He and Russian Foreign Minister Sergei Lavrov, Russia's concern about the illicit use of the resolutions of the Security Council to implement the objectives of the illegal attempt to interfere in the internal affairs of States.

The news agency quoted Moscow, Lavrov said yesterday during a meeting of the Council of Foreign Ministers of Member States of the Organization for Security and Cooperation in Europe in the Lithuanian capital Vilnius that his country is concerned in earnest to conduct the deliberate use of Security Council resolutions and to interfere in the internal conflicts of the States to support one party or the other including through the use of armed force, under the slogans of "responsibility to protect the civilian population," adding that it carries with it a double standard when dealing with various crises.

Lavrov added that this behavior has serious consequences and moves away from the principle of the rule of law, whatever the justifications that are invoked and may lead to weakening of security in different regions of the world.

Bogdanov: Russia supports dialogue between all parties and regrets the Syrian positions, based on double standards towards the events in the region

The Deputy Foreign Minister Mikhail Bogdanov said his country is sorry for the positions based on double standards and double standards when evaluating the latest developments in different countries away from the principles of the Charter of the United Nations and Security Council resolutions.

Small Arab country slaps Russia in the face. 46062.jpegRussia's Foreign Ministry has lowered the level of diplomatic relations with Qatar. This became Moscow's response to the attack committed against Russia's Ambassador to Qatar, Vladimir Titorenko. The head of the Russian diplomatic mission was returning from his business trip to Jordan when he was attacked at Doha's International Airport. The official was attacked by the officers of customs and security services. The officers tried to withdraw diplomatic mail from the ambassador. Two other Russian diplomats, who were meeting Titorenko at the airport, also suffered in the incident.

On November 30, Russia's Foreign Ministry sent a note of protest to Qatar. The Russian officials demanded Qatar should apologize and punish the culprits. Qatar showed no reaction to the note. On December 4, Russia's Foreign Minister Sergei Lavrov notified the Qatari administration about the decision to lower the level of diplomatic ties between the countries until Qatar fully meets the requirements of the Russian side. Sources at the Foreign Ministry of the Russian Federation said that Vladimir Titorenko would leave Qatar immediately after the course of medical treatment.

What caused the incident? The Russian ambassador stated afterwards that he would like to hope that the attack had not been planned in advance. He only hoped that it happened just because the airport employees did not know the international laws.

According to Titorenko, the conflict occurred after the Qatari officers decided to X-ray the Russian diplomatic mail. In accordance with regulations of the Vienna Convention, diplomatic correspondence is not supposed to be inspected or X-rayed. The Russian ambassador said that he had an additional permission from the Qatari Foreign Ministry to carry diplomatic documents without inspections.

Thus, the version about the "erroneous attack" does not withstand any criticism. It appears that the actions of the Qatari servicemen had been preliminary approved by authorities. At least, Qatar had five days to correct the mistake. It did not happen.

To put it in a nutshell, such a tiny country as Qatar may have masterminded such a blatant act as an attack against the head of the Russian diplomatic mission in the country. The tiny country attacks the world's largest.

It is not the first time, when Qatar demonstrates its anti-Russian stance. The Qatar-based Al-Jazeera TV channel broadcast fraudulent reports about the war in the Caucasus in 2008. Moreover, some terrorist leaders took shelter in Qatar after the second Chechen war. One of those Chechen terrorists, Zelimkhan Yandarbiev, was destroyed on the territory of Qatar.

It was said after the incident in Qatar that the anti-Russian action was directly connected with Russia's position on Syria. It was particularly said that the Qatari administration was unhappy about Russia's intention to defend Bashar Assad's regime.

Sergei Demidenko, a specialist for Arab countries, does not think that the incident at the airport could be purely incidental.

"I am not sure, though, that the attack against the Russian ambassador was caused with Russia's views on Syria. Indeed, the Qatari administration wants Assad to go, but beating up the Russian ambassador would not be a form of revenge. That would be ridiculous. Qatar has many other opportunities to get at Russia from this point of view.

"It would be much more interesting to take a look at the relations between Qatar and Russia during the recent ten years. Russia and Qatar are serious competitors in the gas industry. Several years ago, Qatari officials put forward a suggestion to establish the gas OPEC. Several years have passed, but the idea has not received any development. The relations with Russia were put to a standstill.

"The reason for that is the difference of the interests. Qatar was originally building its gas strategy on the sales of liquefied gas. Russia was paying first priority to pipeline gas. There was a period of time when the Russian gas was cheaper than that of Qatar. That was bad news for Qatar, because the country was going to expand its natural gas shipments. Not so long ago, Russia became Qatar's competitor in the field of liquefied gas too. We have already launched the production of liquefied gas in Sakhalin.

"This may only mean that the relations between Russia and Qatar have been worsening. The market of natural gas is not so broad as the oil market. For example, world's second gas power after Russia - Iran - has not entered the market properly. The Asian countries are not using their capacities in full either. When it happens, the competition in the field of natural gas will only get stronger," the expert said.

