BEIRUT: In its first comment since reports of Syrian incursions into Lebanon, the Lebanese Army said Monday it is carrying out its mission to control the border with Syria and prevent arms smuggling and the infiltration of gunmen from Lebanon into Syria.

The army also said it was coordinating with the Syrian Army when the need arose to deal with any security incident on the common borders which have been tense since Syrian families began crossing into Lebanon to flee the brutal crackdown on anti-government protesters in Syrian cities and towns near the border with Lebanon.

The statement released by the Army Command's Directorate of Orientation was the first official comment on reports of recent Syrian incursions into Lebanese territory in search of what Syrian authorities say arms smugglers and "armed gangs" blamed for the killing of civilians in Syria. The Syrian incursions were a sequel to the eight-month-old popular revolt in Syria against President Bashar Assad.

At least three Syrians were reported killed in October following Syrian army cross-border raids into east Lebanon in a development that heightened tension along the Lebanese-Syrian borders and sparked calls from the March 14 opposition parties on the Lebanese government and army to act to stop what they dubbed "Syrian violations" of the Lebanese border.

"There has recently been much talk about developments happening on the land border with Syria. Sometimes, information is circulating about the entry of [Syrian] military forces into Lebanese territories to chase fugitives. At other times, there is talk about mine-planting operations inside or outside the Lebanese border. This information has been accompanied by questions about the army's role in these developments," the army statement said.

"The Army Command would like to clarify that its units intervene immediately to deal with any violation if it takes place.

They are carefully pursuing their mission with regard to controlling the border and preventing smuggling and the infiltration of armed men in line with the instructions of the political authority," the statement said.

It added that Lebanese troops were also coordinating with Syrian forces when the need arose in the framework of agreements signed by the two countries "to deal with any security incident on the common borders in order to maintain security and stability on both sides of these borders," the statement said. However, the statement did not cite any specific Syrian violation of the Lebanese border.

The Lebanese government, which has been accused by March 14 politicians of turning a blind eye to the reported Syrian incursions, has for the most part kept mum on the issue.

A Syrian national was arrested at Beirut airport overnight Sunday for his alleged involvement in arms smuggling from Lebanon to Syria, security sources told The Daily Star Monday. They said Muhammad Shaker Bashlah, 28, who was preparing to fly to Riyadh, was arrested late Sunday.

Weapons smuggling across the border to Syria is reported to have increased substantially since the popular uprising began in Syria in mid-March.

The United Nations and the United States have condemned the Syrian incursions, seen as a bid by Damascus to clamp down on arms smuggling and prevent dissidents and army defectors from crossing over to Lebanon.

Lebanese officials estimate that 5,000 Syrians, including deserting soldiers and opposition members, have sought refuge in Lebanon since the beginning of the uprising.

Interior Minister Marwan Charbel said last week the lack of clearly demarcated borders between the two countries was the cause of Syrian incursions. Lebanon and Syria share a 330-kilometer border but have yet to agree on an official demarcation.

Last month, Syrian troops were seen planting mines along a region bordering northern Lebanon in an effort to stem weapons smuggling and prevent army defectors from fleeing.

In addition to the border incidents, at least five Syrian dissidents have been kidnapped in Lebanon since May.

In February, three brothers from the Jassem family were kidnapped. One of them had been seen just a few days earlier handing out flyers calling for reform in Syria, according to Human Rights Watch.

In May, Shibli Aisamy, an 86-year-old Syrian dissident was abducted in the mountain town of Aley. Also Friday, a Beirut resident told The Daily Star that Syrian citizen Saleh Hamdan Mahmoud has also been reported missing since last month.

Meanwhile, the Parliamentary National Defense, Interior and Municipalities Committee heard a report Monday from Charbel who briefed committee members on the circumstances of the kidnapping of the Jassem brothers, Aisamy and Joseph Sader, the state-run National News Agency reported.

Aley MP Akram Chehayeb called on the state and its security apparatuses to play their role in uncovering the fate of the kidnap victims.

"The state and its [security] agencies must not abandon their role no matter what the circumstances are. Any abandonment and disregard [of the state's role] will lead to more security breakdowns," Chehayeb said.

