DAMASCUS, (SANA) – Foreign and Expatriates Minister Walid al-Mu'allim on Wednesday received a copy of credentials of Azamat Kulmukhametov as Russia's new ambassador to Syria.

The meeting between the two sides tackled the distinguished bilateral relations and ways of boosting them in all domains.

Yaroslav Volkov, an expert on the Middle East at the Academy of the Russian military said, in an interview with "Russia Today", that it is early to talk about a decline in the Syrian crisis. Volkov said that there is still an opportunity to get out of the country's predicament.

Q: The city of Aleppo, a rally in support of the Syrian regime and in support of the reforms announced recently, do you read the change at the level of the Syrian crisis?

A: I would like to point out that Syria has witnessed by demonstrations in support of the regime of Bashar al-Assad. Q: There are diplomatic efforts being made by many parties, Russia mediator of the Port in order to launch the dialogue between the opposition and power, do you think that these efforts will succeed in attempts to end the crisis in Syria?

A: What contributes to the solution of the crisis is useful. I would not be talking about that Russia is currently the role of mediator between the opposition and the ruling regime. Although Syrian President Bashar al-Assad has formed a committee to draft a new constitution within four months, the move seems to be rejected by the protesters as they are bent upon sending President Assad home. The protests that erupted on March 15 — initially calling for greater freedoms and later demanding the ouster of the Assad regime — have created a severe law and order situation in Syria. The security forces are facing armed resistance from the protestors across the country. Not only a large number of civilians have lost their lives and hundreds arrested, the armed protestors have also killed a good number of security personnel. Unfortunately, the western media is only propagating the loss of civilian lives in Syria, deliberately ignoring the death toll of security personnel in the ongoing tension in the country. The Syrian authorities have time and again pointed at the US and the western countries' financial support to the protestors, along with arms and ammunition.

Unfortunately, the international media is hiding this fact and promoting anti-Assad regime sentiments among the people across the world. The world must understand the imperialistic designs of the west and the role of the US in Syria. Syria is the only country in the region with leanings towards socialism. It has been a thorn in the eyes of the US and the west as it openly questions Israel's activities in the region. If President Assad's regime topples, the balance of power in the world will be further disturbed. It is encouraging that the UN Security Council has failed to pass a resolution against the Syrian authorities. Russia and China vetoed the anti-Syria resolution drafted by the western countries as they refrained from repeating the mistake that led the Nato forces to launch airstrikes in Libya. The sensible leaders of the world must oppose such attempts by both the west and the US.

For the stability, security and prosperity of the world, especially the third world countries, the creation of bipolarity or even multi-polarity in the world is very important. At present, an opinion is being built around the world against the deadly crackdown of the Syrian authorities on the anti-government protestors. The world, particularly the Arab countries, should put pressure on the US and the west to stop supporting the armed resistance in Syria and let the Syrian government hold talks with dissident leaders for a peaceful resolution of the crisis.

DAMASCUS, (SANA) – Minister of Foreign Affairs and Expatriates Walid al-Mu'allim on Wednesday said that Syria is looking forward to the best relations with Arab countries, and what it is facing is the result of its stances in support of the Arab issues, particularly the Palestinian Cause.

al-Mu'allim expressed confidence that "Sooner or later the region's countries will realize that the attempt to destabilize Syria's security won't be in the region's interest," during his meeting with the visiting Indian academic and media delegation.

Minister al-Mu'allim thanked the Indian leadership and people for their supportive stance at the UN Security Council which prevented the adoption of western draft resolution that could allow for foreign interference in Syria's internal affairs.

He reiterated Syria's determination to head towards the East to enhance its economic relations with the friendly countries in Asia, South America and Africa, in light of the US and European sanctions against Syria, "which negatively affect the Syrian citizens' life and living and expose the West's false claims of defending human rights."

Hr expressed Syria's firm will to move forward with implementing what was agreed upon during President al-Assad's visit to India and the Indian President's visit to Syria in 2010.

al-Mu'allim expressed confidence in the Syrian people's ability to overcome the crisis and sanctions.

al-Mu'allim presented to the delegation members a comprehensive and detailed review on the situation in Syria, indicating to the presence of armed groups which have been committing terrorist acts against civilians, law enforcement members and state establishments.

