DAMASCUS, (SANA)-An official source in the name of the Syrian Arab Republic on Sunday said taking into consideration that the repercussions of the Syrian crisis could affect the national security and cause grave damage to the joint Arab action, the Syrian leadership proposed an urgent call for holding an emergency Arab summit to tackle the Syrian crisis and look into its negative repercussions on the Arab situation.

The leadership also suggested that the Arab League (AL) Ministerial Committee is welcomed to come to Syria before November 16, accompanied by whoever it finds suitable of civilian and military observers and experts from the Committee's member countries and of Arab media with the aim of directly inspecting what is taking place on the ground and supervising the implementation of the Arab Initiative in cooperation with the Syrian government and the authorities concerned.

The AL General Secretariat, foremost the Secretary General, is called upon to make quick move to put these propositions into effect.

The official source said these suggestions came with disregard to engaging in a futile debate about the reliability and legality of the AL Ministerial Council's decision issued on November 12 and how much the decision complies with the objectives and principles of the Arab League Charter which Syria was one of the countries that composed it and on which the League was founded.

The source added that Syria, after its approval on November 2 on the Arab work plan agreed on with the Syrian government, still considers it an appropriate frame to resolve the Syrian crisis away from any foreign interference despite all of the shortcomings and gaps it had and despite its lack of the tangible mechanisms that need to be agreed upon between the Syrian government and the Arab Committee to implement the work plan.

BEIRUT: President Michel Sulaiman warned Sunday that isolating Syria could lead to foreign intervention and urged President Bashar Assad to implement the Arab League initiative to end the crisis after the organization voted Saturday to suspend Syria’s membership.

“Isolation carries dangers and it is possible it could lead to foreign intervention, but in return, the Syrian government should implement all reforms,” Sulaiman told reporters during an official visit to the northern coastal city of Tripoli.

“In terms of isolating Syria, Lebanon is against it because the people [are the] ones who pay for it and [isolation] severs means for dialogue and no Syrian citizen should feel that they are not Arab,” Sulaiman added.

The Arab League voted Saturday to suspend Syria’s membership at the organization. The suspension, which will take effect on Nov. 16, was approved by 18 member states. Syria, Lebanon and Yemen voted against the motion while Iraq abstained.

As well as imposing economic sanctions, the Arab League said the suspension would remain in force until Damascus abided in full with the initiative it signed up to on Nov. 2.

The Arab League deal called on Damascus to withdraw the Syrian Army from the streets; free political prisoners, grant reporters access to the country and launch dialogue with the opposition.

Speaking to a local television station earlier Sunday, Sulaiman urged his Syrian counterpart to implement the Arab initiative in order to end the crisis in Syria, where the U.N. says over 3,500 people, mostly civilians, have been killed in a crackdown by Damascus since Mid-March.

“[I] urge Syrian President Bashar Assad to implement the provisions of the Arab League initiative,” Sulaiman told MTV television station.

Commenting on Lebanon’s decision to vote against the Arab League decision, Sulaiman said Lebanon had supported Arab League decision “in principle” but that it opposed isolating the Arab country.

“We did not stand in opposition to the Arab League’s resolution but we are against isolating a country in absolute terms,” Sulaiman said.

Responding to questions by reporters later in the day in Tripoli, Sulaiman said Lebanon supported democracy, “be it in Syria or other [countries] but it is not favorable to achieve political objectives via violent means to implement the Arab League initiative,” he said.

Sulaiman also reiterated his call on the Syrian government to swiftly implement the needed reforms and launch dialogue with the opposition.

Foreign Affairs Minister Adnan Mansour’s vote against the Arab league plan, which also urged member states to withdraw their ambassadors to Syria, sent shockwaves throughout the country, prompting harsh criticism by March 14 coalition lawmakers, many of whom described the move as opposing “Arab consensus.”

Shortly after the Arab League announcement Saturday, Former Prime Minister Saad Hariri described Lebanon’s stance as “shameful.”

