is, of course, familiar. Violence is being directed at the army. "It is being directed at our public buildings and cities. This has nothing to do with peaceful demonstrations. This violence is the most dangerous thing happening now in Syria. Syrians all want to live in peace, to press ahead with pluralism and reforms. This violence is not the introduction to democracy. There is obviously a sector which is interested in conflict and not in reforms. They are all given money to shoot at demonstrators and the security forces – or they are extremist fundamentalists."

I have been down this path before. Surely – surely – I said to Shaaban, those original, terrible YouTube pictures of demonstrators being fired at in Deraa and Homs and Hama were real. One even shows Syrian soldiers turning and firing on the man filming them with his mobile camera. We all know how brutal the intelligence services can be. I remember – but do not mention – walking past the "mukhabarrat" headquarters not far from my own hotel and commenting to a friend the same night that they must be hard at work on "interrogations". "They are done in the basements," he replied. "You wouldn't want to know what happens there."

"I think you have to know both sides of the story," comes the reply. "I would not be able to tell you the other side of the story. There are always now two sides of the story – I will not be defending anybody. Early in the crisis, our army and police and security services paid terrible sacrifices but they were told not to shoot at demonstrators. I really don't know why people should make things up. The Syrian civilians who went to Turkey – they returned and said the Turks had promised them passports, all kinds of things which turned out to be untrue. Why would a person wanting to flee Idlib go to Turkey? They would go to Aleppo."

I tell Shaaban that I have spent hours talking to Syrian refugees in Lebanon, poor farming people who told terrible stories of the "shabiha" militia and the brutality of the intelligence services in their village of Tall Kalakh. Surely she doesn't believe these people were all making these things up? She talks about the "armed groups "playing with these people" and about how weapons are coming across the borders. "In Deraa, we found weapons that were Israeli. I told our people they should show these weapons to the media..."

So how come Syria's former best friends – Turkey and Qatar – are now among its fiercest critics, I ask? "I find the stand of Turkey a mystery. When you have a good friend – and it was Syria which opened for the Turks the front gate of the Arabs, we allowed Turks to come here without visas, Syria was flooded with Turkish products – we do not expect to have to abide by other people's policies. I think there are bigger, larger reasons. There is to be an anti-missile shield in Turkey, Turkey is a member of Nato – I don't know what is in the cake for Turkey. When I heard yesterday some statements by a Turkish official about us, I felt like he was supposed to be the teacher and we the students. We did not do anything to provoke this stand from Turkey."

There is puzzlement over Qatar's fierce condemnation of Syria but apparent relief that Wednesday's Arab League meeting with the Syrians went well. "I thought they came with a positive attitude. They said that Syria was a very important country in the Arab world, that anything that happens to Syria will affect all of the Arabs. Of course, a lot of their questions were based on the reports of Al Jazeera and Arabia [TV channels]."

I bet they were. Al Jazeera is banned in Syria.

BEIRUT: Three Syrians were kidnapped overnight by armed men in unlicensed four-wheel drive cars, the brother of two of the men told The Daily Star Friday.

Idriss al-Sahn said neighbors had told him upon his return home in Bir Hasan neighborhood, Beirut, around 7:00 p.m. Thursday that his two brothers – Yassin and Mustafa – along with their friend, Issa al-Saleh, were kidnapped just hours before by armed members who belong to a local party.

Mustafa said Yassin, 24, is a construction worker, and Mustafa, 26, an employee at a printing press.

Idriss said he was told that three black, four-wheel drive cars and a van were used by the kidnappers, who fled to an unknown destination.

Idriss, a construction worker himself, said he immediately informed both the Internal Security Forces and the Lebanese Army about the kidnapping.

He said that when he approached Hezbollah to inquire about the kidnapping, they denied any knowledge.

"We come from Al-Hasakah district in Syria. There are no protests there," Idriss said, adding that he and his brothers are supportive of the Syrian regime.