We would like to add here that according to Western analysts, Qatar's export of liquefied natural gas to Western Europe has grown 25.5 times during the recent eight years. Qatar can only expand its presence on the market in the future.

In this connection, Europe may finally loosen its dependence on the Russian fuel. It will not be possible for Russia to avoid competition with Qatar. It is quite possible that the incident with the Russian ambassador at the airport was only a sign of imminent changes in the relations with this tiny, but resources-rich nation.

BEIJING, (SANA)- China on Tuesday said the international community has to provide suitable conditions to preserve peace and stability in Syria and the Middle East.

"China sees it is very necessary to launch a comprehensive political process with wide participation in Syria to meet aspirations and demands of the Syrian people and ease the situation there," Hong Lei, Spokesman of the Chinese Foreign Ministry said at a press conference.

He added that China will cooperate with the international community to play an active role to achieve those goals.

BEIJING, Dec. 6 (Xinhua) -- China expects all relevant parties to hold talks in order to reach consensus on the Arab League (AL) protocol on an observer mission to Syria, a Foreign Ministry spokesman said Tuesday.

China has always proposed that the international community should solve Middle East issues from the perspective of maintaining the peace in Syria and the Middle East, spokesman Hong Lei said at a daily press briefing.

Hong also said that the international community should create conditions to ease the situation in Syria, which is in accordance with the basic interests of the international community as well as Syrian people.

Syria has responded positively to the AL protocol on an observer mission, but proposed "minor amendments" to the plan, according to a Syrian Foreign Ministry spokesman on Monday.

Syria missed a second deadline on Sunday set by the AL to sign the observer mission protocol, 10 days after it failed to meet the Nov. 25 deadline to allow in the observers.

The AL approved a new set of economic sanctions against Syria on Nov. 27, including cutting off transactions with the Syrian central bank, halting funding for projects in Syria and freezing the Syrian government's assets.

Arab Community in Brazil Condemns AL Sanctions against Syrian People

BRASILIA, (SANA) – The Arab community in Brasilia condemned on Tuesday the Arab League decisions and sanctions imposed on the Syrian people.

In a letter addressed to the Arab League, the community expressed disappointment and shock at the Arab League decisions against Syria, the founder of the Arab League, calling for cancelling the sanctions and shifting towards an active role to help Syria emerge from the crisis.

They stressed solidarity with the Syrian people in advancing the reform process commenced by the Syrian leadership.


Australians for Syria Group criticizes Amnesty International Stance against Syria

CANBERRA, (SANA) –

"Australians for Syria" group criticized on Tuesday the Amnesty International stance against Syria, adding that the Australian media is biased against Syria as it does not cover the marches which support the comprehensive reform program under the leadership of President Bashar al-Assad.

In a statement issued during the annual conference of the Australian Labor Party, the group renounced the Australian press dependence on news and narratives collected from people without verification.

It added that the UN, Washington, Paris, Ankara and Berlin as well as some Arab countries are leading a war against Syria, considering Qatar and Saudi Arabia as being behind the Arab League decision on suspending Syria's membership.


Lebanese Community in Hungary Condemns AL Decisions against Syria

BUDAPEST, (SANA) – The Lebanese community in Hungary condemned on Tuesday the Arab League decisions against the Syria people, adding that the decisions contradict with the Arab League Charter.

The Lebanese community called in a statement for stopping all forms of financial, political, media and military support to the terrorist groups which are killing the Syrian people.

The community expressed support to the leadership and people of Syria and the Syrian Arab army in confronting the armed terrorist groups which are terrorizing citizens and threatening civil peace and national unity.

DARAA, (SANA) – A delegation of the American ABC News visited Daraa Province to inspect the reality of the events taking place.

Journalist Alexander Marquardt said he will cover the situation in an objective and independent way regardless of the US policies and what channels are broadcasting, hailing the cooperation of the relevant authorities with the delegation to make the mission a success.

During their field visit to the city, including Justice Palace, al-Omari Mosque, the house of Sheikh Ahmad Sayasna, Ismael Abo Nabbout School and some markets, Marquardt pointed out that the situation in the city is normal, expressing desire to visit Daraa countryside and the places that witnessed violence during the last period.

In a similar context, Daraa Governor, Ahmad Khaled Hannous reviewed with the delegation the events taken place in the Governorate since March 18th, pointing out to the acts of killings, mutilation of bodies, torturing and sabotaging of private and public properties perpetrated by the terrorist armed groups, which makes the response of the army a must to restore security and stability to the Province.

For his part, Daraa Attorney General Tayseer al-Smadi, referred to the volume of damage caused by the acts of terrorism against judicial buildings, particularly the Criminal Court, Court of Appeal, and police stations, pointing out that arson acts targeted the Palace of Justice and criminal courts in order to conceal evidence and files related to finding the accused persons guilty as well as to cause harm towards citizens and the state.

