Mr. President Bashar al-Assad in an interview with the Sunday Times of London published in late Saturday to Sunday night 11/20/2011 that "the conflict will continue and the pressure will continue to subjugate Syria," Syria would not yield. "Assad reiterated his assertion that any military action is done against Syria would create "an earthquake" across the Middle East.

Assad said, "If they were logical and rational and realistic, they should not do so because the results will be very severe, military intervention will destabilize the region as a whole will be affected by all countries."

This is part of the text:

Mr. President: Do you think or believe that the reaction of security officers and the army of protesters were harsh or too aggressive at times.

Assad: The status of a harsh or aggressive term is subject to debate, but let's talk about that the government has no policy to treat the security men and police, the demonstrators are harsh or aggressive, because all of our policies in the previous decade were built on the basis of the support people have, so it cannot to build a policy against the people. But if there is any events committed by some individuals in certain cases will be investigated by a committee we formed several months ago. But when there is instability, there will be potential for mistakes and problems in the street.

Mr. President: But the number of people killed in a large number of recent events and this means that the military option or security does not work, are there other ways you have?.

Assad: When we talk about killing must ask the killing of 800 officers from the police, security and the army in the street, so we're not talking about peaceful demonstrations, but rather a militia. And when there will be no militias killed, so it is the duty of the government to fight these militias to protect civilians and stabilize, and not let them do what they like and talk about the murder, and this is what we do.

Mr. President: What is a father or as a citizen when you see the Syrians are killed or die in their own country?

Assad: I feel sadness and sympathy with their families, but the important thing is that I can do and not what I can feel it, what can I do to protect them and protect others from the Syrians killed by the militias.

Mr. President: What are you doing to protect civilians?

Assad: We will make this fighting the militias to prevent them from continuing in their work against civilians and that's our focus now. We have to stop the flow of arms to them from across the border and prevent the arrival of money for them.

Mr. President: To what extent will Thmon your country, you will accept to resign and give up the presidency if necessary to maintain this is your country?

Assad: There is no limits for anything required to maintain the country, not on my own that serves me, but the contrary I should Okhaddmh, the problem is not around me, but rather is about Syria, the problem is not the president now, but in the stability of Syria and the unity of Syria. If the President will promote the survival and unity of the country must be kept and if it divides the country should go, this is the principle. Most Syrians united, but what is happening now is because of the few militias that kill civilians, and international interventions.

Mr. Chairman: What about the public sector, which demands Brahilk and the departure of the system also has the right not to express his opinion.

Assad: Sure, but through elections, there will be parliamentary elections in February next, and there will be a new government, and there will be a new constitution and this constitution will set the foundations of the election of the President and thus can go to the polls and participate in expressing their opinion.

DAMASCUS, (SANA)- Foreign and Expatriates Minister Walid al-Muallim on Sunday said the draft protocol presented to Syria by the Arab League (AL) includes items that reflect unbalanced stances taken by member states of the AL and its ministerial committee since the crisis began in Syria.

Al-Muallim added in a press conference that Syria has dealt with the issue with a positive spirit out of its keenness on continuing work within the frame of the Arab League, "although any protocol according to international norms is the result of the agreement between two parties and not dictated by one party on the other."

The Minister noted that Syria received on Saturday a letter from the AL Secretary General which said that the AL Secretariat General is not in the position to respond to the Syrian amendments.

The AL Secretary General's letter followed another letter previously sent by Syria two days before including proposed amendments to the AL draft protocol regarding the legal status and the tasks of the AL observer mission to be sent to Syria.

"The AL mission has the freedom of movement…We have not restricted its movement and we have nothing to hide at all….They have to see the crimes of killing and slaughter being perpetrated against our citizens and the law enforcement forces…What we asked for is to be informed of the places the mission will go to," said al-Muallim.

He added that "We in Syria don't consider that the time period needed by the AL mission to fulfill its task is the key issue but rather the content. If [their] intentions are good, they shouldn't adhere to the period…We care that the mission's tasks will be carried out well."