He said their eldest brother, Adnan, headed Friday to the Syrian Embassy in Beirut to inform them of the kidnapping.

Christian lawmaker Sami Gemayel said: 'We will not allow Hezbollah to harm people's dignity, and this network is dangerous for the security of Tarshish's residents, because Israel will then target the village if this network is installed in the area.'

Syria's embattled government should not even consider trying to incite Turkey's Kurds in a bid to foment tension in its northern neighbor, Foreign Minister Ahmet Davutoğlu has warned Damascus during talks on the Arab Spring in Qatar.

Speaking about the death of former Libya leader Moammar Gadhafi, Davutoğlu said he was sorry about the violent nature of the colonel's end.

"Even though it may be explained through social and psychological reasons, I was sorry [to see this end]. I watched for a while and then could not watch more. It is saddening that a political and biological life has ended in this way for a leader who was present for almost the entire time during and after the Cold War," said Davutoğlu.

The Turkish foreign minister said it was Turkey's responsibility to protect Syrians from chaos and oppression and ensure the liberation of Palestinians through the foundation of a sovereign Palestinian state, announcing that Turkey would coordinate with Jordan to both ends in a visit to Amman on Wednesday.

BEIRUT: Two illegal crossing points on the Lebanese-Syrian border were closed Wednesday by the countries' joint border force, as part of efforts to reduce arms smuggling to Syria.

The National News Agency reported that the force used two bulldozers to close two illegal border crossings near the village of Majdal in Wadi Khaled on the northeastern Lebanese-Syrian border.

The move is being accompanied by stricter security measures with units from the force patrolling the area.

The NNA said that the closure of the border crossings is a prelude to closing other illegal outlets that are being used to smuggle arms to Syria.

TRIPOLI: Syrian troops were seen planting mines along a region bordering northern Lebanon early on Thursday in a bid to stem weapons smuggling, a local Lebanese official told AFP.

Speaking on condition of anonymity, he said the troops began planting the mines at dawn in an area facing two Lebanese villages -- Knaysseh and Al-Hnayder.

"Lebanese officials told us the Syrians undertook the measure to prevent weapons smuggling," he said.

"A number of Syrian soldiers were also seen deploying on their side of the border, near the Syrian villages of Heet and Buwayt," he added.

The area is separated only by mounds of earth and for long has been used to smuggle goods between the two countries. Lebanese and Syrian nationals previously also circulated freely between the two countries.

But tension in the region has mounted since the revolt against Syrian President Bashar al-Assad's regime erupted in March and some 5,000 Syrians, among them defecting soldiers and opposition activists, have sought refuge in Lebanon.

Experts say weapons smuggling from Lebanon to Syria has thrived since the revolt began but not on a large scale. They also point out that, the smuggling appears to be the work of individuals rather than political parties opposed to the Assad regime.

BEIRUT: Syrian President Bashar Assad has reportedly told Hezbollah leader Sayyed Hasan Nasrallah during a recent meeting that Syria is not opposed to funding for a U.N.-backed tribunal probing the assassination of statesman Rafiq Hariri.

A report carried by Al-Akhbar newspaper Thursday said Assad met Nasrallah in Damascus less than 10 days ago and the two sides discussed regional issues, including the position of the Hezbollah-led March 8 coalition over funding the Special Tribunal for Lebanon.

"The two men, however, had a different approach to the STL funding issue," Al-Akhbar wrote.

It said Assad told Nasrallah he did not object to STL funding and expressed concerns over the continuity of the government and the need not to destabilize it, and to prioritize the protection of the resistance in the face of global challenges.

Nasrallah, however, restated his rejection of the funding, telling Assad it was a matter of principle for the resistance.

Assad's remarks over the funding were not new, Al-Akhbar said.

According to the newspaper, the leader made similar remarks during an Oct. 8 meeting in Damascus, when he told a senior visiting Lebanese official that he supports STL funding.

Assad at the time hinted that he was going to try to make Hezbollah change its mind and support the funding.