He also referred to the smuggling of arms by those groups into Syria through its borders with neighboring countries, noting that the arms shipments which have been seized by the authorities confirm this, the last of which was a car loaded with weapons in Idelb.

"No country in the world would accept that the security of its citizens be jeopardized," he added.

Minister al-Mu'allim indicated to the misleading media campaign launched against Syria, stressing the importance of the Indian delegation's visit in conveying the real image of what is taking palace in Syria.

al-Mu'allim referred to the citizens' legitimate demands which the Syrian government is working hard to fulfill through the comprehensive reform program announced by President Bashar al-Assad, citing the already issued legislative decrees regarding ending the emergency state, the political parties law, the elections law, the local administration law and the media law according to specific timetables.

He underscored the presidential decision recently issued by President al-Assad on forming a committee to draft a constitution for the country within a time period of 4 months.

The Minister stressed that the country is now in the process of holding a comprehensive national dialogue conference with the participation of all spectrums of the Syrian society and the national opposition to draw out a vision for Syria's future.

For their part, the delegation members stressed Syria's important role in the region, adding that what they saw on the ground during their visit to a number of governorates completely contradicts the image conveyed by some media.

The members hailed the state of stability and security they felt in the governorates and the steps taken by the Syrian leadership to achieve reforms, hoping that Syria would come out of the crisis as soon as possible without any foreign interference.

The USA, Russia and European countries supplied large quantities of weapons to repressive governments in the Middle East and North Africa before this year's uprisings despite having evidence of a substantial risk that they could be used to commit serious human rights violations, Amnesty International said today in a new report.

Arms Transfers To The Middle East And North Africa: Lessons For An Effective Arms Trade Treaty examines arms transfers to Bahrain, Egypt, Libya, Syria and Yemen since 2005.

"These findings highlight the stark failure of existing arms export controls, with all their loopholes, and underline the need for an effective global Arms Trade Treaty that takes full account of the need to uphold human rights," said Helen Hughes, Amnesty International's principal arms trade researcher on the report.

"Governments that now say they stand in solidarity with people across the Middle East and North Africa are the very same as those who until recently supplied the weapons, bullets and military and police equipment that were used to kill, injure and arbitrarily detain thousands of peaceful protesters in states such as Tunisia and Egypt and are even now being deployed by security forces in Syria and Yemen."

The main arms suppliers to the five countries included in the report were Austria, Belgium, Bulgaria, Czech Republic, France, Germany, Italy, Russia, the UK and the USA.

At least 11 states have provided military assistance or allowed exports of weaponry, munitions and related equipment to Yemen, where some 200 protesters have lost their lives in 2011. These include Bulgaria, the Czech Republic, Germany, Italy, the Russian Federation, Turkey, Ukraine, the UK and the USA.

Despite the continued brutal crackdown against protesters, the international community has failed to take strong action to stem arms transfers to Yemen.

Obtaining arms data for Syria is difficult as few governments officially report on their arms trade with the Syrian government. But it is known that the biggest arms supplier to Syria is the Russian Federation with reportedly about 10 per cent of all Russian arms exports going there.

Russia does not publish an annual report on its arms exports meaning that its arms transfers to the region cannot be quantified.

India authorized the supply of armoured vehicles to Syria whilst France sold munitions between 2005 and 2009.

Amnesty International has identified 10 states whose governments licensed the supply of weaponry, munitions and related equipment to Colonel Mu'ammar al-Gaddafi's Libyan regime since 2005, including Belgium, France, Germany, Italy, Russia, Spain and the UK.

During the conflict, al-Gaddafi forces have committed war crimes and abuses which may amount to crimes against humanity.

Spanish cluster submunitions and MAT-120 cargo mortar projectiles, licensed for sale in 2007, were found in Misratah by Amnesty International, when it was being shelled by al-Gaddafi forces earlier this year. This equipment is now prohibited by the Convention on Cluster Munitions which Spain signed less than a year after supplying the submunitions to Libya.