“It is shameful. I hope the Syrian people know that this government doesn’t represent the Lebanese will,” Hariri said during a live Q&A session on the popular micro-blogging site Twitter.

BEIRUT, (SANA) - Lebanese Foreign and Expatriates Minister Adnan Mansour underlined during an Arab League (AL) session on Syria held on Saturday Lebanon's rejection of the decision to suspend Syria's membership in the AL.

Mansour warned in his interposition that this step would further complicate things and will not lead to security and stability in the region.

He cautioned that the second and third items of the draft decision included a dangerous precedent which has serious repercussions on the international level and the economic and political levels and they undermine the bases of the joint Arab action and peace in the region, as they also put the credibility of the AL into question.

In this framework, Mansour pointed out that the AL "is called upon help Syria get out of the crisis and maintain its unity, sovereignty and security as well as the security and stability of the region, but not to drag it to those who are lurking for it."

He warned of the repercussions of allowing more agitation on everyone and of not taking a firm stance against what is being hatched against Syria from inside and outside including the tendentious instigation and media campaigns that exceeded all limits.

He pointed out that there was an intention by some sides to suspend Syria's membership in the AL since its first meeting on Syria.

The Lebanese Minister underlined that the security and stability of the region is linked to the stability and security of Syria, warning of the development of the situation in a way that does not cope with the interests of the region, the AL or the Arab nation.

Amal stressed that Syria faces a U.S. plot aimed at Western vicious strife within.

BERUT, SANA_ Secretary General of Hezbollah Sayyed Hassan Nasrallah said that America wants to subdue Iran and Syria, trying to drag Iran into direct negotiations with it and Syria to accept what it hadn't accepted in the past and this is the real aim.

In a televised speech on Friday marking the Martyr's Day, Nasrallah warned that any war against Iran and Syria will negatively affect the entire region, saying" This is not a threat but real calculations."

Nasrallah indicated that some Lebanese sides have bet on the regional developments with hopes and illusions of a near fall of Syria's regime.

He told those sides "Leave aside this bet because it will be lost as your previous wagers… Don't waste your time because the regional situation is currently at the interest of the region's people and the resistance is now at its best,"

Sayyed Nasrallah considered the US withdrawal from Iraq as a huge defeat of the US project in the region, adding that the defeated U.S. is trying to withdraw from Iraq under a political and media covering fire.

He stressed that the US is trying to punish Syria and Iran for rejecting the occupation of Iraq and foiling the US project in the region.

Nasrallah underlined the importance of adhering to the option of resistance, the popular will and the army for being the real factors of power for Lebanon in the face of any possible Israeli aggression.

BEIRUT: Maronite Patriarch Rai voiced outrage and blasted Ad-Diyar newspaper over the weekend after it published excerpts from a book claiming he had been blackmailed by Syria with a series of “illicit recordings” while still a bishop under his predecessor Patriarch Nasrallah Butros Sfeir.

The local newspaper, which said it had published the controversial excerpts Saturday in order to warn the prelate, threatened Sunday to release the recordings mentioned in Antoine Basbous’ book should Rai continue “offending” the newspaper.

“These are lies and aim to mislead the public,” Rai said Saturday, referring to the Ad-Diyar article quoting the excerpts from the book by Basbous, who the paper said had been a former member of the Lebanese Forces but now a close advisor to Paris.

In the book excerpts, Basbous tries to address what he sees as a shift in the Maronite Church’s policies following the election of Rai to the top post of the influential establishment earlier this year.

Basbous alleges that the late Ghazhi Kanaan, who was a leading Syrian security official in Lebanon during the Syrian presence in the country, had sought allies at the Maronite Church to oppose then Patriarch Sfeir for his firm stances against Damascus and had found a willing ally in Rai.

The book claims Rai had greeted Kanaan on several occasions at the archbishopric in Amshit near Jbeil, where on one occasion eavesdropping devices had been planted.