"But Nasrallah's visit to Damascus reflected Hezbollah's deep-rooted commitment toward objection to finance the STL," Al-Akhbar said

The paper quoted Assad as telling Nasrallah in the latest visit that he would not delve into the STL issue any further, saying it was an internal Lebanese affair and that he would leave it up to Hezbollah and its allies to "take the appropriate decision that is in the best interest of the resistance."

When contacted by The Daily Star, Hezbollah's press office would neither confirm nor deny the report.

BEIRUT: The United Kingdom delivered a strong show of support for Lebanon Wednesday, pledging to increase military assistance against a backdrop of growing international disquiet over Cabinet's inability to reach agreement on funding the Special Tribunal for Lebanon.

Following a meeting with Prime Minister Najib Mikati, British Ambassador Tom Fletcher said London's training of the Lebanese Army would "more than double over the coming months."

"The situation is always fragile," Fletcher told The Daily Star. "But our intention is that this is a long-term program because the judgment is that the Army one of the parts of the state that functions best."

Fletcher took over at the head of the U.K.'s mission in August, and has rapidly set about his country's three-part vision for Lebanon, set to include increased support for the military, protection for the banking sector and reform support.

"[Military training] is really the most tangible part of our plan, because you can see it happen," he said.

In the wake of his meeting with Mikati, Fletcher announced that "wise heads should prevail" on the acrimonious dispute over Lebanon's share of STL funding.

Bound by United Nations Security Council Resolution 1757, Lebanon must pay 49 percent of the annual running costs of the court, which is probing the 2005 assassination of former Prime Minister Rafiq Hariri. Lebanon has so far failed to come up with the cash, as the issue continues to divide the Cabinet, with the court's detractors calling for an STL boycott.

The U.N., the United States and the European Union have all warned that Lebanon could be slapped with sanctions should it renege on its international agreement and not pay the tribunal what it owes.

Fletcher took a more upbeat approach. "We hope for a resolution on his so we don't have to put the option [of sanctions] on the table. I am confident there will be a way through this, that there will be a Lebanese solution," he said.

"There are obviously more hawkish bits of the international community who are desperate to set this up as proof that Lebanon has moved out of the international orbit and it has become Hezbollah's state. This [approach] doesn't have Lebanon's interests at heart."

U.S. Ambassador Maura Connelly warned Monday that Lebanon could face "serious consequences" if it refused to pay the $32 million it owes for 2011, while European Union Ambassador Angelina Eichhorst Tuesday told reporters her organization was mulling sanctions if the country blocks the funding.

United States Deputy Assistant Secretary of State for Near Eastern Affairs Jacob Walles, who arrived in Beirut Tuesday, held two days of talks with leading Lebanese officials including President Michel Sleiman, Speaker Nabih Berri, Mikati, Lebanese Army Gen. Jean Kahwagi and Central Bank Governor Riad Salameh on the troublesome issue.

"Mr. Walles underscored the need for Lebanon to meet all of its international obligations, including cooperating with and funding the [STL]," a U.S. Embassy statement said.

Fletcher also announced that Mikati was set to meet with British Prime Minister David Cameron and other high-ranking ministers during an official visit to Downing Street on Nov. 7.

The British ambassador said that discussions would touch on developments in Libya and Syria, as well as the STL.

"I am sure the tribunal will come up," Fletcher said.

CAIRO, (SANA) – Syria called upon Arab countries to form a unified bloc that serves the Arab interests in the air transport sector and which has the same competitive terms as the European Union.

Syria's delegation to the 24th regular session of Arab Transport Ministers Council stressed that imposing sanctions and embargos by the US and the EU against civil activities, particularly in the field of aviation, is not admissible.

Meeting at the Arab League headquarters in the Egyptian capital of Cairo, the Council approved the agreement on regulating road transport of goods between the Arab countries and the multiple mode transport agreement.

The meeting also tackled issues related to developing transport in the Arab countries and enhancing the joint Arab cooperation.