Minister al-Muallim said that there are Arab sides that want to use the Arab League as a tool to take the Syrian issue to the Security Council, adding "We want our people to be sure that we will work through every small window so as not to let the Arab League turn into a tool."

He stressed that the Syrian leadership's decision always stems from the pulse of the Syrian people, highlighting how the Syrians went out to the streets and squares in expression of their rejection of foreign interference and the Arab League's decisions against Syria.

"The problem in Syria can only be solved by the Syrians," said al-Muallim.

On Syria's response to the pressures on the Arab, Islamic and international levels, al-Muallim said that they are continuation to a series of pressures practiced against Syrian since the beginning of the crisis by countries like the US and the EU, in addition to the Arab states now.

"If fight was forced on us, we shall fight. But we hope and we are working so that fight wouldn't be forced on us," al-Mollaem said in an answer to a question, stressing that Syria "is not in need of any logistic support from any Arab country," and that Damascus is coordinating with the Russian friends at every step.

The Minister went on saying that "What is taking place in Syria is armed groups attacking the citizens, the law enforcement and army forces," stressing that the Syrian people are able to defend their homeland.

Asked on whether there will be a civil war in Syria, al-Muallim said "If you read the statements issued by the U.S. Secretary of State Hilary Clinton and her Turkish counterpart Ahmet Davutoglu, you feel that they are pushing towards the civil war they are warning of."

"There won't be a civil war no matter how much they try to create one…Our people can quell this sedition," al-Muallim affirmed, adding that it is the foreign sides' statements that are leading to the killing and further encouraging the armed groups to go on with their acts.

Whether the Syrian government will allow the opposition inside the country to accompany the Arab observers in case they come to Syria or not, the Minister said " that is the role and responsibility of Syria, no one can behave on behalf of it, but the observers can meet the opposition if they want."

On the Arab efforts' chance and whether the crisis in Syria will shift into internationalization or not, al-Muallim added "We will use all windows available in the Arab joint action, and we will repeat this till the Arabs say we don't want you in the League."

Minister al-Muallim said national dialogue is the main foundation for building Syria and a major necessity to draw up a common vision for Syria's future in a participatory way.

He added that dialogue should not be held only between the authority and the opposition as there is a third party that is much more important, which is the Syrian people who should be represented in this dialogue. "That is why dialogue should be held in Damascus," al-Muallim stressed.

He said that all who want to participate in this dialogue from the national opposition are welcomed.

In response about the murder and kidnapping of citizens in Homs, al-Muallim said that the stances of some western countries lead to these crimes because they encourage the criminals who perpetrate them, noting that these countries and the Arab League ignore the armed criminal groups who kill based on one's identity, stressing that there will not be a civil war no matter how much they try to start one.

Regarding news of the capture of scores of gunmen, al-Muallim confirmed this news which show the great numbers of these armed terrorists and their advanced weaponry, underlining the importance of the state maintaining the safety of the citizens.

On the Russian support for Syria, the Foreign Minister said that there's an old treaty between the two countries signed in 1980, noting that there is no state of war but rather Syria is practically facing armed groups assaulting people.

Regarding the Russian stance in case the Syrian issue becomes an international one, al-Muallim said that Syria coordinated with Russia in every step it took, adding that he wouldn't rush to discuss the Security Council while the issue is still within the framework of the Arab League.

As for the talk by some Turkish media on plans for establishing a no-fly zone or an isolation zone and why Syrian diplomacy is being calm, al-Muallim noted that the whole world saw how the excuse of imposing a no-fly zone on Libya to protect civilians turned out and how many victims fell because of it, adding "as for criticizing Syrian diplomacy, I accept that magnanimously and calmly… the role of diplomacy existed since the dawn of time, and I hope that the language of diplomacy remains prevalent."

On the statements of Israeli war minister Ehud Barak, the Foreign Minister said that Israel is an enemy who usurped Syria's lands and therefore Syria will not address this enemy, adding that these statements makes the people more committed to their leadership.

