Turkish Foreign Minister Ahmet Davutoğlu announced a series of sanctions against the Syrian regime due to its military crackdown on an eight-month uprising on Wednesday morning, which the foreign minister said are measures against the Syrian administration and will not harm the Syrian people.

Ankara joined the Arab League and Western powers in imposing nine economic sanctions against Syrian President Bashar al-Assad's government on Wednesday to put more pressure on the Syrian administration. Davutoğlu said at a news conference that Turkey, once a close friend of Damascus, would block the delivery of all weapons and military equipment to Damascus as part of measures aimed at persuading Syrian leader Bashar al-Assad to end a violent crackdown against pro-democracy protesters. "All shipment of arms and military equipment through Turkey's land, airspace and seas ... will be prevented," he said. Davutoğlu also said a cooperation agreement with Syria was being suspended until there was a new government in place.

"Until a legitimate government which is at peace with its people is in charge in Syria, the mechanism of the High Level Strategic Cooperation Council has been suspended," Davutoğlu said, adding that Assad's government had come "to the end of the road." Davutoglu also said Wednesday that Turkey was imposing a travel ban in Turkey and freezing the assets of "certain officials who are members of the main cadre of leaders, who are the subject of claims of exerting violence against the people or of resorting to illegitimate means."

Businessmen "strongly supporting" the regime would also be sanctioned, Davutoğlu said, in a direct threat to a mainstay of regime support. He said Ankara was suspending all ties to the Syrian Central Bank, freezing any Syrian government assets in Turkey and suspending any loan deals. Future dealing with the Syrian Trade Bank would be suspended, while current deals would continue, Davutoğlu added.

The foreign minister said Turkey would also consider taking additional measures in the future. In imposing these sanctions, Davutoğlu said Ankara had taken "meticulous care" to not inflict suffering on the Syrian people because of the mistakes of the government. "We will also evaluate additional measures that we can take after this, depending on the behavior of the Syrian government, with the same meticulousness," he said.

Davutoğlu also said the Syrian regime has reached its end by ignoring calls from the international community to stop its bloody crackdown on protesters. "Every bullet fired, every bombed mosque has eliminated the legitimacy of the Syrian leadership and has widened the gap between us," Davutoğlu said. "Syria has squandered the last chance that it was given."

Davutoğlu added that Syria "has entered a vicious circle of violence," despite warnings from Turkey. "Syria must immediately cease using force against the people and [military] forces must immediately withdraw from cities," Davutoğlu said.

Turkey is Syria's largest trading partner, and the countries did $2.4 billion in trade last year, according to the Turkish Embassy in Damascus. The sanctions will bite an already ailing economy in Syria. Turkey's move follows in the wake of sanctions announced by the Arab League. In an unprecedented move against a fellow Arab state, the 22-member Arab League approved sanctions Sunday to pressure the regime to end its suppression of an eight-month-old revolt. The sanctions by Syria's Arab neighbors include cutting off transactions with the Syria's central bank, and are expected to squeeze an ailing economy that already is under sanction by the US and the European Union.

Syria is facing mounting international pressure to end its violent suppression of protests against Assad, which the UN says has killed more than 3,500 people since March. The EU and the United States have imposed several rounds of sanctions against Assad and his regime, including a ban on the import of Syrian oil. Ankara has said any sanctions would not hurt the Syrian people and has ruled out cutting off electricity and water supplies. It has also said civil aviation by Turkish Airlines (THY) to Damascus will continue.

Davutoğlu said Turkey would continue to stand by the Syrian people during this "difficult period." "Our desire is that the Syrian government realizes the only way out of this dead end that they are now at is to immediately meet the legitimate demands of the people and to end the violence and repression against the civilian population," he said.

"We wish success to the Syrian people in this legitimate struggle," he added.