Basbous goes on to claim that Rai had met Kanaan following a summons to Anjar and that during the meeting the Syrian official blackmailed the bishop with “illicit recordings” from the archbishopric in Jbeil. Rai was so distraught by the episode that he did not leave his abode for three days, Basbous said, suggesting that the contents of the recordings were undoubtedly very damaging to the bishop.

In response to the article, Rai denied Saturday having met Kanaan in Anjar, reiterating that “such talk is all lies.”

The religious leader acknowledged that Kanaan had visited him at the offices of the archbishopric in Jbeil, “but the next day I notified Patriarch Sfeir and the bishops. I also informed the three heads [president, Parliament speaker and prime minister] at that time about the details of the meeting. The story ended there.”

In the strongly worded rebuke to Ad-Diyar, Rai asked: “How can a newspaper allow itself to issue such an [article]? Has it no dignity?”

“How can we read this paper after today?” Rai, who had met with Free Patriotic Movement leader Michel Aoun, asked.

“My lord I was shocked. I will not respond anymore to them and I will not read them [either],” Rai added.

On Sunday Ad-Diyar said it was willing to send Rai the recordings mentioned in the excerpts of the book it published over the weekend but warned it would be forced to release the recording should he continued to “offend” the paper.

"We say to the patriarch that we will not release the contents of the recordings no matter what. Instead we will send it to him in a sealed envelope. But if he decides to continue offending Ad-Diyar, then, for the sake of our credibility and as Christians testifying on rightful matters, we would be forced to release the tape,” the paper said in its editorial opening Sunday.

"Once more, we advise you to prosecute the French publication house and the author before the book reaches the Lebanese market,” it added.

シリアでは、アサド政権が、今月初め、中東・アフリカのアラブ諸国で作る「アラブ連盟」の調停を受け入れ、反政府デモへの暴力の停止を約束したにもかかわらず、弾圧はその後も激しさを増しています。人権団体によりますと、シリアでは、アラブ連盟が、先月、調停に乗り出したあと、政権側の弾圧によっておよそ700人が死亡し、この2日間も幼い子供を含む50人以上が死亡したということです。シリアの国民の間では、国際社会の保護を求める声が、再び高まっており、調停役を担うアラブ連盟は、12日にも緊急の会合を開いて再び対応を協議することになりました。会合を前にシリア内外の反体制派はアラブ連盟に対して、市民の保護と、シリアへの監視団の派遣、それにアサド政権をアラブ連盟の資格停止処分にすることなどを求めており、アラブ連盟がどのような打開策を打ち出すのか注目されます。

反政府デモへの激しい弾圧を続けるシリアのアサド政権に対し、アラブ諸国でつくる「アラブ連盟」は、弾圧をやめるまで、連盟への参加資格を停止するなどとした制裁措置を決め、アサド政権に対する圧力をさらに強化しました。

アラブ連盟は、12日、緊急の外相会議を開き、シリアへの対応を協議しました。シリアのアサド政権は今月初め、アラブ連盟との間で軍を撤退させることなどで合意したにもかかわらず、その後も弾圧をやめず、死者は3500人以上に上るとみられています。こうした事態を受け、アラブ連盟は12日の協議で、合意の実施期限となっている16日以降、シリアに制裁措置を課すことを賛成多数で決めました。制裁措置には、連盟の活動に参加する資格を停止することや、シリアに駐在するアラブ諸国の大使の召還を促すこと、さらに経済的な制裁を課すことなどが含まれています。これに対し、協議に参加したシリアの代表は「きょうの決定を拒否し、シリアはアサド大統領のもとより強くなる」などと強く反発しています。欧米の各国に続いてアラブ諸国も、アサド政権への圧力を強化したことで、シリアは国際社会でさらに孤立を深めることになりますが、今回の制裁措置によって弾圧が収まるのか、見通しは立っていません。