The Council stressed the importance of continuing cooperation regarding the network of railway and land roads linking the Arab countries, in addition to the maritime project for linking the Arab seaports.

A proposal on establishing an information bank on road transport in the Arab world was referred to the technical committee for study.

The Council also recommended for holding the conference scheduled to bring together Arab Transport Ministers and their European counterparts, assigning the task of setting up a unified draft agreement for negotiations with the European Union to the Arab Civil Aviation Commission.

In a statement to SANA correspondent in Cairo, head of the Syrian delegation Assistant Minister of Transport Rajeh Sarei' underlined the importance of the multiple mode transport and the regulation of road transport for goods between the Arab countries agreements in facilitating transport between the Arab countries.

On Tuesday, a Syrian-Iraqi visit was made to the Syrian-Jordanian Free Trade Zone in Daraa governorate to inspect the work situation at the Zone and make use of its successful experience in attracting capitals.

The meeting between al-Shaar and al-Qaisi came out with getting prepared the initial copy of the foundation contract for the due-to-be-established joint free zones. The statute and the investment system to regulate the two sides' companies' work for establishing the zones will be set up on the model of the Syrian-Jordanian Company.

The Minister expressed readiness to offer all facilitations to make the joint project and other future projects a success, hoping the joint free zones will contribute to increasing trade exchange between Syria and Iraq and attract capitals which will be used in industrial activities that will help provide new job opportunities.

He added that the joint Syrian-Iraqi free trade zones will also contribute to operating the Syrian ports in light of the several facilitations to be provided at these zones.

During the World Economic Forum he hosted at the Dead Sea over the weekend, Jordan's King Abdullah II spoke with The Post's Lally Weymouth. Excerpts:

Q. How do you see Egypt's future?

A. I went to Egypt after visiting the U.S. in May. I had a message from the administration for General Tantawi. [Muhammad Hussein Tantawi is head of Egypt's military ruling council.]

How did your visit to Egypt go?

With Tantawi — fantastic. We had a very good meeting.

It is astounding that Tantawi did not take President Obama's call for hours the night the Israelis were trapped in their embassy in Egypt.

The feeling I got from the Egyptian leadership is that if they stick [their] necks out, they will just get lambasted like [former president Hosni] Mubarak did. So I think they are playing safe by just keeping their heads down, which I think . . . sometimes allows things to get out of control. . . . Tantawi thinks there is too much pressure on him.

From the streets?

No, from the West.

Do you and other leaders in this area believe you cannot rely on the U.S.?

I think everybody is wary of dealing with the West. . . . Looking at how quickly people turned their backs on Mubarak, I would say that most people are going to try and go their own way. I think there is going to be less coordination with the West and therefore a chance of more misunderstandings. Egypt is trying to develop its own way of moving forward.

And Jordan?

Two things make Jordan stand out. One is that we reached out to everybody and got a national dialogue committee. The other thing that made a major impact is that we have had demonstrations for the past 11 months but . . . nobody has been killed. It was a decision taken [from] Day One that we disarmed all our police. In other countries . . . their solution was to pull out their guns and shoot.

Do you think President Bashar al-Assad of Syria can last?

We have been very careful to keep all channels of communication open with the Syrians.

Does that mean you have talked to President Assad?

I spoke to Bashar al-Assad twice in the springtime. . . . Basically, they were not interested in listening to our advice. They basically told us that there are a bunch of thugs in Syria and they had everything under control. A couple of times I have felt that I should reach out to him, but I really don't know what to say. I think he does have reform in his soul but I don't think that type of regime allows for any potential reformist.

People are asking about an alternative to President Assad — can another Alawite or a Sunni overthrow him?

Nobody has an answer to Syria. . . . The regime seems to be quite strong. I think you are going to see continued violence for the time being.

In the West, you hear over and over that Assad's days are numbered.

My view is when you use violence on your people, that never ends well. But anybody would be challenged to say if that's [in] six months, six years or 16 years.

