أصدر السيد الرئيس بشار الأسد - القائد العام للجيش والقوات المسلحة - المرسوم التشريعي رقم /١٢٧/ بتاريخ ٦/١٢/٢٠١١ القاضي بصرف منحة نقدية لمرة واحدة للعسكريين من مختلف الفئات ممن هم بالخدمة بتاريخ ١/١١/٢٠١١ يحدد مقدارها بنسبة ٥٠٪ من الراتب المقطوع للضباط وصف الضباط ولأفراد ( عاملين - احتياطيين - مجندين ) اللذين قاموا بمواجهة المجموعات المسلحة ، وبنسبة ١٥٪ من الراتب المقطوع لبقية عناصر الجيش والقوات المسلحة من ضباط وصف ضباط وأفراد ( عامليين - احتياطيين - مجندين ) علما أن هذه المنحة معفاة من ضريبة دخل الرواتب والأجور.