Commenting on Turkey's newly introduced sanctions against Damascus, President Abdullah Gül said on Wednesday that "Turkey is acting carefully about Syria" and underlined that the sanctions do not include humanitarian issues such as water and electricity supplies. "There is instability in Syria and the legitimate demands of Syrian people must be met to end it," he said at a press conference he held at Ankara's Esenboğa Airport before his departure for Kyrgyzstan for an official visit. Deputy Prime Minister Bülent Arınç also said Wednesday that Turkey's measures against Syria assured that Turkey's Syrian brothers would not be negatively affected. Speaking at the Turkish-Arab Media Forum in İstanbul, Arınç said although the Turkish government is currently at odds with the Syrian administration, "the people of Syria are the brothers of the Turkish people." Turkey was once one of Assad's closest allies, but the Turkish government has gradually lost patience with him. Turkey now hosts Syrian army defectors and an umbrella opposition group. Ankara has gradually toughened its criticism of the Syrian regime for its brutal crackdown on anti-regime protests. Turkish leaders have on many occasions called on Assad to end the crackdown and step down.

Prime Minister Recep Tayyip Erdoğan once again said in remarks broadcast on Tuesday evening that Turkey cannot remain silent in the face of the ongoing violence in Syria. "The more peaceful Syria is the more peaceful Turkey is. What is taking place in Syria is not just an internal matter of Syria as some circles claim," Erdoğan said during his national address.

"We cannot watch what is going on in a country with which we have such deep-rooted relations in silence," Erdoğan added.

Distinguished members of press,

You are all following closely the developments in Syria. Thus, you are also closely acquainted with the reasons that bring us together today.

We are in the middle of a process of change that began in Tunisia about a year ago and that had repercussions in the entire region.

As a result of this movement launched by peoples with their own will, a social impetus toward prosperity, freedom and democracy has now been formed in the countries of the region.

In this direction, in Tunisia, where the first spark ignited, very successful elections were held a few days ago and the process of formation of a democratic government has begun.

Libya went through a more painful period. However, we are gratified to see that a very healthy transition period in line with the will of the Libyan people is running there.

The demands of the crowd in Tahrir Square today are being taken into consideration, and these are indeed legitimate demands. Furthermore, we are greatly gratified to observe that Egypt has entered a real and comprehensive election process for the very first time in many years.

Direct initiatives were also taken in some other countries of the region such as Morocco and Jordan, in accordance with the people’s demands such as democracy, freedom, human rights and the rule of law. Very important steps were taken toward reform in these countries. As a matter of fact, a successful and objective election process was conducted in Morocco also a few days ago, before the eyes of the international community.

At a period when such a widespread transformation process is taking place, we would have liked to see and hoped that a transformation process could also be undertaken in friendly and neighborly Syria, in line with the demands of its people. All we hoped for Syria was that it would pioneer these transition processes and that the Syrian Administration would show leadership in administering these transformation processes as its own initiative.

Because, as a result of our intense efforts, we have strengthened our relations with Syria during the last decade and elevated our relations to the highest levels in a short period of time. The history, destiny and future of Syria are our history, our destiny and our future. Turkey never left Syria alone throughout history and will not leave Syria alone now. We paid great attention to stand side by side with Syria during its most difficult times. When there were efforts to isolate Syria from the entire world in 2005, Turkey demonstrated the strongest and the most resolute stance against these efforts. In our contacts with Syria, we always encouraged Syria to share our experiences and the Syrian Administration to implement the necessary reforms required by our day. We tried to contribute to the conduct of these reforms in the most comprehensive way as a result of the intensive contacts between our Ministries through the High Level Strategic Cooperation Council we have established. We shared all know-how, experiences and knowledge we have. We wanted Syria to accomplish economic development and prosperity along with us and achieve a complete integration with us in every field. Our hope, objective and vision in this regard still continue.

However, Syria misinterpreted unfortunately the flow of history in our region and the process of normalization in history. It has gone round into a spiral, and entered into a vicious circle. We have made every effort in this period in order to prevent the entanglement into a vicious circle. In the periods when the first winds of Arab Spring were blowing, as you know, the Prime Minister and I went to Syria in January. During our talks in Aleppo, we tried to encourage the Syrian Government for reforms by making commitments to share all the experiences and knowledge that we have. We shared our views with extreme clarity and candour. We emphasized that it was essential to take steps and implement the reforms in line with the demands and expectations of the people.