 米国政府の高官たちが5日から1週間にわたり、3グループに分かれて韓国を訪問する。各グループはそれぞれ異なる目的で来韓し、韓国に対し特別な「注文」をするという。

 5日に来韓するロバート・アインホン国務長官特別補佐官は、北朝鮮やイランに対する制裁問題を主に担当する。外交筋によると、同補佐官は今回の来韓で、米国によるイランに対する制裁を強化する方針を説明し、韓国の協力を求める意向だという。米国は「イラン産の石油の輸入中止」をはじめとする追加制裁を望んでいるとのことだ。また、韓国政府の朴魯壁(パク・ノビョク)大使と会い、韓米原子力協定の改正に向けた交渉も行う予定。

 グリン・デービス対北政策特別代表は7日ごろに来韓し、韓国側の6カ国協議首席代表を務める林聖男(イム・ソンナム)韓半島(朝鮮半島)平和交渉本部長と会談を行う。ソン・キム駐韓米国大使の後任として米国側の6カ国協議首席代表を務めるクリフォード・ハート対北特使も同行し、新たに結成された米国の対北政策グループとしては初の来韓となる。

 デービス特別代表は2007年から09年6月まで、国務省の東アジア・太平洋担当首席副次官補を務めた。レーガン政権時代から核拡散防止問題を担当し、最近は国際原子力機関(IAEA)の大使も務めた。核拡散防止問題の専門家として、前任のスティーブン・ボスワース氏に比べ、北朝鮮の核問題に対しさらに厳格なアプローチを行うとの見方が有力だ。このため、韓国政府が最近打ち出している柔軟な対北政策に対し、どのような見解を伝えるかが注目される。

 デリック・ミッシェル・ミャンマー問題特使も同じ時期にソウルを訪問する。ミッシェル特使は韓国政府の関係者たちと会い、ヒラリー・クリントン国務長官が最近、米国の国務長官としては約50年ぶりにミャンマーを訪問し、関係改善に乗り出した背景について説明する予定だ。国務省の東アジア・太平洋担当副次官補を務め、北朝鮮の動向にも詳しいミッシェル特使は、ミャンマーと北朝鮮の「怪しい関係」を清算するため、韓国政府が積極的な姿勢を見せるよう要望する意向だという。

 米国務省のロバート・アインホン対北朝鮮・対イラン制裁調整官が5日に韓国を訪れ、韓国政府の当局者と会談した後、記者会見を行った。会見の席でアインホーン調整官は「全ての同盟国が、(核兵器開発疑惑を持たれている)イランに対する追加的な制裁に参加することを望む」と述べ、対イラン追加制裁参加を韓国に要請した。米国の高官が韓国の当局者と会った直後、公の場でデリケートな懸案について言及するのはまれだ。米国が韓国に要求したのは、液化石油ガスなどイラン産石油化学製品の輸入を中断することだという。

 国際原子力機関(IAEA)は先月8日、イランの核開発疑惑に関する報告書を発表し、それから10日後にイラン非難決議を採択した。その後、米国はイランを「マネーロンダリングの懸念がある国家」に指定し、イギリスは自国の銀行とイランの銀行の間で交わされる全ての金融取引の中断を発表した。フランスも、イラン産原油の輸入を中断することとした。イギリスによる制裁が発表された後、イランの過激デモ隊がテヘランのイギリス大使館に乱入したため、欧州連合(EU)各国は懲罰措置として、イランに駐在する自国の大使館員を撤収させたり大使を召還するなど、西側各国とイランとの関係は急速に悪化している。米国やEU各国は、イランが核開発を進めた場合、イスラエルが軍事的報復に出て武力衝突が起こることを懸念し、非軍事的圧迫や制裁でイランの核開発を放棄させようとしている。中国とロシアは追加制裁に反対しており、日本はまだ立場を明らかにしていない。

 韓国政府は昨年、国連安全保障理事会決議第1929号による制裁を施行し、イランのメラト銀行ソウル支店は2カ月間営業を停止させられた。しかし対イラン制裁が行われている中、韓国とイランの貿易額は今年10月までの時点で 145億ドル(約1兆1265億円)に達し、これまで両国の貿易史上最高記録だった2008年の126億ドル(現在のレートで約9789億円)を上回った。イランでは韓国産の自動車がシェア50%を占めトップの座にあり、韓国は昨年イランから3億9988万ドル(約311億円)相当の石油化学製品を輸入した。

 イランは現在、北朝鮮とも核・ミサイル開発の面で協力関係を維持しているという疑惑を持たれている。韓国は、北朝鮮の核による直接的脅威の下に置かれている上、北朝鮮の核問題をめぐって欧米の協力を受けてきたという事情がある。こうした点から見ても、立場上、対イラン追加制裁の要求を拒否するのは困難だ。韓国政府は、原則を守りつつも状況を考慮する外交的選択について十分に考えなければならない。