Regarding the stances of neighboring countries, some of which having received opposition figures, al-Muallim said that he personally isn't satisfied with their stances, adding that he cannot confirm or deny information he doesn't possess which the Jordanians themselves must either confirm or refute.

As for the government's efforts to engage the opposition in national dialogue, al-Muallim said efforts are being made in this regard, noting that there are various groups in the opposition; some of them want dialogue while others reject it, adding "what happened in Cairo when the Syrian delegation was assaulted shows that this opposition doesn't want dialogue."

On the fact that a Syrian youth delegation was attacked in Egypt by opposition from abroad, the Foreign Minister said that the delegation went to express a viewpoint to the Arab League General Secretariat that differs from the viewpoint of some who live permanently in Cairo,.

"However, the Arab League General Secretariat didn't receive them… they were received by sticks and stones from those who claim democracy and are afraid of hearing the other opinion. It's a clear indicator to the public opinion about who these people really are… what they did is a shameful thing."

DAMASCUS, (SANA)- Eng Sufian Alao, Minister of Petroleum and Mineral Resources to heightened demand for diesel fuel and gas more than needed and some have sought to store large amounts in addition to some cases of smuggling out of the border contributed to the crisis combined to create a demand for these articles.

He said Alao said in an interview for television Syrian Arab yesterday that diesel fuel is available at the strategic level and the quantities available to the largest of which was in last year's rates are very high and some provinces exceeded 40 percent of Astjerarha during the months past and current for the same period of last year, but can not meet the needs of people in a single moment no matter how the plans were in place, therefore, call upon all citizens to take their needs only.

He Alao that measures the ministry is pushing greater quantities than necessary in the coming winter months and the article as produced by refineries or importer available to cover the entire winter season is no fear of a lack of material at all but should be considered the most appropriate mechanism for distribution so as to give assurance to the citizen to take the needs and the organization of distribution mechanisms.

The Alao that diesel fuel distributed through gas stations and direct distribution tanks, up / 15 / percent of the amount distributed in the same month of October of last year, pointing out that further action despite the action taken in the provinces of Damascus and its countryside and there are a large part and a key is distributed across stations Fuel was in Damascus and its countryside, or parts of the country all the stations have fuel centers and fuel distribution, which is working substance diesel amounting Around 1650 plant and distribution center, including 17 station only belong to a company fuel and the rest of the private sector and in Damascus there is an additional way where there are 34 tanks distributed directly to the neighborhoods of the citizens In Damascus there are 200 tanks to the private sector is downloaded and distributed branch under the supervision of the countryside and other cities is the distribution of the gas stations directly or over the tanks back to them.

The Alao that the distribution of these quantities is a month to the provinces by Astjerar last year with the increase in the proportion of between 10 to 20 percent, according to the status of each province, without any decrease in the quantities distributed for the past year has developed a ministry tables at the disposal of the members of the parliament and the media and they have checked in every place and location of sites.

He said Alao was the distribution of 12 percent since the beginning of the year in the month of October, the increase was 15 percent in the month allowed an increase of up to 17 percent and the province of Damascus is the largest consumer in the country consumes 20 percent of the monthly consumption at the country level and delivered the Directorate of Branch Countryside Damascus 110 million liters in the month of October and there is a committee composed of member of the executive concerned and the Director of fuels and director of economics and trade in the province is distributed to 250 stations and fuel found in the countryside as the role of each station and its location and needs in the same month last year distributed 95 million liters which was increased about 17 percent distributed by the Commission on the stations and the true conservative on the record and it is the same in the various provinces and the control mechanism is done by the Directorate of Economy and Trade.

And Alao the tanks, a subsidiary of fuel distributed to citizens after registering their names in the company and we are activating the mechanism to meet as soon as possible, the Ministry has hiring / 50 / tankers from the private sector of the city of Damascus as of Monday for distribution in the neighborhood and there are about 200 a tank belonging to the private sector are distributed in rural Damascus Branch under the supervision of the countryside.