Unfortunately, the Syrian Government gave more priority to security measures that falls into the spiral of violence than democratic openings, in spite of our recommendations, warnings and convictions.

In April, I went to Syria again, this time to convey the oral messages of our President and our Prime Minister. We conveyed our convictions to the Syrian side during our very comprehensive meetings. We also sent several technical delegations regarding the reforms that needed to be implemented by the Syrian side. We reiterated that we will support the efforts towards reforms with all our available means. However, the Syrian Administration took a path of increasingly violent policies again, instead of concentrating on reforms and they kept their commitments about reforms on the agenda as a delaying tactic.

Nevertheless, we did not give up. We not only met the very intensive requests of the Syrian citizens, our brothers, to enter Turkey and seek refuge, but we also made the necessary recommendations to the Syrian Government. We constantly made recommendations to them to see the realities and to take the right course. Although we were criticized about being deceived by the promises of the Syrian Government by several circles, we maintained our persistence.

Finally, we developed a new initiative last August and I went to Damascus once again with a view to conveying the written message of our President and the oral message of our Prime Minister, in spite of the policies of increased violence in Syria during the first days of the holy month of Ramadan. Although we agreed on a road map during this long meeting, right after some initial positive steps, the Syrian Administration intensified its military repression, unfortunately, towards the cities.

Today, we know what the crisis in Syria is and the reasons behind it. The developments unfolding in our region have shown that the most profound bond between the rulers and its people is the bond of legitimacy. The sustainability of a State depends on the sustainability of the bond of legitimacy on political and mental and of conscience terms between the rulers and its people. If this bonds breaks, crisis becomes inevitable as is the case in Syria and there is no way back. This is exactly what the Syrian Administration has failed to comprehend until today.

Thus, collective punishment techniques, laying siege to cities, bombing the mosques, using excessive violence against peaceful demonstrators, killing tens of people every day by pointing guns to its own people first by deploying armed gangs such as shebiha and then the army troops are reflections of the lack of comprehension of the Syrian Administration about legitimacy. The Syrian Administration has further lost its legitimacy with every bullet fired and with every minaret bombed. The Syrian Administration further lost contact not only with its own people, but also with Turkey and the Arab States, which defended the Syrian Administration when it was exposed to difficult pressures and isolation in the international arena. In our opinion, by wasting all the opportunities offered to them, including the final opportunity of the Arab League and wasting also a way out, the Syrian Administration has come to the end of the road. The Syrian Administration prepared the ground for this result on its own.

I would like to highlight one point here with clarity again. We never had and will never have a hidden agenda about either Syria, or our region. Our only agenda and strategic vision is to guarantee our common future and to ensure that stability, peace, tranquility and prosperity prevails in our region.

Unfortunately, the Syrian Administration is applying methods that are being monitored anxiously by all people living in this geography. The Syrian issue has now become the issue of the entire region, and it is impossible to overcome this crisis unless it is dealt within regional ownership. That is why we have exerted quite intense joint efforts with the Arab League recently.

Because, we are concerned. We are concerned for the Syrian people. We are concerned for the region. The sense of politics based on ethnic and sectarian identity is beginning to besiege our region and the ensuing conflicts are serious threats for our entire region. This threat can only be eliminated by constructing a democratic consensus culture.

In this respect, the responsibility we have shouldered and initiatives we have undertaken today are an expression and reflection of ensuring the prevalence of peace, tranquility and stability as well as assuming the ownership of our future.

We believe that all the efforts of the international community should aim at stopping the bloodshed in Syria.

Thus the Arab League, comprised by 22 Arab countries, sought a solution very anxiously in the face of developments in Syria and offered to send observers in order to understand the events correctly in Syria. However, Syria lost this last chance, like all the previous chances it was offered.