"The state sovereignty will remain incomplete unless it succeeds in determining the fate of those living on its territory," he added.

In yet another show of support for the opponents of Syrian leader Bashar al-Assad, Turkish Prime Minister Recep Tayyip Erdoğan has said he believes the opposition will be successful in their "glorious" resistance to the ongoing government crackdown.

Speaking during his Justice and Development Party's (AK Party) parliamentary group meeting on Tuesday, Erdoğan continued his severe criticisms of the Syrian administration."We had a friendship that began nine years ago but Syria failed to appreciate this. They [Syrian rulers] did not pay heed to our warnings. … But we cannot remain silent in the face of this process. We will continue to display the necessary stance. I believe that the Syrian people will be successful in their glorious resistance," he said.

Turkey, once a close ally of the Syrian president, has gradually toughened its criticism of the Syrian regime for its brutal crackdown on anti-regime protests. Last month, Erdoğan slammed Assad, suggesting that Syria would be the next country on the Arab Spring list and that Assad would eventually be ousted by his own people.

"Those who repress their own people in Syria will not survive. The time of autocracies is over. Totalitarian regimes are disappearing. The rule of the people is coming," Erdoğan also said in September in Libya while addressing the Libyan people.

Assad has shrugged off broad international condemnation and calls for him to step down, insisting that armed gangs and thugs are behind the violence, not true reform-seekers.

The Turkish prime minister has reiterated on many occasions that what happens in Syria is an "internal affair" for Turkey, not an issue of foreign policy, given the 850-kilometer-long border between the two countries and deep cultural and historical ties.

On Tuesday Erdoğan also voiced his belief that the Syrians who have been killed by pro-Assad forces are martyrs.

"The killing of one person is like the killing of all humanity, but unfortunately there is an administration [in Syria] that massacres and kills people, making them martyrs. This is an administration that relies on force. This is not an administration which depends on the nation's will," he said.

At the same meeting, the prime minister also praised Turkey for showing an example of solidarity for the entire world to see in the aftermath of a powerful earthquake that hit eastern province of Van on Oct. 23, killing more than 600 people.

He said all 80 provinces of Turkey mobilized to extend a helping hand to the quake victims. Erdoğan added: "We have mobilized all our means for the construction of temporary shelters and permanent accommodation. We are healing the wounds very rapidly. With its population of 74 million, Turkey displayed a solidarity [for Van] which sets as an example to the world." Erdoğan also focused on a letter Republican People's Party (CHP) leader Kemal Kılıçdaroğlu sent him recently regarding an alleged corruption case in Kayseri.

In late 2010 Kılıçdaroğlu alleged that the Kayseri Municipality, the Kayseri Governor's Office and the Kayseri Police Department were all involved in corruption. In a speech made in Parliament during which he criticized the government's management of the economy and the 2011 budget, Kılıçdaroğlu produced a file concerning allegations of corruption in Kayseri province going back to 2007.

Kayseri Mayor Mehmet Özhaseki is from the AK Party.

Erdoğan said Kılıçdaroğlu has so far failed to back up his allegations regarding the alleged corruption case in Kayseri and that he tries to defame the government by bringing the issue back to the agenda over and over again. The prime minister said he would write a detailed response to the CHP leader.

PARIS, (SANA)-Syrian and Omani Ministers of Education discussed on Monday the prospects of bilateral cooperation and means of developing the educational and learning process in their countries through exchanging expertise and benefiting from their experiences in these fields.

The meeting between the two ministers took place on the sidelines of the 36th Session of the UNESCO's General Conference held in Paris.

Heading the Syrian delegation to the Conference, Minister Saleh al-Rashid reviewed the structure of the educational system in Syria and the steps taken to archive the highest school enrollment rate, resolve the problems of truancy and illiteracy.

He also highlighted the Ministry's efforts in overcoming the challenges facing the educational development process, citing developing the curricula, qualifying teachers and integrating technology into teaching, as well as developing the technical and vocational education system and the teaching techniques.

Omani Minister Madiha al-Shibaniyeh highlighted the importance of exchanging expertise with the Syrian side and making use of the modern technologies and putting them at the service of the students and the curricula.