Alao said that the price of diesel fuel specific and stated is 16 pounds and must be held accountable overtake and punish him, calling to inform the supply tank or number for the car or if the station over the specified price.

On the material gas and the reality of production, packaging and distribution, said Alao said the ministry believes half the requirements of the rule of gas through local laboratories and the other half by imports which distributes very large number of gas cylinders of the summer about / 180 / A, gas cylinder per day and this number rises in winter to / 260 / A cylinder in the day, an increase of 50 / / percent.

Alao noted that the problem of gas is that some who have / 5 / or / 6 / want to fill gas cylinders at the same time, while some also stores gas cylinders, despite the risks.

He Alao to gas crisis witnessed by the Damascus during the past two weeks have been remedied as of this morning and why the crisis is difficult to transport large quantities of liquid gas from the city of Banias to Damascus because of the terrorist acts in the governorate of Homs, where terrorist groups threaten to blow up trains, gas transmission, but after the elimination These groups thanks to the efforts of our armed forces ministry was able to as of yesterday to move the train, which carries about / 70 /% of the needs of Damascus from the gas.

Alao said that the need for the city of Damascus per day of gas cylinders / 25 / A. The cylinder centers, the ministry distributed / 15 / thousand of them they can not be paid any increase on the price.

He Alao that transmission line diesel and gasoline reaching from Homs to Aleppo diameter / 20 / set up a stop early last month because of the acts of sabotage which buffeted by terrorist groups, which caused the / 283 / hole in the Idlib, more / 100 / hole in the area of Hama in order to robbery on fuel tankers also suffered heavy fuel oil and gasoline to attacks and cases of kidnapping and theft by these groups, but was overcome all these problems and things are going to the solution.

He said Alao We seek to avoid over Ensnarement in the country until the end of the year / 12 to / / 13 / percent because we are obliged to import more than one million tons of fuel oil until the end of winter worth a billion to one billion and a half billion dollars, the ministry contracted and secured payments and all supplies.

The Minister of Petroleum and Mineral Resources to the current year has witnessed an increase in smuggling, especially in the provinces of Homs, Idlib because of the big difference in price with Turkey, Lebanon, and there are efforts being made to reduce this phenomenon, which aimed to harm Syria in the context of the aggression launched from all directions to show that the citizen affected and that there is a shortage of materials and quantities.

The Alao the importance of intensifying efforts and cooperation with all concerned on what the city councils, citizens, governors and commissions of fuel to control the distribution mechanisms and the ministry will contribute to the fullest possible role in this process which performs its task of securing the required quantities and delivery to the provinces and gas stations.

The Alao The refineries of oil in Homs and Banias to reiterate that 65 percent of crude oil in when they make 35 percent of it overseas to be imported alternative to petroleum products, pointing out that the ban imposed on Syria is in terms of export of crude oil and not in terms of import was yesterday load the first ship will leave today or tomorrow to export abroad.

He said Alao The establishment of oil refinery, a third will make the situation better in terms of refining whole crude oil is located in Syria, but the refinery project encountered many problems after that agreement was reached on a joint project to establish a refinery with a capacity of 140 thousand barrels per day with Iran and Venezuela, studies have shown that the cost would amount to / 7.4 / billions of dollars here and saw the partners that figure is high so they asked female students were re-contracted with a French company of the studies later withdrew because of the sanctions was re-contracting with a European company other specialized study began.

For his part, Engineer Imad Khamis, Minister of Electricity said the ministry has doubled the work of staff in the obstetrics and Chianat to put the entire regular turbines to generate electric power in the service due to Mufajie rise in demand for electric power.

The Engineer Khamis that the plants a rest period begins in the / 15 / September and ends with the end of November and during this period we maintain patrol stations and we have about 50 / / turbine almost Nksmha on the sets because the time period for maintenance of the turbine one you need from / 15 / days to about a month.

The Minister of the electricity we find, compared with last year that the rate of increase in energy demand was 40 / / percent with respect to peak and being able to hit in the last week / 158 / million kilowatt hours as consumption on while the highest day in the last year / 114 / million kilowatt hours daily.