The presence of observers would have been an important initiative enabling the process in Syria be understood correctly and eliminating the possibility of future violence. Unfortunately, this initiative was not welcomed by the Syrian Administration either.

Therefore, last weekend, Deputy Prime Minister Mr. Babacan and I went to Cairo and held talks with Arab League Ministers. They also consulted with us about the stance adopted by Syria, and made a decision on the adoption of a series of measures against this country.

The fact that the other Arab countries showed such responsibility and sensitivity towards developments in Syria is highly meaningful and praiseworthy. This indicates that the Syrian people are not abandoned by the other Arab peoples.

On the other hand, the report of the Independent International Commission of Inquiry on Syria, established to investigate the violations of human rights in Syria by the UN Human Rights Council, published on 28 November 2011 indicates the gravity of the humanitarian situation in the country. Moreover, the report even concludes that Syrian security forces have committed crimes against humanity.

Violence committed by the Syrian Administration against civilians voicing their legitimate demands, a mentality that points guns to its own people is unacceptable. No administration can emerge victorious from a fight against its own people.

At this current stage in Syria, the use of excessive force and violence against the civilian population must immediately be stopped and the security forces must immediately withdraw from the cities. A transition process towards constitutional democracy in line with the people's legitimate demands should begin as soon as possible, in the real sense, not virtually. The experience of the last nine months unfortunately attests that this regime will not take this step on its own.

Therefore, it is imperative to increase the regional and international pressure on the Syrian Administration and to take steps in order to curtail the capacity of this administration to engage in cruelty against its people. In this regard, it has become inevitable for the Arab League, as well as Turkey, to take certain measures against the Syrian Government which continues to ignore such realities.

The measures adopted at this stage by our Government, in close consultation with my fellow Minister colleagues and in accordance with the guidance given by our Prime Minister and our President, can be summarized as follows:

1. Suspending the High Level Strategic Cooperation Council mechanism until a democratic administration comes to power.

2. Imposing travel ban and asset freeze measures against some members of the Syrian leadership who have been reportedly involved in incidents where excessive violence and illegal methods were used against civilians; imposing similar measures to some known businessmen who are firm supporters of the regime.

3. Maintaining the current practice of no sale and supply of any sort of arms and military equipment to the Syrian Army.

4. Preventing transfer of arms and military equipment to Syria from third countries via Turkish territories, airspace and territorial waters to the extent Turkey’s international obligations allow.

5. Stopping transactions with the Syrian Central Bank.

6. Freezing of financial assets of the Syrian Government in Turkey.

7. Stopping credit payments with the Syrian Government.

8. Stopping transactions with the Commercial Bank of Syria, excluding current transactions.

9. Announcing the suspension of the Eximbank loan agreement concluded for financing infrastructure projects in Syria.

On this occasion, I would like to reemphasize one particular point.

We have conducted a very meticulous study with my fellow Ministers in order to ensure that the measures we have adopted will not affect adversely the brotherly Syrian people. Hence, we have scrutinized very carefully our options.

The basic principles that we are applying to the measures imposed on the Syrian Administration, are above all, entail no harm to the people of Syria, but protecting them from the negative impacts of the administration’s mistakes. In this context, substances essential for the maintenance of Syrian people’s everyday life, in particular water, are not included in these measures. We will continue to take every precaution so as to prevent that our Syrian brothers do not face any difficulty in their daily lives.

Secondly, through these measures we are targeting the Syrian regime’s capability and capacity to implement any kind of violence against its own people.

From now on, we will also consider additional measures we may adopt according to the attitude of the Syrian Administration with the same meticulousness.

We hope that the Syrian Administration realizes that the only way out from the dead-end that it had entered is to fully implement the people's legitimate demands and to bring to an end the violence and repressive policies against the civilian population.

Turkey will resolutely continue to stand side by side with the Syrian people during this difficult period. Because, we strongly believe that we share a common future with the people of Syria and that we will build together such a common future. We wish success to the Syrian people in their just struggle.