What is your assessment of Libya?

It took everybody by surprise. We were committed to the transitional council from Day One.

So you think the death of Colonel Gaddafi is a good thing?

There is an old saying that peace is going to be much harder than war. I think the challenge for Libya now is how to make this transition peacefully.

I heard that Hamas's leader, Khaled Meshal, is coming to Jordan.

Because of the loss of Egypt's political leadership, the rest of us are having to step up. On the Israeli-Palestinian issue, Jordan's relationship with the Palestinians has had to take a step forward.

You support Palestinian President Mahmoud Abbas's request for U.N. membership?

Yes, we do. It is out of desperation and frustration that they are going to the U.N. I think part of the problem is that in the U.S., you have your other [domestic] priorities. . . .

I think the [Obama] administration would be very wary to step out front without guarantees on the Israeli-Palestinian process, which is a shame because it is desperately needed now.

[The Arab Spring] is a disaster for Israel, isn't it?

You have seen what has happened in Egypt [and] Turkey. We are actually the last man standing with our relationship with Israel.

The Israelis are worried the Egyptians will break the [peace] treaty.

That is a very, very strong possibility.

Do you intend to support Jordan's treaty with Israel?

We have a peace treaty with Israel and will continue to do so because it helps both parties.

A lot of Israelis think your recent statements have been hostile.

What I am saying is they are missing an opportunity here and I am very concerned. This is the most frustrated I have ever been about the peace process. I think a lot of us have come to the conclusion that this particular [Israeli] government is not interested in a two-state solution.

What did you think of Israeli Prime Minister Benjamin Netanyahu's deal with Hamas to release an Israeli soldier ?

It is politics at the end of the day.

It was strange for Israel to be negotiating with Hamas.

I think all of us have been asking each other, what is the Israeli government's true intention right now? Since I am not convinced there is an interest in a two-state solution, the question I am asking is: What is Plan B?

You just appointed a new prime minister .

The new prime minister, Awn al-Khasawneh, has got an impeccable record; he is the ideal person to get us to national elections as quickly as possible.

If you look five years down the line, do you see yourself relinquishing some power to the parliament?

Probably sooner. We haven't shut any doors on relinquishing power. My mission is as quickly as possible to get Jordan to have a prime minister elected from a political party. . . . We need to create new political parties based on programs. . . .

The Arab Spring didn't start because of politics; it started because of economics — poverty and unemployment. . . . What keeps me up at night is not political reform because I am clear on where we are going. What keeps me up at night is the economic situation because if people are going to get back on the streets, it is because of economic challenges, not political.


Syrian Reform: Myths and Reality

1. Myth: President Assad has granted a general amnesty to political opposition movements, including the Muslim Brotherhood.

Reality: Many political prisoners were excluded from the amnesties, and many more innocent civilians have been detained since for political reasons.

2. Myth: Lifting the Emergency Law was the start of a Syrian reform process.

Reality: despite the promise of the Syrian government, it has done nothing to allow normal political life to resume.

3. Myth: The Syrian Government is facilitating a "National Dialogue" to hear ordinary Syrians' concerns

Reality: The regime selects which "ordinary" Syrians it would like to hear from and ignores any point of view that is inconvenient

4. Myth: The protests in Syria are the result of armed groups inciting trouble and deaths a result of terrorist attacks on the security forces and the army.

Reality: The UN report that government forces have killed over 3,000 protestors, including nearly 200 children.

5. Myth: President Assad is committed to delivering reform and just needs some time to regain security control.

Reality: Assad has had seven months to deliver reform but has not done so.

6. Myth: Syria's economic problems are a result of sanctions

Reality: For ordinary citizens the economic pain they are currently feeling is a direct consequence of the regime's actions – a result of the current violence and decades of economic mismanagement. International sanctions are targeted against the regime and its supporters and they have made regime actions more expensive. Any decision to pass these on to the Syrian people is one made consciously by the Assad regime.