The Engineer / Thurs / We have not gotten in the history of Syria in the field of electrical energy to the peak and when we got them were not all turbine service where / 6 / turbines out of service Vktva our work and we have reduced some of the steps periodic maintenance, we were able to turbines generating gradually to work, pointing out that the gap in this period building located on the ground ranging from / 300 / MW max limit reached last Wednesday / 700 / MW.

Minister of Electricity, with the entry of cold suddenly and low temperatures significantly this year compared with previous years resorted Fellow Citizens, who did not believe in the need of fuel did not prepare for it to electrical energy consumption, adding that the prices of electricity supported by Syria, and that recovery turbines generation to be the service is progressive vision of the ministry will explain fully to secure the energy demands.

The Engineer Khamis that the ministry has developed since the first day of the sudden rise in the rough, and codification was accurate in most areas but some areas did not fully implemented for specific reasons related to geographic or by the network.

The Minister of Electricity said there was no crisis fabricated for the electricity and we the result needs to investments in the electricity sector and this is what we put forward today in the Council of Ministers and was the first step for us in the field of activation of the Electricity Act private sector investments, especially in the sectors of generation because it is a healthy phenomenon all over the world.

The Engineer Thurs We do not deny the existence of some emergency breakdowns, but attributed the dramatic rise in the load is almost unparalleled As for the plan address the losses they are currently under way after we have prepared a memorandum containing several actions with respect to Balastjerar illegal Energy sites and adjust meters and installed safely away from the futility of citizens have been implemented almost 50 / / percent of them by placing the counters sealed boxes and this project will be completed at the end of the year / 2012 /.

The Minister of Electricity, the citizen who wishes to install electricity meters to apply to the Office accept requests and is immediately set a date for the detection duration does not exceed / 48 / hour and if the application meets all the requirements for installing the meter paid directly eighth counter and waiting his turn and Alaadadt unilateral available fully and was We have a hole in the meter home in the city of Damascus, and then only fully secured and for the rest of the provinces there is no problem in installing the meters and this applies to the billing address.

Engineer Khamis that the ministry completed a large part with respect to billing, automation and electronic payment and automated meter reading, and we are going to replace the counters Almkaanikih plan to auction.

The Minister of Electricity, the connection with the neighboring countries not supported fully we have agreements with Egypt and Jordan through the Interconnection Agreement, but subject to the conditions and possibilities available to them or we have pointed out that a commercial contract in place with Turkey, where we announced a tender and made him one of the Turkish companies and won by a for sale energy for a year and up to a certain amount does not exceed a certain maximal rate of / 300 / MW and this percentage is / 7.2 / of the total consumption rate and we believe this amount through the exchange of energy to provide Lebanon in return.

He Khemais to that the ministry has signed several memoranda of understanding an initial exchange of energy and experience with Russia and especially that they have considerable experience in power plants, steam and now we have great cooperation with the Russians to create terminal generates / 500 / MW applied with several Russian companies to participate in the implementation of the project and there is also a project between the Ministry of irrigation and electricity for the construction of a dam / Hlbea Zlbea / Economic Commission and approved.

The Minister of Electricity, and the circumstances today, exceptional, there are extraordinary measures, we do so do not get any delay in any project is being implemented in Syria, despite the circumstances, banking practiced by some European countries we have the projects under implementation are going and there are extraordinary measures for that and even with regard to the subject of funding, there alternatives and the full attention of the electricity sector by the government to secure funding optimally.

In conclusion, Thurs saying I reassure fellow citizens that, despite high and increasing demand for electric power in this period we are on demand management available we have to achieve optimal coverage of the shortage in the coming period and during the three days will have as complete lack of precision after the turbines tomorrow or after to the service tomorrow, and over time we will have a management of applications through the resources of water and energy exchange with its neighbors to secure this lack of optimal and there will be justice in covering the shortfall for each fellow citizens in all regions.