Libyan gunman injures two in Topkapı Palace shooting

An assailant who opened fire with a pump-action rifle in a tourist district of İstanbul and wounded two people was killed in a clash with police. Interior Minister İdris Naim Şahin said the gunman was a Libyan national. The incident occurred in the Sultanahmet district of the city.

A soldier and a security guard working for a private company were injured. A witness said the assailant, whom he described as an Arab man, walked into Topkapı Palace and closed the doors at the entrance to the palace complex after shooting the soldier in the leg and the guard in the abdomen. The assailant clashed with police for more than an hour inside the Ottoman-era palace, one of İstanbul's major tourist attractions. The shooting first began at around 10:00 a.m. (7:00 GMT), almost an hour after visitors were admitted into the palace complex.

It was not immediately possible to verify the motives of the assailant. Witnesses said he shouted "Allahu Akbar" (God is Great) and then said in Arabic that he was from Syria, raising suspicions that the incident was linked to political tensions between Turkey and Syria over President Bashar al-Assad's crackdown on anti-regime protests.

Şahin, on the other hand, said the gunman was a Libyan national born in 1975. He said the assailant, identified as Samir Salem Ali Elmadhavri, had entered Turkey on Nov. 27 and arrived at the scene of the incident in a car with a Syrian license plate. Asked about the motive of the attack, Şahin said, "An attack's motive is to inflict harm." Şahin said it was not immediately known if the attacker was affiliated with any groups or organizations in Libya or Syria.

A spokesman for Libya's National Transition Council, Jalal el-Galal, said authorities in Tripoli have no information at this point on the gunman, the Associated Press reported.

İstanbul Governor Hüseyin Avni Mutlu had earlier said his motives appeared to be "personal."

"We will make a statement when the situation is clear," Mutlu told reporters, adding that the police decided to shoot him when the gunman appeared determined not to surrender.

Topkapı Palace, the seat of the Ottoman sultans for almost 400 years, is located in the city's historic Sultanahmet neighborhood, which also includes the Blue Mosque and the former Byzantine church of Haghia Sophia. The palace, with its harem, ornate courtyards and gilded treasures, attracts thousands of visitors each year.

"I saw the gunman carrying a gun on his shoulder, like a hunter; he had ammunition around his neck and a backpack. His overcoat was buttoned, I couldn't see what was underneath," İdris Cengiz, an eyewitness, told AP television. "He was coming toward us and my friend said he looked like a hunter so I asked him in English, 'Are you a hunter?' He said something in Arabic that I didn't understand."

A picture showed him carrying at least two rifles and a cartridge belt around his neck. The picture also shows the man wearing a black overcoat, cap and carrying a backpack.

Some tourists threw themselves on the ground in panic, Cengiz said. There were no other reports of injuries in the attack.

Turkey has harshly criticized Assad's violent crackdown on protests and announced on Wednesday a set of sanctions targeting the Syrian regime. Protesting Turkish policies, angry pro-Assad demonstrators attacked Turkish diplomatic missions earlier this month and burned a Turkish flag. Ankara has also backed a NATO operation against Libya's deposed leader Muammar Gaddafi after initially opposing the idea.

A group officers of America, France, Canada, Saudi Arabia and the UAE met a group of military officials in the Turkish Brigade in Syrian Iskenderun (the Turkish province of Hatay) to discuss the plan Syria's occupation.

The news agency quoted al-Shurouq al-Awsat for electronic news site close to the Israeli intelligence service "Mossad" that the officers gathered at this meeting to make necessary preparations on the possible scenarios about Syria and the formation of a buffer zone in Syrian territory.

The site claim that the plan contained the stomach moving in a way independent of the "NATO" and that officers from the leadership of the Air Force, Marine, land and military officers from the countries mentioned marching their work in northern Syria.

Qatar Airways announced a "stop flights to Syria immediately."

The company said in a statement issued in Damascus, "We would like to inform you that it will be canceled flights to and from Damascus immediately until the date of November 28, 2012."

The statement called for travel and tourism companies "do the necessary adjustments and to inform the passengers."