Much of the heavy weaponry found in Libya by Amnesty International researchers looks to have been manufactured during the Soviet-era – Russian or Soviet-made, especially the Grad rockets which are inherently indiscriminate and have been widely used by both sides during the conflict. Some of the munitions found were also Chinese, Bulgarian and Italian such as the Type 72 anti-tank mines, rocket fuses and 155mm artillery rounds, respectively.

At least 20 states have sold and supplied small arms, ammunition, tear gas and riot control agents, and other equipment to Egypt. The USA has been the biggest - annually providing $1.3 billion. Others include Austria, Belgium, Bulgaria, Italy, and Switzerland.

Shotguns were widely used in both Egypt and Bahrain by the security forces with devastating lethal effect.

Amnesty International recognized that the international community has taken some steps this year to restrict international arms transfers to Bahrain, Egypt, Libya, Syria and Yemen. But the organization said that existing arms export controls had failed to prevent the transfer of arms in the preceding years.

"Arms embargos are usually a case of 'too little too late' when faced with human rights crises," said Helen Hughes.

"What the world needs is rigorous case by case evaluation of each proposed arms transfer so that if there is a substantial risk that the arms are likely to be used to commit or facilitate serious human rights violations, then the government must show the red stop light."

"This proactive 'Golden Rule' is already in the UN draft paper for the Arms Trade Treaty talks which resume at the United Nations in February. If the major arms exporters fail to adopt the Golden Rule, and recklessly continue a 'business as usual' approach, fuelling human rights crises as we have witnessed across the Middle East and North African region this year, it will needlessly shatter lives and undermine global security."

DAMASCUS, (SANA) _ Foreign and Expatriates Minister Walid al-Mu'allim has underlined that armed terrorist groups seek to destabilize the situation in Syria, and they are funded by similar organizations from neighboring countries.

Meeting a Russian media delegation on Thursday, the Minister clarified that these groups have infiltrated to Syria through the borders and they belong to Al-Qaeda and similar extremist organizations.

al-Mu'allim explained to the Russian delegation, currently visiting Syria, the reality of events taking place in Syria, pointing out that the competent authorities seized big amounts of smuggled weapons, as the law enforcement forces are continuing to fulfill their duty in combating the terrorist groups to protect homeland and citizens.

On the comprehensive reform program announced by President Bashar al-Assad, al-Mu'allim underlined that the Syrian leadership is determined to go ahead in reform process, as the Minister reviewed the steps achieved including lifting the Emergency Law, issuing a package of regulating legislations on forming political parties, holding free parliamentary and local administrative councils elections and on free media.

The Minister pointed out that President al-Assad has set a timetable for executing the reforms within a maximum of six months.

" Preparations are underway for holding a comprehensive national dialogue conference that will embrace all the spectrums of the Syria people and the national opposition," al-Mu'allim said.

He added there is an intention for holding an economic dialogue conference with the participation of the Syrian economic bodies to discuss the Syrian economic situation and means of developing it and overcoming the US and European Union economic sanctions, which negatively affect Syrians.

al-Mu'allim thanked the friendly Russian people and leadership for their stances in support of Syria, and using, along with the friendly country of China, the veto in the UN Security Council to prevent exploiting this Council by Western countries to interfere in Syria's internal affairs.

He added that Syria is working on enhancing and activating its economic relations, trade and investments exchange with the friendly countries such as Russia, China, India, Latin American countries and others.

For their parts, members of the Russian delegation expressed admiration over what Syria enjoys of cultural diversity, amity and loyalty, indicating that the situations are not as they are broadcast by some misleading mass media as all walks of life are normal.

France, Germany and Britain requested Iraq on Wednesday to clarify his position on the current events in Syria, expressing "concern" what is going on there.

Russia and China are concerned over Syria, Russia's Security Council Secretary Nikolai Patrushev told reporters in Beijing on Thursday.

Alexander Zotov, former Russian ambassador in Syria said in an interview with the channel "Russia Today" The position of Russia is the exclusion of outside interference in Syrian affairs.