The company is owned by the ruling family in Qatar, was established in 1993 and the maiden flight in 1994.

Confirmed the Information Office of the Government of Dubai on his Twitter site on the day that Emirates Airlines will suspend its flights to Syria next week under the sanctions of the Arab League. It gave no other details.

JEDDAH: Many Syrian residents in the Kingdom have expressed dismay after it was reported the Arab League could ban airlines from flying to Syria from Arab countries.

Arab foreign ministers on Sunday recommended a ban on flights to the troubled country from Arab countries, among other economic sanctions.

A large number of Syrians in the Kingdom usually travel by air to visit their country.

However, they could now be banned from flying to Syria, and forced to use road transport instead.

The Arab League sanctions that are expected to be implemented include asset freezes and an embargo on Arab investments in Syria.

"As a Syrian resident in Saudi Arabia, I used to visit my country every year by air. Now, I have to stop visiting my home due to the Arab sanctions against my country which may include an embargo on flights to Syria," said Syrian resident in Jeddah Adel Al-Halbi.

There are a large number of Syrian residents in the Kingdom who usually travel by land to reach their home, especially those who live in the northern regions.

The majority of Syrian residents who live in Jeddah, Riyadh and Dammam travel by air due to the long distance.

"The journey to Syria from Jeddah and Dammam by land takes at least one day. I live in Jeddah and I prefer to travel to my home by air," said Rasha Mahdi, a Syrian resident living in Dammam.

"However, the Arab ban on flying to Syria will force Syrian residents in Arab countries to travel by land. Many of them will take two or three days to reach their home."

Meanwhile, local experts said travel agencies would face huge losses in the region of millions of riyals if the ban is implemented.

"The political uprising in Syria reduced the number of Saudi and Syrian tourists by 50 percent last summer. There are many Syrian residents who will not travel until the turmoil ends," chairman of Al-Tayyar travel agency Dr. Nasser Al-Tayyar told Arab News.

"However, the recent sanctions of the Arab League will complicate the situations of Syrian residents who want to visit their families or relatives in Syria. The travel agencies will face huge losses, estimated at more than SR100 million ," Al-Tayyar added.

The head of Syrian National Council has secretly met the leader of the so-called Free Syrian Army in Hatay to promise support in the fight against Damascus

A delegation headed by the president of the Syrian National Council (SNC) conducted a secret meeting with the highest ranking Syrian army defector and leader of the self-proclaimed Free Syrian Army on Nov. 28 in Turkey, according to reports.

During the meeting in the southern province of Hatay on the Syrian border, SNC leader Burhan Galioun promised Free Syrian Army head Col. Riad al-Asaad that his council would support the fighting force, an organization formed by army defectors in Syria, a SNC member told the Hürriyet Daily News on condition of anonymity.

The Turkish Foreign Ministry said they knew about the meeting but did not have any details on what was said at the meeting.

A senior Turkish lawmaker says Western media outlets are not reflecting the reality in Syria and the West is playing a game in the Arab country, Press TV reports.

MP Birgul Ayman Guler, the deputy chairperson of Turkey's main opposition party, the Republican People's Party (CHP), who visited Syria about one month ago as part of a Turkish delegation comprised of 38 women, said on Tuesday that the reality in Syria is different from what Western media outlets are reporting.

In an exclusive interview with Press TV's Ankara correspondent, Guler stated, "What we understood during the visit was that the Western media were lying about the situation in Syria."

"We were told [by the Western media] that there was bloodshed underway by the administration of [Syrian President Bashar] al-Assad, but we did not see any violence in Syria," she added.

Guler visited the cities of Alepo, Damascus, and Latakia during her four-day trip to Syria.

She said that fighting was reported only in Hama and Homs, where Syrian government forces were engaged in clashes with groups that had launched attacks on government forces and civilians.

"When we returned to Turkey, we shared the realities with the Turkish people, the media, and the international community," the Turkish MP stated.

Guler added that foreign elements, such as the United States and the European Union, are trying to implement a plot in Syria.
